Recently, the Korean government is considering a policy of adopting competition in railway transportation, such as the establishment of a subsidiary company to Korail as a company to operate a part of the KTX line, the separation of deficit-running lines of local railways and the opening of railway transportation to private operators. The termination of local railway service, which is a major provider of public transportation, will not only deprive the public of a means of transportation but also lead to a decline in the quality of public transit in general. The termination of local railway service is being decisively affected by the national railway policy. The purpose of this thesis is to clarify local railway policy in Japan by studying the development and philosophy of the local railway policy of the Japanese National Railway (JNR).

As far as recent investment in railway, disused railway yards is increased in each line and region. As a result, the interest of the related local government and agencies has increased on utilizing disused railway yards. In this study, we investigated the status of the disused railway yards and conducted legal review on the use of disused railway yards. In addition, we analyzed the disused railway yards use practices through case analysis and also suggested plans to diversify the ways of their usage.

The railway industry has well developed with Korea's economic growth as follows - Industrial railway's electrification in 1973, Seoul subway opening in 1974, Busan subway opening in 1985, High speed railway opening in 2004. But LRT as city transportation means has been faced with many difficulties. Looking at the LRT projects implemented until now, there are some issues like the transportation demand, the quality & safety of RS and facilities, the poor management of inhabitant complaints and the failure to maintain policy coherence. They have caused not only the project schedule to extend but also the project costs to increase, even to obstruct the project progress itself in some cases. These risk factors become the obstacle of LRT project's success, but it is said that more basic problem is the lack of risk management capability of competent authorities in railway business. Under these circumstance, Railway specialized Authorities and Local government have cooperated to identify various risk factors and to prepare the measures in advance, so we try to introduce this cooperation case, which will help other local government as an useful reference.

With the global adoption of the reduction policy on greenhouse gas and environmental pollution, that is 'low carbon green growth', the central and local governments strive to increase their investments in railways in an effort to replace fossil fuels, and seek the ways to diversify and vitalize the tourism resources taking full advantage of the railway systems. Seoul metro has therefore launched 'A research on the development of the Bukhan mountain railway' for the establishment of the environmentally friendly tourism belt making good use of Mt. Bukhan., the only national park in the Seoul metropolitan area, with its picturesque scenery. This paper pursues the basic directions for the application scope of the relevant laws and regulations for the development of the mountain railways as part of our continuing effort to further 'A study on the development of the Bukhan mountain railway' along with the review on the project implementation policy pursuant to the applicable laws on private investment for social infrastructures.

The logistics industry is changing with the diversification of demand and related technology development. Thus, the transportation system is also changing to social problems and environmental damage, and the importance of rail freight is increasing with changes in the international logistics environment. This study analyzes railway freight competition structure using freight volume and suggests improving the competitiveness of railroad freight. To achieve the research purpose, this study was conducted using the Hirshmann-Herfindahl Index(HHI) and Location Quotients(LQ) method. As a result, the concentration trend of railway trends has increased from 0.213 to 0.238 during the last 9 years, and LQ analysis has enabled the identification of local competition lines by item. The study result confirmed that policy measures on railway freight system, railway infrastructure construction and railway operation are necessary to enhance railway competitiveness.

Due to almost all tracks of new Kyoungbu high-speed lines(HSL) consisting of bridges and tunnels, HSR operational safety management is very important factor for passenger safety and preventing catastrophic event. Especially, it is important to approach the scene of the accident and assist in saving lives as soon as possible under emergency conditions. Therefore it is essential to prepare access methods and available resources in advance in order to support emergency correspodances promptly and effectively. This paper persents an application of geographical information system(GIS) for developing emergency management system as well as batabase system on tracks and facilities, electric/communication equipment and safety equipment required to support emergencies. The on-site information on the proximity of HSL is expressed on the numerical map, which can be helpful to call external supports such as medical service, local authorities, police offices, fire brigades, and etc. for the emergency situations.

This study is to retest of seoul traffic, all sorts of statistical data, the present condition of urban railway that local government and all sorts of research institution had researched. Even though, or something else with population and regional industrial distribution of seoul with worker and the present condition of the registrated cars and the change of increase, we have predicted the medium term and long-range solution. we have proposed the alternative plan about both of the problem that is the developmental construction direction of seoul urban railway and the resource insurance for urban railway construction.

Promote competition in local government and the construction of a subway construction in the vicious cycle of debt due to the operating deficit as a greater burden on local finances was leave. This government policy of public transport in the center of the metro construction costs affordable and to respond appropriately to public transport demand new transit LRT(Light rail Transit) by introducing the current Busan was the opening of Line 4, yongin line, Busan - Gimhae line, parliamentary and barge construction or ready for the opening. What is light rail, compared to the existing subway and cheaper construction cost, the existing road or bridge that runs along the track is installed, etc. Manless system construction cost and operating expenses as a possible new railway transportation has been a leading state-of-the-art mad. However, the domestic business system engineering of light rail-related companies in the developed countries are doing to advance to the national to the local engineering skills of the self-free, hurry will have to be secured. Therefore, this paper applies local light rail project on the status of the systems engineering analysis and based on this source of the latest engineering technology-intensive systems engineering to provide direction to the development of technology.
