A Review of Literature on the Welfare Delivery System of Exceptional Children in Korea (우리나라 특수아동(特殊兒童) 복지제도(福祉制度)에 관(關)한 고찰(考察))

  • The issue presented in this paper are as follows: 1. Legislative actions of welfare-related law for the exceptional children. The legislative base for the evolution has been yet weak and ambigous at best for a formalization of what should be considered accepted practice and effective action in providing handicapped child and their parents educational rights and equal protection of the law. And they are under remote control of partial factor subject to social welfare law for children, and public law for education, promotion law for the exceptional child education, protection law for public aids. 2. Organization of government for the welfare services for the exceptional children. There is no sing of a push toward consolidation of effort for the welfare service of the exceptional children in this country that seeks to recapture a sense of unity, of coherence, of completeness from a reality made up of discontinuous fragments of humanitarian effora This presently that. as for the education of the exceptional child, by the section of the exceptional education in MOE (Ministry of Education), and/or as for welfare services and promotion actions, by the section of child welfare in MHSA (Ministry of Health and Social Affairs). One door type operation rooted in the specialization, and limited resources to evolve multi-purpose agencies that undertake to provide a broad range of tangible and concrete services, as well as supportive counselling and assessment, under a single management which plans and directs the allocations of resources, should be followed. 3. Facilities and recruitment of teachers for the exceptional children. In this country there are 54 facilities for special services, 56 schools for the exceptional education, and 3 colleges and equavalents that provide teacher training services leading to certification with IIO annual graduates. However, curriculum for exceptional children should be rearranged and reconstructed. Conclusion; Only as for social welfare institutions in community, this country produced a succession of specific purpose activities, over period of time, that accumulated to form the present network of hundreds of social welfare organizations and facilities Periodically major efforts were launched to revitalize or to improve the help-giving system. But they lack specialization to be effective, and the nature of multi-purpose center tends to be vague for the classified handicapped. Therefore, there, should be linkage between policy maker and community services to maintain some coherenty in preventive care, treatment, and after cares. At last, the effects of the current concept "the exceptional child" involved with their families, and their neighborhood should be considered in view of the people who consist about 25% of the total population.

An Analysis of Program Types for School Reading Education Included in the 100 Excellent Curriculum by Multiple Intelligences (다중지능을 활용한 100대 교육과정의 학교 독서교육 프로그램 유형 분석)

  • This study aims to analyze the direction of the reading education programs based on the 2015 revised curriculum and to seek the plans for the school library and the teacher librarian to be able to contribute them. For this purpose, the types of school-based reading education programs in the report of 100 excellent school curriculum in 2016, which was first applied by the amended curriculum were analyzed through multiple intelligences. Upon the analysis results, the reading education programs in the schools showed to be operated with interpersonal Intelligence. Community-aligned reading was the most frequently operated in the primary schools while student reading club activities were the most common in the middle and high schools. In case of reading education program related to linguistic intelligence, the most commonly operated ways were reading books, writing with literatures, and writing book report, in primary, middle, and high schools, respectively. In case of reading education program related to spatial intelligence, media production type showed the most commonly operated in all types of schools. However, there was no reading program related to naturalist intelligence. Based on these analysis results, the plans to contribute the activation of reading education programs by school libraries under the 2015 amended curriculum were suggested in the aspects of development of connection programs with teachers, students and parents as the center of education community, installation and operation of maker spaces and enhancement of program management and inquiry-based learning competency of teacher librarians.

A Study on Price Sensitivity and Purchasing Attribute of Chinese Cabbage (소비자의 배추 가격민감도와 구매 속성 분석)

  • This study is carried out to find out Chinese cabbage price sensitivity of consumer. Even though Chinese cabbage is the most important vegetable in our country, the price fluctuation continues to be changed ever year. However, there was no price criteria which is low, high, optimum price level for stabilization policies. In this paper, we investigated urban consumer price sensitivity by using the price sensitivity measurement(PSM), and then suggest to farmer and policy maker the results. The purchasing attribute Chinese cabbage of consumer will be provided to farmer. Optimal willingness to pay price of Chinese cabbage was analyzed between 1,991~2,018 won per head. If the consumer price were formated that price range, the costs will be able to satisfied both producers and consumers. The consumer's acceptable price range was from lower price (PMC) 1,472 won to the upper limit price of 2,714 won (PME). So when the market price researched above 2,714 won, import should be considered. The most important attribute when purchasing was a taste of cabbage, and he most suitable size was 3kg per head.
