폐기물 및 기타물질의 투기로 인한 해양오염을 방지하기 위해 1972년 정부간 회의에서 런던협약이 체결되었고 1996년 국제해사기구 본부에서 개최된 특별회의에서는 폐기물 처리 처분 기술과 해양환경에 대한 인식의 변화를 반영하여 동 협약을 전면 개정해 런던의정서를 채택하였다. 런던의정서는 런던협약보다 구체적으로 해양투기 관리 체제를 마련하고 조약의 법적 실효성을 확보하기 위해 준수절차와 메커니즘을 채택하도록 하고 있다. 동 의정서는 2006년 3월에 발효되었으며 2007년에는 준수절차와 메커니즘을 채택하고 준수그룹이 설치되었다. 런던의정서 준수그룹은 유엔 지역그룹 별로 선출된 각 3명의 위원들로 구성되며 우리나라는 2009년 10월에 아시아 지역 국가들의 동의를 얻어 준수위원을 배출하였다. 지리적 정치적으로 동일한 정체성을 지니는 지역그룹체제의 도입으로 런던의정서 당사국들은 의정서 관련 회의들에서 지역그룹별 투표 블록을 형성하거나 정보 교환 등을 할 수 있을 것으로 전망된다. 서유럽 및 기타 국가 그룹의 국가들로 구성된 북동대서양해양환경보호조약 (OSPAR)에서 1992년에 채택한 심의 허용 품목 이외의 포괄적 투기 금지 방식을 런던의정서에서 도입한 사례는 이러한 측면에서 주목할 만하다. 특히 런던의정서는 최근에 모든 오염원으로부터 해양환경을 보호하는 방향으로 물적, 인적 관할범위를 확대하고 있으며, 이에 따라 지역그룹의 역할은 더욱 중요하게 될 것이다. 따라서 본 소고에서는 유엔 지역그룹체제의 성격을 파악하고 런던의정서 회의들에서 지역그룹체제의 영향에 대한 검토를 통해 향후 우리나라의 대응방안을 제시하고자 한다.
유럽 국가들이 해양환경 오염의 심각성을 인식하여 1972년 최초로 해양투기를 규제하기 위한 지역협정인 오슬로 협약(Oslo Dumping Convention)을 체결하게 되었다. 이를 모체로 하여 런던에서 범세계적인 규제의 필요성이 제기되어 국제협약인 런던협약(London Convention)이 1972년에 체결되었다. 그 후 1990년대에 들어 런던협약 당사국들은 협약을 보다 근본적으로 개정할 필요가 있다는데 의견을 같이 하게 되었다. 1993년 제1차 개정그룹회의 이후 3년간의 작업 끝에 1996년 11월 7일 IMO 본부에서 열린 특별회의에서 1996년 의정서('96 의정서)가 채택됨으로써 협약의 전면적인 개정작업이 완성되었다. 우리나라는 2009년 1월 22일 가입하였으며 2009년 2월 21일에 발효되었다. 이에 따라서 우리나라는 폐기물 해양배출량을 지속적으로 감축하고자 노력 중이다. 본 논문에서는 폐기물 해양배출의 감축과 관리를 보다 효율적으로 하기 위하여 필요한 기술개발과 시스템 구축, 그리고 정부 및 지방자체단체의 정책수립과 법률개정을 위한 자료를 제공하고자 한다.
This study begins with investigation of the purpose and background of the International convention on Standards of Training, Sertification and Watchkeeping for seafarers 1978, London(STCW) which will be put into force on and after 28th April 1984. Author tried to confirm those common points on requirement of the qualifications between the radio officer regulated it. the STCW Convention and radio communications between the radio officer regulated in the STCW convention and radio communication operator's general certificate in the Radio Regulations annexed to the International Telecommunication convention. Then, Japanese communications administration is taken as a model for the comparative analysis, as Japan and Korea have many resembling aspects, especially legal and social aspects. Therefore, as one of urgent tasks of Korean Communications Administration preparing for the STCW convention, Istressed on partial amendment of the Korean Radio Regulatory Act.
선박이나 해양구조물(海洋構造物)로부터의 폐기물(廢棄物)의 해양투기를 규제하는 런던협약(協約) 당사국들은 지난 2004년 동 협약 당사국회의에서 선박으로부터 화물관련폐기물의 배출을 허용하는 국제규범이 국가별로 다양하게 해석되고 있어서 이로 인해 해양환경이 손상 받을 가능성에 주목하였다. 런던협약 당사국회의는 런던협약과 선박으로부터의 폐기물의 배출을 관장하는 MARPOL 73/78 (부속서 V)의 두 국제규범간의 "폐기물의 해양배출 및 투기에 관한 사안" 관할범위를 명확하게 구분하기 위해 MARPOL 73/78을 관장하는 국제해사기구의 해양환경위원회와 공동 작업반을 구성하였다. 화물(貨物)관련폐기물의 해양처분에 관한 규제는 국가별로 달라서, 일부 국가들은 해양처분을 허용하지 않고 대신 항만폐기물수용시설에 배출하도록 하고 있으나 일부 국가들은 해양에 배출할 수 있도록 허용하고 있다. 국제적으로는 런던협약 등 다자간환경협정(多者間環境協定)들은 대안이 있는 경우에는 환경규제를 강화하는 경향을 보이고 있다. 본 소고는 이러한 국제적인 논의 동향에 대처하고 우리나라 해양환경보전을 위하여 화물관련폐기물 중 화물잔류물을 대상으로 먼저 선박으로부터의 폐기물의 배출을 규율하는 법제에 대해 고찰하고, 화물관련폐기물의 해양처분으로 인한 해양환경영향을 구체적으로 검토하기 위하여 화물잔류물 중 산적화물(散積貨物)인 석탄의 선창 잔류물의 해양처분에 대한 환경영향을 사례로서 분석하였다. 화물잔류물의 해양투입처분으로 인한 해양환경영향은 화물잔류물의 총량과 동 화물잔류물에 함유된 유해물질의 종류와 함량에 의하여 결정되게 된다. 해양환경보전을 위하여서는 화물잔류물을 해양에 투입처분하지 않는 것이 최상의 관리 방안이다. 따라서 화물잔류물의 해양처분 수요는 항만폐기물수용시설의 가용성에 반비례하게 된다. 우리나라도 항만폐기물수용시설을 추가적으로 확충하여 선박기인 운영으로 인한 해양환경오염을 감축하여 나가야 할 것이다.
온실기체의 인위적 배출은 지구온난화를 유발하여 해수면 상승, 극 기상 등 전 세계에서 피해가 증가하고 있다. 특히, 지구온난화 기여도가 가장 높은 온실기체 중 이산화탄소($CO_2$)는 주로 화석연료의 사용 공정에서 발생하는 폐기물이다. 대기 중의 이산화탄소의 농도 증가는 표층 해양을 산성화시켜 표층해양 생태계, 나아가서는 지구 전체 생태계에 악영향을 미치게 될 것으로 보인다. 이산화탄소 배출량을 줄이기 위해서 에너지 효율을 높이거나 대체 에너지를 이용하는 등의 완화 기술이 동원 되고 있다. 그러나 현재 세계 에너지 수요의 약 85%가 화석연료로 충당되고 있기 때문에, 화석연료 이외의 대체 에너지원으로 급격히 전환한다면 세계 경제에 엄청난 충격이 올 것이다. 다행히도 최근 이산화탄소를 포집하여 지질구조에 격리하는 기술이 개발단계를 지나 실용화단계로 성숙하였다. 이 방안으로 단기간에 온실기체의 대기로의 배출량을 대규모로 줄일 수 있다(이상 2005년 런던협약 과학그룹회의록에서 발췌). 우리나라의 경우는 이산화탄소를 격리시킬 수 있는 장소는 육상면적이 작고 인구 밀도가 높아서 육상보다는 해양저지질구조가 선호될 수밖에 없을 것으로 보인다. 해양 이용은 해양의 특성상 런던협약 등의 국제적인 규제를 받게 된다. 본고는 해저 지질 구조에 대한 이산화탄소의 격리 관련 기술 및 제도의 국제동향을 우리나라 입장에서 예비적으로 검토하였다.
London Convention on the prevention of marine pollution by dumping of wastes and other matter prohibits the deliberate disposal of paper mill sludges at sea. In order to explore the alternative plan on the prohibition of sludge disposal at sea, the biodegradable seedling pot was developed by mixing the sludge with old newspaper (ONP) in appropriate mixing ratios. The C/N ratio of the mixed sludge was below 20, leading to rapid deterioration of the organic matters composing the seedling pot. The increased ONP contents in the seedling pot resulted in the increase of pot thickness and thereafter in the decrease of pot density. Cellulose fibers in ONP promoted water absorption of the pot but AKD addition helped the seedling pot to repel water during raising seedling. Breaking length and burst strength of the seedling pot were improved by addition of wet strength additives but air permeability was a little diminished. Biodegradable rate of the seedling pot in a soil was accelerated by the attack of soil microbes at the beginning, and finally the pot was completely degraded in 150 days in a soil.
An International Convention on the control of harmful anti-fouling system on ships(AFS Convention) was adopted on 5 October 2001 at Diplomatic Conference in London, and is expected to be presently effectuated with ratification of more than 25-member nations possessing about 25% of total world tonnage. This convention regulates the operation of harmful anti-fouling system and especially prohibits the use of organotin compounds contained in anti-fouling paint. Organotin compounds have a tendency to be easily extracted by specific solvents and have high polarity and low volatility as specific characteristics. This drives us to attempt of going through the process named derivatization that is required in analysis using a gas chromatography(GC). This study was conducted to determine the proper pre-treatment method, ethylation in comparison with hydridization on the analysis of tributyltin in organotin compounds and to verify the application of the method through the experimental analysis practically used anti-fouling paint and painted layer sample of the served ship.
In February,2004, at International Maritime Organization (IMO), LONDON, a new international convention 'International Convention fur the Control and Management of Ship's Ballast Water and Sediment 2004' was adopted. It is called 'Ballast Water Management Convention (BWM)'. Ballast water means charged seawater or fresh water in ship's special tanks (ballast tank) to keep safety navigation and ship's maneuverability. However, from 1980, it was point out the serious problem for marine ecosystem and human life that ballast water includes harmful marine species (and small organisms) and these species are also discharged along with ballast water. These species were released with discharged ballast water in water areas, where species are different from discharged ballast water. The problem is that released species increase when released species are more powerful than native species and consequently, marine ecological system is destroyed in released water area. Authors have inspected the validity of the ballast water exchange using pumping-through method that is one of the methods of ballast water management. In this paper, the numerical simulation of the motion and density of the fluid at the time of exchange of the fluid in a 2-dimensional tank using the pumping-through method was carried out by using two different type numerical methods. One method is MPS method that is one of the particle methods. Other one is Finite Different Method (FDM). Authors were compared with result of two numerical method calculations and experiment result and reported some knowledge from these results.
