  • United Nations (UN) adopted 17 global sustainable development agenda to the year 2030 in the 68th general assembly on september, 2015. The global agendas and goals are important for 3 reasons: (1) to adopt the international standard for determining the health status; (2) to identify areas in need of attention; and (3) to advance international cooperation regarding health issues. In the area of infectious diseases, our goals include the eradication of human immunodeficiency virus infection and acquired immune deficiency syndrome, tuberculosis, and malaria as well as a substantial reduction of hepatitis by the year 2030. In the area of non-communicable diseases, our goal is to reduce premature mortality (${\leq}70years$) at least 30% by the year 2030. Preventive activities such as smoking cessation, alcohol abstinence, nutritional measures, and physical activities, should also be promoted intensively nationwide. It is also necessary to establish stringent policies for control hypertension, diabetes, obesity, and hypercholesterolemia. Additionally, environmental health, injury by traffic accident, mental health, and drug and alcohol abuse are important health policies. Furthermore, in the area of international health and cooperation, maternal and child health remain important areas of support for underdeveloped countries. Education and training towards the empowerment of health professionals in underdeveloped countries is also an important issue. The global agenda prioritize resources(manpower and budget) allocation of international organizations such as UN, World Health Organization, United Nations Development Programme, and World Bank. The global agenda also sets the contribution levels of Official Developmental Assistance donor countries. Health professionals such as professors and researchers will have to turn their attention to areas of vital international importance, and play an important role in implementation strategies and futhermore guiding global agenda.

To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.

  • P&ID((Piping and Instrument Diagram) is a key drawing in the engineering industry because it contains information about the units and instrumentation of the plant. Until now, simple repetitive tasks like listing symbols in P&ID drawings have been done manually, consuming lots of time and manpower. Currently, a deep learning model based on CNN(Convolutional Neural Network) is studied for drawing object detection, but the detection time is about 30 minutes and the accuracy is about 90%, indicating performance that is not sufficient to be implemented in the real word. In this study, the detection of symbols in a drawing is performed using 1-stage object detection algorithms that process both region proposal and detection. Specifically, build the training data using the image labeling tool, and show the results of recognizing the symbol in the drawing which are trained in the deep learning model.

  • The purpose of this study is to suggest a supervisory way to improve the efficiency of Building Supervision using Deep Learning, especially object detecting technology. Since the establishment of the Building Supervision system in Korea, it has been changed and improved many times systematically, but it is hard to find any improvement in terms of implementing methods. Therefore, the Supervision is until now the area where a lot of money, time and manpower are needed. This might give a room for superficial, formal and documentary supervision that could lead to faulty construction. This study suggests a way of Building Supervision which is more automatic and effective so that it can lead to save the time, effort and money. And the way is to detect the hoop-bars of a column and count the number of it automatically. For this study, we made a hoop-bar detecting network by transfor learnning of YOLOv2 network through MATLAB. Among many training experiments, relatively most accurate network was selected, and this network was able to detect rebar placement in building site pictures with the accuracy of 92.85% for similar images to those used in trainings, and 90% or more for new images at specific distance. It was also able to count the number of hoop-bars. The result showed the possibility of automatic Building Supervision and its efficiency improvement.

  • Software in the era of the Fourth Industrial Revolution is becoming a key foundation in an intelligent information society. Therefore, it is necessary to study the new direction of manpower training and education that can cope with the times. To this end, the Ministry of Education reorganized the curriculum and is implementing software education based on a logical problem-solving process based on computing thinking skills rather than acquiring general ICT knowledge. However, there is a lack of securing high-quality educational content for software education, and there is also a lack of teaching aids that can be taught in connection with advanced IT technologies. To overcome this, this paper proposes the development of external expansion devices to expand educational content and functions capable of convergent software education such as artificial intelligence using coding robots for software education. Through this, effective software education is possible by improving the curriculum of the existing simple problem-solving method and developing various learning materials.
