The purpose of this study is to grope for efficient local information-oriented strategy to develop local economy of Korea. First, this study examines the meaning of local information-oriented strategy, and then this study examines the present status and problems of Korea local information-oriented strategy, in addition to, the roles of local information center for local economy development are suggested.

We investigated dissatisfaction of elements of local exhaust system, needs for local exhaust system, and information networks for local exhaust system from June 1998 to September 1999 using the questionnaire structured. It contained questions concerning general characteristics of factory and local exhaust system, troubles and dissatisfaction of elements of local exhaust system, and information networks for local exhaust system. The collected data were analyzed by descriptive statistics analysis. Information networks for local exhaust system were analyzed by multidimensional scaling using path distance of network analysis and by graph analysis using Krackplot. Among complaints of local exhaust system, that of duct has show the highest percentage of complaint. In the information network for local exhaust system, Seoul is positioned in the center of network with mediating role.

The purpose of this study has two folds. For the local government it gives a guide to establish the housing information system, which provides various housing information in order to promote service to the public on Internet. It also gives a guide for the local government to collect the fundamental data from local housing market and provide them to the policy makers as well as the housing producers (landlords, builders and owner-occupiers). Contents of housing information system website for the local government consist of three main parts. The first part provides housing policy and local housing market information to the upper level local government as well as housing producers. The second part provides housing information for the people who are looking for houses to move the own. Final part provides the procedures of building construction and development plan for landlords to the public. In case of Pyongtaek-City, this study makes them by cluster analysis of houses and households moving pattern as the Internet contents. Housing markets of Pyongtaek-City divide 3 sectors by housing type, tenure type and housing supply ratio etc. And populations prefer to move intra sectors. According to this information, policy-makers should define local housing problems and find solutions and housing producers can supply the house just in sites and in time. In conclusion, local government should provide valuable housing information based on local housing market research to the public for the effective housing policy. As local housing market is formed by various factors it is needed for local government to research housing sub-markets due to apply these research results to the local government for the future.

Community enterprise plays an important role for developing local business. Products from local communities apply local specialties such as high-quality materials and inherited wisdom. This work aims to support merchandises from local community enterprises by bringing out their specialties related to local wisdom and intangible cultural aspects. An ontology is applied to demonstrate the innate information regarding the implicit values of the products and is used as a core for a semantic search system. Details of the products are gathered from their respective community using an interview method and are extracted to align with the developed ontological schema. The semantic search system thus is implemented with a recommendation process for online accessibility for providing the organised information. From evaluation, the developed ontology and its instances are rated highly for their consistency, conciseness, and completeness. In usage, accuracy of the query and recommendation results are evaluated at 97.38% searching accuracy and 85.03% for recommending interesting products.

This study analyzed the local present status of Jechon which has growing-up potency of local information, is necessity and the characteristic of the local information for this area and the development scheme of contents is proposed for the local information based on the construction of the information infra. The development plan of contents on the local information is proposed for the field of administration, industry, life information, etc. Therefore such development plan of contents can be brought into much research to the contents development of the local information. In addition, it is expected to be lots of the public relations for the information city, sharing of information and that making more use of its applications. In addition, such plan is able to be contributed to the construction of information city for citizen's welfare and getting the competitively local power.

This paper is focused on the desirable improvement schemes of the local network of information and telecommunication network. In this study, we examined whether polices of information and telecommunication of government have been carried out a desirable programme to meet the public interest, found out several problems in the these policies. Such problems as follows : (1) a system of local information & telecommunication is developing by a Model of Top-Down. In the present management system, an interest of the public of local society about the local telecommunication network is a much lower level, (2) there is no general controlling roll of the local information & telecommunication, (3) there is no service controlling system of local telecommuni-cation, and (4) there is no organic coordinating system of inter-departments in the central government level. In order to resolve these problems, this study suggests a few desirable sxhemes for the local telecommunication : (1) an establishment of middle-long range planning for the integrated future network of info-telecommunication, (2) an organizing of telecommunication network being suitable for the local characteristics toward B-ISDN.

Recently, local studies looking at the 'local(region) as a whole' are gradually increasing. The study of local architectural history is important in that it provides specific information that encompasses the local and the entire and clues to three-dimensionalize the time and space in the local. To infer the 'presentness' of each era, reliable data in various fields are needed. Recently, as many databases (DB) and archives, from the 'National Archives of Korea' to other local archives, have been established and publicized, research resources in the local are growing rapidly in quantity and quality. Nevertheless, it is difficult to comprehensively check the data necessary to study the local architectural history(local architectural history research resources). Against this background, this study confirmed the trend of changes in the archive construction environment and the status and problems of local architectural history research resources in places that currently disclose local history research resources among generalized web-archives. Next, the relationship between the actual research on local architectural history was confirmed through the analysis of existing studies and the data used for Jeju. As a result, local studies, local archives, and local architectural history research agree with recent changes in local research trends, and the degree of archival construction has reached the same level as the available research resources except core data in local architectural history research. However, there is a problem that the density of information that can be used is low because the local architectural history research resources that can be obtained are fragmented because there are no archives and construction entities specialized in local architecture. As each archive has entered the stabilization and upgrading stage, the construction of new archives needs to be reconsidered, but it is time to find a detailed way to link related information quickly and accurately, such as private records, to reduce the gap in information needed in terms of research on local architecture and architecture history.

The widespread use of smartphones with a variety of features has enabled mobile Internet-based services. One of these is online-to-offline (O2O) based services that connects online users with offline stores to add value. Applying this O2O strategy to local information retrieval induces online users to be linked to offline regions, thereby enabling the exchange of local-based information and helps create new value. This paper proposes and illustrates the implementation of O2O-based a local information providing service that utilizes photos of the local attraction. Also, we propose a fake-free ranking method to provide reliable local information to users and suggest its application of the service.

This study is intended to suggest an ideal direction of the information systems policy for the local small business firms. In an effort to accomplish this objective, this paper tried to identify the current states of the information systems and measure the level of the information systems of local small business firms based on the maturity stage and the development level. The study then explored the evidence how the maturity stage and the development level affect the business performance of the local small business firms. The research found out that the organizational factor such as the support of CEO and the financial factor such as IS investment took major roles to improve the business performance. Based on the research findings of this study, the paper suggested the desirable solution of the information system policy to deal with the problems the local small business firms need to overcome.

Finger vein images contain rich oriented features. Local line binary pattern (LLBP) is a good oriented feature representation method extended from local binary pattern (LBP), but it is limited in that it can only extract horizontal and vertical line patterns, so effective information in an image may not be exploited and fully utilized. In this paper, an orientation-selectable LLBP method, called generalized local line binary pattern (GLLBP), is proposed for finger vein recognition. GLLBP extends LLBP for line pattern extraction into any orientation. To effectually improve the matching accuracy, the soft power metric is employed to calculate the matching score. Furthermore, to fully utilize the oriented features in an image, the matching scores from the line patterns with the best discriminative ability are fused using the Hamacher rule to achieve the final matching score for the last recognition. Experimental results on our database, MMCBNU_6000, show that the proposed method performs much better than state-of-the-art algorithms that use the oriented features and local features, such as LBP, LLBP, Gabor filter, steerable filter and local direction code (LDC).
