Justification on engine information in maritime service portfolio for effective implementation of e-Navigation

  • This paper proposes to include engine information in Maritime Service Portfolio (MSP) for effective implementation of e-Navigation. Even though engine information is one of most important element to e-Navigation, MSP consists of mainly about navigation and communication information not included engine information. Furthermore, in reality, engine information sent from ship side such as mainly noon report and Planned Maintenance System (PMS) is too limited to make e-Navigation possibly. Therefore, Remote diagnostic structure receiving and sending data of engine information must be included in MSP for implementation of e-Navigation. Also, it has to be designed, and developed by Software Quality Assurance (SQA).

  • IMO는 선박의 안전항해와 해양환경보호를 위해 e-Navigation의 개념을 채택하였고 이를 위한 구체적인 전략이행계획(SIP, Strategic Implementation Plan)작업을 수행하고 있다. IALA는 IMO의 NAV의 e-Navigation 실행계획을 완성하기 위해 7개의 작업반(WG)을 운용하고 있다. e-Navigation의 개념을 구현하기 위해서는 첨단 IT 전자장비의 개발도 필요하지만 이러한 장비를 이용하여 항해안전을 향상시킬 수 있는 다양한 IT 서비스, 즉 MSP(Maritime Service Portfolio)가 필요하다. 모든 선박에서 MSP을 이용하기 위하여서는 MSP의 구조와 데이터가 표준화되어야 한다. 또한 항해안전에 효과적인가를 검증할 수 있는 방법이 제시되어야 하며, MSP가 남용되지 않도록 관리되어야 한다. 본 연구에서는 선박의 사고사례와 기존 항해통신시스템과 e-Navigation SIP의 갭 목록, 갭 분석 및 갭 해결책을 활용하여 선박의 안전과 보안에 입각한 MSP 구조에 대해서 고찰해 본다.

  • Studies on autonomous ships has received a lot of attention, recently. However, a study on autonomous navigation assistance service for Navigation Assistance Service(NAS) which is second item of Maritime Service Portfolio(MSP) suggested by IMO was not studied. Therefore, in this paper, we derive information items for autonomous navigation assistance service and research on a display system for displaying the items.

  • As MSI(Maritime Safety Information), navigational, meteorological warnings and forecasts, was included as one of service in the MSP(Maritime Service Portfolio), which is lists of shore based service in the e-Navigation driven by IMO for safety navigation and marine protection, and was tested in the european test bed project on e-Navigation, it's considered as one of important e-Navigation service. This paper developed a prototype of MSI service to prepare e-navigation era, which is very important in a navigation environment. Current status on MSI and NAVTEX was surveyed, and several points on limitations and improvements in the NAVTEX operations were summarized. Basic study on the MSI service prototype was developed based on S-100, which is recognized as baseline to develop CMDS(Common Maritime Data Structure) of e-Navigation.

  • Recently, the development of Maritime Service Portfolios (MSPs) for the safe navigation of ship has been discussed internationally. For the successful service of the MSPs, first of all, studies for the standardization about the structure and data structure of MSPs should be preceded. Also, it is necessary to evaluate and assess whether the services are effective for safe navigation, and provided data and portrayal methods are proper. However, because great dangers will be accompanied when untested MSPs about their effectiveness and safety are applied in real ship navigation, it is necessary that effectiveness and safety of the MSPs should be proven under various navigational conditions and environments by simulation. In this paper, we propose a 3D navigation simulation system using desktop PC environment, which is proper for evaluating the effectiveness of MSPs. The system consists of three modules which are simulation scenario editor, 3D visualization of navigational environment and 2D navigational equipment. The scenario editor module provides an environment setting for simulation, such as properties, routes and positions of vessels and aids to navigations. It also provides functions to create a scenario for the simulation to operate. Additionally, the 3D visualization module provides 3D navigational environment which shows interplay between geographical and navigational environment based on the created scenario. The 2D navigational equipment module provides visualization functions of various navigational equipment, shows the interaction between ship's navigational equipment and ship's environment. The simulation scenario, in which various kinds of ships are routing in the port, is created by the developed simulation system, and experimented whether this developed system is appropriate to evaluate and assess the MSPs developed by the International Maritime Organization.

Study on development of vessel shore report management system for IMO MSP 8

  • In this study, a Vessel Shore Report Management System (VSRMS) is developed for the International Maritime Organization (IMO), Maritime Service Portfolio (MSP) Number 8, which comprises vessel shore reporting. Several documents have to be completed before the arrival/departure of a vessel at a port, as each national port has its own reporting format and data. The present vessel reporting system is inefficient, time-consuming, and involves excessive paperwork, which results in duplications and errors. To solve this problem, in this study, the vessel reporting formats and data contents of various national ports are investigated, as at present, the reporting documents required by the current IMO standard includes insufficient information which is requested by national ports. Initially, the vessel reporting information of various national ports are collected and analyzed. Subsequently, a database structure for managing vessel reporting data for ports worldwide is devised. To make the transfer of data and the exchange of information of vessel reports much more reliable, efficient, and paper-free, VSRMS, which is a software application for the simplification and facilitation of vessel report formalities, is developed. This application is developed using the latest Microsoft C#.Net Programming Language in the Microsoft Visual Studio framework 4.5. It provides a user interface and a backend MySQL server used for database management. SAP Crystal Reports 2013 is used for designing and generating vessel reports in the original report formats. The VSRMS can facilitate vessel reporting and improve data accuracy through the reduction of input data, efficient data exchange, and reduction of the cost of communication. Adoption of the VSRMS will allow the vessel shore reporting system to be automated, resulting in enhanced work efficiency for shipping companies. Based on this information system and architecture, the consensus of various international organizations, such as the IMO, the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), the Federation of National Associations of Ship Brokers and Agents (FONASBA), and the Baltic and International Maritime Council (BIMCO), is required so that vessel reporting is standardized internationally.

  • IALA에서 추진하는 e-Navigation 실현전략은 국제적으로 빠른 속도로 진행되고 있다. 국내의 VTS 시스템은 e-Navigation의 진화 상황에서 기술적 국산화 개발과 진화를 동시에 수행 해야 하는 것이다. 이는 국산화 연구개발 이후에 과정이 성공과 실패의 중요한 전환점이 될 것이다. 즉, 국내의 VTS는 사전에 개발되어야 하고, 해외의 e-Navigation으로 진화되는 구조와 매칭 될 수 있도록 추가연구와 상용화가 동시에 고려되어야 한다. e-Navigation의 전체 MSP(Maritime Service Portfolio) 서비스를 효율적으로 제공하기 위하여, VTS 시스템의 역할이 매우 중요하고 해당 VTS 시스템의 진화 없이는 e-Navigation 서비스 또한 불완전하게 진행될 수밖에 없다. 따라서 본 논문에서는 국산화에 따른 상용화와 연구개발간 개념적 문제점을 이해하고, 해외 시스템과 경쟁되는 상용화 시스템을 개발하고 e-Navigation으로 진화하기 위하여, 연구개발 고도화 및 상용화를 통하여 품질을 제고하는 방안을 고려하고자 한다.

차세대 ECDIS 시험데이터 구축 연구

  • 국제수로기구는 수로정보의 활용과 상호 운용성 증진을 위해 S-100 표준을 개발하여 수로분야 제품표준 개발을 위한 프레임워크로 지정하였다. S-100 표준은 S-57 표준을 대체하는 것으로서, 전자해도 간행업무와 ECDIS 개발에 직접적으로 영향을 미치는 중요한 표준이라 할 수 있다. S-100 도입에 따른 산업계 핵심기술 개발차원에서 "국제 해양 GIS 표준기술기반 차세대 항행정보지원 시스템 개발과제"가 추진되었으며, 그 일환으로 차세대 ECDIS 개발에 요구되는 S-10X 시험데이터 연구를 수행하고 있다. 본 논문에서는 e-Navigation 테스트 베드, e-Navigation MSP(Maritime Service Portfolio), 국제수로기구 S-100 기반 제품 표준 사례, 국제수로기구의 S-100/S-101 테스트 베드 현황 등의 차세대 ECDIS 시험데이터 사례 분석을 통해 차세대 ECDIS 시험데이터 구축 범위를 식별하였다. 또한 그 동안 수행한 차세대 전자해도 데이터베이스 준비를 위한 기초기술 개발 내역을 소개하고자 한다.
