Management Policy Directions for Sustainable Management of the Uninhabited Islands of Korea (무인도서의 지속가능한 관리를 위한 기본 정책방향)

  • This study aimed at suggesting management policy directions for the uninhabited islands of Korea which are national land resources with economic potential for tourism and development and strategic value for boundary delineation of territorial waters and exclusive economic zone as well as their unique ecological status. Review of existing management arrangements related to the uninhabited islands revealed six management issues to be addressed: insufficient data and their low reliability, lack of management policy directions, increase in ecosystem deterioration and perturbation by human activities, lack of policy measures for meeting utilization and development demands, weak management base with insufficient personnel and budget, and legal measures not taking Into account their unique ecological and socioeconomic characteristics. The management policy directions to improve the management of the uninhabited islands of Korea include management directions and strategies, and suggestions for legal improvement. Considering the unique ecological value of the uninhabited islands, management directions suggested are anti-degradation in which current and future demands for their utilization and development do not degrade the ecological potential of the uninhabited islands and integration in which land and sea areas are managed as an integrated management unit. Four strategies proposed to follow the management directions are enhancement of the knowledge base through a comprehensive survey, development and legislation of guidelines for the rational management of utilization and development demands, establishment of the comprehensive island debris collection and disposal system, and enhancement of management capacity. Legal improvement for the effective implementation of the management policy directions should include comprehensive uninhabited islands survey, legal utilization restraints and management guidelines based on classification of the islands, management boundary, and improvement of regulations on designated islands.

  • Rapid growth of the higher education role in ensuring the socio-economic and innovative development of the national economy in the context of the development of the information society and the knowledge economy is observed. Achieving positive synergistic effects of the higher education development requires proper funding for university education and research. The existing funding models for national higher education systems in a number of developing countries need modernization in accordance with the modern challenges of economic and innovative development. The purpose of the article is to formulate theoretical - methodological and applied foundations for the development and implementation of the integrated model of the higher education financing under the Quadruple Helix concept. At the center of the developed model are the areas of interaction identified by the authors, namely: Personnel, Science, Management, Innovation, Social area. This made it possible to specify the interests of all stakeholders and orient the activities of higher education institutions to the satisfaction of these interests. Effective implementation of the integrated Model of the higher education financing requires increasing the level of investment attractiveness and practical value of university research; activation of innovative development of enterprises; state stimulation of business participation in university research and education; harmonization of current legislation with EU standards. Implementation of the Model will diversify sources of funding for universities, increase their level of economic security and achieve integrated synergies from the interaction of universities, business, government and the public (as the main stakeholders within the Quadruple Helix concept).

  • Assessment of male fertility is based on the evaluation of sperm. Semen evaluation measures various sperm quality parameters as fertility indicators. However, semen evaluation has limitations, and it requires the advancement and application of strict quality control methods to interpret the results. This article reviews the recent advances in evaluating various sperm-specific quality characteristics and methodologies, with the help of different assays to assess sperm-fertility status. Sperm evaluation methods that include conventional microscopic methods, computer-assisted sperm analyzers (CASA), and flow cytometric analysis, provide precise information related to sperm morphology and function. Moreover, profiling fertility-related biomarkers in sperm or seminal plasma can be helpful in predicting fertility. Identification of different sperm proteins and diagnosis of DNA damage has positively contributed to the existing pool of knowledge about sperm physiology and molecular anomalies associated with different infertility issues in males. Advances in methods and sperm-specific evaluation has subsequently resulted in a better understanding of sperm biology that has improved the diagnosis and clinical management of male factor infertility. Accurate sperm evaluation is of paramount importance in the application of artificial insemination and assisted reproductive technology. However, no single test can precisely determine fertility; the selection of an appropriate test or a set of tests and parameters is required to accurately determine the fertility of specific animal species. Therefore, a need to further calibrate the CASA and advance the gene expression tests is recommended for faster and field-level applications.

The Effects of Instrument Pilates Exercise with EMS on Pain, Lymphedema and Range of Motion of Upper Extremity in Subjects after Mastectomy : Randomized Cross-over Design (국소적 전기근육자극을 결합한 기구 필라테스가 유방절제술 후 유방암 환자의 통증, 림프부종 및 팔 관절가동범위에 미치는 효과 : 무작위 교차실험 연구)

  • Purpose : Lymphedema is a common complication in mastectomy patients and is usually characterized by pain, swelling, and limited range of motion (ROM) in the arm. Electromyostimulation (EMS) is widely used for the rehabilitation and recovery of subjects with various neuromusculoskeletal disorders after breast cancer. However, EMS has not yet been used in many Pilates exercises. This study was aimed at comparing the effects of instrument Pilates integrated with EMS on pain, lymphedema, and ROM of the upper extremity (UE) in breast cancer subjects after mastectomy. Methods : Nine female breast cancer subjects who had undergone mastectomy participated in the study. The subjects underwent instrument Pilates with EMS (experimental group) or instrument Pilates only (control group). Pain, lymphedema, and ROM of the UE were measured using the visual analog scale (VAS), the circumference length of the UE, and the ROM of the UE. The Wilcoxon signed-rank test was used to compare the pain, lymphedema, and ROM of the arm before and after the intervention, and the Mann-Whitney U test was used to compare the two groups. The statistical significance level was set to p < .05. Results : In the experimental group, there were significant differences in pain (p<.05) and UE circumference (p<.05) before and after intervention. However, there was no significant difference between the two groups in VAS (p>.05) or circumference length of the UE (p>.05). There was one significant difference between the groups in terms of internal rotation of the ROM of the UE (p<.05). Conclusion : These results show that instrument Pilates exercises combined with EMS may positively affect the internal rotation of the ROM of the UE in breast cancer patients after mastectomy, thus contributing to existing knowledge about instrument Pilates using EMS for the effective management of in breast cancer subjects after mastectomy.

Influencing Factors of High PTSD Among Medical Staff During COVID-19: Evidences From Both Meta-analysis and Subgroup Analysis

  • Background: PTSD (Post-traumatic stress disorder, PTSD) had a great impact on health care workers during the COVID-19 (Corona Virus Disease 2019, COVID-19). Better knowledge of the prevalence of PTSD and its risk factors is a major public health problem. This study was conducted to assess the prevalence and important risk factors of PTSD among medical staff during the COVID-19. Methods: The databases were searched for studies published during the COVID-19, and a PRISMA (preferred reporting items for systematic review and meta-analysis) compliant systematic review (PROSPERO-CRD 42021278970) was carried out to identify articles from multiple databases reporting the prevalence of PTSD outcomes among medical staff. Proportion random effect analysis, I2 statistic, quality assessment, subgroup analysis, and sensitivity analysis were carried out. Results: A total of 28 cross-sectional studies and the PTSD results of doctors and nurses were summarized from 14 and 27 studies: the prevalences were 31% (95% CI [confidence interval, CI]: 21%-40%) and 38% (95% CI: 30%-45%) in doctors and nurses, respectively. The results also showed seven risks (p < 0.05): long working hours, isolation wards, COVID-19 symptoms, nurses, women, fear of infection, and pre-existing mental illness. Two factors were of borderline significance: higher professional titles and married. Conclusion: Health care workers have a higher prevalence of PTSD during COVID-19. Health departments should provide targeted preventive measures for medical staff away from PTSD.

Efforts against Cybersecurity Attack of Space Systems

  • A space system refers to a network of sensors, ground systems, and space-craft operating in space. The security of space systems relies on information systems and networks that support the design, launch, and operation of space missions. Characteristics of space operations, including command and control (C2) between space-craft (including satellites) and ground communication, also depend on wireless frequency and communication channels. Attackers can potentially engage in malicious activities such as destruction, disruption, and degradation of systems, networks, communication channels, and space operations. These malicious cyber activities include sensor spoofing, system damage, denial of service attacks, jamming of unauthorized commands, and injection of malicious code. Such activities ultimately lead to a decrease in the lifespan and functionality of space systems, and may result in damage to space-craft and, lead to loss of control. The Cybersecurity Adversarial Tactics, Techniques, and Common Knowledge (ATT&CK) matrix, proposed by Massachusetts Institute of Technology Research and Engineering (MITRE), consists of the following stages: Reconnaissance, Resource Development, Initial Access, Execution, Persistence, Privilege Escalation, Defense Evasion, Credential Access, Discovery, Lateral Movement, Collection, Command & Control, Exfiltration, and Impact. This paper identifies cybersecurity activities in space systems and satellite navigation systems through the National Institute of Standards and Technology (NIST)'s standard documents, former U.S. President Trump's executive orders, and presents risk management activities. This paper also explores cybersecurity's tactics attack techniques within the context of space systems (space-craft) by referencing the Sparta ATT&CK Matrix. In this paper, security threats in space systems analyzed, focusing on the cybersecurity attack tactics, techniques, and countermeasures of space-craft presented by Space Attack Research and Tactic Analysis (SPARTA). Through this study, cybersecurity attack tactics, techniques, and countermeasures existing in space-craft are identified, and an understanding of the direction of application in the design and implementation of safe small satellites is provided.

  • In order to create humanitarian living environment with sustainable ecological environment, urban regeneration project has been implemented recently seeking diverse methods for residents'participation stressing the process of communication with the residents changing from the existing one way planning by limited number of experts. Particularly, it is essential to develop systematic tools to promote the voluntary and positive participation of the residents because residents have to perform as the master of urban streetscape design project that requires sophisticated knowledge and experience and also because the residents have to function as sustainable maintainers and managers of their streetscape. This study intends to identify the organizational structure and major contents of design guideline as a tool to support the voluntary and positive participation of the residents in streetscape maintenance. For this purpose based on the structural system and characteristics of Chicago streetscape design guideline that was developed as tool for residents' participation, efforts were made to set up framework of design guideline for sustainable streetscape project with the users' participation with their overall understanding and trust. In detail, the author studied the resident participatory process for sustainable maintenance and management in a long term landscape project and the principle and theories of design planning for streetscape that supports the utilizing behaviors of the users, and how this information should be linked and organized to form the structure and contents of design guideline. As a tool supporting residents' participation and helping the residents perform the responsible function as sustainable maintainers and managers of their streetscape through social maturity with ontological sense of masters of their local community as they experience the gradual processes of their streetscape maintenance project, streetscape design guideline has its meaning in the efforts that tried to achieve deep participation of the residents through researches converging the two academic sectors of urban architecture and social psychology.

  • With its more than 35 years of experience with EIA of NEPA in United States, the extensive knowledge base of EIA could be the most suitable place for initial field of HIA to explore lessons available for. However, caution is needed as the technical differences in analysis, different policy context, and distinct professional culture between EIA and HIA might be. The successe of EIA of NEPA is the integration of environmental goals into decision making process, improved planning, and increased transparency and public involvement, whereas shortcomings of it were defined as the excessive volume and complexity of EIA documents, the limited and adversarial public involvement, the procedural process (not substantive), focus on projects (not on policies and programs), and the limited consideration of health impacts. Integrating HIA into existing EIA process is positive in two reasons that the human health is closely related with natural environment and EIA process is a fully established process that effectively cuts across bureaucratic and sectoral boundaries. Also, integrating of HIA into EIA might be a way with least resistance for the widespread use. A freestanding HIA separated from EIA is desirable in terms of excessive volume of EIA documents and the procedural and legal focus of EIA. It is needed to develop the formulated methodologies for advancing HIA whether it is a part of or separated from EIA, and to estimate the potential values of HIA in the substantial society context. When possible, HIA should be established on the ways that EIAs have been used successfully.

  • The availability of in-depth accident data is a prerequisite for each efficient traffic safety management system. Identification and definition of the relevant problem together with knowledge of the data and parameters describing this problem is essential for its successful solution. Comprehensive, up-to-date, accident data is needed for recognition of the scope of road safety problems and for raising public awareness. Reliable and relevant data enable the identification of the contributory factors of the individual accidents, and an unveiling of the background of the risk behaviour of the road users. It offers the best way to explore the prevention of accidents, and ways to implement measures to reduce accident severity. In this study, reviewing the existing iGlad and GIDAS system, KIDAS data format can be finalized through feasibility evaluation. The progressive approach is proposed to successful settlement of Korea in-depth accident study. As the initial stage of in-depth investigation DB construction, the KIDAS is not repetition of the current police based TAAS. It is essential part of improving vehicle safety and reduction of traffic fatality in Korea. 72 Contributing factors like road and traffic characteristics, vehicle parameters, and information about the people involved in the accident have to be investigated and registered as well in the KIDAS.

  • Incident investigation is one of the most important processes among various other safety management methods to prevent industrial accidents. Finding the root causes of accidents, eliminating hazards, and improving safety are the most important purposes of investigating accidents. During the investigation process, root cause analysis (RCA) techniques are used to effectively identify RCA. Over the past few decades, over 30 RCA methods have been developed. These techniques are being widely used in some industries, such as the nuclear and aircraft industries; however, most of the RCA techniques require professional knowledge and special training, making it difficult for safety managers in their respective fields to understand and apply them. Therefore, managers of general industrial sites are rarely present at the scene of actual accident investigations, and they cannot contribute much to the purpose and effectiveness of these investigations. In this study, to address these issues, we developed an RCA technique to facilitate root cause investigation of accidents in real-world industrial sites. To develop new techniques, Systematic Cause Analysis Technique (SCAT), one of the RCA techniques, was used to investigate incidents in the enterprise over three years. We also utilized feature analysis and other papers from existing RCA techniques. To verify its effectiveness, the technique proposed was also applied to the accident case. The technique developed can easily identify and analyze the root cause of an accident and help industrial managers. It can also identify the root cause category where accidents are concentrated and use this data to establish guidelines for preventing future accidents and, thus, focus on prioritizing improvement initiatives.
