Despite international cooperation, piracy has not yet been eradicated in major waters around the world. From the perspective of South Korea, which is absolutely dependent on exporting and importing, it's a lifeline for us to secure safe maritime traffic so it is a situation we have to be vigilant about maritime safety and security. However, criminal law on punishment of piracy is still insufficient and legislative consideration is needed. Since pirates are regarded as enemies of humankind, all nations can punish pirates regardless of their damage. The international community has done its best in cooperation from hundreds of years ago to secure maritime trade through this universal jurisdiction and marine transportation in international waters which is an essential space for military activities, particularly in the Gulf of Aden, the advanced nations have dispatched fleets to combat maritime security threats through joint operations to crack down on Somali pirates. Even if universal jurisdiction is allowed for piracy in accordance with the International Convention on Human Rights and the United Nations Convention on the Law of the Sea, it is difficult to effectively deal with piracy if it not fully complied with a domestic legal system for this purpose or is stipulated as different from international regulations. In other words, universal jurisdiction corresponding to international norms and constitution of piracy should be defined in criminal law in accordance with criminal statutory law. If the punishment of pirates by unreasonably applying our criminal law without prejudice to such work can lead to diplomatic disputes in violation of the Universal Declaration of Human Rights or other international norms. In South Korea, there is no provision to explicitly prescribe piracy as a crime, but punish similar acts like piracy in criminal law and maritime safety law. However, there is a limit to effective piracy punishment because we are not fully involved in internationally accepted piracy. In this study, we critically examine the proposals of the constitutional elements of piracy, propose the legislative direction, and insist on the introduction of globalism to pirate sins.

This study investigated the quality characteristics of anchovy sauce fermented using Nuruk to maintain a unique flavor, reduce fishy smell, and improve the fermentation rate. Six kinds of fermented fish sauces, including the control, fermentation using traditional Nuruk; SH Koji (Fs-A), JJ Koji (Fs-B), GJ Koji (Fs-C); and fermentation with improved Nuruk; Aspergillus luchuensis (Fs-D) and Aspergillus oryzae (Fs-E), were prepared. Samples were collected at 15 days intervals with 10% Nuruk added to raw anchovy and fermented at 25o C for 60 days. The free amino acids, especially glutamic acid content and amino nitrogen, were the highest in Fs-C, reflecting the high protease activity of Nuruk C (GJ). Regarding overall sensory evaluation, the control was the lowest, whereas Fs-C was highly evaluated among the sample groups. The addition of Nuruk not only shortened the fermentation period, but also increased the overall sensory level by adding umami and reducing fishy odor.

The Cretaceous Duwon Formation was studied on the basis of sedimentologic analysis in order to unravel geologic conditions for the development of the streamflow-dominated alluvial fan under arid to semi-arid climatic conditions. The Duwon Formation unconformably overlies the Paleoproterozoic gneiss (basement). Based on the sedimentologic analysis, the Duwon Formation is interpreted to have been deposited in gravelly braided stream (FA-1) near the basement, laterally transitional to sandy braided stream (FA-2) and floodplain environments (FA-3) with distance (< 7 km) from the basement. Lateral changes in sedimentary facies and the well development of calcrete nodules in FA-3, together with radial paleocurrent directions measured in FA-1, are suggestive of the deposition of the Duwon Formation in streamflow-dominated alluvial fan under arid to semi-arid climatic conditions. Recent analysis of detrital zircon chronology suggests that sediments of the Duwon Formation were derived from the southwestern part of the Korean peninsula, including the western part of Yeongnam Massif and the southwestern part of Okcheon Belt. This implies the alluvial fan where the Duwon Formation accumulated had the large drainage basin. Because the large drainage basin can supply the significant amounts of water and temporarily store the sediments within the basin, watery floodwater carried sediments to the alluvial fan rather than the debris flows. Furthermore, the drainage basin largely composed of coarse-grained metamorphic and igneous rocks produced sand-grade sediments, preventing evolution of floodwater into debris flows. We suggest that combined effects of the large drainage basin and its coarse-grained metamorphic and igneous rocks provided favorable conditions for the development of streamflow-dominated alluvial fan, despite arid to semi-arid climatic conditions during sedimentation.
The purpose of this perspective research is to discuss the potential role of exercise-interventions in COVID-19, terms of prevention and prognosis in the periods of the COVID-19 vaccine. SARCO-CoV-2. COVID-19 was detected as a new virus causing severe cardiovascular and respiratory complications. It emerged as a global public health emergency and national pandemic. It caused more than 1 million deaths in the first 6 months of the pandemic and resulted in huge social and economic fluctuations internationally. Unprecedented stressful situations, such as COVID-19 blue and COVID-19 red impact on many health problems. In healthy individuals, COVID-19 infection may induced no symptoms (i.e., asymptomatic), whereas others may experience flu-like symptoms, such as ARDS, pneumonia, and death. Poor health status, such as obesity and cardiovascular and respiratory complications, are high risk factors for COVID-19 prevention, occurrence, and prognosis. Several COVID-19 vaccines are currently in human trials. However, the efficacy and safety of COVID-19 vaccines, including potential side effects, such as anaphylaxis (a life-threatening allergic reaction) and rare blood clots, still need to be investigated. On the basis of direct and indirect evidence, it seems that regular and moderate physical exercise can be recommended as a nonpharmacological, efficient, and safe way to cope with COVID-19. Physical inactivity and metabolic abnormalities are directly associated with reduced immune responses, including reduced innate, CMI, and AMI responses. Due to prolonged viral shedding, quarantine in inactive, obese and disease people should likely be longer than physical active people. Multicomponent and systemic exercise should be considered for the obese, disease, and elderly people. More mechanism research is needed in this area.

Outlier detection research in ocean data has traditionally been performed using statistical and distance-based machine learning algorithms. Recently, AI-based methods have received a lot of attention and so-called supervised learning methods that require classification information for data are mainly used. This supervised learning method requires a lot of time and costs because classification information (label) must be manually designated for all data required for learning. In this study, an autoencoder based on unsupervised learning was applied as an outlier detection to overcome this problem. For the experiment, two experiments were designed: one is univariate learning, in which only SST data was used among the observation data of Deokjeok Island and the other is multivariate learning, in which SST, air temperature, wind direction, wind speed, air pressure, and humidity were used. Period of data is 25 years from 1996 to 2020, and a pre-processing considering the characteristics of ocean data was applied to the data. An outlier detection of actual SST data was tried with a learned univariate and multivariate autoencoder. We tried to detect outliers in real SST data using trained univariate and multivariate autoencoders. To compare model performance, various outlier detection methods were applied to synthetic data with artificially inserted errors. As a result of quantitatively evaluating the performance of these methods, the multivariate/univariate accuracy was about 96%/91%, respectively, indicating that the multivariate autoencoder had better outlier detection performance. Outlier detection using an unsupervised learning-based autoencoder is expected to be used in various ways in that it can reduce subjective classification errors and cost and time required for data labeling.

Petroleum-based plastics are used for various purposes and pose a significant threat to the earth's environment and ecosystem. Many efforts have been taken globally in different areas to find alternatives. As part of these efforts, this study manufactured alginate-based polyvinyl alcohol (PVA) blended films by casting from an aqueous solution prepared by mixing 10 wt% petroleum-based PVA with biodegradable, marine biomass-derived alginate. Glutaraldehyde was used as a cross-linking agent, and cardanol, an alkyl phenol-based bio-oil extracted from cashew nut shell, was added in the range of 0.1 to 2.0 wt% to grant antibacterial activity to the films. FTIR and TGA were performed to characterize the manufactured blended films, and the tensile strength, degree of swelling, and antibacterial activity were measured. Results obtained from the FTIR, TGA, and tensile strength test showed that alginate, the main component, was well distributed in the PVA by forming a matrix phase. The brittleness of alginate, a known weakness as a single component, and the low thermal durability of PVA were improved by cross-linking and hydrogen bonding of the functional groups between alginate and PVA. Addition of cardanol to the alginate-based PVA blend significantly improved the antibacterial activity against S. aureus and E. coli. The antibacterial performance was excellent with a death rate of 98% or higher for S. aureus and about 70% for E. coli at a contact time of 60 minutes. The optimal antibacterial activity of the alginate-PVA blended films was found with a cardanol content range between 0.1 to 0.5 wt%. These results show that cardanol-containing alginate-PVA blended films are suitable for use as various antibacterial materials, including as food packaging.
Satellite sea surface temperature (SST) composites provide important data for numerical forecasting models and for research on global warming and climate change. In this study, six types of representative SST composite database were collected from 2007 to 2018 and the characteristics of spatial structures of SSTs were analyzed in seas around the Korean Peninsula. The SST composite data were compared with time series of in-situ measurements from ocean meteorological buoys of the Korea Meteorological Administration by analyzing the maximum value of the errors and its occurrence time at each buoy station. High differences between the SST data and in-situ measurements were detected in the western coastal stations, in particular Deokjeokdo and Chilbaldo, with a dominant annual or semi-annual cycle. In Pohang buoy, a high SST difference was observed in the summer of 2013, when cold water appeared in the surface layer due to strong upwelling. As a result of spectrum analysis of the time series SST data, daily satellite SSTs showed similar spectral energy from in-situ measurements at periods longer than one month approximately. On the other hand, the difference of spectral energy between the satellite SSTs and in-situ temperature tended to magnify as the temporal frequency increased. This suggests a possibility that satellite SST composite data may not adequately express the temporal variability of SST in the near-coastal area. The fronts from satellite SST images revealed the differences among the SST databases in terms of spatial structure and magnitude of the oceanic fronts. The spatial scale expressed by the SST composite field was investigated through spatial spectral analysis. As a result, the high-resolution SST composite images expressed the spatial structures of mesoscale ocean phenomena better than other low-resolution SST images. Therefore, in order to express the actual mesoscale ocean phenomenon in more detail, it is necessary to develop more advanced techniques for producing the SST composites.
Sea surface temperature (SST) is a factor that greatly influences ocean circulation and ecosystems in the Earth system. As global warming causes changes in the SST near the Korean Peninsula, abnormal water temperature phenomena (high water temperature, low water temperature) occurs, causing continuous damage to the marine ecosystem and the fishery industry. Therefore, this study proposes a methodology to predict the SST near the Korean Peninsula and prevent damage by predicting abnormal water temperature phenomena. The study area was set near the Korean Peninsula, and ERA5 data from the European Center for Medium-Range Weather Forecasts (ECMWF) was used to utilize SST data at the same time period. As a research method, Long Short-Term Memory (LSTM) algorithm specialized for time series data prediction among deep learning models was used in consideration of the time series characteristics of SST data. The prediction model predicts the SST near the Korean Peninsula after 1- to 7-days and predicts the high water temperature or low water temperature phenomenon. To evaluate the accuracy of SST prediction, Coefficient of determination (R2), Root Mean Squared Error (RMSE), and Mean Absolute Percentage Error (MAPE) indicators were used. The summer (JAS) 1-day prediction result of the prediction model, R2=0.996, RMSE=0.119℃, MAPE=0.352% and the winter (JFM) 1-day prediction result is R2=0.999, RMSE=0.063℃, MAPE=0.646%. Using the predicted SST, the accuracy of abnormal sea surface temperature prediction was evaluated with an F1 Score (F1 Score=0.98 for high water temperature prediction in summer (2021/08/05), F1 Score=1.0 for low water temperature prediction in winter (2021/02/19)). As the prediction period increased, the prediction model showed a tendency to underestimate the SST, which also reduced the accuracy of the abnormal water temperature prediction. Therefore, it is judged that it is necessary to analyze the cause of underestimation of the predictive model in the future and study to improve the prediction accuracy.

Eelgrass, Zostera marina L., was widely distributed around Sinyangseopji Beach in Bangdu Bay, on the eastern coast of Jeju Island, until breakwater construction in the late 1990s resulted in its complete loss. Six experimental sites were identified for restoration of the Z. marina bed in Bangdu Bay. Using the staple method, 500 Z. marina shoots were transplanted at each site in January 2019 and 2020. The transplants, along with environmental parameters, were monitored for 10 months following transplantation. There were significant differences in underwater irradiance, water temperature, and salinity among the sites, but all were suitable for Z. marina growth. The Ulva species, an opportunistic alga, appeared in spring and accumulated during summer at all sites; however, there was no significant effect of Ulva species on the survival and growth of the eelgrass transplants. Most of the transplanted Z. marina survived, and after 3 months, the density increased by 112.5-300% due to vegetative propagation, with a rapid rate of increase observed during spring and early summer at all sites. For 1-2 months after transplanting, the Z. marina shoots showed signs of transplant shock, after which the shoot density increased at all sites, confirming that all transplants adapted well to the new environment. However, in both 2019 and 2020, during late summer to early fall, the sites experienced heavy damage from typoons (twice in 2019 and three times in 2020) that hit Bangdu Bay. The transplants at two sites located in the center of Bangdu Bay were completely destroyed, but those at three sites located to the west of the bay showed a 192-312% increase in density. Thus, we confirmed that the Bangdu Bay Z. marina bed can be restored, with the highest probability of success for Z. marina restoration on the western side of Bangdu Bay, which is protected from typhoons.
In this study, we investigated the characteristic impedance and bandwidth of CPW3DCS (coplanar waveguide employing periodic 3D coupling structures), and examined its potential for the development of a marine radio communication FISoC (fully-integrated system on chip) semiconductor device. To extract bandwidth and characteristic impedance of the CPW3DC, we induced a measurement-based equation reflecting measured insertion loss, and compared the measured results of the propagation constant β and characteristic impedance with the measured ones. According to the results of the comparison, the calculated results show a good agreement with the measured ones. Concretely, the propagation constant β and characteristic impedance exhibited an maximum error of 3.9% and 6.4%, respectively. According to the results of this study, in a range of LT = 30 ~ 150 ㎛ for the length of periodic structures, the CPW3DC exhibited a passband characteristic of 121 GHz, and a very small dependency of characteristic impedance on frequency. We could realize a low impedance transmission line with a characteristic impedance lower than 20 Ω by using CPW3DCS with a line width of 20 ㎛, which was highly reduced, compared with a 3mm line width of conventional transmission line with the same impedance. The characteristic impedance was easily adjusted by changing LT. The above results indicate that the CPW3DC can be usefully used for the development of a wireless communication FISoC (fully-integrated system on chip) semiconductor device. This is the first report of a study on the bandwidth of the CPW3DC.
