Interest in aluminum alloys for the hydrogen valves of fuel cell electric vehicles (FCEVs) is growing due to the reduction in fuel efficiency by the high weight. However, when an aluminum alloy is used, deterioration in mechanical characteristics caused by hydrogen embrittlement and wear is regarded as a problem. In this investigation, the aluminum alloy used to prevent hydrogen embrittlement was subjected to surface treatments by performing hard anodizing and plasma ion nitriding processes. The hard anodized Al alloy exhibited brittleness in which the mechanical characteristics rapidly deteriorated due to porosity and defects of surface, resulting in a decrease in the ultimate tensile strength and modulus of toughness by 15.58 and 42.51%, respectively, as the hydrogen charging time increased from 0 to 96 hours. In contrast, no distinct nitriding layer in the plasma ion-nitrided Al alloy was observed due to oxide film formation and processing conditions. However, compared to 0 and 96 hours of hydrogen charging time, the ultimate tensile strength and modulus of toughness decreased by 7.54 and 13.32%, respectively, presenting excellent resistance to hydrogen embrittlement.

Federated learning (FL) is a new paradigm in machine learning (ML) that enables multiple devices to collaboratively train a shared ML model without sharing their local data. FL is well-suited for applications where data is sensitive or difficult to transmit in large volumes, or where collaborative learning is required. The Internet of Underwater Things (IoUT) is a network of underwater devices that collect and exchange data. This data can be used for a variety of applications, such as monitoring water quality, detecting marine life, and tracking underwater vehicles. However, the harsh underwater environment makes it difficult to collect and transmit data in large volumes. FL can address these challenges by enabling devices to train a shared ML model without having to transmit their data to a central server. This can help to protect the privacy of the data and improve the efficiency of training. In this view, this paper provides a brief overview of Fed-IoUT, highlighting its various applications, challenges, and opportunities.

High thermal efficiency and the ability to use various types of fuel are a few of the many advantages of diesel engines. However, a major disadvantage is that their exhaust emissions are more harmful to humans and the environment than that of conventional engine. Consequently, the provisions of the international emissions standards for diesel engine equipped passenger cars, commercial vehicles, and ships have become more stringent. These standards include the EU Euro 6, the IMO MEPC Tier 3, and the US EPA Tier 4. Ryu et al. published a study that applied fuel additives to two-stroke diesel engines. In this study, a four-stroke diesel engine using diesel oil for a generator is utilized as the test subject, and an experiment is performed to verify whether fuel additive can be used to improve performance and exhaust emissions. In addition, this experimental study presents research results for the application of fuel additives in both two-stroke and four-stroke diesel engines. The experimental results were compared and analyzed by placing an oil-soluble calcium-based organometallic compound in diesel oil. The results confirmed that the addition of fuel additive improved the performance (fuel consumption rate, exhaust gas temperature) and exhaust emissions (NOx, CO) of the diesel engine.

Modern countries have almost ratified the UN Convention on the rights of persons with disabilities and are creating environments to prevent discrimination against these individuals. In 1996, the International Maritime Organization presented a recommendation for the design and operation of passenger ships to respond to elderly and disabled persons' needs. In Korea, an act on the promotion of transportation convenience for mobility disadvantaged persons has been implemented, and facilities for the disabled have been rapidly installed in ships, vehicles, aircraft, railways and passenger terminals. However, the maritime transport environment is less concerned about disabled persons than safety. In this study, basic research was conducted to improve the maritime transport environment for disabled people in Korea through a field survey and literature survey. As a result, it was found that relevant laws and regulations have not been properly applied to excursion ships and ferries as well as small-scale ports, which are responsible for a large part of coastal passenger transportation. In addition to low installation rates of facilities for the transportation of persons with disabilities in ships and terminals, loose equipment was also considered. Therefore, it is necessary to protect the human rights of persons with disabilities, which are universal values of humanity, by complementing laws and introducing improved facilities.

This research paper examines the history and present of 'temporary passengers' prescribed in Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations and suggests improvement plans referring to the examples of legislation of other countries. In 2015, Ministry of Ocean and Fisheries made authoritative interpretation that Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations, which prescribes special cargo drivers such as agricultural, marine or livestock vehicles as temporary passengers, is applied only to passenger ships and not to cargo ships such including Ro-Ro cargo ships. As the authoritative interpretation of the Ministry does not agree with not only the traditional interpretational methodology but also the interpretational methodology that are commonly used today, it lacks logical basis and looks unpersuasive. Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations can be applied not only on passenger ships but also on cargo ships. Also in case of Ro-Ro cargo ships, it is logically contradictory and against fairness not to acknowledge special cargo vehicle drivers as temporary passengers when there is no problem with safe navigation and safety of passengers on board even when the sailor, the sailor's family and the ship owner may be acknowledged as temporary passengers. To avoid unnecessary disputes and lawsuits, improvement plans using theory of legislation through statutory reform is more desirable. Therefore, the P aragraph should be amended to "Supercargo who deals with cargo that requires special care due to the characteristics of the cargo, such as transportation vehicles for agricultural products, marine products, livestock, explosives or flammable materials (drivers can serve as supercargos)" to reflect the distinct characteristics of cargo and ship navigation in Korea including the current distribution system, while setting an objective standard based on common sense of ordinary people and not on arbitrary interpretation.
In almost industries, such as the logistics industry, marine fisheries, agriculture, industry, and services, small unmanned aerial vehicles are used for aerial photographing or closing flight in areas where human access is difficult or CCTV is not installed. Also, based on the information of small unmanned aerial photographing, application research is actively carried out to efficiently perform surveillance, control, or management. In order to carry out tasks in a mission-based manner in which the set tasks are assigned and the tasks are automatically performed, the small unmanned aerial vehicles must not only fly steadily but also be able to charge the energy periodically, In addition, the unmanned aircraft need to land automatically and precisely at certain points after the end of the mission. In order to accomplish this, an automatic precision landing method that leads landing by continuously detecting and recognizing a marker located at a landing point from a video shot of a small UAV is required. In this paper, it is shown that accurate and stable automatic landing is possible even if simple template matching technique is applied without using various recognition methods that require high specification in using low cost general purpose small unmanned aerial vehicle. Through simulation and actual experiments, the results show that the proposed method will be made good use of industrial fields.

Jinhae Bay located in the southern of Korean Peninsular is an important spawning area in Korea. By some preliminary studies it was measured several times that adult Pacific codes (Gadus microcephalus) were passed (swimming layer: 15 to 18 m) over a submerged sea tunnel (sea bottom: about 30 m) rather than another immigration route when the Pacific codes were tagged surgically with an acoustic transmitters and released inside of the Bay. There is a possibility that the Pacific codes and the other fishes use the route on the sea tunnel as an immigration route are affected by a human-generated underwater noise around the sea tunnel due to the sea tunnel traffic. On this study the 25-hour measurements of the underwater noise level by water layer were conducted with a hydrophone attached on a portable CTD and an underwater noise level meter during four seasons, and the acoustical characteristics of the underwater noise was analyzed. The mean traffic volume for one hour at the sea tunnel on the spring was shown the largest value of 1,408 [standard deviation (SD): 855] vehicles among four seasons measurement. The next one was ordered on the autumn [1,145 (SD: 764)], winter [947 (SD: 598)] and summer [931 (SD: 558)] vehicles. Small size vehicle was formed 84.3% of the traffic volume, and ultra-small size, medium size, large size and extra-large size of the vehicle were taken possession of 8.7%, 3.2%, 2.0% and 1.8%, respectively. On the daily change of the noise level in vertical during four seasons the noise level of 5 m-layer was shown the highest value of 121.2 (SD: 3.6) dB (re $1{\mu}Pa$), the next one was 10 m-layer [120.7 (SD: 3.5)], 2 m- and 15 m-layer [120.3 (SD: 3.5 to 3.7)] and 1 m-layer [119.2 (SD: 3.6)] dB (re $1{\mu}Pa$). In relation with the seasonal change of the noise level the average noise level measured during autumn was shown the highest value of 123.9 (SD: 2.6) dB (re $1{\mu}Pa$), the next was during summer [121.4 (SD: 3.2)], spring [118.0 (SD: 3.4)] and winter [116.5 (SD: 5.1)] dB (re $1{\mu}Pa$). In results of eigenray computation when the real bathymetry data (complicate shape of sea bed) was applied the average number of eigenray was 2.68 times (eigenrays: 11.03 rays) higher than those of model bathymetry (flat and slightly sloped sea bottom). When the real bathymetric data toward inside (water depth becomes shallow according to a distance between the source of noise and hydrophone) of the Bay was applied on the eigenrays calculation the number of the eigenray was 1.31 times (eigenrays: 12.49 rays) larger than the real bathymetric data toward outside (water depth becomes deep with respect to the distance). But when the model bathymetric data toward inside of the Bay was applied the number of the eigenray was 1.05 times (eigenrays: 4.21 rays) larger than the model bathymetric data toward outside.

The dynamics of underwater vehicles can be greatly influenced by the dynamics of the vehicle thrusters. The control of the state of the hovering or very slow motion of the underwater vehicle is most important for automatic docking or control of the manipulator of the vehicle. The dynamics of the thruster based on the electric motor is nonlinear and has uncertain parameters. Since the dynamics of the vehicle coupled with the dynamics of the thruster is nonlinear and has uncertain parameters, a robust control is very effective for a desired motion tracking of the uncertain and nonlinear vehicle. In this paper a study was performed on the robust control scheme of the very slow motion or hovering motion of the underwater vehicle actuated by the electric motor. Also, a concurrent control on the state of the vehicle with nonlinearity and uncertain parameters was performed. A sliding mode control algorithm out of robust controllers was designed and applied, which compensates the nonlinear forces and uncertain parameters of the vehicle and actuator. Through a computer simulation, the proposed control scheme was compared with a linear PD controller and its superior performance was validated.
The iterative boundary element method (IBEM) developed originally before for cavitating two-dimensional (2-D) and three-dimensional (3-D) hydrofoils moving under free surface is modified and applied to the case of 2-D (two-dimensional) airfoils and 3-D (three-dimensional) wings over water. The calculation of the steady-state flow characteristics of an inviscid, incompressible fluid past 2-D airfoils and 3-D wings above free water surface is of practical importance for air-assisted marine vehicles such as some racing boats including catamarans with hydrofoils and WIG (Wing-In-Ground) effect crafts. In the present paper, the effects of free surface both on 2-D airfoils and 3-D wings moving steadily over free water surface are investigated in detail. The iterative numerical method (IBEM) based on the Green's theorem allows separating the airfoil or wing problems and the free surface problem. Both the 2-D airfoil surface (or 3-D wing surface) and the free surface are modeled with constant strength dipole and constant strength source panels. While the kinematic boundary condition is applied on the airfoil surface or on the wing surface, the linearized kinematic-dynamic combined condition is applied on the free surface. The source strengths on the free surface are expressed in terms of perturbation potential by applying the linearized free surface conditions. No radiation condition is enforced for downstream boundary in 2-D airfoil and 3-D wing cases and transverse boundaries in only 3-D wing case. The method is first applied to 2-D NACA0004 airfoil with angle of attack of four degrees to validate the method. The effects of height of 2-D airfoil from free surface and Froude number on lift and drag coefficients are investigated. The method is also applied to NACA0015 airfoil for another validation with experiments in case of ground effect. The lift coefficient with different clearance values are compared with those of experiments. The numerical method is then applied to NACA0012 airfoil with the angle of attack of five degrees and the effects of Froude number and clearance on the lift and drag coefficients are discussed. The method is lastly applied to a rectangular 3-D wing and the effects of Froude number on wing performance have been investigated. The numerical results for wing moving under free surface have also been compared with those of the same wing moving above free surface. It has been found that the free surface can affect the wing performance significantly.

In this study, for a proposal of job-based IMDG code expert training model, the training cases of other countries were analyzed comparatively and a questionnaire-survey was conducted to find the needs of workers. As results of comparative analysis, various curriculums were operated by jobs of workers in USA and by kinds of dangerous goods or vehicles in UK, but a common curriculum was provided for various jobs of workers in Korea. It was analyzed that current domestic curriculum is not efficient, and the respondents demand expansion of training including provision of information via web-site as results of questionnaire survey. Therefore, in conclusion, after the shore workers were classified into three groups(on-site worker, office worker, & carrying worker), the customized training program of each group was suggested. Furthermore, this study proposed the regional operation of training course to meet regional demand on education including establishment of on-line curriculums.
