Usage of the International Standards for the Process of Methodological Acts and Software of the Records Management (기록관리 방법론 법제화와 소프트웨어 개발을 위한 국제표준의 활용)

  • Since 2008, the General Archives Authority of Mongolia introduced management standards on international records, such as ISO 15489. GAAM translated the international standards and have trained government records managers with such standards. These international records management standards are also incorporated into the Mongolian records legislations and records management guidance. Complying with the standards are also the requirements for designing records management software in Mongolia.

Authority Control in the Digital Age : A Study of Corporate Names in the OPACs in Korea (디지털 정보시대의 전거통제 : 국내 목록 데이터베이스의 단체명 표목 연구)

  • The purpose of this study is to examine how corporate names are treated in the OPACs in Korea, and to find out how well the authority control is implemented. A corporate body often has different names and different forms of names which should be properly linked in the OPACs. Without the help of either references or internal links among such names and forms of names in the OPACs, users are likely to fail in getting the right results, In this study, the OPACs from the five major libraries, the National Assembly Library, KISTI, Yonsei University, the National Central Library, and the KERIS were examined. Major common findings include (1) the lack of consistency in applying cataloging rules, (2) the lack of proper authority control in treating corporate names, and (3) the lack of references or links among names and variant forms of names. Because of the small scale of this study, more comprehensive and thorough study seems to be needed. However, the overall improvement of cataloging practices and application of authority control is strongly suggested, based upon the findings.

  • The purpose of this study is to review the expanded role of authority files, which uses the Knowledge Organization System(KOS) to organize contents and manage the collections in digital libraries. The KOS plays a role as a bridge between the users' information needs and materials by providing links between catalogs and digital resources on the web and supporting retrieval of the relevant items. It is described how a KOS can be used to link a digital resource to related materials, to provide more descriptive records for entities, and access to relevant physical objects.

  • The purpose of this study is to show elements when we product the archival authority record elements for automatic organization and production. ISAAR(CPF) and RMSCA are reviewed and analyzed which are functioning as the element of standards description and element of the creator. The research methods are literary reviews from Slectronic Document System and Records Center Automation System in public institution as Electronic Records Management Systems. As a result of the research, archival authority record elements are suggested through electronic approval function and system operating and managing function of Electronic Document System, while the elements which is impossible to use automatic organization and production are suggested by the authority system and archivist, and the description rule.

Towards a Knowledge Recipe for State Corporations in the Financial Sector in Kenya

  • Knowledge recipes are packages of knowledge which arise from the process of combining the knowledge assets in the organization in distinctive ways. This involves converting them into useful outputs which are the ideal core competitive advantage enablers for companies. The major objective of this study was to propose a knowledge recipe for financial-sector state corporations in Kenya. The study adopted a convergent parallel mixed methods research design. Quantitative and qualitative data were collected using questionnaires and key informant interviews. The target population of the study was 1574 respondents drawn from all financial state corporations. A multistage sampling technique was used for the study. The first phase involved purposive sampling of the organizations to be studied whereby the four state corporations namely: Capital Markets Authority, Competition Authority of Kenya, Kenya Investment Authority, and Kenya Revenue Authority were identified. The second phase entailed stratified sampling of the respondents in three strata namely senior management team, knowledge management team, and general staff. The authors used a census of all senior management team and knowledge management staff while a simple random sampling technique was used for the general staff. By use of the Krejcie and Morgan table, the actual sample size was 358 respondents from all the four organizations. Data were collected using questionnaires and interview schedules. The qualitative data were analyzed using content analysis while the quantitative data were analyzed by the use of Ms. Excel and VOSviewer and presented using pie charts, bar graphs, and tables. The response rate for this study was 257 (72%). The study revealed that while most employees in the financial sector organizations understand their knowledge needs, knowledge types, knowledge uses and knowledge gaps, they do not have a universal knowledge recipe to facilitate effective knowledge management in their organizations. Consequently, the authors propose a universal knowledge recipe for the state corporations in the financial sector in Kenya. The ingredients of the recipe are legal-knowledge (18%), financial knowledge (15%), administrative knowledge (11%), best practice (10%), lessons learnt (8%), human resource knowledge (8%), research and statistics knowledge (7%), product knowledge (6%), policy and procedure knowledge (5%), ICT knowledge (4%), investor knowledge (3%), markets knowledge (2%), general knowledge (2%) and regulatory framework knowledge (1%).

A Study on Streamlining the Legal Framework for the Efficient Management of Protection and Security of the Government Complexes (정부청사의 효율적 방호·보안관리를 위한 법령체계 정비방안에 대한 소고)

  • The executive authority of the Ministry of Public Administration and Security on the 'management of security of the government complexes' is not sufficiently secured only with the organization law, the Government Organization Act. It is needed to establish an administrative actions law, an individual law that sets detailed contents and limitations of the executive authority to be stipulated. The current regulation, Regulation on the Management of the Government Complexes which is a Presidential Decree, is a legal decree that lacks a legal basis. The decree does not match with the current constitutional framework and raises the issue of its legality. The regulation may have the characteristics as a public property management law so far as it stipulates such matters as supply and maintenance management for the complexes, acquisition and disposition of complexes, facilities management of complexes, etc. However, the regulation includes high authority actions by an administrative organization, such as facilities security and order maintenance including restriction and control of access. This makes the regulation have the characteristics of a public property policy act as well. To supplement the legal framework for this situation, it is needed to level up some of the provisions relating to protection and security management to the level of an act as they stipulate high authority actions by an administrative organization. Other matters in the Regulation on the Management of the Government Complexes such as provisions relating to supply and allocation of complexes, etc. may be maintained as they are. In addition, the protection officers (general service official) does not own legal authority and have limitations on securing the capability to deal with the situations on implementing the on-site protection duty. Therefore, it is needed for the protection officers to secure protection duty-related authority by stipulating in a law. The main contents of the law on the protection and security of the government complexes may be those matters providing reservations on the implementations of laws. These may include the limitation of rights of and charging obligations on the people such as restricting the actions of personnel in the complex, rights and obligations of protection personnels relating to their duties, use of weapons, training of protection personnel, penal provisions, etc. These legal reservations should be included in an individual act.

A Study on the Productivity Measurement and Effect Factors of Management Evaluation in Public Firms with a Focus on the Port Authorities

  • In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.

Public key certification technology may include various sub-technologies such as key recovery, secret sharing, certificate/key management, and directory system technology.
