미국은 국가안보와 해운산업 국제 경쟁력 강화를 위하여 미 연방상선대학과 같은 4년제 대학교육으로 상선사관을 양성하고 있다. 미국의 해기사 양성제도는 크게 연방정부에서 지원 운영하는 Academy (U. S. Merchant Marine Academy와 U. S. Coast Guard Academy)와 각 주(State)에서 지원 운영하는 캘리포니아해양대학교 등 6개 주립대학의 정규 4년제 교육을 통하여 이루어진다. 본 연구에서는 미국 해기사 교육기관 중 교육중심의 캘리포니아 해양대학의 교육제도, 실습방법, 실습선 운영형태를 파악하여 우리나라 해기사 교육제도에 도움이 되게 하고자 한다.

Approximately 4,000 vessels including sea trial ships per day are passing, entering or departing from Korea coastal waterway. Sea trial ships have erratic navigating patterns such as quick turning, crash stop and do not communicate with other vessels in appropriate time, so sea trial ships are often to expose dangerous situation such as collision in heavy traffic area. To identify the sea trial vessel's risk factors, this paper surveyed marine traffic volumes for 7 days in Korea harbour & coastal waterway, and it analyzed marine accident rate and intended to identify the risk degree of passing vessels. After that, this researched how many sea trial ship's traffic and what is the sea trial risk among sea trial items. We also conducted survey questionnaire and identified risk factors of sea trial ship. So this paper aimed to enhance the safety of korea coastal waterway to prevent sea trial ship's marine accident.

우리나라는 매년 250여건의 크고 작은 해양오염사고가 빈번하게 발생하는 지역으로, 허베이스피리트호와 마리타임메이지호 등과 같은 대규모 해양오염사고 발생 시 해양오염으로 인한 피해를 저감하기 위해서 해양오염방제요원의 전문성을 강화하는 것은 필수적이라고 할 수 있다. 이러한 관점에서 국제해사기구(IMO)는 최근 유류오염사고 대응 전문성을 강화하기 위한 OPRC 훈련모델과정을 개정할 계획이다. 이와 같은 관점으로 우리나라 해양경비안전교육원의 해양오염방제레벨 과정과 국제해사기구(IMO) 그리고 IMO 교육훈련 모델에 따라 실제 교육훈련을 실시하는 OSRL의 교육과정을 비교하여 해양오염방제 레벨과정의 개선방안을 제시하였다. 분야별로 교육커리큘럼, 실습 및 토의방법, 교육교재 및 IMO 모델 훈련과정 개정에 따라 훈련과정 개발하는 교육기관 인증에 관한 사항이 제안되었다.

As many offshore plants are built domestically, many workers get various jobs in the offshore plants directly or indirectly. But workers(including seaman and non-seaman) still have hard time to getting the job in offshore plants because they still rely on personal contacts and limitation of adaptable positions. Now people who want to work at offshore plants have to get safety training under the regulation and request of IMO/STCW and OPITO. Recently OPITO reinforced offshore safety training and discussed the mutual agreement between IMO/STCW and OPITO. Therefore this study searched legal standards for offshore plant work and the trend of offshore safety training. Base on a survey among domestic delegates who completed BOSIET course from 2010, we now understand the actual situations in finding an effective way on how to advance domestic workers in the offshore plant industry.

경제적 성장과 주 5일 근무제 시행에 따라 국민들의 삶의 질 향상과 다양한 삶을 추구하고자 하는 가치관의 형성으로 특히 해양에서의 레저 활동의 참여가 증가하고 있다. 다양한 해양 레저 활동 중에서 스킨스쿠버다이빙의 활동이 상대적으로 가장 높은 비율을 차지하고 있지만, 이와 관련한 제도적 체계는 이를 따르지 못하고 있다. 이에 스킨스쿠버다이빙과 관련한 여러 가지 제도적 체계의 현황을 고찰하여 문제점을 확인하고 개선방안을 도출하고자 한다.
