The private college education plays a crucial role both in training and supplying manpower needed for national economic growth and in increasing employability and personal labor earnings of individual workers. In oder for private college education to effectively respond to the rapid changes in industrial and occupational structures, it is necessary to secure appropriate level of investment funds and manage them efficiently. For this, it is required to discuss the structure, magnitude and management mechanism of the current private college education finance, changes in future demand for private college education and resultant changes in budget estimates, and new financial resources and allocation schemes. This study attempted to analyze current status and problems of private college education finance in Korea and, based on this analysis, to suggest future policy directions to improve private college education finance system. In order to make the private college education system in Korea competent and competitive enough to survive in international market, it is prerequisite to provide enough budget for the private college education and to manage the private college education finance in more efficient ways. First, for securing the adequacy and stability of investment budget for the private college education, it is recommended to 1) increase the government budget and put emphasis on the private college education; 2) diversify financial resources and induce financial contribution from private sector such as school juridical persons and enterprises. Second, for higher efficiency of financial management, it is recommended 1) make valid allocation standards and mechanism; 2) introduce competition system; 3) develop and utilize evaluation mechanism for the private college education finance to check adequacy, efficiency, accountability, and effectiveness; 4) apply consumer-oriented financial management scheme. In addition to the above policy measures, it is necessary to 1) make scientific forecasts of industrial and occupational structures periodically and apply these analyses to medium & long-term the private college education planning; and 2) redesign budget accounting system and develop the private college education performance indicators for the evaluation of accountability of the private college education institutions and administration institutes.

중국시장 및 중국의 국제적 정치적 위상의 강화로, 우리는 경제의 활력을 보충해 나가고 21세기 성장 흐름을 새롭게 창출해 나가기 위해 중국과의 교류협력을 증진시킬 필요성이 더욱 높아지고 있다. 이를 위한 정보의 공유, 전문가 양성, 중국전문가 간의 네트워크, 중국정보 DB및 정보공유체제의 확립이 불가피한 현실이다. 이에 따라 대외경제정책연구원에서는 제한된 전문인력과 정보를 최대한 활용하여, 체계적이고 종합적인 대중국 교류협력 증진에 발판이 될 중국정보 포탈시스템인 중국전문가포럼웹사이트(China Specialist Forum WebSite : CSF)를 개발하였다. 중국전문가가 필요로 하는 정보를 한 곳에서 편리하고 신속하게 제공받을 수 있고, 단순 정보제공의 차원을 넘어서 중국방면의 학술, 무역, 기타 이슈들을 상호교류할 수 있도록 설계한 국내 최대규모의 중국정보포털사이트인 CSF의 분석과 대만의 중국무역포털사이트인 $\ulcorner$대륙과 대만의 전 세계 상업정보망-대륙대상전구자신망(大陸臺商全球資訊網)$\lrcorner$, 싱가포르의 IE Singapore를 비교 분석함으로써 중국정보 전문 포털사이트의 발전방향을 제시했다.

In the SW industry, the diversification of global markets and technology trends are changing due to the emergence of new services, and IT companies are in need of strategic change different from the previous one. In this study, SWOT analysis was performed by extracting the internal environmental factors and external environmental factors through the previous studies to improve the project performance competence of small IT companies, and the SWOT Matrix was reconstructed through the pairwise comparison. Based on this, the purpose of this research was to propose the project performance competency improvement plans for small IT companies based on importance and priority, and the following four strategies were derived from the result of SWOT-AHP analysis. SO strategy was drawn in direction to invest R & D in new SW industry to enhance technology competitiveness of SMEs in order to develop SMEs, and in order to secure competitiveness of SW industry, WO strategy is drawn the cultivation of professional technical manpower through SW policy. ST Strategy presented technical management through SW system improvement policy to improve SW environment, and WT Strategy presented awareness training on the construction and necessity of project management system construction. Using the strategies presented in this study, it is expected that the managers of small IT firms will be presented as references to measure the performance competence factors of current organizations and company organizations.

A pendulum of industrial education begins to shift from one based on industrialized society to one on information-based age. To produce an effective result in this situation, It is necessary that an accurate estimate of a change in the circumstances of industrial high schools of Gyeonggi-do. This study researched the province's characteristics and countermeasures on industrial education adjusting the change of industrial environments by regional groups and suggested the solutions as follows. First, This study classified Gyeonggi-do into 9 regions considering the region's respective industrial structure and suggested the structure adjustment plan. Second, This study suggested '3-type curriculum management plan' based on the structure adjustment plan of industrial high schools. It includes employment-centered curriculum which provides the human resources required by industrial community, foundation-centered curriculum which revitalizes starting up a enterprises and clears up the manpower problems, college preparation-centered curriculum which meets the need of the students who are much interested in going to the next stage of education. Third, this study suggested a solution to a problem of surplus industry teacher. It includes 3 methods: Increasing practical training from 2 ours to 3 hours, assigning teachers for a task of academic-industrial collaboration and career counseling, qualifying industrial teachers for another course by minor. An amicable settlement on these matters requires a systematic administrative and financial support based on closely connected governmental-academic-industrial collaboration.

사이버터러나 사이버전(cyber warfare)은 더 이상 가상적 상황이 아닌 현실적이며, 실체적인 안보상황으로 상대국의 군사지휘체계는 물론 통신, 에너지, 금융, 수송체계 등 국가 주요기능 무력화의 전쟁 개념의 확대로 재인식과 국가적 차원에서의 사이버보안 미래전략 수립이 필요하다. 각 국의 사이버전(戰) 동향 분석 및 국내 사이버전(戰) 현황 분석을 통해 사이버보안 기술개발과 산업육성, 그리고 인력양성 전략 마련과 기존의 정보보호 정책과 법·제도을 바탕으로 신규 정책수요에 대한 체계적 발굴과 이를 통해 지속적 발생 가능한 국가적 위기를 효율적으로 관리하고, 효과적이며 능동적으로 사이버전(戰)에 대응할 수 있는 중·장기적 사이버보안 미래전략 수립에 대하여 제안한다.

Objectives: The main objectives of the article are to review roles and prospective of the Health Education Specialist on the globalized World, and develop the new positions and jobs of the Health Education Specialists on health promotion. Results and Conclusion: There are many rapid changes, these days, in the Medical and Health Environments, because of Globalization. Modern society needs health professionals who are equipped with new knowledge and information to correspondence with various Health Problems, such as the appearing and disappearing of new contagious diseases, problems of improper health barriers for foreign products, health problems from poverty and also health inequalities are known to be rising. Globalization has induced new needs for Health Professional manpower. After the Ottawa Charter, international society is training and utilizing Health Education Specialists as the propulsive core member of the Health Promotion Era. And also society now expects and requests the activities of Health Education Professionals as a group effort, not only in their own countries, but also across the barriers of international society. Health Professionals are working in WHO, UNICEF KOICA or other international organizations. Especially England and USA are utilizing Health Education Professionals in Health Planning and Education Work to keep up with Health Promotion Era. Now, we need to establish ideal and proper strategies in Health Promotion Work, as a one of the pioneer countries to lead Internationalization. To accomplish this task, Health Education Specialists should be well utilized in the field of Health Promotion Work, such as communities, schools, industrial sites and international health organizations.

초고령사회에 진입한 일본은 의료 및 복지에 대한 수요증가에 대응하기 위해서 정부의 다양한 정책적 방안들이 논의되고 있다. 특히 개호인력 확보 및 인력양성을 위해 일본정부와 지자체가 1) 인프라 구축, 2) 개호복지사 수학자금 등 대출제도, 3)외국인 유학생 개호인력유입 등 다양한 방면으로 전문 인력 확보 대책을 추진하고 있다. 또한, 교육기관인 대학에서도 커뮤니티케어 교육연구센터를 설립하여 의료, 복지, 교육에 관한 전문인재 육성의 질적 향상을 도모하고, 직업교육을 통해 개호전문인력을 지속적으로 육성하고 있다. 한국도 급속한 고령화와 의료기술의 진보 등 보건의료를 둘러싼 환경이 크게 변화하면서 고령자에 대한 개호 수요가 증가할 것으로 전망되고 있다. 개호요구의 급증에 비해 노동 인구의 감소로 심각한 인력부족을 겪고 있는 일본의 선 경험에 비추어 보건인력 확보에 대한 정책방안의 논의가 이루어져 할 것이다.

시뮬레이션 시스템의 도입으로 항공, 선박, 의료 분야에서 많은 활용이 이루어졌다. 3차원 시뮬레이션 시스템은 시스템의 자원과 컴퓨터 계산량이 많아 지금까지 그 활용도가 현저히 미비했다. 그러나 그래픽 카드의 성능 및 시뮬레이션 기능이 발전하면서 PC 기반 시뮬레이션이 활성화 되었고, 일선 학교에서의 교육용 소프트웨어로 가능성을 검증 받고 있다. 하지만 일선 교육기관에서 CT 촬영 장비의 구매와 유지를 하기 위해 매우 많은 예산의 편성과 인력을 투자하여야 한다. 이러한 여건 때문에 교육 기관은 병원에 학생을 위탁하여 실습 과정을 간접 경험하게 하거나 단순한 견학에 그치고 있다. 따라서 본 논문에서는 의료 분야의 CT 촬영 장비를 PC기반의 3차원 가상환경에서 직접 조작해 볼 수 있는 체험형 CT 가상현실 교육 시스템을 개발하였다.

Objectives: The purpose of this study is to look into the health insurance systems and application in Korea and Japan in order to improve elderly people's quality of life. Their quality of life can be improved by upgrading the long term care systems; and extending treatment and prevention. Methods: This study is to examine long term care systems articles through content analysis in the National Health Insurance Service. Data were collected from the printed Internet and analyzed. Results: A part-time dentist system in elderly care facilities has trouble in taking care of old people's oral health due to both lack of time and operational difficulties. It is urgent to arrange dental experts who can permanently stay in care facilities and to build systems which can be managed periodically and continually. Conclusions: As having staff training for the efficiency and using the manpower in care facilities (care workers), it is necessary to solve the unequal medical service in oral health care for the elderly in Korea.

본 논문에서는 사회 환경의 변화에 따라 재난 발생 시 반복되는 재난현장 대응체계 현황검토를 통해 문제점을 파악하고 소방대공무원의 의식조사를 통하여 재난현장 대응체계의 현 실태 및 발전방안을 제시하였다. 재난현장에서 재난안전대책본부와 긴급구조통제단의 유기적인 협조체계가 이루어져 명령에 대한 권한의 중복성이 없도록 행동의 범위 및 시점이 명확하게 개선되어야 한다. 또한 재난현장 대응능력 강화를 위한 체계적인 교육 및 훈련체계가 구축되어야 하고 그를 위한 인력 및 장비도 증가되어야 한다. 마지막으로 재난 발생 시 초동대응능력을 향상시키기 위한 전술 개발 및 대응계획 수립 등 세부적인 대책이 요구된다.
