Motivation and activities for technological learning, entrepreneurship, innovation, and creativity are driving forces of economic development in Asian countries. In the early stages of technological development, technological learning and entrepreneurship are efficient ways in which to catch up with advanced countries because firms can accumulate skills and knowledge quickly at relatively low risk. In the later stages of technological development, however, innovation and creativity become more important. This study aims to identify a) the factors (learning capabilities) that influence technological learning performance and b) barriers to enhancing innovation capabilities for the creative economy and organizations. The major part of this study is related to learning capabilities in the post-catch-up era. Based on a literature review and observations from Korean experiences, this study proposes a technological learning model composed of various influencing factors on technological learning. Three hypotheses are derived, and data are collected from Korean machine tool manufacturers. Intense interviews with CEOs and R&D directors are conducted using structured questionnaires. Statistical analysis, such as correlation and ANOVA are then carried out. Furthermore, this study addresses how to enhance innovation capabilities to move forward. Innovation enablers and barriers are identified by case studies and policy analysis. The results of the empirical study identify several levels of firms' learning capabilities and activities such as a) stock of technology, b) potential of technical labor, c) explicit technological efforts, d) readiness to learn, e) top management support, f) a formal technological learning system, g) high learning motivation, h) appropriate technology choice, and i) specific goal setting. These learning capabilities determine firms' learning performance, especially in the early stages of development. Furthermore, it is found that the critical factors for successful technological learning vary along the stages of technology development. Throughout the statistical and policy analyses, this study confirms that technological learning can be understood as an intrinsic principle of the technology development process. Firms perform proactive and creative learning in the late stages, while reactive and imitative learning prevails in the early stages. In addition, this study identifies the driving forces or facilitating factors enhancing innovation performance in the post catch-up era. The results of the preliminary case studies and policy analysis show some facilitating factors such as a) the strategic intent of the CEO and corporate culture, b) leadership and change agents, c) design principles and routines, d) ecosystem and collaboration with partners, and e) intensive R&D investment.
The properties of soil are naturally highly variable and thus, to ensure proper safety and reliability, we need to test a large number of samples across the length and depth. In pile foundations, conducting field tests are highly expensive and the traditional empirical relations too have been proven to be poor in performance. The study proposes a state-of-art Particle Swarm Optimization (PSO) hybridized Artificial Neural Network (ANN), Extreme Learning Machine (ELM) and Adaptive Neuro Fuzzy Inference System (ANFIS); and comparative analysis of metaheuristic models (ANN-PSO, ELM-PSO, ANFIS-PSO) for prediction of bearing capacity of pile foundation trained and tested on dataset of nearly 300 dynamic pile tests from the literature. A novel ensemble model of three hybrid models is constructed to combine and enhance the predictions of the individual models effectively. The authenticity of the dataset is confirmed using descriptive statistics, correlation matrix and sensitivity analysis. Ram weight and diameter of pile are found to be most influential input parameter. The comparative analysis reveals that ANFIS-PSO is the best performing model in testing phase (R2 = 0.85, RMSE = 0.01) while ELM-PSO performs best in training phase (R2 = 0.88, RMSE = 0.08); while the ensemble provided overall best performance based on the rank score. The performance of ANN-PSO is least satisfactory compared to the other two models. The findings were confirmed using Taylor diagram, error matrix and uncertainty analysis. Based on the results ELM-PSO and ANFIS-PSO is proposed to be used for the prediction of bearing capacity of piles and ensemble learning method of joining the outputs of individual models should be encouraged. The study possesses the potential to assist geotechnical engineers in the design phase of civil engineering projects.
Software Estimations provide an inclusive set of directives for software project developers, project managers, and the management in order to produce more realistic estimates based on deficient, uncertain, and noisy data. A range of estimation models are being explored in the industry, as well as in academia, for research purposes but choosing the best model is quite intricate. Estimation by Analogy (EbA) is a form of case based reasoning, which uses fuzzy logic, grey system theory or machine-learning techniques, etc. for optimization. This research compares the estimation accuracy of some conventional data mining models with a hybrid model. Different data mining models are under consideration, including linear regression models like the ordinary least square and ridge regression, and nonlinear models like neural networks, support vector machines, and multivariate adaptive regression splines, etc. A precise and comprehensible predictive model based on the integration of GRA and regression has been introduced and compared. Empirical results have shown that regression when used with GRA gives outstanding results; indicating that the methodology has great potential and can be used as a candidate approach for software effort estimation.

Recently, the quick development rate of apps in the Android platform has led to an accelerated increment in creating malware applications by cyber attackers. Numerous Android malware detection tools have utilized conventional signature-based approaches to detect malware apps. However, these conventional strategies can't identify the latest apps on whether applications are malware or not. Many new malware apps are periodically discovered but not all malware Apps can be accurately detected. Hence, there is a need to propose intelligent approaches that are able to detect the newly developed Android malware applications. In this study, Radial Basis Function (RBF) networks are trained using known Android applications and then used to detect the latest and new Android malware applications. Initially, the optimal permission features of Android apps are selected using Information Gain Ratio (IGR). Appropriately, the features selected by IGR are utilized to train the RBF networks in order to detect effectively the new Android malware apps. The empirical results showed that RBF achieved the best detection accuracy (97.20%) among other common machine learning techniques. Furthermore, RBF accomplished the best detection results in most of the other measures.

In this study, we propose training a support vector machine (SVM) model on top of deep networks for detecting Covid-19 from chest X-ray images. We started by gathering a real chest X-ray image dataset, including positive Covid-19, normal cases, and other lung diseases not caused by Covid-19. Instead of training deep networks from scratch, we fine-tuned recent pre-trained deep network models, such as DenseNet121, MobileNet v2, Inception v3, Xception, ResNet50, VGG16, and VGG19, to classify chest X-ray images into one of three classes (Covid-19, normal, and other lung). We propose training an SVM model on top of deep networks to perform a nonlinear combination of deep network outputs, improving classification over any single deep network. The empirical test results on the real chest X-ray image dataset show that deep network models, with an exception of ResNet50 with 82.44%, provide an accuracy of at least 92% on the test set. The proposed SVM on top of the deep network achieved the highest accuracy of 96.16%.
This study investigates to provide a fast solution to the problem of bearing capacity in layered soils with easily obtainable parameters that does not require the use of any charts or calculations of different parameters. Therefore, a hybrid approach including both the finite element (FE) method and machine learning technique have been applied. Firstly, a FE model has been generated which is validated by the results of in-situ loading tests. Then, a total of 192 three-dimensional FE analyses have been performed. A data set has been created utilizing the soil properties, footing sizes, layered conditions used in the FE analyses and the ultimate bearing capacity values obtained from the FE analyses to be used in multigene genetic programming (MGGP). Problem has been modeled with five input and one output parameter to propose a bearing capacity formula. Ultimate bearing capacity values estimated from the proposed formula using data set consisting of 20 data independent of total data set used in MGGP modelling have been compared to the bearing capacities calculated with semi-empirical methods. It was observed that the MGGP method yielded successful results for the problem considered. The proposed formula provides reasonable predictions and efficient enough to be used in practice.

Construction is a collaborative endeavor. The complexity in delivering construction projects successfully is impacted by the effective collaboration needs of a multitude of stakeholders throughout the project life-cycle. Technologies such as Building Information Modelling and relational project delivery approaches such as Alliancing and Integrated Project Delivery have developed to address this conundrum. However, with the onset of the pandemic, the digital economy has surged world-wide and advances in technology such as in the areas of machine learning (ML) and Artificial Intelligence (AI) have grown deep roots across specializations and domains to the point of matching its capabilities to the human mind. Several recent studies have both explored the role of AI in the construction process and highlighted its benefits. In contrast, literature in the organization studies field has highlighted the fear that tasks currently done by humans will be done by AI in future. Motivated by these insights and with the understanding that construction is a labour intensive sector where knowledge is both fragmented and predominantly tacit in nature, this paper explores the integration of AI in construction processes across project phases from planning, scheduling, execution and maintenance operations using literary evidence and experiential insights. The findings show that AI can complement human skills rather than provide a substitute for them. This preliminary study is expected to be a stepping stone for further research and implementation in practice.
Measuring the residual stress in the components in nuclear power plants is crucial to their safety evaluation. The instrumented indentation technique is a minimally invasive approach that can be conveniently used to determine the residual stress in structural materials in service. Because the indentation behavior of a structure with residual stresses is closely related to the elastic-plastic behavior of the indented material, an accurate understanding of the elastic-plastic behavior of the material is essential for evaluation of the residual stresses in the structures. However, due to the analytical problems associated with solving the elastic-plastic behavior, empirical equations with limited applicability have been used. In the present study, the impact of the non-equibiaxial residual stress state on indentation behavior was investigated using finite element analysis. In addition, a new nonequibiaxial residual-stress prediction methodology is proposed using a convolutional neural network, and the performance was validated. A more accurate residual-stress measurement will be possible by applying the proposed residual-stress prediction methodology in the future.
This paper proposes an innovative cognitive IoT framework specifically designed for fog computing (FC) in the context of industrial Internet of Things (IIoT). The discourse in this paper is centered on the intricate design and functional architecture of the Cognitive IoT platform. A crucial feature of this platform is the integration of machine learning (ML) and artificial intelligence (AI), which enhances its operational flexibility and compatibility with a wide range of industrial applications. An exemplary application of this platform is highlighted through the Predictive Maintenance-as-a-Service (PdM-as-a-Service) model, which focuses on real-time monitoring of machine conditions. This model transcends traditional maintenance approaches by leveraging real-time data analytics for maintenance and management operations. Empirical results substantiate the platform's effectiveness within a fog computing milieu, thereby illustrating its transformative potential in the domain of industrial IoT applications. Furthermore, the paper delineates the inherent challenges and prospective research trajectories in the spheres of Cognitive IoT and Fog Computing within the ambit of Industrial Internet of Things (IIoT).

The present study introduces an artificial neural network (ANN) that can predict the missile aerodynamic coefficients for various missile nose shapes and flow conditions such as Mach number and angle of attack. A semi-empirical missile aerodynamics code is utilized to generate a dataset comprised of the geometric description of the nose section of the missiles, flow conditions, and aerodynamic coefficients. Data normalization is performed during the data preprocessing step to improve the performance of the ANN. Dropout is used during the training phase to prevent overfitting. For the missile nose shape and flow conditions not included in the training dataset, the aerodynamic coefficients are predicted through ANN to verify the performance of the ANN. The result shows that not only the ANN predictions are very similar to the aerodynamic coefficients produced by the semi-empirical missile aerodynamics code, but also ANN can predict missile aerodynamic coefficients for the untrained nose section of the missile and flow conditions.
