  • Sun Tzu once clarified that "One who knows the enemy and knows himself will not be endangered in a hundred engagements, " while Clausewitz explained that "A victory will be guaranteed for one who can overcome 'fog and friction' at a battlefield." Now the U.S. is striving hard to develop an American version of RMA (Revolution in Military Affairs)/MTR (Military Technical Revolution) by utilizing its rapidly emerging information technology in the information age. The U.S. firmly believes that its RMA/MTR with less defense expenditure can provide all combat players in the battlespace with "dominant battle awareness, " by which no nation will be able to challenge U.S. military superiority. In this paper, the recent efforts of the U.S. Armed Forces on RMA/MTR will be briefly introduced, some lessons and expertises from the U.S. RMA/MTR are extracted, and, in this regard, several suggestions are provided for the progress of the ROK Armed Forces.gress of the ROK Armed Forces.

  • Since the major reason of the detection failure is from the consecutive data transitions, it is desirable to limit the MTR(maximum transition run) within two. Therefore, we propose a new MTR code that limits the MTR constraint to 2 and k-constraint to 8. In addition, DC-free coding is performed to overcome the media noise that exits in low frequency of perpendicular recording system. We use a GS (Guided Scrambling) for DC-free coding, and the performance of the code is compared with that of the rate 819 code used in the conventional recording channel by a computer simulation.

  • In this paper proposes a new algorithm of efficiency outage restoration using a outage load switching to a healthy MTR a fault occurrence at a MTR. In addtion, proposed algorithm includes a outage restoration method which keeps MTR optimal capacity with reorganization of distribution network in case it can not restore outage state loads caused by shortage of healthy MTR remain capacity. In case that proposed sequence still can not complete restoration, this paper suggests a efficiency outage restoration with objective function included priority in outage loads.

  • It is impossible to take the instant action in the distribution system When fault occures in a substation because operation of the substation and the distribution system are separated. However the power system automation has been studying about unity operation and co-operation between SCADA and DAS(Distribution Automation System). In this paper proposes a new algorithm of efficiency restoration using a outage load switching to a healthy MTR a fault occurrence at a MTR in united system between DAS and SCADA. In the case studies, the proposed algorithm have been verified in 2 MTR and 3 MTR substation

  • Objective: Spermatogenesis is a complex process that is regulated by a number of genes, some of which are involved in folate-dependent 1-carbon metabolism. Methionine synthase (encoded by MTR) is a key enzyme participating in this pathway. This study aimed to investigate the relationship of the MTR 2756A > G polymorphism with idiopathic male fertility in the Iranian population. Methods: The participants of this study included 100 men with idiopathic infertility and 100 healthy men as the control group. Genotyping of MTR 2756A > G was performed using the polymerase chain reaction and restriction fragment length polymorphism technique. The obtained data were analyzed using SPSS ver. 20.0 with a level of confidence of p< 0.05. Results: The frequencies of the A and G alleles at this locus were 77% and 23% in infertile patients and 84% and 16% in the control group, respectively. The frequencies of the GG, GA, and AA genotypes were 5%, 36%, and 59% in the infertile patients versus 3%, 27%, and 70% in the control group, respectively. No significant difference was observed in any genetic models. Conclusion: In general, the findings of this study suggest that the MTR 2756A > G single-nucleotide polymorphism is not a predisposing factor for idiopathic infertility in men.

  • Although MR imaging is generally applicable to depict knee joint deterioration it, is sometimes occurred to mis-read and mis-diagnose the common knee joint diseases. In this study, we employed magnetization transfer ratio (MTR) method to improve the diagnosis of the various knee joint diseases. Spin-echo (SE) T2-weighted images (TR/TE 3,400-3,500/90-100 ms) were obtained in seven cases of knee joint deterioration, FSE T2-weighted images (TR/TE 4,500-5,000/100-108 ms) were obtained in seven cases of knee joint deterioration, gradient-echo (GRE) T2-weighted images (TR/TE 9/4.56/$50^{\circ}$ flip angle, NEX 1) were obtained in 3 cases of knee joint deterioration, In six cases of knee joint deterioration, fat suppression was performed using a T2-weighted short T1/tau inverse recovery (STIR) sequence (TR/TE =2,894-3,215 ms/70 ms, NEX 3, ETL 9). Calculation of MTR for individual pixels was performed on registration of unsaturated and saturated images. After processing to make MTR images, the images were displayed in gray color. For improving diagnosis, three-dimensional isotropic volume images, the MR tristimulus color mapping and the MTR map was employed. MTR images showed diagnostic images quality to assess the patients' pathologies. The intensity difference between MTR images and conventional MRI was seen on the color bar. The profile graph on MTR imaging effect showed a quantitative measure of the relative decrease in signal intensity due to the MT pulse. To diagnose the pathologies of the knee joint, the profile graph data was shown on the image as a small cross. The present study indicated that MTR images in the knee joint were feasible. Investigation of physical change on MTR imaging enables to provide us more insight in the physical and technical basis of MTR imaging. MTR images could be useful for rapid assessment of diseases that we examine unambiguous contrast in MT images of knee disorder patients.

  • In the end to end data transfer protocols, it is very important to correctly estimate available bandwidth. In UDT (UDP based Data Transfer), receiver estimates the MTR (Maximum Transfer Rate) of the current link using pair packets transmitted periodically from sender and, then sender finally decides the MTR through EWMA (Exponential Weighted Moving Average) algorithm. Here, MTR has to be exactly estimated because available bandwidth is calculated with difference of MTR and current transfer rate. However, when network is congested due to traffic load and where competing flows are coexisted, it bring about a severe fairness problem. This paper proposes a congestion degree based MTR estimation algorithm. Here, the congestion degree stands a relative index for current congestion status on bottleneck link, which is calculated with arriving intervals of a pair packets. The algorithm try to more classify depending on the congestion degree to estimate more actual available bandwidth. With the network simulation results, our proposed method showed that the fairness problem among the competing flows is significantly resolved in comparison with that of UDT.

  • Lately there are many approaches for decreasing the retail prices for mobile telecommunication in response to higher demand of the consumer welfare. Related on this perspective, there have been many disputes how the MTR (mobile termination rate)s from the whole market has influences on the consumer prices at the retail market. Therefore, we need a timely review about the possibility of the reduction of retail prices with MTR policies. The purpose of this paper is to study the relationship between MTR and retail prices. For this purpose, we can identify three kinds of arguments by reviewing the previous literatures. We empirically analyze the relationship with latest European data and Korean annual data. Furthermore, we also examine whether the relationship would depend on the competition structure. The results imply that decreasing MTR would result in reduction of the retail prices but the effect would be enhanced by improvement of market concentration.

  • When codeword sequence has two or less successive transitions, the performance of 4th-order partial response maximum-likelihood (PRML) detector can be improved. However, the code leads to an unacceptable loss of performance due to the low code rate. For a rate 718 code that MTR constraint (i) of each codeword is limited to 2, and j is allowed to be 3 when codewords are connected, we modified the trellis of PRML detector to combine j=2 with J=3. We confirmed that the rate 718 coded 4th-order PRML detection with combined trellis achieves the SNR gain more than 2dB compared to the rate 819 coded 4u_order PRML detection at 10-s BER in high-density longitudinal or perpendicular magnetic recording systems.
