Our country's bidding system had made the lowest price successful bid system in foundation before introducing eligibility review system at July, 1995, and a averaged- price successful bid system or the restrictive-lowest price successful bid system had been enforced by repletion. However, they were introduced as dumping that do not reach in direct cost level of construction cost is generalized and worry about illegal construction practices rises by the lowest price successful bid system. According as they had not been promoted construction company's technical development effort or cost reduction effort, vicious circle that advocate competition principle again and recur as the lowest price successful bid system is repeated last 50 years. Therefore, I present improvement direction that can satisfy all Global Standard and real condition of our country through foreign countries example analysis to cope with the rapidly changing building circumstances socially and economically to correspond actively to the construction industry's reorganization to reconsider domestic construction engineering's competitive power.

This study analyzed bidding data for construction projects ordered by the Public Procurement Service under the lowest bidding system since 2001 by using statistical technique in terms of construction types, company sizes, bidding prices. This study brings out construction company's bidding practices and problems caused by the current lowest bidding system and suggests the way to mitigate the problems and to improve the lowest bidding system. The analysis shows the problem of winning a bid in abnormally low price under the lowest bidding system, feared at the start, was realized. As bidding practice has polarized with low and high price, the analysis shows that the lowest bid system's market has a high possibility to be distorted by construction companies' bid strategies. To complement the lowest bidding system's problem, the analysis shows that introduction of the bidding system using particulars where bidders estimate construction quantities and unit prices by themselves is needed.

As the construction of multi-family housings, especially apartments, has been increased since 1970s, the multi-family housing becomes one of the main housing types in Korea. With the increase of multi-family housings, managing them becomes an important issue. Since 2010, the government has made a lowest price award system by a competitive bid compulsory to promote the development of housing management systems. Although competitive bids were implemented, the maintenance company was finally selected by the price without any other consideration. Consequently, the quality of management service was not enhanced. The purpose of this study is to suggest the improvement scheme of multi-family housing management system. In this study, the bidding data of "K-apt", the bidding method and the successful tendered price are analyzed. The results of analyzing bidding materials, the proportion of applying a lowest price system was 67.7%. Also many diverse ways to select the best management company were used, but most of these ways were violate the law and guidelines of Ministry of Land, Transport and Maritime Affairs. It meant that the lowest price award system was not implemented by strict standards and didn't correspond with the needs of residents of apartment. This condition made the housing maintenance quality low and deteriorated the management industry development. To enhance this condition, a new standard to select the management company, which are included contents of quality of managing quality, management expenses and companies' soundness, is necessary.

Objectives : This study aimed to analyze price variance by year, region and company of raw herbal medicines to draw payment system for herbal medicine insurances in the National Health Insurance. Methods : To analyse price variance, we used 2015-2017 data of 'Quality test results of imported herbal medicines' provided by Korea Pharmaceutical Traders Association and 'Price data of 56 raw herbal medicines' that was surveyed by the Association of Korean Medicine. We analysed gap of highest price and lowest price those were compared with average price and coefficient of variation(CV) of prices by year, region and company of raw herbal medicines. Results : In analysing 3 years data, the highest price was 23.2% higher, and the lowest price was 19.1% lower than the average price. As of 2018, the average price of domestic produced herbal medicines was 1,8 times higher than that of imported herbal medicines. By companies, the highest price was 117.5% higher, and the lowest price was 57.3% lower than the average price. Conclusions : The price of herbal medicines varied by production year, region and company. This results suggest that comprehensive payment model needs to be considered in modeling the health insurance coverage for herbal medicine decoctions.

Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.

The government intensifies screening criteria for the guarantee of reasonable bidding price and the prevention of low bidding price, however, the low tender rate still becomes an issue. This study analyzed the problems of screening criteria for the guarantee of reasonable bidding price, and then derived some major issues such as the restriction of decisive factors for initial construction cost, the rate of activities over five percent of surveyed price and the restrictive review criteria of inadequate activities. To solve thess problems, this study suggests an improved process model for estimating optimal bidding rate that can select a contractor with the guarantee of reasonable bidding price.

The most concerning issue in these days is the energy crisis by increasing threat of global warming and depletion of natural resources. In the situations, the Plug-in Hybrid Electric Vehicle (PHEV) is drawing attention from many countries for the next generation's car which has higher fuel efficiency and lower environmental impact. This paper presents simulation results about the limit capacity of central power-grid which doesn't have enough surplus electric power for charging PHEVs. Therefore, this paper also presents a smart charging system that can charge the PHEVs with a function of distributing demands of charging. The smart charging system is an agent facility between the government and consumer, which can recommend the best time to charge the battery of PHEVs by the lowest energy cost. This function of choosing time-slots is the technical system for the government which wants to control the consumption rate of electric power for PHEVs. Finally, this paper presents the economic feasibility of PHEVs from the two kinds of price system, midnight electric price and home electric price.

The purpose of this study is to present both problems and improvement plans on the bidding system of the Korea National Housing Corporation, which orders apartment houses professionally. For data gathering, this study used data from electronic procurement system from 2001 to 2005. The research method of this study is to analyze the data categorized into four types: changes of ordering and contract price ration, the lowest-pricing bidding system, and permanent projects by grades. As a result of the analysis, the amount of ordering is biased in favor of particular level. Finally, this study present following improvement plans: 1) screening system and the lowest-pricing bidding system need to be supplemented, 2) the contract price ratio and the amount of ordering should be controlled, and 3) the improvement of PQ and the introduction of the list of Qualified companies by types need to be presented.

In the past, companies should make enormous facility investment and acquire a right to do business in order to join communication markets, but now they can do business without important facilities, such as communication networks. Such a movement to ease regulations about companies which want to newly join the communication industry is expected not only to change a competition frame of the mobile communication market but also to greatly affect the entire communication industry. Through this study aiming to look into a way to calculate a reasonable wholesale price related to the government's introduction of the Mobile Virtual Network Operator (MVNO) system, I came up with a following result. I applied the operating profit percentage and the ratio of operating gain to cost to the cost plus model and retail minus model, respectively, to calculate the wholesale price and found that when I calculated with the cost plus model applying the operating profit percentage, I could get the highest wholesale price. On the other hand, I got the lowest wholesale price with the retail minus model by applying the operating profit percentage. Division of expenses and calculation of profit percentage are important factors in calculating the wholesale price and such results are expected to help accurate calculation of the MVNO wholesale price.

Purpose: The purpose of this study was to investigate the current status and satisfaction of dental CAD/CAM system. Methods: A survey of dental technicians was conducted and a total of 353 responses were used for analysis. The satisfaction difference according to career was analyzed by ANOVA and tukey HSD (α = .05). Results: Satisfaction with the design program was 3.64 ± .86, the highest among all items. On the other hand, the satisfaction with price was 2.75 ± 1.02, which was the lowest. The difference according to career was statistically significant in the following items. Frequent breakdown, single crown margin, bridge crown margin, retentivity, price, A/S, equipment training (p<.05). Conclusion: As the materials applied to dental CAD/CAM are expanding and the types of prostheses are diversified, the use rate of CAD/CAM is continuously increasing. The dental CAD/CAM system will need to be improved in a way that will satisfy all patients, dentists and dental technicians.
