  • In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

  • Recently new town development projects are increasing including more than one local government such as provincial government new town and Wirye new town. Institution improvement for the development and management of complex boundary new town is necessary because present urban development institution is based on the new town of single local government. The concept of multi-level governance provide good conceptual frame in recognizing conflict issues and searching for a collaborative solution in Wirye new town. The purpose of this study is recognizing the conflict issues in the process of development and management and providing the collaborative management method using the conceptual frame of multi-level governance in Wirye new town. For this, we did interviews for the related persons and experts, reference research and professional forum. We drew some implications from the references about urban development and similar cases such as free economic zones. The main results of this study is as in the following. First, we categorised the main conflicts in the development and management in Wirye into 4 sectors, such school, administrative service, utility facilities and urban infrastructures. Then, we analysed the conflict issues of each categories and composed a conflict-structure of Wirye new town. Second, the structure of conflict in Wirye new town is composed of the confrontations between separated management and integrated management and between wide area management and local management. Third, for the cooperative management of Wiyre, we should construct multi-level governance in three dimensions of administrative council, local government association, and special management organization.

  • Korea, old buildings do not currently have earth-resistant facilities, and disaster prevention facilities have some limitation in responding properly to damage arising from natural disaster as they do not reflect recently occurring climatic changes. Accordingly, it is necessary to select vulnerable districts by taking into consideration the possibility of disaster occurrence and the current situation of infrastructures for disaster prevention in order to responding efficiently to future unexpected disasters. For this purpose, national government has recently formed the DB linkage council for disaster prevention under the participation of related agencies and constructed integrated database. But local governments have not properly provided it with basic data necessary to construct database, resulting in the delay of the project. Therefore, it is thought that national government needs to provide them with manpower and financial support.

  • This study aims to clarify how commissioned welfare volunteers could play a role of evacuation assistance for people with special needs in case of flood disaster which occurred in Sayo-cho, Hyogo prefecture by Typhoon 9th in August, 2009. Both questionnaire research and interview was conducted to commissioned welfare volunteers. As a result we found that the delay of official evacuation council caused some confusion. As to the argument related to the nomination of political party, the discussion in which the groping of the waste paper or new alternative is needed stops so that the existing politicians can overcome the nomination of political party evil in spite of the opposition position. In the positive investigation, the populations which are many in the waste paper of the system of public nomination by party agree. However, the bad effect that can be shown up according to the waste paper of the nomination of political party is the woman allocation door. Therefore, some alternatives were presented in the bad effect that can be shown up according to the waste paper of the nomination of political party. This alternative is the participation subject expansion, the introduction of political party claim to support, the introduction of local political party system, the application of upward official nomination procedure, and etc. The participation subject expansion presented logically as the optimum alternative among this method, the decision of the alternative should be confirmed through the social agreement procedure.

  • New Zealand suffers from regular floods, these being the most common source of insurance claims for damage from natural hazard events in the country. This paper describes the origin and distribution of the largest floods in New Zealand, and describes the systems used to monitor and predict floods. In New Zealand, broad-scale heavy rainfall (and flooding), is the result of warm moist air flowing out from the tropics into the mid-latitudes. There is no monsoon in New Zealand. The terrain has a substantial influence on the distribution of rainfall, with the largest annual totals occurring near the South Island's Southern Alps, the highest mountains in the country. The orographic effect here is extreme, with 3km of elevation gained over a 20km distance from the coast. Across New Zealand, short duration high intensity rainfall from thunderstorms also causes flooding in urban areas and small catchments. Forecasts of severe weather are provided by the New Zealand MetService, a Government owned company. MetService uses global weather models and a number of limited-area weather models to provide warnings and data streams of predicted rainfall to local Councils. Flood monitoring, prediction and warning are carried out by 16 local Councils. All Councils collect their own rainfall and river flow data, and a variety of prediction methods are utilized. These range from experienced staff making intuitive decisions based on previous effects of heavy rain, to hydrological models linked to outputs from MetService weather prediction models. No operational hydrological models are linked to weather radar in New Zealand. Councils provide warnings to Civil Defence Emergency Management, and also directly to farmers and other occupiers of flood prone areas. Warnings are distributed by email, text message and automated voice systems. A nation-wide hydrological model is also operated by NIWA, a Government-owned research institute. It is linked to a single high resolution weather model which runs on a super computer. The NIWA model does not provide public forecasts. The rivers with the greatest flood flows are shown, and these are ranked in terms of peak specific discharge. It can be seen that of the largest floods occur on the West Coast of the South Island, and the greatest flows per unit area are also found in this location.

Japan had selected 13 local governments as an environmental model city as a part of a policy to build low-carbon society in 2008~2009, and Japan has formed information sharing between cities and provinces, the spread of information sharing and the free competition among local governments for an environmental model city through Zero Carbon City Promotion Council consisting of local governments and specialists. When examining these cases in Japan, the green-growth policy promoting currently in Korea needs to be converted from the central government-dominated policy to the local government-dominated policy and Koreaneeds to make more effort to develop software programs in order to realize green-growth social system.

  • Recently human beings face serious water crisis, namely water management at the critical moment because of rapid increasing in population, subordinate part of a national budget, water pollution by domestic use and industrial use or waste, agricultural water use by intensive market farming, excessive development and extraction of water sources, and etc. We become to recognize that water and sanitation is the one of most important part which is threatening us with a drain on the water resources and death around the world and then are making opportunities of discussion for water policies and solutions of water problems through international network such as Global Water Partnership(GWP), World Water council(WWC). World Water Forum(WWF), as one of main water-related activities, aims at sharing knowledge and experience among various stakeholders for accomplishing a holistic water resources management by making common thoughts regarding the necessity of integration among different organizations related with water management, problems and issues. Also the unity of each local area for the holistic approach focuses on showing present local actions and actively supporting them, and suggesting new ideas. With Korea's participation in the 4th WWF this year, Korean government should have consistency in its establishment and implementation of sustainable water resources policies as a more active and future-oriented member of international water network. Finally it will be necessary that we will set up an organization and system which does publicity activities about results of various local actions of Korea around the world through next WWF in the future and contribute to solving global water problems.
