Developing Health Education Programs for Health Promotion: Development of a Training Guide on Prevention of Smoking and Excessive Drinking

  • Background: Alcohol and tobacco use are two major behavioral risk factors implicated in increased morbidity and mortality. Since both substances are widely used in Korea, a concerted effort is currently underway to reduce the use of tobacco and alcohol in Korea. Objectives: Efforts directed toward preparing health promotion planners and health educators from local health departments to organize and implement community-wide interventions to reduce the proportion of people smoking and reduce the average level of alcohol consumption in the community. Methods: Comprehensive multi-media health promotion materials were developed based on health behavior theories and strategies. The materials were developed to introduce a user-oriented developmental approach by making messages more persuasive and organizing content in a user-friendly manner. Health educators from all local health departments in the country were trained in the use of the materials, to enable them to develop community interventions to reduce smoking and drinking. Implications for Practitioners: The process followed in developing the health intervention materials is described in detail to assist practitioners who need to develop effective programs to reduce the use of tobacco and alcohol. Sections of the report explain health intervention theories, specific program activities to include in an intervention, development, organization, evaluation, choosing a target audience, choosing goals of an intervention, and methods of making program content vivid and persuasive.

Relationship between local authority deprivation and activity limitation in adults aged 50 or over (지역 박탈수준과 중고령층의 활동제한의 연관성)

  • Objectives: As the increasing of the length of the lifespan, more recent policy interest are concerned with how many years of life are lived without functional disability or activity limitation. We investigated the relationship between deprivation and activity limitation at the 251 local authority level. Methods: The data were derived from the 2010 Census 10% sample data. Crude and age-standardized activity limitation rates by gender at the ages of 50 or over and deprivation index were calculated. Mapping and multiple linear regression analysis were applied to explore relationship between area activity limitation and area deprivation. Results: There were considerable differences in activity limitation rate across the 251 local authorities. Age-standardized activity limitation rate in both male and female were strongly associated with the level of area deprivation. Especially, low social class, male unemployment, or non-apartment residents at the local level were strong positive association with local authorities' age-standardized activity limitation. Conclusion: More policy attention is needed for tackling regional inequality in activity limitation among older adults.

  • This study was to investigate the conversion intent of fashion store among college undergraduates. The conversion intent in internet shopping mall and local store was associated with store attributes and relationship quality. A random sample of undergraduate students completed a questionnaire that contained measure of Store attributes, Relationship quality, Conversion intent of fashion store. The results revealed that store attributes of local store were store comport/salesman service, product diversity, store location, price and the store attributes of internet shopping mall were product diversity/easy of navigation, store reliability, screen configuration, sales promotion. Also, the result founded that the conversion intent of fashion store is related to store comport/salesman service in local store and is related to product diversity/easy of navigation, screen configuration, promotion in internet shopping mall. Relationship quality is highly effected of the conversion intent of local store and internet shopping mall. We expect that this research results can be used as a basic material for another study and setting up the marketing strategies in fashion store.

Compositional and Contextual Factors Related to Area Differentials in Suicide (지역의 자살률 차이와 관련된 구성적 요인과 상황적 요인)

  • Objectives: Rural-urban differences in suicide have been observed in many settings. However, there has been little research addressing what factors can explain these differences. The purpose of this study was to analyze which compositional factors and contextual factors in local areas might be related to local suicide. Methods: The study design was cross-sectional. The data for 251 primary local governments on their age-standardized suicide mortality and their predefined indicators of compositional factors and contextual factors were obtained from Korean Statistical Information Service as of year 2010. Bivariate analysis including one-way ANOVA and chi-square test were used to identify the differences in local features by area type. Seven poisson regression models for each of total, males, and females were used to analyze which compositional and contextual factors were related to suicide. Results: There were differences in suicide between gu and goon in total, male, and female groups. For total, compositional factors including divorce and smoking rate, and contextual factors including financial independency, water and waterwaste coverage, and number of wastewater discharge factories were found to explain the urban-rural differences. Conclusions: This study provided some evidence that contextual factors at the local level as well as compositional factors are useful for predicting local suicide mortality.

  • The National Health Promotion Act passed in 1995 was a milestone for initiating a national and local health promotion program in Korea. And since then local governments and health centers have been developing and providing health promotion programs for the community population. To apply the effectiveness of community health promotion program, it is important to understand the key issue related to health education and the role of health education personnel. The purpose of this study was to define the responsibility and competency of health education specialist, and to develop the activity areas of health promotion program in Korea. Those who provide the service for health promotion and health education should be properly qualified and professionally trained. However, the skills and responsibilities of those who are in charge of providing health education program have not yet been clearly defined in Korea because the areas of health promotion and health education are composed of multi-academic fields. In case of United States, health education specialist is being developed through professional preparation in colleges and graduate schools, and certified through the examination. Also health education specialist is in charge of the planing, implementing and evaluation of health education program in school, hospital, health center, workplace and health food company. Therefore it is important to develop the programs to train and certify health education specialist. Also to extend the activity areas, the government should support continuously program development for health promotion and health education personnel.

An Exploratory Study of Diffusion of Health Promotion Programs using Forests (국내 보건소의 숲을 활용한 건강프로그램 현황과 실무담당자의 포커스면담에 기초한 숲을 활용한 건강증진 프로그램 확산 방안)

  • Purpose: In recent years, many attempts have been made to examine the effects of forest therapy on health and to develop related policies. This study aimed to explore the current status of health promotion programs using forests provided by public health centers and to identify program diffusion strategies employed within different communities. Methods: For this descriptive study, we analyzed the 5th regional public health care program plans and explored the perceptions of health care workers attached with the programs using open-ended questionnaires and a focus group interview. Results: This study confirmed the necessity for health promotion programs using forests, as well as administrative and educational demands for such programs. The target population of the programs ranged from individuals with specific diseases to healthy local residents. In addition, the programs covered a wide range of topics, including disease management and health promotion strategies. However, the number of well-structured regional specialized programs remained limited. Collaboration among local governments, schools, and public health centers was found to be ineffective. Conclusion: To further disseminate health promotion programs using forests, the central government will need to develop well-structured programs, provide funding and resources to support local governments, and focus on raising public awareness of the health benefits of forest therapy.

Importance-Performance Analysis of Mountain Village Promotion Projects in the Forest Sector by Upper-Level Local Governments

  • Background and objective: Due to the recent crisis of extinction in local areas, the mountain village promotion policy is recognized as an important task. This study examined the priorities of major policy projects in the forest sector that affect mountain village promotion. Methods: For research methods, literature search, expert advisory meetings, and a survey were conducted. The survey was conducted on 42 policy stakeholders from June 1 to August 13, 2021. The literature search was based on policy projects in the forest sector by 8 upper-level local governments including mountain villages. For questionnaire items, 173 forest policy projects were classified into 27 types through expert review, and the importance and performance of each type were rated on a 5-point Likert scale. Paired t-test, IPA, Locus for Focus model, and Borich needs assessment were used as the analysis methods, and the statistical program SPSS 21.0 was used as the analytical tool. Results: The results showed that 'creating forest-related jobs' and 'supporting cultivation of professional forestry workers' both showed high importance and performance, implying that they would show an effect in mountain village promotion. 'Creating forests for environmental improvement', 'discovering forest cultural assets' 'establishing and boosting forest tourism', 'providing forest therapy services', 'creating forest-related jobs', 'supporting community revitalization', and 'urban-rural exchanges' were found to be the types that needed improvement and concentration for mountain village promotion. In particular, 'creating forests for environmental improvement' and 'discovering forest cultural assets' were derived as priority considerations for mountain village promotion policies. Conclusion: In summary, it was found that in order to promote mountain villages, various content projects must be improved and carried out to enhance the physical environment and revitalize mountain villages.

A Study on the Outcome Analysis of the Local Cluster Based on the Animation Industry (지역 애니메이션 산업 클러스터의 진흥 성과 진단 연구)

  • The animation cluster in Korea has begun as a part of the local cultural cluster in the late 1990s with components of companies, local governments, educational institutions, and human resources, which were necessary to run the cluster. And, the animation cluster was initiated for the purpose of encouraging regional economies, but the basic unit was the local on a small scale. Because of this inherent weakness in the local cluster, it was needed to add some additional strategies that could expand the local animation industry into the formal leading industry. That is why the development policy was set up, and the local promotion agency based on this policy was established. It has been several years to manage the local promotion agency, and it is reported that there have been some visible effects. But, it is found out that analyzing the outcome of small unit cluster on the basis of existing criteria on a large scale is not reliable, which means it is not possible to evaluate the outcome of local cluster in a material way. Some examples of problems are as follows. First, the local cluster was made not autonomously but deliberately. Second, the animation cluster of each province has the same market as its target. Therefore, this research - on the basis of the diamond model - focuses on analyzing the existence and role of local promotion agencies rather than evaluating the outcome itself. Through the cases of two provincial cities, Chuncheon and Bucheon, this research examines if it is possible to evaluate the outcome of local clusters managed by promotion agencies.

The Research about Literature Museum Network Organization and Operation plan for Establishment of Literature Promotion Infrastructure (문학 진흥 인프라 구축을 위한 문학관 네트워크 조직 및 운영 방안 연구)

  • The Literature Museum Network aims to realize the legislative purpose of the Literature Promotion Act and achieve balanced development of local literature centers across the country. In the Literature Museum Network, the literature museum network support center will be established by region to take charge of cooperation projects between local literature centers, which will be the culmination of the National Literature Museum of Korea. It is intended to test-run various projects planned by the Munhakwan Network Support Center to create derivative contents, or to establish a regional hub literature center in charge of education and other affairs of the literature museum's workforce. If the existing metropolitan administrative districts are used to form zones, the entire country can be organized into four zones. They include the Seoul-Gyeonggi Literature Museum Network (23 local literature centers), the Gangwon Chungcheong Literature Museum Network (32 local literature centers), the Yeongnam Literature Museum Network (30 local literature centers), and the Honam Jeju Literature Museum Network (22 local literature centers). One literature museum network support center will be established for each region and one local literature center will be selected as the hub literature center. The Literature Hall Network Support Center is in charge of collecting and managing literary materials, developing contents and programs, promoting and foreign cooperation, etc. The hub literature museum will be in charge of pilot operation of content and programs, training and education of experts in the literature museum, and running joint storage facilities. This structural system and efficient operation of the literature museum network will ultimately provide an opportunity for the formation of cultural governance in which the power and public nature of the establishment of literary promotion infrastructure are secured.
