빌딩공사의 안전관리정보시스템 개발 (A Development on the Safety Management Information System in Building Work)

  • There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as foundation, erection, structure, equipment finish and etc based on accident examples and investigation on actual condition in building. In addition, the safety management system was developed to perform risk assessment of construction and use it for effective safety training for labor.

대학시설관리를 위한 평가분류체계 및 평가항목 개발 연구 (A Study on the Development of the Assessment Category and Items for University Facility Management)

  • For university facility and space management to be public, and to increase the administrational efficiency, this research suggests an efficient as well as an objective evaluation system/index to allow national and university finances to contribute towards higher education. According to the result of this study, evaluation system for university facility can be widely divided into two categories; quality and space management. First, quality management is subdivided into three groups in order for quantitative management, school site and building area, secured building, and financial affairs and expense management. In order for an effective and appropriate space management, the second category of space management proposes seven subdivisions. Based on these subdivisions, quality management on university facility contains 10 evaluation items with marking system which allows perfect score of 50 points. The space management category contains 19 evaluation items and the marking system allows perfect score of 100 points. Therefore, this study developed total of 29 evaluation items for university facility management with marking system that allows perfect score of 150 points. The suggested evaluation system and items will be used as a valuable foundation for efficient and objective university facility management.

  • 본 연구에서는 낙도보조항로 운영사업자에 대한 경영평가제를 도입하여 사업자 스스로 지속적인 경영개선 노력을 유도하고자 AHP 기법을 이용하여 경영평가지표를 개발하였다. 이들 지표는 크게 3가지 형태로 구성되어 있다. 대기준에는 책임경영부문, 경영관리부문, 사업운영부문, 고객만족부문 등 4부문으로 구성되어 있으며, 중기준에는 책임경영을 위한 노력 등 15개 항목, 소 기준에는 관리자의 경영철학 및 전 직원의 책임경영에 참여도 등 44개 항목으로 이루어져 있다. 이들 지표 배점은 AHP 기법을 이용하여 각 항목별 가중치를 산정하여 배점한 결과이므로, 실제 업무를 집행하면서 운영선사 및 선박특성을 감안한 항목 간 가중치 조정에 의해 평가지표 기준별 배점 조정이 필요하리라 본다.

캐비닛 엑스선 검색장비 이미지품질평가 고도화 방안 연구 (Improving Imaging Quality Assessment of Cabinet X-Ray Security Systems)

  • Purpose: This study proposes methods and procedures for evaluating imaging security systems quality of cabinet x-ray screening system to enhance performance certification technology. Also, conducted a comparative analysis of the literature of test-kit for imaging security quality evaluation. Methods: Comparative analysis of the test-kits and related documents for image quality assessment of cabinet x-ray screening equipment. This allows assessment items were selected and the methods for each assessment item were proposed. In addition, the configuration method of the assessment team was established by applying the technology readiness assessment(TRA). Results: Four of the assessment items were selected when estimate image quality by a comparative analysis of literature. For each assessment item, the evaluation method and minimum level of availability were determined. Finally, this paper proposes an imaging quality assessment of cabinet X-ray imaging security systems. Conclusion: Development of imaging security systems evaluation procedures for cabinet X-ray screening systems can be help improve performance certification of aviation security equipment.

  • This paper is resulted from the research to activate Self-control Safety Management system that adopted to improve an assessment system for Hazard Prevention Plan. And members of company, university and research institute have jointly participated in the research. First, it is investigated that introduced background and processing method with existing practical data & materials references in order to understand what domestic Self-control Safety Management system will be available for. And general construction company at site have their ability to assess Hazard Prevention Plan by mailing questionnaire to on thousand site, visits, and interviews. Also, It is investigated how much they have the assessment ability. It is selected to do a questionnaire survey for the status of self-regulatory safety assessment ability of the designated self-regulatory companies in order to produce and enhance the self-regulatory assessment ability and the necessity of Self-control Safety Management system. Finally, it is selected to do a questionnaire survey for fixing and the enhance Self-control Safety Management system of general construction contractors.

  • Risk assessment of a railway system should be periodically conducted managing a large amount of accumulating accident/incident data and scenarios, which generally requires enormous time and efforts. Therefore, special information management system is essential for railway risk assessment, where data needed for decisions on managing the railway safety could be promptly supported. In this study, we develop the framework of a railway risk assessment information management system (RAIMS). The RAIMS is composed of two main modules: 1) hazard data processing module; 2) and risk assessment module. Hazard data could be turned into risk information using these two modules. The RAIMS will be useful in finding hazard conditions, quantitatively assessing the risk, and providing pertinent risk measures, eventually serving to prevent railway accidents and reduce severities of railway accidents.

국내 적합성평가제도 선진화 방안 (The Advancement of Conformity Assessment Scheme in Korea)

  • Recently Conformity Assessment Scheme has greatly played a role in development of domestic industry. But it has limits in responding to change of environment surrounding standard. Therefore management environment has been changed, standard has been more important, and new treaties as like WTO/TBT have been appeared. In these respects this research tries to analyze the policy trends of developed countries and problems of domestic institutions. And it tries to propose seven plans to progress Conformity Assessment Scheme including improvement of domestic standard system on the basis of analytical implications.

The Development of a Risk Management System in the Field of Industrial Safety in the Republic of Kazakhstan

  • Background: The purpose of the work is to develop a system that allows processing of information for analysis and industrial risk management, to monitor the level of industrial safety and to perform necessary measures aimed at the prevention of accidents, casualties, and development of professional diseases for effective management of industrial safety at hazardous industrial sites. Methods: Risk assessment of accidents and incidents is based on expert evaluations. Based on the lists of criteria parameters and their possible values, provided by the experts, a unified information and analytical database is compiled, which is included in the final interrogation questionnaires. Risk assessment of industrial injuries and occupational diseases is based on statistical methods. Results: The result of the research is the creation of Guidelines for risk management on hazardous industrial sites of the Republic of Kazakhstan. The Guidelines determine the directions and methods of complex assessment of the state of industrial safety and labor protection and they could be applied as methodological basis at the development of preventive measures for emergencies, casualties, and incidents at hazardous industrial sites. Conclusion: Implementation of the information-analytical system of risk level assessment allows to analyze the state of risk of a possible accident at industrial sites, make valid management decisions aimed at the prevention of emergencies, and monitor the effectiveness of accident prevention measures.

도시철도차량 적용을 위한 위험도 매트릭스 개발에 관한 연구 (The Study of Risk Matrix Development for Urban Metro EMU)

  • Risk-based railway safety management has been mandatory in Korea as by relevant laws and regulations enacted since the Railway Safety Act 2004. In particular, the Railway Vehicle Safety Guidance came into effect on Jan 1, 2008 specifies the details of methodology for hazard analysis, risk assessment and safety verification and validation. Fundamentals for success of the risk-based safety management are systematic hazard identification and risk assessment by use of reasonable risk assessment criteria, but the principle of risk-based safety management has not been applied in an effective way to introduction and maintenance of railway vehicle systems because definite risk assessment criteria have not been set down for each railway system or railway network. The purpose of this study is to suggest a risk matrix development principle for risk assessment of domestic urban metro vehicles by analyses of relevant rules and railway operating environment of Korea.
