Integrated Simulation Modeling of Business, Maintenance and Production Systems for Concurrent Improvement of Lead Time, Cost and Production Rate

  • The objective of this study is to integrate the business, maintenance and production processes of a manufacturing system by incorporating errors. First, the required functions are estimated according to the historical data. The system activities are simulated by Visual SLAM software and the required outputs are obtained. Several outputs including lead times in different dimensions, total cost and production rates are computed through simulation. Finally, data envelopment analysis (DEA) is utilized in order to select the best option between the defined scenarios due to the multi-criteria feature of the problem. This is the first study in which the lead times, cost and production rates are simultaneously considered in the integrated system imposed of business, maintenance and production processes by incorporating errors. In the current study, the major bottlenecks of the system being studied are identified and suggested different strategies to improve the system and make the best decision.

Study on the Reforming Policies to Manage Vacant Housing of Urban Areas in Korea (도시지역의 빈집정비 활성화를 위한 제도 개선방안)

  • The aim of this study is to minimize the various social problems caused by the growing number of vacant houses in the urban areas and suggest ways to improve the legal and institutional system for promoting the maintenance and utilization of vacant houses. Due to changes in social conditions, the vacant houses continue to increase, and urban regeneration is emerging as a policy tool for renovating old and deteriorating built-up areas. In the face of the necessity of the managing vacant houses and its surrounding areas, it was suggested that vacant housing should be defined as "housing and buildings", not just "housing", since there are limitations on the maintenance of them. In addition, statistics on vacant houses are causing confusion because of the difference between surveyed data and vacant houses, which are recognized as problems in urban areas. Therefore, it was suggested to improve the accuracy and reliability of vacant housing statistics. In order to promote the maintenance and utilization of vacant housing, it was proposed an amendment of vacant housing-related laws that grant substantive tax benefits to enable more active participation of vacant homeowners and people who participate in vacant housing maintenance.

  • An estimated investment gap of $176 billion needs to be filled over the next ten years to improve America's inland waterway transportation systems. Many of these infrastructure systems are now beyond their original 50-year design life and are often behind in maintenance due to funding constraints. Therefore, long-term maintenance strategies (i.e., asset management (AM) strategies) are needed to optimize investments across these waterway systems to improve their condition. Two common AM strategies include policy-driven maintenance and performance-driven maintenance. Currently, limited research exists on selecting the optimal AM approach for managing inland waterway transportation assets. Therefore, the goal of this study is to provide a decision model that can be used to select the optimal alternative between the two AM approaches by considering key uncertainties such as asset condition, asset test results, and asset failure. We achieve this goal by addressing the decision problem as a single-criterion problem, which calculates each alternative's expected value and certain equivalence using allocated monetary values to determine the recommended alternative for optimally maintaining navigable waterways. The decision model considers estimated and predicted values based on the current state of the infrastructure. This research concludes that the performance-based approach is the optimal alternative based on the expected value obtained from the analysis. This research sets the stage for further studies on fiscal constraints that will effectively optimize these assets condition.

Human Capacity Issues Along the STEM Pipeline

  • The development and maintenance of human capacity in economies is critical to long term competitiveness, but also for the overall health and environment of regions. Yet, human science and technology-based capacity is multidimensional and has interrelated characteristics which present certain policy challenges. This paper addresses a range of issues specific to a discussion on human capacity in S&T. First, the paper emphasizes the importance of acknowledging the complexity of human capacity issues and how they evolve along the STEM (science, technology, engineering, and mathematics) pipeline. The pipeline is an often used reference to describe the training and development in STEM disciplines, from early childhood education, to more advanced training, and finally to professional collaboration and interaction and serves as a useful organizing framework for the discussion of capacity along the career evolution process. Second, the paper offers an organizing framework for discussion of policy mechanisms that have been developed to address issues and gaps that occur along this STEM pipeline. Specifically, it contrasts the traditional mechanisms of building human capacity in STEM areas with newer "gap filling" and integrated approached to addressed human capacity disparities and priorities. Third, the paper addresses core challenges in human capacity in STEM, including the education and training, participation of women and underrepresented groups, brain drain/brain circulation issues, and the globalization of science. The paper concludes with a discussion of policy implication for the development of human capacity.

Developing Information Security Management Model for SMEs: An Empirical Study (중소기업 정보보호관리 모델의 개발: 실증 연구)

  • This study is to develop an information security management model(ISMM) for small and medium sized enterprises(SMEs). Based on extensive literature review, a five-pillar twelve-component reference ISMM is developed. The five pillars of SME's information security are: centralized decision making, ease of management, flexibility, agility and expandability. Twelve components are: scope & organization, security policy, resource assessment, risk assessment, implementation planning, control development, awareness training, monitoring, change management, auditing, maintenance and accident management. Subsequent survey designed and administered to expose experts' perception on the importance of these twelve components revealed that five out of tweleve components require relatively immediate attention than others, especially in SME's context. These five components are: scope and organization, resource assessment, auditing, change management, and incident management. Other seven components are policy, risk assessment, implementation planning, control development, awareness training, monitoring, and maintenance. It seems that resource limitation of SMEs directs their attention to ISMM activities that may not require a lot of resources. On the basis of these findings, a three-phase approach is developed and proposed here as an SME ISMM. Three phases are (1) foundation and promotion, (2) management and expansion, and (3) maturity. Implications of the model are discussed and suggestions are made for further research.

  • This paper proposes an optimal replacement policy following the expiration of a free renewing replacement-non-renewing minimal repair warranty. To do so, the free renewing replacement-non-renewing minimal repair warranty is defined and then the maintenance model following the expiration of free renewing replacement-non-renewing minimal repair warranty from the user's point of view is studied. As the criteria to determine the optimality of the maintenance policy, we consider the expected cost rate per unit time from the user's perspective. We derive the expressions for the expected cycle length and the expected total cost to obtain the expected cost rate per unit time. Finally, the numerical examples are presented for illustrative purposes.

  • At this present, the world is in the era of digital and culture.Tourist resources through cultural infrastructure have been a crucial factor of a country's competitiveness. A Museum is tourism resource facility like one of core cultural infrastructures which provides experiential culture, history and tradition. The field of a planning and a design for a museum should be recognized like professional design industry.n Korea, the government has various laws and systems to support the design promotion policy but it is not sufficient. If you plan to extend the scope of the maintenance of law and institutions As today 'Exhibition Industry Development Act, which is responsible for maintenance, including a permanent exhibition area in the exhibition industry facilities will be efficient alternative. And also, it would like to analyze states of the orders in the exhibition design industry for past five years (2010 ~ 2014) and show the problems and alternatives. Exhibition business-related orders investigation into the recent five years to analyze and suggest improvements. In the delivery method it was found three types of goods, the services, the delivery method through the analysis of the enforcement order to the Corporation and that are mixed.If these alternatives has been reviewed and used for basic data to promote professional companies and designers for museums, it must be expected to be well worth a careful study.

  • In the port, the yard crane is very important. If a container crane or a transfer crane is broken down, it costs a lot because of the delay of work during the period of repair or reorder. But, we don't have enough spare parts because of the high cost. It is necessary to maintain high reliability of the crane through effective preventive maintenance and failure analysis. In this paper, we analyse the function and failure mechanism of the transfer crane which is a main equipment in the yard Also, we standardize failures and maintenance works using the historical data of failure and maintenance. This study which is a basic work for effective equipment operation and maintenance will support reliability engineers to decide the optimal design of the next generation equipment and operational policy of equipment.

  • Recently, the need for new approaches and recognition of safety and maintenance has been raised for small vulnerable facilities in Korea due to the acceleration of aging facilities, various safety accidents, and increased frequency of use. In particular, small vulnerable facilities(SVF), including most social welfare facilities, are facilities used by many of the vulnerable groups, and safety management is very important. Therefore, this study investigated various statuses based on safety inspection results (31,114 cases) conducted over the past 13 years (2008-2020) for small vulnerable facilities in Korea, and evaluated the characteristics of each field and safety and maintenance performance level. This aims to present policy directions for strengthening safety management of facilities for the vulnerable by using basic data such as improvement of safety standards and maintenance strategies for small vulnerable facilities in Korea in the future.
