According to the Korean Library Act, a regional representative library is fully responsible for the integrated management of all collections held by local libraries. It intends to resolve space problem for collections and to prepare room for new materials in local libraries. Under the Act, a regional representative library should make a plan for a regional repository library to accomodate overflows from local library collections as soon as possible. The purpose of this study is to figure out the meanings of 'regional repository library' as a cooperative storage facility of local library collections, and to suggest the proper solutions for developing a regional repository library with case of Busan metropolitan city. To the end, this study (1) examined the extent of space shortage in local libraries of Busan, (2) assessed the needs of both local libraries and library users for a regional repository library, and finally, (3) suggested the detailed procedure and methods for establishing and managing a regional repository library in Busan metropolitan city.

This study proposed two improved models, depending on each central axis of local library policies, to improve the management of the metropolitan library committee which should play an important role in pursing the policies. The model of draft 1 suggested that the metropolitan library committees' library policy deliberative functions be reinforced for pursuing metropolitan library policies, around the department of library policy in each central office. The model of draft 2 suggested that the metropolitan library committees play a role in the policy governance, in pursuing the metropolitan representative libraries-based local library policies. In order to efficiently pursue the proposed improvements of the management of the metropolitan library committees, the functions of the metropolitan library committees and each status of the chairmen and the vice chairmen, which are stipulated by 「Library Act」 need to be elevated, according to the draft 2. Then a local laws and regulations (draft) was proposed to stipulate matters concerning the management of metropolitan library committees by metropolitan municipalities, based on the local laws and regulations.

Since 1988, the librarian standards prescribed in the "Enforcement Decree of the Library Act" have not been revised at all and they have many weaknesses and limitations. This study proposed revision of librarian standard and legislation based on legal and application issues. It is desirable to revise the structure of 1988 prospectively and to establish new standards for local representative library. In the case of basic personnel, it is desirable to have three librarians in all public libraries or considering the fact that the library's non-professional work is about 30-40%, it is also necessary to consider a plan consisting of two librarians (professional + para-professional) and one non-professional. The local representative library should apply the librarian standard of the public library serving a community of 300,000 people and establish a standard to add non-librarian equivalent to one-third of librarians. In the case of additional personnel, it is desirable for public libraries to increase one librarian whenever the service target population exceeds 10,000, and the local representative library to increase one librarian whenever the service target population exceeds 100,000. And each library needs to add a other full-time staff equivalent to one-third of the librarian.

The Study is to investigate information resources recognition of collection development policy that is a key element of Gwangju representative library. 68 Librarians, 98 library users and 20 libraries responded the questions of information resources. The fields of the questions are media, subjects and levels of information resources. The results of the research are as follows. First, the correlation coefficients between librarian group's preference and need is lower than that of the user group. Second, information resources for the knowledge-disadvantaged has low preference and need but the actual usage rate was high. Third, Librarians need to transfer historical paper and books, historical objects, technical reports and journal articles to the representative library. Fourth, information resources about philosophy have middle preference, low need and the resources have low need for transfer to representative library. Fifth, local historical resources and administrative policy resources has low usage rate high need for transfer to representative library. Sixth, the level of public library in Gwangju is 1.837 and the expectative level of Gwangju representative library is 3.325.

This article delves into community archives based on the archival project of Dongjak-gu Public Library on the search toward sustainability. Dongjak-gu has conducted a local archiving project that involves collecting local records, focusing on the role of local public institutions as representative districts in the local region after the library was established in September 2013. Thus far, we are managing the project and records that are piled at the public library, and as the placement for archiving local records conducted in a local public library does not match its role, the national/city/province system for archiving local records faces a challenge for long-term sustainability. Therefore, we would like to present an idea for sustainability by discussing our concerns and experiences in this paper.

In most countries, public libraries play a role as a knowledge and information hub for local communities, a complex cultural space, and a third place for meetings and communication. Among the work of public libraries for this purpose, the key point is systematic collection development, and the established collection is essential for all knowledge and information services. In particular, local representative libraries must perform legal duties as a comprehensive knowledge information center for metropolitan governments, and develop, preserve, and service specialized collections that are difficult for other public libraries. Therefore, we analyzed the development cases of specialized collections of public libraries in large cities in foreign countries and local representative libraries in Korea, surveyed the degree of awareness of specialized collections for employees of public libraries and the cultural to geography in Gyeongbuk region. Based on the background information, this study proposed the development plan and establishment strategy of the Gyeongbuk Library specialized collection, which was named "Gyeongbuk Knowledge and Cultural Heritage."

The present study aims to develop measures to enhance user service at Chungnam Representative Library by establishing Chungnam Representative Library Operation Master Plan. To this end, I conducted a literature review, analysis of services of other representative libraries, and a survey. The study results suggested six measures for user service enhancement. The first measure is space-specific programs, such as children's materials room, general materials room, electronic materials room, auditorium, multipurpose room, outdoor stage, exhibition room, and book café. The second measure is the services specific user types, such as children, adolescents, adults, the disabled, and multicultural families. The third measure is information service specific for information type, such as print material service and digital material service. The fourth measure is the service for the Information-Poor including the expansion of mobile library service, the service for information users in special environment, and the development of mobile library rules. Fifth measure is information service for Chungcheongnam-do residents, such as Baekje Studies specialized service that incorporates local characteristics, specialized information service for Chungcheong Studies and local materials, and information service for administrative and policy materials. The last measure is the measure to secure initial users and early stage service enhancement.

Most public libraries construct and operate their websites to provide the various user groups in local communities with internet access in Korea. But the representative public library's websites designed for children who are going to lead the next generation information based society, are unsatisfactory and don't reflect their approaches to information. The main factors of content and circumstance of usage are also extremely poor. Therefore, this research analyzed the construction of websites for children, their interface and design, search services, the contents of provincial representative public libraries amongst public libraries in korea and suggested improvement schemes.

Focusing on Gyeonggi Library, which is preparing Metaverse services using resident participatory budgets, we deduced the role of Metaverse suitable for metropolitan representative libraries, conducting a preliminary study and analyzing various informational resources. Subsequently, we presented a collaborative content construction and service model primarily centered around the metropolitan representative library. We conducted a survey targeting on-site librarians from metropolitan representative libraries, as well as various libraries across Gyeonggi Province and the entire nation. Through this survey, we extracted insights into the Metaverse role, content possibilities, and considerations for seamless cooperation within the scope of the metropolitan representative library. Based on the opinions of surveyed librarians, it was evident that the role of the metropolitan representative library's Metaverse should function as a tool for continuous utilization of library resources and serve as a space for the entire local community. Approximately three-fourths of the respondents expressed willingness to participate in collaborative content development. However, concerns were raised about human resource limitations, budget constraints, and excessive workloads as potential obstacles to participation. This highlighted the need for systematic support from the metropolitan representative library to address these concerns.

The 3rd Library Development Plan raises the need to secure space through the establishment of a regional repository library as the issue of holding books is highlighted as a common problem in public libraries. The Korean Library Law Act also impose the responsibility of integrated management of local library materials on the regional representative library. Accordingly, this study aimed at Busan Metropolitan Library, which is operating a collaborative repository in earnest among regional representative libraries, and investigated the operation status of the collaborative repository and the perception of public librarians about the collaborative repository. The data necessary for the study were obtained through surveys, interviews, field surveys, and internal data analysis. Through this, the purpose of this study was to provide basic data that will help the Busan Metropolitan Library to operate the collaborative repository efficiently in the future, and at the same time, to present basic data that can be used as a reference for the operation of the collaborative repository of the representative libraries of other regions.
