An Analysis of Functional Requirements for Electronic Records Management Systems: Based on the Records Management Principles Extracted from ISO 15489 (전자기록관리시스템(ERMS) 설계표준의 기능요건 분석-ISO 15489를 기준으로-)

  • In order to design effective electronic records management systems, it is viable to consider both traditional principles of records management, proven to be effective, and the characteristics of digital information. ISO 15489, an international standard for records management, is acknowledged as the most useful guidelines for this goal. The present study extracted basic principles of electronic records management from its provisions of 7 functional steps. It then compared the principles to system requirements of three system design criterion, developed by Department of Defense(U.S.A.) Public Records Office(Britain). and European Union respectively. Common requirements, included in all three criterion. were then searched in the Korean standard of developing automated systems for records centers. Finally, suggestions were made to develop a Korean standard for electronic records management system, elaborating from the core requirements of the system found by the present study.

Ergonomic Analysis and Improvement of Crane Safety Certification Standards (크레인 안전인증기준에 대한 인간공학적 분석 및 개선)

  • Crane is an important equipment for the transport of heavy goods in industrial sites, but it is also known as one of the most fatal machines. In order to reduce crane accidents, it is necessary to minimize human errors during crane operations. To achieve this, ergonomic design principles are recommended to be reflected from the crane design stage. The study analyzed the safety certification standards for crane that should be fulfilled at the crane design and manufacturing stage. This study selected five representative ergonomic design principles (feedback, compatibility, consistency, full-proof, and fail-safe) by surveying heuristic evaluation principles that are widely used for usability evaluation in early design stage. Next, the principles were applied to the safety certification standards to identify insufficient clauses. This study identified 12 insufficient clauses out of 119 in the current safety certification standards for crane and discussed their improvement directions to comply the ergonomic principles. The analysis results of this study can help of improving the safety certification standards and the method used in this study can also be applied to identify insufficient clauses in the safety certification standards for other industrial machines such as press machine and lift.

A Study on the Current Status and Tasks of Medical Records Management: Focused on Applying the KS X ISO 15489 to the Y Hospital (의무기록관리의 현황과 개선방안: KS X ISO 15489표준의 Y병원 적용 중심으로)

  • As the electronic medical records systems (EMRs) are introduced into the hospitals in Korea and the needs of chief stakehoders of medical records are changed, the environments related to creating and managing medical records has been changed dynamically. At this moment it might be meaningful to examine medical records based on records management principles rather than information management principles. The purpose of this paper is to apply the KS X ISO 1549 standards, which covers the principles of records management, to hospital medical records management and assess the current quality of medical records management, and define a few tasks of improvement for hospitals. To achieve this goal, this study has performed following activities: Firstly, principles that could be applied to medical records management were prepared for each record management steps described in the standards, such as capture, registration, classification, storage, access, trace and disposition, and 22 principles were selected from those 7 steps of the record management. Secondly, the Y hospital, which is affiliated with a medical school in Seoul, was chosen to evaluate the current situation regarding medical records management. The department head of the medical records management team in Y hospital was interviewed and the present status was evaluated according to each principle. Thirdly, tasks for improvement were suggested, in such stages as access, trace and disposition. With this study as a cornerstone, useful implications are expected to be gathered from future studies that apply standards for metadata of records, management systems for records, and record management systems to medical record management in hospitals.

The Principles of Records Classification : Compares with Librarian Materials (기록물분류의 원리 : 문헌분류와의 비교)

  • The classification of records is basically different from that of librarian materials because records have a nature of spontaneous and correlated product made during the process of work, as well as a value of proof and information. Hence the main task of archival management institute is to classify those records through the process of transfer and receipt for the purpose of reservation and utilization of their value. Therefore, the records should be classified by the manner, which reflects the function and organization of producing institute, and in turn, the principles of producing site and original record order should be maintained for this purpose. The characteristics of librarian materials and records and the tasks of management institutes form the basis of very different principles. The records can present the characteristics of producing institute and maintain the value made by the correlated nature as they are classified, managed and preserved by the above principles, In addition, it is known how and why they were produced and utilized, as well as they can be preserved in original form and effectively arranged, recorded and managed.

  • The main purpose of this study is to answer a question that how a company can be a learning organization producing useful knowledge by applying neuro-cybernetics approach. This approach borrows its working principles from the human body systems. The current study urges that the principles can be applied to build a learning organization. System 1 to 5, the core parts of neuro-cybernetics, are explained. And it is explored that how these systems can be designed for a company to be a learning organization. Limitations of the current study are discussed at the end of the paper.

Economic and Information Principles for Cargo Delivery Management in Global Network Supply Chains

  • The study is devoted to the formation of a economic principles cargo delivery management in global supply chains. Mathematical model of delivering special categories of goods by road is a key element of these principles. The article analyzes the existing studies on solving the problem of cargo delivery in various aspects. It was noted that the greatest attention is paid to legal regulation, last mile delivery, optimization of routes and delivery schemes, information support, technological innovations, cluster routing, etc. In the developed mathematical model a minimum of total costs of forming loading units and freight shipments was defined as the criterion of optimality of organizing delivery by motor transport. The authors propose the creation of logistics clusters allowing the integration of urban transport flows and global supply chains.

Classification of Contradiction Relations and their Solving Dimensions based on the Butterfly Model for Contradiction Solving for Physical Contradiction of TRIZ (트리즈의 물리적 모순에 대한 모순해결 나비모형의 모순관계와 해결차원 분류)

  • Creative problem solving has become an important issue in many fields. Among problems, dilemma need creative solutions. New creative and innovative problem solving strategies are required to handle the contradiction relations of the dilemma problems because most creative and innovative cases solved contradictions inherent in the dilemmas. Among various kinds of problem solving theories, TRIZ provides the concept of physical contradiction as a common problem solving principle in inventions and patents. In TRIZ, 4 separation principles solve the physical contradictions of given problems. The 4 separation principles are separation in time, separation in space, separation within a whole and its parts, and separation upon conditions. Despite this attention, an accurate definitions of the separation principles of TRIZ is missing from the literature. Thus, there have been several different interpretations about the separation principles of TRIZ. The different interpretations make problems more ambiguous to solve when the problem solvers apply the 4 separation principles. This research aims to fill the gap in several ways. First, this paper classify the types of contradiction relations and the contradiction solving dimensions based on the Butterfly model for contradiction solving. Second, this paper compares and analyzes each contradiction relation type with the Butterfly diagram. The contributions of this paper lies in reducing the problem space by recognizing the structures and the types of contradiction problems exactly.

A Study on the Use of TRIZ for Generating High Value Patents: Focusing on the US Granted Patents of Samsung Electronics Company (가치가 높은 특허 창출을 위한 TRIZ 활용방안 연구: 삼성전자 미국등록 특허를 중심으로)

  • Patents have been recognized as a core knowledge asset which are closely related with company's technological competitiveness. However, only a small portion of patents are actually contributing to the profit of the company. In addition, it costs a lot of money continuously to maintain the patent rights regardless of their values. Thus, effective methodologies are required to create patents with high values. It is examined what kind of differences exist between high value patents and the others in the use of TRIZ methodologies. For the purpose, we analyzed the US granted patents of Samsung Electronics. The analysis shows that there is no significant difference in the use of inventive principles, but high value patents utilize 'separation by condition' the most where as the others 'separation by space' the most frequently in the use of separation principles. In the use of standard solutions, high value patents use the 'class 2' principles frequently than the others.

Safety Management of Nanomaterials and Nanoproducts: Thinking of Ethical Principles and Guidelines for It (나노 물질 및 제품의 안전 관리: 윤리적 원리 및 행위지침 고찰)

  • Recently as the reports on toxicity of some nanomaterials and the nanoproducts containing these nanomaterials are rapidly increasing, the safety management issues about nanomaterials and nanoproducts are emerging hot. Especially safety in the workplace and that of consumers and the protection of environment, in other words safeties throughout the life-cycle of nanomaterials and products become core issues. Despite the importance of such a safety management, however, it is very difficult to construct the hard regulatory framework for safety, owing to uncertainties and potentialities of nano-risk. In this paper I will look around the ethical principles and guidelines for safety management which are preferentially required before going into the discussion on the construction of hard-regulation such as law and something like that. Under the circumstance that hard-regulations for safety management are not implementable, these principles and guidelines are expected to play a leading part in building the responsible risk-governance framework for nanomaterials and nanoproducts, and finally to become a cornerstone of the hard risk-governance framework.

Classifying and Implementing Different Types of Contradiction Resolution Strategies in TRIZ (TRIZ에서 모순해결전략의 유형 및 적용)

  • The study proposes multiple TRIZ contradiction solution strategies for addressing PC (Physical Contradiction) and TC (Technical Contradiction) by implementing TRIZ cause-and-effect tree. The problem associated with TC of the ends is solved by PC of means which employs a causal relationship between causes and effects. The TRIZ contradiction solution strategies demonstrated in this research are classified into 3 types of combined strategy as follows: 1. To-Be PC and AS-Is PC, 2.To-Be PC and As-Is TC, 3.As-Is PC and To-Be TC. The combined strategy of To-Be PC and As-Is PC is similar to a divide-and-conquer technique. This strategy adopts parallel strategies using 4 separation principles in time, in space, between parts and the whole, and upon condition of two reversed-PCs. Moreover, its application elucidates the conflict relationship of two TCs from the study. The integrated 4 separation principles and 40 inventive principles present an effective synergy effect from the combination, and further addresses the problems in the TRIZ contradiction resolution strategies. Combined strategy of To-Be PC and As-Is TC implements the 40 inventive principles that To-Be PC of the means resolves the As-Is TC of the ends. Combined strategy of As-Is PC and To-Be TC also uses inventive principles to the As-Is PC of the means to solve the To-Be TC of the ends. In addition, propositional and logical relationship of necessary and sufficient conditions between TC and PC is used to support the validity of 3 TRIZ contradiction solution strategies. In addition, 3 other strategies of necessary and sufficient conditions validate the contraposition relationship of the truth table. This study discusses TRIZ case studies from National Quality Circle Contest from the years between 2011 and 2014 to provide the usage guidelines of TRIZ contradiction solutions for quality purposes. Examining analysis from the case studies and investigating combined strategies allows the users to obtain comprehensive understanding.
