요통환자들의 성생활 행태와 영향 요인 조사 (A survey on sex life behavior and factors of low back pain)

  • The purpose of this study was to investigate discomforts and sexual life and to identify the relation between the discomforts and sexual life with low back pain. The data were collected from March 2 through July 31, 2001. Four hundred forty-two questionnaires were returned (response rate=88.0%). Analysis of the data was done with SPSS PC+ and use descriptive statistics, $x^2$-test, t-test, ANOVA. regression. The statistics shows that over than 80% of the adults experienced lumbago at least one time in their life, and Back pain is known as one of the most common complaints made by the patients of all ages in the general hospital or local medical clinics throughout. However, in certain case it leads to a chronic condition which can cause a great deal of problems in management and in financial burden to individuals and society. The result of this study was summarized as follows: 1) It appeared that regarding the distribution of gender, male was the higher(63.6%) then that of female, the portion of forties was 28.5%. Sitting for long time was 23.1% in men and 21.7% in women. Unknown reason including sexual behaviour was 12.9% in men and 15.5% in women. Patients treated medicine and physical therapy were 36.4%. In level of educational background, the rate of high school was 31.0%, technical college was 28.5%. The highest proportion by occupation was 18.3% of office workers, occupation posture was 41.9% of sitting. 2) Men(26.0%) and most of women(34.8%) were not satisfied in the explanation satisfaction rate of sex life concerned disease. 23.8% in men and 23.6% in women considered flexibility of waist good. Man(33.3%) and most of woman(35.0%) considered that Health education is necessary. 32.7% in men and 27.3% in women did't mind educator is whoever. Preventing of lower back pain(LBP) and proper Health education of sex life are demanded in daily life. 3) 58.0% of man and 64.0% of woman mostly had a posture which is man over woman. 28.5% in men and 27.8% in women considered that proper information finding of LBP and sex life was very few and few. 37.7% in men and 42.7% in women have acquired information about sex life flung their friends. 4) The number of sex life was decreased from 2.96 0.98 to 2.61 1.63 and also the time of sex life was decreased from 3.65 1.89 to 226 1.64. The satisfaction rate of sex life changed from 3.60 0.86 to 2.77 1.10. In the number of sex life, The non correct group was 2.62 1.91 and the correct group was higher in 2.68 1.65. In the time of sex life, The non correct group was 2.02 1.47 and the correct group was higher in 229 1.65. The satisfaction rate of sex life was 2.76 0.86 in non correct group and 2.88 1.10 in correct group. So there was a difference. 5) In the satisfaction rate of sex life, Men who have a lower back pain were higher than women and no attack group was higher than attack group. As they had many sex life, the satisfaction rate was higher significantly in statistics. As the time of sex life was short, the satisfaction rate was lower significantly in statistics. As the age was low, the demand rate of Health education was high and as means of patient who had a lower back pain was high, the demand rate of Health education was high. As the patient who had a lower back pain had a long married life, the demand rate of Health education was high and as education level was high, the demand rate of Health education was high. It is necessary to provide patients with conservative treatment, educational teaching, and training to prevent further injuries in the future. In general, it is important to educate the public how to prevent back injuries and how to treat themselves in an onset period to prevent further injuries sliding into a chronic state. Sexuality is an integral part of normal and healthy relationships, but patients are unable to enjoy sex because they are riot able to get into a comfortable position due to back pain. Many conditions of the spine can make certain positions uncomfortable. Health educator should make the education program of the discomforts and the sexual pattern for low back pain in workplace and/or hospital. Further study Is needed on how to integrate the educational program on sexuality into the total rehabilitation program.

조세심판청구제도의 문제점에 관한 개선방안 (A Study on Solutions to the Problems of the Current Tax Appeal System)

  • 최근 심판청구사건이 증가하는 추세와 조세심판구조, 심판기간, 심판청구 중복, 심판청구사건에 대한 심리 및 재결, 그리고 심판전치주의 등 광범위한 영역에서 많은 문제점을 분석을 할 수 있다. 현행 심판청구제도가 납세자의 권익구제를 실효성 있게 보장하기 위해서는 개선이 필요하다. 심판청구사건이 접수의 현실을 감안, 현행 90일의 재결기간은 비현실적이므로 처분의 내용이 복잡하거나, 개별사건의 난이도 사유가 있는 경우에는 재결기간을 연장. 조세심판원장은 조세심판관회의의 의결내용을 거부할 권한이 없으므로 의결에 따라 재결 의결내용이 명백히 잘못된 경우에는 재심리를 권고할 수 있도록 별도의 근거규정이 필요하다. 경제적 사정으로 대리인을 선임하지 못한 소액 불복청구의 인용률이 상대적으로 낮아 영세납세자에 대한 권리구제의 필요성과 국선심판청구대리인 제도의 홍보를 강화해야 할 것이다. 감사원의 심사청구는 각기 다른 기관에서 동일한 조세심판업무를 중복적으로 수행하는 것은 비효율을 초래할 수 있으므로 감사원법에 의한 심사청구는 그 불복대상을 감사원의 감사로 인한 처분으로 제한하고, 필요적 전치절차로 되어 있는 국세청의 심사청구는 임의절차로 전환의 필요성이 본 연구는 현행의 조세심판청구제도의 문제점과 개선점을 이론적 논의보다는 실무적 차원에서 연구의 시사점을 제시하고 있다.

고성산불로 인한 시설물피해특성 연구 (A Study on Facilities Damage Characteristics Caused by Forest Fire in Goseong-Gun)

  • 연구목적: 본 연구는 산불에 의한 시설물피해 특성연구를 위하여 2018년 3월 28일 강원도 고성군 간성읍 탑동리 산16(야산)에서 발생한 산불(피해면적 40ha)을 대상으로 시설물피해 현황을 조사 하였다. 고성산불은 산림 및 농작물 피해는 물론이고, 사람이 거주하는 주택, 공공시설, 창고, 군사시설 등 17건의 시설물에 피해를 주었다. 본 연구의 목적은 이 피해 시설물들의 세부적인 피해원인을 분석하여, 산림인접 시설물들에 대한 산불피해 방지 방안을 제시하기 위하여 수행하였다. 연구방법: 고성산불발생시 기상을 분석하기 위해 산불발생과 진화완료시(2018.3.28 06:19 ~ 22:00)의 기상상황(기온, 풍속, 풍향, 습도)을 1분단위로 분석하였고, 시설물 피해 사례조사를 위해 고성산불로 인해 발생한 17건의 시설물 중 군사시설 등을 제외한 10건의 피해 시설물 주변의 경사도, 사면향, 지세특성, 산림과의 이격거리, 주요수종, 수관화발생 유무, 주택방위, 주택재질 등 9개 항목에 대한 현장조사를 실시하여 산불피해특성을 분석하였다. 연구결과:고성산불 발생과 진화완료시(2018.3.28 06:19 ~ 22:00)의 기상상황(간성 517AWS)은 기온 및 습도가 고온 건조한 상태였으며, 풍속은 평균 4.1m/s, 최대 11.6m/s의 강한 바람이 불었다. 주풍향은 W(225~315°)방향이었으며, 산불의 확산 방향과 일치하였다. 또한 산불피해 시설물들은 급경사지와 능선의 산정부에 위치하였고, 시설물주변 산림은 수관화 발생지역의 소나무 밀임분 지역이었다. 산림과 시설물과의 이격거리는 평균 13.5m이었으며, 시설물의 재질이 불에 강한 콘크리트였을 경우 경미한 피해를 입었지만, 샌드위치판넬 등 산불에 약한 재질은 모두 전소한 것으로 나타났다. 결론: 본 연구를 통해 얻은 결과인 주택주변의 숲 가꾸기 실시와 이격거리 확보, 시설물들의 불연재 재질로의 개선 등을 통해 산림인접 시설물들에 대한 산불방지 대책수립에 기여 할 것으로 기대된다.

한국의 잔류농약 모니터링 프로그램 현황과 개선 (Present Status on the Pesticide Residue Monitoring Program of South Korea and Its Improvement)

  • 이 연구는 식품 중 잔류농약에 대한 국내 모니터링 프로그램의 전반적인 현황을 이해하기 위해 수행되었으며 더 나아가 개선이 필요한 사항이 제안되었다. 이 연구로 부터 국내 잔류농약 모니터링 프로그램 현황은 다음과 같이 요약될 수 있었다. 국내에서는 식품의약품안전처가 잔류농약 모니터링을 총괄한다. 그리고 모니터링 시점(유통 또는 생산단계에서 시료수집)에 따라 모니터링 책임 기관이 다른데, 유통단계의 식품에 대해서는 식품의약품안전처, 지방식품의약품안전청, 지방자치단체가, 생산단계에서는 국립농산물품질관리원(NAQS)과 지방자치단체가 모니터링을 실시한다(부분적으로 판매와 유통단계에서도 실시). 국내의 모니터링 프로그램을 목적에 따라 구분하면 위해평가 모니터링(monitoring for risk assessment)으로 MFDS의 "잔류실태조사"와 NAQS의 "국가잔류조사"가 있고, 지방식품의약품안전청과 지방자치단체에서는 주로 규제 모니터링(monitoring for regulation)을 실시하고 있었다. 수입식품의 경우 통관단계(지방식품의약품안전청 책임)와 유통단계 모두에서 모니터링이 실시되어야 한다. 유통단계 수입식품 모니터링은 MFDS, 지방식품의약품안전청, 지방자치단체가 담당하고 있는 데 아직 체계적이고 지속적인 국가수준의 모니터링 프로그램이 실시되고 있지 않는 것으로 보인다. 국내 잔류농약 모니터링 프로그램과 관련하여 앞에서 기술한 내용과 더 상세한 내용을 토대로 모니터링 프로그램의 개선을 위해 i) 모니터링 프로그램의 목적에 대한 명확성 제고, ii) 수입식품에 대한 모니터링 프로그램의 강화 iii) 일반국민에게 모니터링 결과의 공개(연간보고서와 데이터베이스 발간)를 제안하였다. 식품의 안전성을 확보고 시행하기 시작한 농약 허용물질목록 관리제도(positive list system, PLS)가 성공을 거두기 위해서는 잔류농약 모니터링 프로그램에 대한 철저한 검토와 개선을 위한 노력이 필요한 것으로 생각된다.

텍스트 마이닝을 활용한 신문사에 따른 내용 및 논조 차이점 분석 (A Study on Differences of Contents and Tones of Arguments among Newspapers Using Text Mining Analysis)

  • 본 연구는 경향신문, 한겨레, 동아일보 세 개의 신문기사가 가지고 있는 내용 및 논조에 어떠한 차이가 있는지를 객관적인 데이터를 통해 제시하고자 시행되었다. 본 연구는 텍스트 마이닝 기법을 활용하여 신문기사의 키워드 단순빈도 분석과 Clustering, Classification 결과를 분석하여 제시하였으며, 경제, 문화 국제, 사회, 정치 및 사설 분야에서의 신문사 간 차이점을 분석하고자 하였다. 신문기사의 문단을 분석단위로 하여 각 신문사의 특성을 파악하였고, 키워드 네트워크로 키워드들 간의 관계를 시각화하여 신문사별 특성을 객관적으로 볼 수 있도록 제시하였다. 신문기사의 수집은 신문기사 데이터베이스 시스템인 KINDS에서 2008년부터 2012년까지 해당 주제로 주제어 검색을 하여 총 3,026개의 수집을 하였다. 수집된 신문기사들은 불용어 제거와 형태소 분석을 위해 Java로 구현된 Lucene Korean 모듈을 이용하여 자연어 처리를 하였다. 신문기사의 내용 및 논조를 파악하기 위해 경향신문, 한겨레, 동아일보가 정해진 기간 내에 일어난 특정 사건에 대해 언급하는 단어의 빈도 상위 10위를 제시하여 분석하였고, 키워드들 간 코사인 유사도를 분석하여 네트워크 지도를 만들었으며 단어들의 네트워크를 통해 Clustering 결과를 분석하였다. 신문사들마다의 논조를 확인하기 위해 Supervised Learning 기법을 활용하여 각각의 논조에 대해 분류하였으며, 마지막으로는 분류 성능 평가를 위해 정확률과 재현률, F-value를 측정하여 제시하였다. 본 연구를 통해 문화 전반, 경제 전반, 정치분야의 통합진보당 이슈에 대한 신문기사들에 전반적인 내용과 논조에 차이를 보이고 있음을 알 수 있었고, 사회분야의 4대강 사업에 대한 긍정-부정 논조에 차이가 있음을 발견할 수 있었다. 본 연구는 지금까지 연구되어왔던 한글 신문기사의 코딩 및 담화분석 방법에서 벗어나, 텍스트 마이닝 기법을 활용하여 다량의 데이터를 분석하였음에 의미가 있다. 향후 지속적인 연구를 통해 분류 성능을 보다 높인다면, 사람들이 뉴스를 접할 때 그 뉴스의 특정 논조 성향에 대해 우선적으로 파악하여 객관성을 유지한 채 정보에 접근할 수 있도록 도와주는 신뢰성 있는 툴을 만들 수 있을 것이라 기대한다.

한반도 자생생물 조사·발굴 연구사업 고찰(2006~2020) (Review of the Korean Indigenous Species Investigation Project (2006-2020) by the National Institute of Biological Resources under the Ministry of Environment, Republic of Korea)

  • 생물다양성협약(1992년)과 나고야의정서(2010년)의 체결 이후 우리나라는 한반도의 생물다양성 보전과 생물자원 확보를 위한 자생생물의 조사·발굴 연구에 박차를 가하였다. 이러한 계기로 2007년에 설립된 환경부 소속 국립생물자원관의 주도로 "한반도 자생생물 조사·발굴 연구사업"이 진행되었다. 본 사업은 2006년 이후 현재까지 15년 동안 5단계(1단계 2006~2008년, 2단계 2009~2011년, 3단계 2012~2014년, 4단계 2015~2017년, 5단계 2018~2020년)로 나누어 진행되었다. 연구의 결과, 본 사업의 이전에 29,916종(2006년)이던 한반도 자생생물이 본 사업의 각 단계가 마무리되는 시점에서 누계로 집계하여 볼 때, 1단계 33,253종(2008년), 2단계 38,011종(2011년), 3단계 42,756종(2014년), 4단계 49,027종(2017년), 그리고 5단계 54,428종(2020년)으로 급속히 증가하여 본 사업 기간 동안 한반도 자생생물 기록종이 약 1.8배 증가하였다. 이 통계자료는 이 기간 동안 연평균 2,320종의 한반도 미기록종이 새로이 기록된 것을 보여준다. 또한 전체 발굴종 중에서 총 5,242종의 신종을 기록하는 학술적 큰 성과를 거두었다. 분류군 별로는 총 연구 기간 동안 곤충 4,440종(신종 988종 포함), 무척추동물(곤충 제외) 4,333종(신종 1,492종 포함), 척추동물(어류) 98종(신종 9종 포함), 식물(관속식물과 선태식물) 309종(관속식물 176종, 선태식물 133종, 신종 39종 포함), 조류(algae) 1,916종(신종 178종 포함), 균류와 지의류 1,716종(신종 309종 포함), 그리고 원핵생물 4,812종(신종 2,226종 포함)이 한반도에서 새로이 기록되었다. 생물표본은 각 단계별로 집계하여 볼 때 1단계 247,226점(2008년), 2단계 207,827점(2011년), 3단계 287,133점(2014년), 4단계 244,920점(2017년), 그리고 5단계 144,333점(2020년)이 수집되어 연평균 75,429점, 총 1,131,439점의 생물표본이 채집되었다. 그중에서 곤충 281,054점, 곤충 이외의 무척추동물 194,667점, 척추동물(어류) 40,100점, 식물 378,251점, 조류(algae) 140,490점, 균류 61,695점, 그리고 원핵생물 35,182점이 채집되었다. 본 사업에 참여한 각 단계별 연구원/보조연구원(주로 대학원생)의 수는 1단계 597/268명, 2단계 522/191명, 3단계 939/292명, 4단계 575/852명, 그리고 5단계 601/1,097명으로 전체년도의 참여연구자는 연평균 395명, 총 연인원 약 5,000명이 참여하여 전국의 거의 모든 분류학자와 분류학 전공의 대학원생이 참여하였다. 본 사업 기간 동안 전문학술지 논문 3,488편(국내학술지 논문 2,320편, SCI급 국제학술지 논문 1,168편 포함)이 출판되었다. 본 사업 기간 중 자생생물 조사·발굴 사업 및 생물표본 확보 사업에 투입된 예산은 총 833억원(연평균 55억원)이다. 본 사업은 국가 주도의 대형 연구 프로젝트로서 전국의 거의 모든 분류학자가 참여하고 대규모 예산이 투입되어 단기간에 이루어 낸 한국식 압축성장의 한 성공 사례로 볼 수 있다. 본 사업의 종발굴 성과는 최근의 생물분류 체계로 분류되어 국가생물종목록으로 만들어졌으며, 전문가와 학생 및 일반 시민에게 제공되고 있다(https://species.nibr.go.kr/index.do). 본 사업에서 파생된 기재문, DNA 염기 서열, 서식처, 분포, 생태, 이미지, 멀티미디어 등 각 종의 정보는 디지털화되어 생물의 계통, 진화 연구 등 학문적 발전에 기여하였고, 기후변화에 따른 지표종의 변화 같은 생물분포 모니터링 사업과 바이오산업의 생물소재를 탐색하는 기반이 되었다. 본 사업을 통하여 젊은 분류인력(주로 대학원생)의 양성을 지원할 수 있었던 것은 본 사업이 가져온 가장 의미 있는 성과라고 할 수 있다. 과거 15년간 숨 가쁘게 달려온 본 사업은 아직 진행 중이다. 그동안 발굴된 종들에 대한 이명(synonym)과 오동정 등을 바로잡아 학문적인 완성도를 높이고, 한반도에 존재하리라 예상되는 약 10만 종의 자생생물 중에서 남겨진 5만 종에 대한 조사·발굴 연구가 지속되어야 한다.

간호학 교과과정 개선을 위한 조사 연구 (A Study on improvement of curriculum in Nursing)

  • This Study involved the development of a survey form and the collection of data in an effort-to provide information which can be used in the improvement of nursing curricula. The data examined were the kinds courses currently being taught in the curricula of nursing education institutions throughout Korea, credits required for course completion, and year in-which courses are taken. For the purposes of this study, curricula were classified into college, nursing school and vocational school categories. Courses were directed into the 3 major categories of general education courses, supporting science courses and professional education course, and further subdirector as. follows: 1) General education (following the classification of Philip H. phoenix): a) Symbolics, b) Empirics, c) Aesthetics. 4) Synthetics, e) Ethics, f) Synoptic. 2) Supporting science: a) physical science, b) biological science, c) social science, d) behavioral science, e) Health science, f) Educations 3) Professional Education; a) basic courses, b) courses in each of the respective fields of nursing. Ⅰ. General Education aimed at developing the individual as a person and as a member of society is relatively strong in college curricula compared with the other two. a) Courses included in the category of symbolics included Korean language, English, German. Chines. Mathematics. Statics: Economics and Computer most college curricula included 20 credits. of courses in this sub-category, while nursing schools required 12 credits and vocational school 10 units. English ordinarily receives particularly heavy emphasis. b) Research methodology, Domestic affair and women & courtney was included under the category of empirics in the college curricula, nursing and vocational school do not offer this at all. c) Courses classified under aesthetics were physical education, drill, music, recreation and fine arts. Most college curricula had 4 credits in these areas, nursing school provided for 2 credits, and most vocational schools offered 10 units. d) Synoptic included leadership, interpersonal relationship, and communications, Most schools did not offer courses of this nature. e) The category of ethics included citizenship. 2 credits are provided in college curricula, while vocational schools require 4 units. Nursing schools do not offer these courses. f) Courses included under synoptic were Korean history, cultural history, philosophy, Logics, and religion. Most college curricular 5 credits in these areas, nursing schools 4 credits. and vocational schools 2 units. g) Only physical education was given every Year in college curricula and only English was given in nursing schools and vocational schools in every of the curriculum. Most of the other courses were given during the first year of the curriculum. Ⅱ. Supporting science courses are fundamental to the practice and application of nursing theory. a) Physical science course include physics, chemistry and natural science. most colleges and nursing schools provided for 2 credits of physical science courses in their curricula, while most vocational schools did not offer t me. b) Courses included under biological science were anatomy, physiologic, biology and biochemistry. Most college curricula provided for 15 credits of biological science, nursing schools for the most part provided for 11 credits, and most vocational schools provided for 8 units. c) Courses included under social science were sociology and anthropology. Most colleges provided for 1 credit in courses of this category, which most nursing schools provided for 2 creates Most vocational school did not provide courses of this type. d) Courses included under behavioral science were general and clinical psychology, developmental psychology. mental hygiene and guidance. Most schools did not provide for these courses. e) Courses included under health science included pharmacy and pharmacology, microbiology, pathology, nutrition and dietetics, parasitology, and Chinese medicine. Most college curricula provided for 11 credits, while most nursing schools provide for 12 credits, most part provided 20 units of medical courses. f) Courses included under education included educational psychology, principles of education, philosophy of education, history of education, social education, educational evaluation, educational curricula, class management, guidance techniques and school & community. Host college softer 3 credits in courses in this category, while nursing schools provide 8 credits and vocational schools provide for 6 units, 50% of the colleges prepare these students to qualify as regular teachers of the second level, while 91% of the nursing schools and 60% of the vocational schools prepare their of the vocational schools prepare their students to qualify as school nurse. g) The majority of colleges start supporting science courses in the first year and complete them by the second year. Nursing schools and vocational schools usually complete them in the first year. Ⅲ. Professional Education courses are designed to develop professional nursing knowledge, attitudes and skills in the students. a) Basic courses include social nursing, nursing ethics, history of nursing professional control, nursing administration, social medicine, social welfare, introductory nursing, advanced nursing, medical regulations, efficient nursing, nursing english and basic nursing, College curricula devoted 13 credits to these subjects, nursing schools 14 credits, and vocational schools 26 units indicating a severe difference in the scope of education provided. b) There was noticeable tendency for the colleges to take a unified approach to the branches of nursing. 60% of the schools had courses in public health nursing, 80% in pediatric nursing, 60% in obstetric nursing, 90% in psychiatric nursing and 80% in medical-surgical nursing. The greatest number of schools provided 48 crudites in all of these fields combined. in most of the nursing schools, 52 credits were provided for courses divided according to disease. in the vocational schools, unified courses are provided in public health nursing, child nursing, maternal nursing, psychiatric nursing and adult nursing. In addition, one unit is provided for one hour a week of practice. The total number of units provided in the greatest number of vocational schools is thus Ⅲ units double the number provided in nursing schools and colleges. c) In th leges, the second year is devoted mainly to basic nursing courses, while the third and fourth years are used for advanced nursing courses. In nursing schools and vocational schools, the first year deals primarily with basic nursing and the second and third years are used to cover advanced nursing courses. The study yielded the following conclusions. 1. Instructional goals should be established for each courses in line with the idea of nursing, and curriculum improvements should be made accordingly. 2. Course that fall under the synthetics category should be strengthened and ways should be sought to develop the ability to cooperate with those who work for human welfare and health. 3. The ability to solve problems on the basis of scientific principles and knowledge and understanding of man society should be fostered through a strengthening of courses dealing with physical sciences, social sciences and behavioral sciences and redistribution of courses emphasizing biological and health sciences. 4. There should be more balanced curricula with less emphasis on courses in the major There is a need to establish courses necessary for the individual nurse by doing away with courses centered around specific diseases and combining them in unified courses. In addition it is possible to develop skill in dealing with people by using the social setting in comprehensive training. The most efficient ratio of the study experience should be studied to provide more effective, interesting education Elective course should be initiated to insure a man flexible, responsive educational program. 5. 양호겸직교사의 배치근거 및 분포양상 (A study on the distribution basis and aspect of teachers holding additional school health)

  • This study was attempted to contribute to the development of school health by providing the basic data about the distribution basis and distribution aspect of teachers holding additional school health that are in charge of school health business in parimary schools, middle schools and high schools without any nurse-teacher. This study analyzed literatures about the history, related laws, organization and professional manpower of school health. The emphasis was set on the distribution basis of theachers holding additional school health. The results of this study are as following: 1. The school health of the world dates to the late 18th century in Europe where was free supplying with food for poor children. The school health of Korea orginated from smallpox vaccination which was executed with appearance of modern schools in the late 19th century. 2. The related laws of school health began as a part of Education Law with was constituted in 1949. By the School Health Law constituted in 1967 and the enforcement ordinance of School Health made firm the legal basis of school health. 3. The administrative organs of school health are the Ministry of Education in center and each Board of Education in cities and provinces. For the first time in 1979, the department of school health was established in the organization of the Ministry of Education. And at about the same time of establishment of the department of school health, health section was established in the department of social physical-training in locality. 4. In the manpower of school health which was presented in the related statute of school health, there are the ward chief of education, the superintendent of educational affair, of cities and districts, the mayors, the governors of provinces, the school managers, the principals, the school doctors, the school pharmacists, and the nurse-teachers, including teachers holding additional school health as the practical manpower of school health. 5. In order to get some information on distribution aspect of teachers additional school health, this study made up a questionnaire from August 3 to August 11, 1988. The subjects of this study were 212 leachers who took part in the yearly training for teachers holding additional school health from Kyunggi province, Chungbuk province and Jeonbuk province. The results of the questionnaire are as following: 1. The distribution percentages of teachers holding additional school health according to each Board of Education wich schools are subject to, are as following:70.1% (Kyunggi), 76.5% (Chungbuk), and 81.4% (Jeonbuk). There was a significant difference. The distribution percentages of teachers holding additional school health according to the school levels of 3 provinces are as following: 74.1% (Primary schools), 77.8% (Middle schools), 76.7% (High schools). There were little significant differences. 2. The distribution according to the general characteristics of the subject schools: There were 64.2 percent of primary schools and 35.8 percent of middle schools among 212 schools. 91. 5 percent of schools were located in districts. Public schools formed 55.7% and then national schools were higher in percentage than private schools. 58.5 percent of schools had 1-9 classes, 64.6 percent of schools had 101-500 students, and 90 percents of schools had 1-20 teachers. In considering student sex, the coed school showed the high distribution percentage (Primary schools : 100%, Middle schools: 81.6%). 3. The distribution according to the characteristics of teachers holding additional school health: 93.3 percent of teachers were female, and more than 60 percent of teachers were 20-29 years old. As the age got higher, the percentage became lower. There were little significant differences by marital status. In considering their educational status, 86.8 percent of teachers in primary schools were from teacher's colleges, and 64.5 percent of teachers in middle schools were from education colleges. In considering teaching career, 46.7 percent of teachers had teaching career of less than 2 years. 73.6 percent of teachers had held additional school health for less than one year. More than 80 percent of teachers had participated in the training one time or twice. More than 70 percent of teachers had 1-2 additional jobs except for the school health business. The motivation to hold additional school health is most caused by mandatory order, which accounts for more than 80.0 percent. In considering interesting degree concerning school health, lukewarm answer is the highest of 62.7 percent, followed by affirmative answer of 23.6 percent. In considering their contentment degree respecting additional school health job, "discontent or very discontent"is the highest of 47.6 percent. As a descontent reason of additional school health job, overwork is the highest factor of 37.9 percent. Among addiitional school health job, the most difficult affair is nursing service to be 34.0 percent, followed by health education of 31.6 percent. It testify the need of professional. The source of knowledge about school health has been acquired from masscommunication or private health experience, which account for as much as 56.1 percent. It shows seriousness of lack of professionalism. With regard to neccessity of school health experts, 95.8 percent represents absolute need. With above consideration of study results, I propose as follows : 1. I propose that the authorities concerned unify and improve statute respecting current school health which has not been steadfastly supporting school health business by ambiguity of expression and dualization. 2. I propose that the authorities concerned give the school manager, school staffs and parents of students educational chance with which they can acknowledge the importance of school health and in which they can participate as well as set up alternative policy plan to be albe to vitalize school health committee. 3. I propose that administrative organization practicable to taking totally charge of school health business is established within the Ministry of Education. 4. I propose that the authorities concerned back up and cooperate in an attempt by make school health better and desirable toward development by way of appointing qualitied health teachers on the basis of legally regular teacher staffs.

한국 산업간호교육의 변화추세 분석 (Transition of Occupational Health Nursing Education in Korea)

  • In December 1990, Occupational Safety and Health Law was amended to reinforce employer's responsibilities on employees' health and safety. Among the amended law it was important to expand the role of an occupational health nurse to the role of an occupational health manager. An occupational health manager should take charge of coordinating periodic health examination and environmental hazard evaluation, providing primary care, monitoring employees' health status, giving the workplace walk-through, selecting safe protection equipment, providing health information, counseling and health education, independently. This position of occupational health nurse is equivalent to the role of doctors or occupational hygienists. In 1991, government made a master plan to prevent occupational disease and injury. Under the plan, Korea Industrial Nursing Association (KINA) was established in 1994 with the purpose of improving health services and upgrading career opportunities for members. Therefore, this study was designed to analyze the transition of occupational health nursing education with the changes of law and policy in Korea between 1991 and 1996. In details, it was to analyze the rate of school providing occupational health nursing practice based lecture, lecture hours, lecture contents in undergraduate curriculum, program contents of graduate school, kinds of continuing education, etc. For this purpose, we conducted survey two times. In February 1991, baseline study was conducted with all nursing programs in Korea (19 BSN programs and 43 nursing departments of junior college). From April to May in 1996, the second survey was conducted with all nursing programs (38 BSN programs and 69 junior colleges). The first response rate was 66.1% and the second was 40.6%. Structured questionnaires were mailed to the deans or the community health nursing faculties. In the case of graduate school, telephone survey was conducted with 10 school of public health or environmental health area. Data from the yearbook of Industrial Safety Training Institute (ISTI), the history of Korea Industrial Health Association, and the journals of KINA were also included in the analysis. As the results, we found that there were remarkable improvement in undergraduate and graduate programs, obligatory as well as voluntary continuing education in terms of occupational health nursing expertise between 1991 and 1996. 1) The number of school providing occupational health nursing practice-based lecture was increased with the rate from 7.3% to 25.6%. The rate of school giving over 15 class-hours was increased from 33.3% to 46.6%. 2) Content areas were composed of introduction of occupational health, occupational epidemiology, industrial hygiene, occupational disease and injury, law and policy, health education, concept of occupational health nursing, role of occupational health nurse, occupational health nursing process, etc. Of content areas, occupational health nursing process was more emphasized with the increased rate from 43.9% to 88.4%. 3) In the case of graduate school, occupational health programs were increased from 4 to 10. One of them has developed occupational health nursing program as an independent course since 1991. 4) The law increased educational hours from 28 hours to 36 hours for introductory course at the time of appointment, and from 14 hours to 24 hours every 2 years for continuing education. Course contents were Occupational safety and health law, introduction of occupational health, health education methodology, planning and evaluation, periodic health exam, occupational disease care, primary care, emergency care, management, industrial environment evaluation, etc. In 1996, Korea Industrial Nursing Association has begun to provide continuing education after Industrial Safety Training Institute. 5) Various educational programs in voluntary base were developed such as monthly seminar, CE articles, annual academic symposium, etc. It was shown that changes of law and policy led rapid growth of occupational health nursing education in various levels. From this trend, it is expected that occupational health nurse expertise be continuously to be enhanced in Korea. Legal and political supports should proceed for the development of occupational health nursing in early stage.

중소기업의 성장단계별 지원정책에 관한 탐색적 연구 -충청남도 천안·아산지역을 중심으로- (An Exploratory Study of business support policy by growth phases for Small and medium sized enterprises -Focused on Cheonan and Asan in ChungNam-)

  • 본 연구는 충남(천안 아산)지역 중소기업을 대상으로 성장단계별(창업 성장 확장)기업이 필요로 하는 지원정책을 측정하기 위하여 시도 되었다. 분석결과는 다음과 같다. 첫째, 창업단계에서는 자금과 인력, 판로, 기술 그리고 창업 성장 확장단계는 조직 관리를 핵심역할로 인식하였다. 지원정책 관련, 창업단계에서는 자금, 성장단계는 국내마케팅과 인력, 확장단계는 해외마케팅과 연구개발지원을 성장단계별 필요한 지원정책으로 인식하였다. 둘째, 경향방향(방침) 관련, 창업단계는 기존시장진입과 틈새시장진입을 성장단계에서는 시장창출로 인식하였다. 셋째, 핵심인력은 창업단계는 기술과 영업 그리고 경영기획인력, 창업과 확장단계는 마케팅, 확장단계에서는 생산인력을 성장단계별 핵심인력으로 인식하였다. 넷째, 자금은 창업과 성장단계는 기술개발자금, 공장입지확보자금, 인력운영자금, 판로확보자금, 운영자금을 확장단계는 설비투자자금을 성장단계별 필요자금으로 인식하였다. 다섯째, 중점기술 관련, 창업단계는 신제품개발, 기존제품개선, 기존공정개선, 신공정개발, 성장단계는 가공기술, 확장단계에서는 신공정개발을 성장단계별 중점기술로 인식하였다. 여섯째, 판매방식 관련, 창업단계는 대기업납품, 해외시장판매, 공공기관납품, 중소기업납품으로 인식하였다. 일곱째, 창업단계에서는 창업보육지원, 연구개발 지원, 정보교류, 연구개발성과 활용 및 판매지원, 공장설립 입지지원으로 인식하였다. 경영관리와 관련, 성장단계는 교육, 확장단계에서는 시험생산을 지역기관에 요구하는 지원프로그램으로 인식하는 것으로 나타났다.
