중국 31개 성 및 직할시의 도시화 효율성 분석에 관한 연구 (A Study on Urbanization Efficiency analysis of China's 31 provinces and cities)

  • 본 연구의 목적은 도시화 과정에서 생산되는 바람직한 산출과 기대 하지 않는 산출 모두를 포함하여 중국 31개 성과 직할시에 대해 도시화 효율성을 분석하는 것이다. 중국 31개 성 및 직할시의 2017년 도시화 관련 산출 데이터를 활용하여 SBM-DEA모델을 적용해 효율성을 분석하였다. 분석결과 동부지역의 도시화 효율이 가장 높고 중부와 동북지역의 도시화 효율이 그 다음으로 낮으며 서부지역은 도시화 효율이 상대적으로 가장 낮은 것으로 나타났다. 본 연구는 중국 31개 성 및 직할시의 도시화 추진의 효율성을 분석하고 지속적인 도시화 정책 추진의 방향을 제시하였다는데 의의가 있다. 이번 연구는 2017년 1년간의 횡단면적 분석만 시행하여 과거의 추이를 반영하지 못한 한계가 있으며, 향후 종단면적 분석을 추가적으로 실시하여 도시화 효율성을 종합적으로 평가할 필요가 있다.

  • 한진해운 도산이후, 한국해운의 재건을 위한 방안의 하나로 제시된 해운조선 상생 발전에 대한 실천적 대안의 하나인 해사클러스터 구축에 대한 정책대안 마련이 본 논문의 목적이다. 이를 위하여 가장 성공적인 해사클러스터를 구축하고 해운 조선 조선기자재 금융 등 핵심구성요소들간에 상생을 위한 협력이 이루어지고 있는 일본의 이마바리해사클러스터에 대하여 포터의 다이어몬드모델을 활용하여 분석하였다. 이마바리 해사클러스터는 해운과 조선간의 협력을 바탕으로 하는 국내완결형 수요조건과 관련지원산업조건을 갖추었다. 생산요소조건은 가족경영을 기반으로 하는 뛰어난 해운경영자와 이들을 하나로 묶어주는 행정과 금융을 기반으로 하고 있지만 지방중소도시에 위치한 근본적인 약점으로 우수한 인재확보나 대형항만부재로 인한 항만서비스업의 부진은 약점으로 들 수 있다. 기업전략조건은 단기적인 시점보다는 장기적인 시점에서 안정경영을 중시하고 있다는 점을 확인할 수 있었다.

항만 물류 환경에서의 복제된 CSD 탐지를 위한 정책 기반 복제 탐지 매커니즘 (Policy Based Cloned CSD Detection Mechanism in Logistics)

  • 컨테이너 보안 장치(CSD)는 컨테이너의 문 안에 장착되어 센서를 통해 컨테이너의 문이 비정상적으로 열리는 것을 탐지하는 장치다. 이러한 CSD 장치는 컨테이너의 보안성을 제공하는 장치이기 때문에 도청이나 위조와 같은 공격에 안전해야할 뿐만 아니라 복제 되어서도 안된다. 만약 복제된 CSD를 탐지할 수 없다면, CSD는 공격자에 의해 불법적으로 복제되어 정상적인 목적과는 다른 용도로 사용되어 질 수 있다. 본 논문에서는 이러한 복제된 CSD를 탐지하기 위한 정책 기반 복제 탐지 메커니즘을 제안한다. 또한 실제 구현 결과를 통해 제안하는 기법을 검증 및 평가한다.

Applying Genetic Algorithm for Can-Order Policies in the Joint Replenishment Problem

  • In this paper, we consider multi-item inventory management. When managing a multi-item inventory, we coordinate replenishment orders of items supplied by the same supplier. The associated problem is called the joint replenishment problem (JRP). One often-used approach to the JRP is to apply a can-order policy. Under a can-order policy, some items are re-ordered when their inventory level drops to or below their re-order level, and any other item with an inventory level at or below its can-order level can be included in this order. In the present paper, we propose a method for finding the optimal parameter of a can-order policy, the can-order level, for each item in a lost-sales model. The main objectives in our model are minimizing the number of ordering, inventory, and shortage (i.e., lost-sales) respectively, compared with the conventional JRP, in which the objective is to minimize total cost. In order to solve this multi-objective optimization problem, we apply a genetic algorithm. In a numerical experiment using actual shipment data, we simulate the proposed model and compare the results with those of other methods.

FTA 무역환경에서의 관세행정 전략 (Customs Administration strategies under FTA's trade environment)

  • The Customs Administration, unlike other administrative service, should respond to constantly changing external environment. The Customs has to actively adapt itself to government policy changes, economic changes and international environment changes to facilitate the flow of trade logistics and maintain trading relations wi th other countries. The purpose of this paper is to explain policy directions of the Korea Customs Service which enforces various policies related to tariff and non-tariff barrier elimination for the trade liberalization while the Korean government is pursuing FTAs on a multi-track basis. This paper aims to seek ways to apply FTA policies to the Korean society and economy in a smooth manner. First of all, this paper examines changes in Customs administration brought by the proliferation of FTAs to such areas as FTA negotiations, import/export management, duties and taxes collection, drawback reduction/exempt ion of duty application area of preferential tariff rate and country of origin management. Then, the paper sets FTA missions of "supporting Customs Administration to lead the new trend of free trade environment" after analyzing the environment changes. To achieve the FTA mission mentioned above, the KCS designated 4 strategies and 40 implementation tasks. The 4 strategies are named "4C Strategies" taking initial letters from Client-oriented, Customized procedures, Cooperation and Constitution. "4C" also refers to Foresee(strategies to foresee the successful establishment of FTA policies) or For C(Customer or Customs). The KCS will continue to create new tasks through various channels and monitor their implementation process, and to help FTA regime successfully take root in Korea.

Development of Performance Analysis Model for SMEs through Meta-Analysis

  • This study is to develop a performance analysis model for SMEs.Based on similar performance indicators through previous studies, performance indicators for SMEs were rewritten.Through the Korean Journal Citation Index (KCI), 75 related data were classified and a comprehensive SME performance analysis model was developed.Performance analysis was divided into two axes and classified into tables.The horizontal axis is the spatial performance range, which is divided into three areas: performance management by department/function, integrated performance management for the entire organization, and governance performance management requiring policy feedback. The vertical axis is subdivided into short-term, mid-term, and long-term by time and growth stage, and is divided into three parts: technical performance according to technological input, economic performance as organizational performance, and social performance for policy utilization. Then, performance indicators were mapped to each column. As a result of the survey, 28% of technical performance was analyzed as a result of frequency analysis, and performance indicators were organized into five categories: IT, R&D, certification, patent, and innovation. Economic performance was divided into 29%, BSC, HRD, logistics, production quality management, financial support, asset management, etc. 6 categories, social performance 43%, ESG, marketing, export, policy support, consulting, cooperation, etc. 7 categories.Limitations of the study include the narrowness of the survey that derived only performance indicators despite being a meta-analysis, and the performance model was mapped and classified according to growth stage and support period.however Insufficiency of validity due to lack of evidence, performance indicators were developed, but there were limitations in utilization for practical use.

Locational Preference of Last Mile Delivery Centres: A Case Study of Thailand Parcel Delivery Industry

  • Purpose - The purpose of this paper is to improve last mile delivery capability and ensure customers' satisfaction by approaching an analytic hierarchy process(AHP) and identifying criteria framework to determine locations of last mile delivery centre(LMDC). Research design, data, and methodology - Traffic congestion and emission policy in cities are barriers of last mile delivery in dense areas. The urban consolidation centre(UCC) cannot increase last mile delivery efficiency in dense cities because of their space and traffic limitation. In this paper, we develop a case to improve last mile delivery efficiency and to ensure customers' satisfaction by concentrating on LMDC. In addition, AHP has been applied to identify criteria framework and determine LMDC locations. The weighted priorities are derived from parcel delivery industry experts and have been calculated using Expert Choice software. Results - The framework criteria have assisted decision makers to place LMDC in a dense area to enhance customer's satisfaction with last mile delivery service. Conclusions - AHP has provided ranking framework criteria of LMDC potential for parcel delivery industry. The LMDC helps by improving last mile delivery efficiency to final destination amids conditions of CO2 emissions, traffic congestion, and pollution problems. It especially concerns delivery service activities when delivering parcels to customers rather than UCC.

An Efficiency Analysis of Fishery Output in Coastal Areas of China

  • The purpose of this study is to measure the productivity of fisheries in China's coastal areas (including inland and marine fisheries) and to analyze the factors influencing the development of fishery economy in each province by comparing regional differences. The input indicators used for efficiency analysis are fish farms, ships and staff numbers, and the output indicators are fish catch and net income. In this paper, we used six years of data from 2013-2018 and DEA-Malmquist index was used to analyze the efficiency of coastal fisheries production in 11 areas of China's coast. According to the analysis from 2013 to 2018, the fishery output efficiency in China's coastal areas has improved to some extent, but most provinces and regions are characterized by technological progress, and the technological efficiency still needs to be further improved. The conclusion can provide reference for the development planning and policy measures of regional fishery industry in China's coastal areas.

국제물류 거점항만의 친수공간화 정책방향;광양항을 중심으로 (Waterfront Development Policy of International Logistics Hub-Port;The Case of Gwangyang Port)

  • 본 논문은 국제물류 거점항만인 광양항을 사례로 하여 항만친수공간의 개발정책을 다루고 있다. 연구의 목적은 항만친수공간의 기본이론과 개발실태의 실질적 분석을 토대로 광양항에 항만친수공간을 개발하기 위한 종합적인 정책방향을 계획 ${\cdot}$ 제도적인 시각에서 제시하는 것이다. 본 논문의 주요내용은 항만친수공간의 개념과 유형/외국 항만친수공간의 개발사례/항만친수공간 개발의 문제점/광양항의 항만친수공간화 정책방향 및 결론 등으로 구성되고 있다. 광양항 친수공간의 실제 대상지는 컨테이너항 지구와 묘도지구이다. 컨테이너 항만의 부지에는 이용자 및 시민에게 쾌적한 공간을 제공하는 녹지공간의 조성과 함께 친수성 항만공간의 확보가 중요하다. 묘도지구는 해안매립과정에서 소실된 자연생태계를 복원하여 자연친화적인 지속가능한 자연의 이용방안을 마련하며, 이의 일환으로 해양생태공원을 조성한다. 이와 더불어 광양항 친수공간의 개발전략들에는 항만시설의 개방과 홍보활동의 강화, 선항만 개발과 항만재개발시 친수공간확보 의무화, 항만친수공간 확충목적의 관련제도 정비, 항만친수공간 기본계획의 수립, 항만친수공간 지구의 지정, 항만친수공간 관련제도의 정비, 항만친수 행적기관조직의 정비 등으로 제시할 수 있다.

부산항 관세자유지대의 경제적 파급효과에 관한 연구 - 부산신항만 1단계 준공시점을 대상으로 - (The Economic Impact of Establishing a Customs Free Zone in the Port of Busan Focusing on the Time of Completion of the 1st Phase of the New Port of Pusan)

  • This study focuses on analyzing the economic effects and probes the necessity of establishing a customs free zone at the Port of Busan. It first considers the economic effects of establishing a customs free zone at the Port of Busan, then suggests policy prescriptions for introducing and operating the free zone system and improving the logistics functions of the Port. The timeline of this study is focused on 2007, when all of Busan Port will operate as a customs free zone and the first stage of the New Busan Port and distribution parks will be built and opened for operation. The regression analysis, which was conducted using the inter-industry relations table(input-output table data), provided a quantitative prediction on the effects of making Busan Port into a customs free zone. Regarding the impact of a free zone system on the domestic and regional economy, this research found that the impact of a customs free zone on domestic industries and the regional economy once the customs free zone is established throughout all of Busan Port would be highly positive. The positive economic effects on the domestic and Busan regional economy might be further strengthened if the value-added logistics function of Busan Port could be supplemented by effective linking to the hinterlands.
