A Study on Strategies of Public R&D to Achieve National Carbon Neutrality: Focusing on the Implications of the Republic of Korea

  • Climate action is at the top of the agenda in the international community, as demonstrated at the 2021 G7 Summit and the 2021 UN Climate Summit. Major developed countries are scrambling to make a transition to a green economy and create a new growth momentum. Following the Paris Climate Agreement in 2016, they focus on "carbon neutrality" as an effective means of tackling climate change. The Republic of Korea, a high-carbon economy, submitted its second Nationally Determined Contribution and announced carbon neutrality as a top policy priority. Accordingly, the country increases government budget in research and development (R&D) and science and technology (S&T) policies. Against this backdrop, this study analyzed policies on carbon-neutral S&T and R&D in major advanced countries. The analysis was made by identifying globally pending issues in carbon-neutral policies and climate technology. In addition, focus group interviews were conducted six times with 10 experts to come up with three R&D strategies and action plans for government-funded research institutes to achieve carbon neutrality. To be specific, the following measures were suggested. First, creative and innovative R&D programs are required to solve the problem of carbon emissions. Second, it is necessary to establish carbon neutrality policies and infrastructure which are sustainable to run and manage. Third, it is crucial to promote cooperation in climate technology based on excellence. In conclusion, the strategies proposed in this study are expected to provide directions and implications for policymakers, researchers, and scholars in science and technology to develop effective strategies to achieve national carbon neutrality.

미활용 열에너지를 이용한 바이너리 발전과 신경망 제어 (Binary Power plant using unused thermal energy and Neural Network Controllers)

  • 최근, 정부는 경기침체 극복에 대응하고 구조적 변환에 따른 국제활동을 주도하기 위한 국가발전 전략으로 "한국판 뉴딜 종합계획"을 도입하였다. 한국판 뉴딜에서 에너지와 관련된 '그린뉴딜'은 배출 가스 제로화를 목표로 하고 저탄소 녹색 경제로의 전환을 가속화하는 것이며, 이를 위해 정부는 재생에너지 사용 확대를 촉진한다는 계획이다. 본 논문에서는 저탄소 녹색 경제로의 전환을 촉진하기 위해 미활용 저온 열에너지를 활용하는 바이너리 발전과 실제 발전환경에서 무인 자동운전을 통해 저 비용으로 유지관리가 가능한 신경망 기반 제어시스템에 대해 검토한다. 이러한 바이너리 발전의 실현은 태양광, 풍력 등과 더불어 재생에너지의 도입을 가속화 할 것으로 기대된다.

시험용 연료 특성에 따른 자동차 연비측정 방법 개선에 관한 연구 (The Study on the improvement of vehicle fuel economy test method according to the characteristics of test fuel)

  • 시험방법 중 현재 국내 자동차 연비계산 방법은 차대동력계에 시험차량을 설치한 후, 주어진 시험모드(FTP-75 & HWFET 모드 등)에 따라 차량을 주행하여 측정되어지는 배출가스 결과를 가지고 계산에 의해 연비를 구하는 방식인 카본발란스 측정법(Carbon balance method)을 이용하고 있다. 이때 사용하고 있는 카본발란스 측정법은 시험방법 개발 당시의 표준연료에 대해 연료물성을 구하고, 이때 구하여진 상수 값과 시험에서 측정되어진 THC, CO, $CO_2$ 값을 가지고 계산하게 된다. 그러므로 시험할 때마다 매번 바뀌게 되는 사용 연료의 연료물성 특성은 정확히 고려되지 않게 된다. 주어진 시험연료에 따라 엔진성능 및 배출가스 결과가 변하게 되고, 많은 대체연료가 나오고 있는 현 시점에서 시험연료의 물성 특성을 연비계산 시에도 고려해야만 된다고 생각된다. 본 연구에서는 기존에 사용하고 있는 카본발란스법과 실제 시험에 사용된 연료의 유량을 측정하는 유량측정 방법을 이용한 결과를 비교하여, 시험에 사용된 연료의 물성 특성을 고려할 수 있는 방법을 연구함으로서, 다양해지고 있는 연료의 물성 특성을 고려해 줄 수 있는 개선된 연비측정 방법을 검토해 보고자 한다.

광주광역시 탄소중립 수목원 설계 (Design for Carbon Neutral Arboretum in Gwangju Metropolitan City)

  • Gwangju Metropolitan Government & Ministry of Environment have signed a model city in response to Climate Change agreement. The agreement calls for Gwangju to cut greenhouse gas emissions 10% below 2005 levels by 2015. Gwangju has seen this agreement as an opportunity to cut pollution and conserve the environment as well as to reinvigorate local economy. According to policy of Gwangju, Gwangju held design competition for Gwangju City Arboretum on march, 2009. The purpose of design competition was to give a wide publicity to Gwangju as Hub City of Asian Culture and construct carbon-neutral arboretum in accordance with the policy of 'Low-Carbon and Green Growth'. First of all, a design concept of arboretum is 'winding, round, overlay 'to reflect the landscape of Nam-do which is surrounded by mountains and river flows through the village. Second, the arboretum has five different places with these themes - Forest of Festivals, Health, Nature, Nostalgia, Education and Future. Each place has a symbolic theme park and different flow planning respectively. Third, the most critical point is that the arboretum is a carbon-neutral park. Gwangju arboretum will soon be developed in metropolitan sanitary landfill and constructed as the O2 arboretum based on low carbon strategy. Fourth, the O2 arboretum suggests specialized issue : 'Energy Saving', 'Recycling System', 'Green Network', 'Water System(rainwater maintenance and wetland development)'. Besides, main buildings(greenhouse, visitor center, Nam-do experience exhibition hall, and forest museum) is designed in consideration of harmony with topography character, surroundings. Also, planting will be a multilayer plant based on native landscape trees in consideration of function and the growth characteristics.

  • The low rank coal combustion and biomass-coal co-firing characteristics were reviewed on this study for the power plant construction. The importance of using low rank coal(LRC) for power plant is increasing gradually due to power generation economy and biomass co-firing is also concentrated as power source because it has carbon neutral characteristics to reduce green-house effect. The combustion characteristics of low rank coal and biomass for a 310MW coal firing power plant and a 100MW biomass and coal co-firing power plant were studied to apply into actual power plant design and optimized the furnace and burner design.

  • The world economy is threatened by rising oil prices due to the depletion of resources, and climatic changes are intensified due to rapid increase of greenhouse gases emission. Global warming is recognized as a worldwide problem not only as national level one, collaborative efforts are in progress actively. The fact is that the development of new & renewable energy which can replace fossil fuel and preserve the environment is the key of the attention in accordance with "low carbon, green growth" policy of our government. Biogas is an energy source. And the best part of using biogas is that wastes are treated in its production process.

연료품질 및 연비계산 방법 변화에 따른 연비특성 분석 (Analysis of fuel economy characteristics depending on the fuel quality and calculation method changed)

  • Nowadays, emissions of a vehicle are been getting by testing on a chassis dynamometer and a test modes. Also, fuel efficiency is calculated by carbon-balance method that is applying the emissions(CO, THC and $CO_2$) to the fuel calculation formular. In Korea, before 2014, the formular did not include the fuel factors (density, net heat value and carbon weight fraction), but the constants were based on the fuel properties of 2000s. So, this formular did not consider a characteristic of test fuel property that was changed when progressing fuel efficiency test. The characteristics of test fuel property which was distributed in domestic have a difference of quality depending on production regions and oil-refining facilities. Because the fuel properties are variable value during refineries, crude oils and blending contents of a bio-fuel, vehicle fuel is changed for each test. Therefore, the fuel qualities need to apply for a fuel economy test. In this paper, changing patterns of a fuel properties were reviewed during history of fuel standards. Also, the appropriateness of the methods was discussed by calculating and comparing fuel economies with the fuel factors and the constants.

  • 온실가스와 지구촌 온난화, 그리고 이를 치유하기 위한 인간의 노력과 필요한 대안기술은 마치 성난 자연을 잠재우기 위한 노력과 그에 필요한 재원을 동원하기보다도 더 어려운 일인가보다. 한정된 화석연료는 수십 년 내에 고갈될 수밖에 없으며, 국제무대에서 나라마다 자원을 확보하려는 외교활동의 치열함은 마치 자원 확보를 위한 전쟁을 방불케 하는 모습이다. 화석연료의 고갈은 친환경 녹색성장이라는 새로운 대안정책을 불러왔고, 태양에너지 활용을 위한 태양전지기술은 날로 발전을 거듭하고 있으며, 이와 함께 세상을 밝혀주기 위한 조명광기술은 석유등, 백열등으로부터 발광다이오드에 이르러 첨단 광역시장을 이루었다. 따라서 이들을 탄생시킨 반도체기술로부터 태양전지와 발광다이오드를 접목시켜 일체화시킨 SOLAR-LED 시스템과 함께 저탄소녹색조명의 동굴응용 기술을 조명한다.

하이브리드 섬유 보강 시멘트 복합체의 인장 특성에 관한 연구 (A Study on Tension Properties on Hybrid Fiber Reinforced Cement-Based Composit)

  • The cement-based composites have been used for construction industry because of their economy, suitability for architecture and structure function, fire resistance, low fee of repair, easiness for acquisition. but the limited strain capacity of these makes them tension-weak, brittle, and considerable notch-sensitive. As one of solution, FRC(fiber reinforced concrete) have been investigated for regulating weakness of the cement-based composites. In these day different fiber types are proposed for better performance such as HFRC(hybrid fiber reinforced concrete). This study shows experimental results to search the ultimate strength, the ultimate mean strain, and the tension toughness of HFRC. The tension toughness is proportional to the amount of steel fiber and carbon fiber. In this experimental program we kept the total of steel fiber and carbon fiber as $1.0\%,\;1.5\%$, respectively.
