In this study, the present state of fiscal crisis for local governments after IMF is analyzed, firstly. its implications Characteristics of structural reform of finance after IMF bailout in Korea are examined, secondly. Since Korea was shocked by the currency crisis at the end of 1997, its local governments have also faced fiscal difficulties. The Depression of national and local economies led to decreases in tax revenues of local governments. And these shrunken revenues led to their expenditure cuts. Many investment plans were curtailed, and ordinary expenditures were also reduced sharply. The negative influences of the currency crisis on local government's finances can be examined in terms of fiscal revenue, fiscal spending, and debt burden. As a result many local governments are now experiencing fiscal stress, and some of them are even faced with fiscal crisis although the possibility of extreme measures, such as moratoriums or bankruptcies, is very slim. This is due in part to the weight of debt in local governments' budgets having remained small since the debt of local governments has been controlled by the central government. Another reason is that, central government, which functions as a lender of last resort for the local governments, will pay the debt for them. Also, without a legal system which stipulates the adjudication of bankruptcy for municipalities in Korea, local Korean governments have no legal right to declare bankruptcy. Although not a single municipality has fallen into insolvency, yet, this trend will continue to deepen as the recession continues and may lead to a situation where manu local governments fall into virtual bankruptcy in the near future, and its effects on society, as a whole, will be serious. Therefore, measures to prevent and overcome such an extreme situation are necessary, but both short-and long-term policies should be to cope with the current fiscal crisis and to prevent the deepening of the current situation.

The Ministry of Culture, Sports and Tourism has been implementing the 'Local Government 3D Contents Production Support Project' since 2010 to foster the 3D contents industry and secure high-quality 3D contents of local governments. This is part of national support for securing 3D media contents of local governments. In particular, stereo-scopic 3D animation is in the spotlight as media contents appropriate for simultaneous implementation of pleasure of narrative and high-level of presence to promote tourism resources of local governments. But existing stereo-scopic 3D animation-related studies are mostly concentrated in three dimensional effect expression for particular scenes or theater. Therefore, this study extracted elements required for storytelling planning by analyzing production cases of stereo-scopic 3D animation using tourism resources of local governments which have been recognized for a high quality of work.

This paper proposes closed-form plastic limit load solutions for elbow with local wall thinning at extrados under internal pressure. This work was performed using 3-dimensional, small strain FE analyses based on elastic-perfectly plastic materials. The wide range of elbow and local wall thinning geometries are considered. For systematic analyses for effect of axial thinning extent on limit loads, two limiting cases are considered; a sufficiently long thinning, and the circumferential part-through surface crack. Then, the closed-form plastic limit load solutions for intermediate thinning are obtained by using result of two limiting cases. The effect of axial thinning extent for elbow on plastic limit load is highlighted by comparing with that for straight pipes. Although the proposed limit load solutions are developed for the case when local wall thinning exist in the center of elbow, it is also shown that they can be applied to the case when local wall thinning exists anywhere within elbow.

The purpose of this study was to design functional clothing based on the physical characteristics of old women. The subjects of this experiment were 5 healthy old women and 5 college women. While the subjects were exposed to the circumstances of $28{\pm}0.5^{\circ}C$ and local heating at 7 areas (chest, abdomen, back, loin, hand, thigh and instep), their skin temperature, physiological reaction and psychological reaction were determined. The conclusions about the effects of local heating are as follows : 1. Skin temperature before heating was in the order of head-neck> trunk> upper limbs> lower limbs (Group A: old subjects) and head-neck> trunk> lower limbs> upper limbs (Group B: young subjects). 2. The heating pad was attached and detached for 30 minutes each. The sharpest rise and fall were recorded at 5 minutes with the pad on and off. Both groups had great changes in the body parts near trunk. 3. With the pad on and off, both groups showed no change in body temperature, blood pressure, and pulse rate. 4. Concerning the pervasive effects of local heating on whole body skin temperature, loin heating greatly increased other body parts in Group A. In Group B, the effects were large in heating chest, abdomen, back, loin, and thigh. 5. The loin part of old women has the greatest pervasive effect of local body heating.

The local power density should be estimated accurately to prevent fuel rod melting. The local power density at the hottest part of a hot fuel rod, which is described by the power peaking factor, is more important information than the local power density at any other position in a reactor core. Therefore, in this work, the power peaking factor, which is defined as the highest local power density to the average power density in a reactor core, is estimated by fuzzy neural networks using numerous measured signals of the reactor coolant system. The fuzzy neural networks are trained using a training data set and are verified with another test data set. They are then applied to the first fuel cycle of Yonggwang nuclear power plant unit 3. The estimation accuracy of the power peaking factor is 0.45% based on the relative $2_{\sigma}$ error by using the fuzzy neural networks without the in-core neutron flux sensors signals input. A value of 0.23% is obtained with the in-core neutron flux sensors signals, which is sufficiently accurate for use in local power density monitoring.

This study aimis to identify policy priorities for promoting youth activities through the Importance-Performance Analysis (IPA). IPA is used to identify policy priorities for promoting local youth activities. The IPA tabulated result is presented in a two-dimensional grid to showing for promoting local youth activities, The require concentrate support part is divided into 3 parts. Problem solve supporting at work development of leisure activities programs, leisure activities programs developing and development of leisure-related professionals. And leisure-related professionals developing. The next parts that require continuous management were divided into four parts. The next parts that require continuous management is divided into four parts. Creating rental housing for young people, support for housing expenses supporting, loans supporting, and Holiday guaranteed. Based on the factors that support youth activities that make up the IPA matrix, the implications of revitalizing local youth activities is presented as below. First, ensuring employment of local youth and efforts to create sustainable jobs. Second, continuous efforts to improve the housing conditions of local youth, and third, policy support is needed for local youth to do various leisure activities.

This paper addresses to the emerging issues for regional/global welfare issues, with special focus on the potentials and influences of the transnational advocacy activism for human and welfare rights. Part One of the paper outlines the emergence of transnational (cyber-)activism for global welfare. It is followed by a discussion of the incompatibility between economic globalization and regional/local deprivation, as well as the potentials for welfare promotion and empowerment. Part Four critically examines the contours and complexity of informational society. The last two parts delineate, respectively, the barriers against and prospects of global welfare activism.

The objective of the study is to develop attenuation equations of groud motions in the southern part of the Korean Peninsula. The earthquake source characteristics and the medium properties were estimated from available instrumental earthquake records and used as input parameters. The peak ground accelerations (PGA) and pseudo-velocty response spectra(PSV) were simulated by the random vibration theory. The attenuation equations for the PGA were constructed in terms of local magnitudes and hypocentral distances.

In this paper, we prove that if $T{\in}L$(X) is a generalized scalar operator then Ker $T^p$ is the quasi-nilpotent part of T for some positive integer $p{\in}{\mathbb{N}}$. Moreover, we prove that a generalized scalar operator with finite spectrum is algebraic. In particular, a quasi-nilpotent generalized scalar operator is nilpotent.

We implement an universal signaling equipment including many kinds of singling devices just as R2 MFC seder.receiver DTMF sender/receiver Tone sender sued in Digital Switching System the universal signaling equipment has two parts sender part and receiver part. The sender part is implemnted with ROM-LOOK-UP Table method and the receiver part is implemnted that the equipment satisfies the Recomandations of CCITT. Also the capability of the equipment is evaluated by the LCS(Local Call Simulatior)Test in the TDX-1A system.
