  • 본 논문에서는 부가가치가 높은 군용 장비류의 해외정비품을 국내정비로 전환하기 위한 절차 중 최종 성능평가 절차를 제안하였다. 기존의 절차는 해외정비품의 성능시험을 위한 정비능력 개발시 개발된 국산화 시험장비의 유효성 검증을 위한 명확한 절차가 마련되지 않아 소요군 혹은 실무자에 따라 최종성능평가의 기준이 다른 점이 발생하였다. 따라서 본 연구에서는 통일화된 절차를 연구하여 제안하였다. 제안한 이 절차는 통일된 기준 마련을 통해 해외도입 시험장비와 국산화된 시험장비의 상호 같음을 검증하여 해외로 나가는 정비대상품을 국내정비로 전환하였을 때 품질면에서 동일함을 보증하기위한 중요한 수단이 될 것이라 기대한다.

A Study on Application of Risk Based Aviation Safety Oversight Approach for Approved Maintenance Organization System (위험기반 항공안전감독 시스템 적용을 통한 정비조직 제도 개선방안 연구)

  • The need for risk based safety management has been highlighted in accordance with the growth of aviation industry and public interest in aviation safety. Maintenance, Repair and Overhaul (MRO) in aviation industry is defined to guarantee the safety and reliability. Therefore, state's Civil Airworthiness Authority (CAA) has established safety oversight system dedicated for the development of a healthy MRO industry. The study proposed a risk based oversight system considering Korean environment. Based on literature review including analysis of International Civil Aviation Organization guidance and advance system, we identified two organization risks. Organization complexity can be evaluated in accordance with how large the organization is and how complicated the service they provide are. Organization profile is the organization's characteristic related with safety. This study contributes to improving the process of identifying risk of organization and focusing surveillance capabilities on risk areas for efficient management of CAA's resources.

Development of PEID for Acquiring Maintenance Information during Product Lifecycle of Marine Vessels (선박해양구조물의 제품수명주기 내 유지보수 정보 획득을 위한 PEID에 관한 연구)

  • The product lifecycle of a marine vessel can be classified into the design-production, operation-maintenance, and disposal phases. During the operation and maintenance phase, status data should be gathered from the major machinery and instruments installed on the marine vessel in order to perform efficient maintenance work. Although a PLM (product lifecycle management) system can manage the product information during the design and assembly stage, a PLM based on asset management technology is more appropriate for product information management during the operation stage. Product embedded information devices (PEIDs) are suggested for gathering real-time maintenance information during the operation and maintenance lifecycle. A PEID allows PLM to provide the capability of offering active information exchange between the lifecycle management system and equipment. This study designed a PEID to effectively obtain information and interact with a PLM system. It consists of sensors, wireless communication, and a micro-processor, which allow it to accumulate status data on the PLM system. The embedded information device and PLM enable the seamless information flow, tracking, and updating of MRO (maintenance repair and overhaul) information for a product throughout the middle of the product lifecycle.

  • The International Civil Aviation Organization (ICAO) in 2015 proposed a road-map for the global recognition system of the Approved Maintenance Organization (AMO) fto mitigate the redundant work and regulatory burdens of the aviation industry and authorities on the certification and oversight activities of the State of Registry. Since then, the ICAO standards and guidelines have been revised accordingly with the goal of implementing the system in 2024. Korea should actively prepare for this AMO global recognition system to cope with the ICAO road-map appropriately as well as to develop the Maintenance Repair Overhaul (MRO) industry. Thus, this paper focused on the ratings and limitations system, a key element of the AMO, and proposes the improvement of domestic regulatory/administrative rules necessary for the global recognition system, through the review of newly established ICAO standards/guidelines and the comparative analysis of leading aviation countries' and Korean system/requirements.
