  • In this paper, the main objective of maritime safty network is to prevent Marin Accident in advance and avoid the loss of lives and property efficiently. Our country's martime safety network was widly changed with its concerned rules and the operation methods through the complete operation of GMDSS system wewr enforced, but the loss of lives from marin accidents tends to increase against the general expectation.

Complex Korean Medicine Treatment for Essential Tremor Plus Patient Aggravated by Traffic Accident: A Case Report (복합 한의 치료를 시행한 교통사고 후 악화된 본태성떨림플러스 환자: 증례 보고)

  • Objectives: The purpose of this study was to report the effect of complex Korean medicine treatments on Essential Tremor Plus (ET plus) patient aggravated by a traffic accident. Methods: We treated an ET plus patient with complex Korean medicine. The patient's resting tremor and kinetic tremor in both hands intensified after experiencing a traffic accident, with tremor in the left hand being worse than that in the right hand. Effect of complex Korean medicine treatment was evaluated using Fahn-Tolosa-Marin Tremor Rating Scale (FTMTRS), Numerical Rating Scale (NRS), and Beck Anxiety Inventory (BAI). Results: After 26 weeks of treatments (acupuncture, pharmacupuncture, cupping, Iigyeungbyunqi-therapy, and herbal medicine), the FTMTRS decreased from 38 to 15. NRS of Lt. upper limb pain decreased from NRS 9 to 0. BAI score also decreased from 31 to 17. Conclusions: Complex Korean medicine could be used to treat patients with ET plus aggravated by a traffic accident.

  • In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.

Transient Stability Analysis of Vessel Power System Using Alternative Marine Power (육상전원공급장치(AMP) 이용한 선내 전원 공급 시 계통 안정도 분석)

  • Alternative marine power (AMP) is continuously used in ports and on docks because of regulations on global ship emission reduction. In Korea, the use of AMP is also mandatory under the Special Act on Port Air Quality Improvement, and efforts are under way in connection with various eco-friendly ships, such as electric-propulsion ships. In this study, AC load flow analysis was performed by modeling the situation in which onboard power is supplied through AMP. This analysis made it possible to study the electrical parameters and losses when power was supplied to the ship. In addition, through a transient stability analysis, the high-speed generation transfer limit value for uninterruptible conversion through onboard generators in the event of a system accident was derived.   • As per the rapid development of world economics the marine traffic volume was increased accordingly and caused frequent disasters in human lives and natural environment in the consequence of accidents. As the result of the above they started to establish Vessel Traffic System(VTS) and separation scheme in waterway from 1960' to prevent the marin traffic accident but the problem of safety at sea appears now as neither fully defined nor sufficiently analysed. At the present, the dominant factor in establishing the strategy of marine traffic has been safety of navigation concerning only with the ship, but the risk of society derives almost wholly from the nature of cargo. To measure the degree of danger for each ship there is suggested concept of safety factor numbers denoting the level of latent danger in connection with ship and her cargo. In this paper, where the strategy of VTS is put on controlling density of safety factor for control area. it suggested algorithms how to assign the vessels and also to get optimal sequence of vessels located to a sector in the sense of minimizing the passage delay. For the formulation of problem, min max and 0-1 programming methods are applied and developed heuristic algorithm is presented with numerical example to improve the efficiency of calculation.
