The construction of settlement house in a permanent rental housing development area started between 1989 and 1992, planning of supplying two hundred fifty thousand residences, settlement house became compulsory as a welfare facilities. As a part of Welfare program for low income families, number of settlement housing increased dramatically, also domiciliary welfare center was beginning to set up as a branch of settlement housing to strengthen its service towards families and local communities, thus numerous social welfare organizations play a crucial part in resolving a welfare problem for low income families while satisfying local community's needs. However, despite of these efforts, the number if institutions cannot handle demand of local community's needs and number of welfare institution programs. as a solution, the alternation of space is being used, however, it did not solve basic problem, even worsen in terms of space efficiency.
This study explored and described the life course of poor female household heads. The data was gathered by in-depth interviews with thirteen poor female heads of households. Most of poor female household heads grew up in poor families. nev could not be educated properly due to their families' poverty and boy preference, and they moved to urban areas to become informal sector laborers. After the marriages, their living conditions became worse, because many of them got married to so lazy men who had alcoholic problems that were not willing to provide their families. The poor female heads of households were under difficulties owing to low income and unstable labor Condition. The economic hardship disturbed the interaction with kins and friends. Although they got in touch with these people, they had uncomfortable feelings because they did not have enough resources which made these relationships reciprocal. Therefore, social welfare policy were essential to support the poor female heads of households.
The objectives of this study were to analyze the socio-economical factors related to smoking and drinking behaviors using the Korea Welfare Panel data. The key variables were sex, age, frequency of health and medical facilities visit, subjective health level, smoking level, drinking level, depression symptoms, and low income level. Since the health variables in the Welfare Panel data were limited, the analysis was exploratory. In male population of those older than 30 years old, low income group people were more likely to smoke cigarettes than the general income population. In the result of the Chi square analysis, the smoking rate showed significantly different relationships with the different age groups, gender and income level. According to the descriptive analysis, persons with low income level were more likely to experience health risk behaviors and showed more medical service utilization. The utilization of the local public health centers was 4.6% for the Bow income level and 1% for the general level. The higher smoking rate was associated with the younger age, and the lower income. The smoking rate in the age category from 20 to 29 was 23.3% for the general level and 25% for the low income level. On the other hand, the drinking rate was even higher in the general families. The rates of non use of alcohol was 36.7% in the general families and 58.4% for the low income families. For both smoking and high risk drinking issues, demographic and sociological variables such as sex, age, education levels and income levels were analyzed, and there wer significant relationships. Health risk factors were serious for males, with age groups of 20's and 30's, lower education level, and in a low income family. In general, females were more unhealthy. The rates of smoking and drinking were higher in the low income level. Even in the health and nutrition survey results in 2005, persons in the low income class were experiencing poorer health in health level or the degree of action restriction. Since the effects of the health promotion could not be measured in a short period of time, it has not been easy to create the basis for the substantial effects. Factors related to health risks needs to be continuously studied using data from diverse field.
The study starts from the critical thought on why most of female-headed single-parent families are under poverty regardless of their hard working. The study is to explore the lives of low-income single-parent families as working poor and to develop comprehensive policies for them out of poverty and other social vulnerability, using the concept of social exclusion which has been broadly introduced in the field of social science. Specifically, the study aims to analyse the process of social exclusion of low-income single-parent households, by comparing the differential lives in the economic, social, political aspects among male-headed dual-parent household, female-headed single-parent household, and poor female-headed lone-parent household who is under the public poverty line. The study was based on the secondary data analysis. A total of 3182 samples(the first 2508, the second 235, and the third 439) were included. Using SAS 6.12, frequency, chi-square, means, and ANOVA were utilized for the statistical analysis. Results show that single mothers, on the whole, are vulnerable population in terms of employment, housing stability and income. Also, low-income households of single mothers are more negatively affected by the IMF economic crisis and carry more pessimism on their future. In comparison with male-headed households, single mothers have fewer support from social insurance as well as family resources and higher burdens of additional caring need for the old, the disabled, and the chronically ill. These findings identify the reality in which female-headed households with dependent children are exposed to the overall social vulnerability and thus are easily trapped into the social disadvantaged. finally, the study suggests the development of comprehensive policies and counter-measurements for low-income female-headed families to be the primary member in our society.
The purpose of this study is to investigate the daily life of low-income grandparent-headed families and identify the effects of the Edu-Care program. To this end, the researcher conducted focus group interviews with ten grandparents and ten grandchildren who participated in the adjustment program, which was implemented for about five months. After participating in the program, the grandparents perceived that their skills for educating and raising children were improved and that they experienced psychological stability. Meanwhile, the grandchildren perceived that their learning competency and motivation for learning were enhanced and recognized why learning is necessary for their career. It was also found that the conditions and experiences needed for low-income grandparent-headed families are an integrative support program, a differentiated curriculum, and aid and care provided by human resources.
Purpose: The aim of this study was to identify the barriers to promoting physical activity among obese children from low-income families using community child care (CCC) centers. Methods: This study employed an exploratory-descriptive qualitative research using focus group interviews. The participants were recruited from CCC centers, and 4 focus group interviews were conducted with 10 overweight and obese children and 14 primary caregivers. All interviews were recorded and transcribed verbatim. The data were analyzed using content analysis. Results: The barriers to promoting physical activity were classified into three areas: 1) individual, a lack of will for physical activity; 2) interpersonal, a change in communicative mean with the peer group, absence of parental monitoring due to work-family balance, and an absence of consistent rules; and 3) organizational, lack of physical activity programs and human resources, and confined space for physical activity. Conclusion: The physical activity of children in low-income families is influenced by a range of ecological barriers. These findings can be used to develop tailored intervention to prevent and manage childhood obesity in low-income children.
This study was carried out to investigate the effects of breakfast service on nutritional status, hematological status, and attentiveness of children in low-income families. The subjects were 19 boys and 13 girls between 7 and 11 years old. The subjects were divided into a control group and a breakfast service (BS) group, in which 12 boys and 5 girls received breakfast from February 1 to December 31, 2010. The results can be summarized as follows: intakes of energy, protein, carbohydrate, calcium, iron, zinc, vitamin A, vitamin $B_2$, niacin, and vitamin C in the BS group were significantly higher than those in the control group. In the BS group, the intakes of calcium, folic acid, and vitamin C were lower than 75% of recommended intake levels. There were no significant differences in the total blood protein level and total cholesterol level between the BS group and control group. A blood albumin level was significantly higher in the BS group than in the control group. Systolic blood pressure was higher in the BS group than in the control group, whereas the diastolic blood pressure showed no significant difference between the groups. A dietary attitude score increased according to breakfast service and nutritional education. No significant differences were found in the capacity value and continuity value between the two groups, but the control value was significantly higher in the BS group than in the control group. Therefore, to sustain the effect of breakfast service and improve nutritional status for children skipping breakfast in low-income families, nutrition intervention services, as well as legal and financial support by the government should be provided.
The prensent study was aimed to explore the reality of the low-income consumers problem by the comparison among five income classes. Specifically, this study was intended to (1) compare the levels of consumer skill, market risk, and consumer problem among the five income classes, (2) examine the relationship between consumer problem and consumer skill, and the relationship between consumer problem and market risk, and (3) search the types of consumer problems that each income class consumers might experience the most often. For this purpose, a survey was conducted using questionaire on 525 home managers in Seoul. The deta were analyzed by ANOVA and DMR test. The major findings were as follows; First, the consumer skill was the poorest in the low-income consumers. There was curvilinear relationship between consumer skill and income level. Second, the market risk was the highest in the low-income consumers. Market risk had a negative linear relationship with income level. Third, consumer problem was the most serious in the low-income consumers and was the least serious in the middle-income consumers. Fourth, the lower consumer skill and the higher market risk the consumers had, the more consumer problems they tended to experience. Finally, the low-income consumers had relatively more difficulties in door-to-door sale and inferior goods problem than the middle and the high-income consumers. On the other hand, the latter experienced relatively more difficulties in false and misleading advertising, overcharge, unfair bargain, and warrenty-repair-exchange problem than the former. Taken together, the research hypotheses were well supported in this study. It was suggested that the quality and the quantity of the low-income consumers problem were different from those of the middle-and the high-income consumers problem.

For the purpose of this study, 480 questionnaire were distributed to the housewives in Seoul. The 320 data were analyzed by Frequency, Percentage, ANOVA, Duncan's Multiple Rang Test, Multiple Classification Analysis, and Pearson's Correlation . The major findings of this study were as follows; 1) The socio-demographic variables indicating significant relation to the level of consumer skill are income level, housewife's age , and housewife's education level. The independent influence of all the variables affecting consumer skill was analyzed. It result is in confirming the income as the most influential one. 20 The socio-demographic variables indicating significant relation to the degree of consumer problem's perception are income level, and housewife's education level. The independent influence of all the variables affecting consumer problem's perception was analyzed. It results in confirming the income as the most influential one. 3) Consumer skill level differs significantly at the 0.001 level, according toe the degree of consumer problems' perception. The higher level of consumer skill, the lower degree of consumer problems' perception. The result of this study implies that a consumer education should be given to the low-income consumers, on the basis of their consumer skill level. Further research regarding the consumer skill and problems ' perception of the low-income consumers should be conducted.
The objectives of this study are to analyze the characteristics of multi-cultural families in rural areas and to classify their types by applying multi-variate techniques and cluster analyses. Data for the study were obtained by a surveying 120 married migrant females in rural areas of Chungchengnam-do, South Korea. By utilizing the factor analysis to analyze the characteristics of multi-cultural families, 16 basic variables related to these female subjects were categorized into 6 factors: 'marriage length and age', 'language skill of migrant female', 'language skill of husband', 'family satisfaction', 'income and education', and 'general living satisfaction in Korea with remittance'. By appling the cluster analysis, multi-cultural families in rural areas were divided into the following 5 types: 'stable settlement', 'average but stagnant', 'below average yet positive', 'high- income with little communication', and 'young low-income'. In all types, it is strongly recommended to develop various programs regarding vocational education for the migrant females in order to increase their economic opportunities as well as social status.
