Development of Safety Devices for Marine Leisure (해양레저 안전장비 개발)

  • This paper describes two kinds of personal hand-held electronic devices to support marine leisure safety. The one is Radar response-type safety device triggering by the pulse signal from a commercial 9GHz-band Radar to provide quick search and rescue with combined civilian-government-military fleets. The other one is M-RFID (Marine Radio Frequency IDentification) based safety electronic device using 900MHz Tx/Rx with spread spectrum frequency hopping and GPS. Through the field tests at sea using Korea Coast Guard's warship the operating performances are verified. Further plan for practical use of each device was also discussed.

  • Marine environment has been polluted and damaged by many sources such as industrial waste, natural seepage, oil spill and offshore production etc. Among them, oil spill from oil tankers is one of most harmful sources to marine lives as its input amount is huge at a limited area for short period. In Korea, the port of Yeosu is known to be very vulnerable to oil spill with large amount of petroleum transported across the harbour. In this regards, the author analyzed and reviewed marine environment and appropriate response to marine oil spill at this area. For these purposes, oceanographic and meteorologic features as well as regional characteristics of harbor facilities, shipping routes, marine traffic and fisheries were investigated, also traffic densities were analyzed in order to check marine accident probabilities making direct observations for 72 hours visual1y and by portable radar.

  • In this paper, we will introduce the predominant case on the marine leisure business of the overseas.   • The recent increase in size and speed of ships resulted in the existing maritime routes becoming narrow relative to the size of new ships. At the same time, as the improvement and optimization in marine transportation take place and the construction of structures in seas and harbor improvements pick up speed, there is an increasing probability of marine accidents. Due to these environmental changes, the need to professionally analyze the effect of marine structures on navigation arose to ensure safety of ships and a law was enacted and introduced for the Maritime Traffic Safety Audit (MTSA). In this study, a Qualitative assessment for verifying the effectiveness of MTSA was carried out with case analysis and analysis model in other similar audit scheme. It is expected that an analyzed result for effectiveness of MTSA will be a steppingstone for enhancing the MTSA and keeping maritime traffic safety as its own purpose.

  • Recently demands for marine development are increasing due to limitation of land-based resources, occurrence of the demands for the new materials and the increase of marine transportation among nations. Development activities in marine area give rise to external dis-economic effects to marine species and their habitats. Marine Spatial Planning(MSP) is a system devised to seek sustainable use of marine ecosystem, and to overcome conflicts between conservation and development This paper 1) analysed the effects of MSP in three aspects: economic, ecological and political effects, 2) explained reasons why MSP is necessary in the Korean marine policy and 3) suggested the prerequisites for successful adaptation of MSP in Korea.

A Participation Income Project to Remove Marine Debris and its Possible Contribution to Creating a Marine Protected Area in Korea

  • The creation of marine protected areas is an important aspect of marine ecosystem sustainability. However, South Korea has not achieved its Aichi Biodiversity Target to designate 10% of its sea as marine protected by 2020. Local residents have strong opposition to the designation of protected areas in South Korea; there has been little trust in the government since the 1970s, when residents felt that their property rights were being ignored in favor of creating national parks. Here, we present a case where creation of a marine protected area was led by residents of TongYeong City. The success of a participation income project to remove marine debris in the city seems to be an important factor that led to the designation of the marine protected area. The case of TongYeong City is compared with that of nearby Geoje City, where an ecologically important stream has not been designated as a wetland protection area, although a similar participation income project enrolled the city's residents. The comparison provides a tentative assessment of the conditions needed to increase trust among residents. The results suggest that, if the projects are well-designed and well-managed, participation income projects to remove marine debris can be effective in building trust among stakeholders in potential marine protected areas.

Reduction plan of marine casualty for small fishing vessels (소형어선의 해양사고를 줄이기 위한 방안)

  • Marine casualties of small fishing vessels (SFV) of less than 20 tons are frequent in Korea. The analysis was conducted to identify the cause and then prepared reduction plan using the marine casualty statistics of fishing vessels for the last five years from 2012 to 2016 by the Korean Maritime Safety Tribunal to reduce the marine casualties of SFV. According to the analysis of the type of whole vessels occurring marine casualty, fishing vessels accounted for an average 68.0 %; moreover, except for 2014 when M/V SEWOL ferry capsizing occurred, the rate of death and missing due to marine casualties occurred from 68.3 % to 91.2 % in fishing vessels, and an average 79.5 % was found to be urgent need of a measure. Marine casualties occurrence depending on the gross tonnage of fishing vessel was found that the most occurred at less than 5 tons, followed by the order of 5 to 10 tons or less. However, crews who boarded on SFV do not have any training program for them, except for the fishing safety training of fisher who carry out fishing for shipowners and crew of the coastal and offshore fishing vessel in accordance with the safety regulations for fishing vessels in the Fisheries Cooperative Association. Therefore, it is necessary to revise the training program so as to improve the preventive action and then emergency response including the fishing safety compliance with each fishery, safe navigation, machinery inspection and emergency response. Also, an SFV of less than 5 tons of 56,000 vessels is boarded by unqualified fishers. It would also be possible to consider subdividing small boat operator's certificate to enhance their qualifications. It is expected that marine casualties of SFV will be reduced if active efforts are made to improve the safety consciousness of fisher and shipowners as well as the reorganization of fishing safety training and the small boat operator's certificate system.

A Study on Marine Accident Ontology Development and Data Management: Based on a Situation Report Analysis of Southwest Coast Marine Accidents in Korea (해양사고 온톨로지 구축 및 데이터 관리방안 연구: 서해남부해역 선박사고 상황보고서 분석을 중심으로)

  • Along with an increase in marine activities every year, the frequency of marine accidents is on the rise. Accordingly, various research activities and policies for marine safety are being implemented. Despite these efforts, the number of accidents are increasing every year, bringing their effectiveness into question. Preliminary studies relying on annual statistical reports provide precautionary measures for items that stand out significantly, through the comparison of statistical provision items. Since the 2000s, large-scale marine accidents have repeatedly occurred, and case studies have examined the "accident response." Likewise, annual statistics or accident cases are used as core data in policy formulation for domestic maritime safety. However, they are just a summary of post-accident results. In this study, limitations of current marine research and policy are evaluated through a literature review of case studies and analyses of marine accidents. In addition, the ontology of the marine accident information classification system will be revised to improve the current limited usage of the information through an attribute analysis of boating accident status reports and text mining. These aspects consist of the reporter, the report method, the rescue organization, corrective measures, vulnerability of response, payloads, cause of oil spill, damage pattern, and the result of an accident response. These can be used consistently in the future as classified standard terms to collect and utilize information more efficiently. Moreover, the research proposes a data collection and quality assurance method for the practical use of ontology. A clear understanding of the problems presently faced in marine safety will allow "suf icient quality information" to be leveraged for the purpose of conducting various researches and realizing effective policies.

  • Recently, many ships such as fishing boats, cargo ships, high speed ferry boats are visiting Mokpo harbor. In particular, many marine accidents have been occurred at this area due to the narrow channel, a thick fog, the existing of the shallow waters etc. However there is no suitable ships' routeing system which takes account of today's traffic situations in this area. This study aims at the settling of hazardous factors to mitigate the danger to vessels in Mokpo harbor and to secure the safety of maritime environment.

  • Most of the maritime accidents are the crash that occurred by complex coastal terrain, increased maritime traffic and frequent weather changes. Therefore, transportation safety is exactly determined using accurate environmental informations, but if informations are inaccurate or insufficient, accident risk can be increased. Therefore, ship need the system that can accurately generate transportation safety information. This paper proposes the transportation safety system and performance evaluation in the real environment. The proposed system includes database of environment informations and navigation algorithm using PPP method to estimate the accurate ship position. Therefore, this system can accurately calculate distance or freeboard between ship with other factors. Futhermore, when weather is deteriorated, crew can sail with database based 3-D monitoring module in the transportation safety system. To verify the function and performance, data of Kyungin ARA waterway and ferry is used to evaluation.
