Dissemination Plan for the Renewable Energy in Daegu City (지방분권화 시대 대구광역시의 신재생에너지 보급 확대방안)

  • The purpose of this study is to propose a way to develop and disseminate the renewable energy technologies and industries in the local community. Fundamentally, the renewable energy is able to reduce environmental pollution and diminish a use of fossil-fuel energy in the local area. And it will lead to promoting regional sustainable energy in the future, as well as making contributions to local economic development. Above all, based on the environmental conservation project, including greening of the city and improving water quality, Daegu metropolitan city has launched a series of renewable energy projects, such as solar city programs and local energy plan. But, some problems still exist, due to the technological, economic and socio-political barriers. Thus, to encourage and disseminate a renewable energy in Daegu city, we need to examine a present condition on renewable energy and analyze constraint elements to prevent its distribution. Based on the results, we have to set the feasible strategy to develop and disseminate renewable energy in Daegu city and help it systematically integrate renewable energy technologies and industries into environmental economics and city planning. Ultimately, to achieve this purpose, we need to adopt the following policy measures: (1) establishment of a master plan for renewable energy; (2) interconnection between local development project and energy industry; (3) promotion of technological development; (4) inducement of and assistance to renewable energy industry; (5) fostering venture companies; (6) specializing Daegu's public office by energy-specific education programs. In particular, local entities including local company, consumers, policy-makers and citizen's groups have to pay attention to local energy plan for the regional sustainable energy future. These measures will lead to establishing an environmentally friendly and sustainable city.

A Study on the Retail Electricity Market Based on the Local Pool for Small Energy Prosumers (소규모 에너지 프로슈머를 위한 Pool 거래 기반 전력소매시장에 관한 연구)

  • This paper presents a structure of the retail electricity market based on the local pool with LDERP(Local Distributed Energy Resource Provider) for small energy prosumers. LDERP is an operator for the proposed market, which conducts performance measurement and settlement by the distribution plan determined through contract with participants. The trading process is designed similarly to the negawatt market. In the case study, the many-sided conditions of the proposed market are comparatively analyzed with the existing prosumer programs. The results demonstrate the effectiveness of the proposed framework in determining the purpose of market operating for the benefit of participants according to the various situations.

A Study on the Characteristics of Local Energy Consumption by Using Index Decomposition Analysis (지수분해분석을 이용한 지자체의 에너지 소비특성에 관한 연구)

  • Although energy demand management policy attracts attention internationally and domestically, the importance of local government in this policy is not so much as central government. But local government can do a role with regard to this policy because it is close to energy consumers not like central government. So local energy plan should be based on the understanding local energy consumption characteristics to activate local energy demand management policy. This paper tries to analyze energy characteristics of 16 local governments by decomposing energy consumption into population, production and intensity factors. The result of index decomposition analysis shows that energy intensity improvement has offset the increase of energy consumption caused by economic growth in the metropolitan cities, while it couldn't offset in the other provinces because of industrialization based on the manufacturing. In conclusion, this paper suggests that it will be necessary to switch to low energy society by carrying out concrete energy efficiency improvement projects in the metropolitan cities while it will be helpful to make a local development plan for low energy intensive industrialization in the other provinces.

The Feasibility Analysis of Urban Unused Energy: Focusing on Technology, Institution and Infrastructure (도시지역 미활용 에너지의 타당성에 관한 사례 분석: 기술·제도·인프라를 중심으로)

  • Most governments have an interest in unused energy, because of high oil price and climate change. Particularly, it is very important to urban governments which have less renewable energy than other local governments. So Seoul, the capital of Korea, established a plan for the development of unused energy in 2007. But it has some problems related to the feasibility of this plan. So this paper checked and reviewed the economic feasibility of unused energy development cases in four cities by using three sub elements: technology, infrastructure, institution. As a result, it discovered that these urban governments have technological feasibility because they are located near big river or ocean. And they used the existing infrastructure and received the institutional subsidies from central governments in order to increase the economic feasibility of unused energy development projects. In conclusion, local governments of Korea have to try to seek how they can utilize the existing infrastructure for unused energy development in the situation that there are few institutional supports from the central government.

  • Since the industrial revolution, the global environmental problems such as greenhouse gas accumulation and the average temperature increase have caused people's attention. 'Low Carbon, Green Growth' was presented to cope with these global concerns, as one of main policies of 2008 in Korea. The paradigm of a green urban development is started to concern the whole city's energy problems owing to realize 'Low Carbon, Green Growth' in the urban side. The government established a nation's basic energy plan for 20 years, and some local cities made efforts to develop new renewable energy such as the solar, wind and water energy which are suitable to each city's character. As a part of these efforts, the concept of U-Eco city is newly appeared to reflect upon ubiquitous technique, urban ecology and the next generation energy system. However, urban plan is difficult to adopt this next generation energy system with existing laws, regulations and technical systems. The new executive and systematic system is needed to realize the U-Eco city U-Eco for the management of an efficient city. In this study, the authors investigate the concept of the next generation energy system and U-Eco city to realize the energy-efficient city plan and analyze problems to occur during the application of them in an existing city plan. Then, the authors show the remedies to deal with occurred problems.

  • The innovation city, which meets the best innovation condition to cooperate with the public institution and the industry-university-researcher closely and the good environment of housing, education, health and culture, was promoted to make the local city characteristic and independent. The plan to make the locally independent base have to consider the economical condition, the quality of life and the sustainable development. First of all The balanced city-planning is demanded to build friendly environmental and sustainable city. energy-efficient buildings shuld be designed to deal with the energy and environment problem. So we analyze the energy demand plan and the method to introduce the renewable energy system. As a result, the reduction ratio of the energy demand are greatly imbalanced between innovation cities. and only the Gwang-ju Jeon-nam innovation city is planed to apply the renewable energy to 5% of total energy demand.

Virtual Analysis of District Heating System Using ENetPLAN (EnetPLAN을 이용한 지역난방시스템 가상 운전 분석)

  • In this study, in order to solve the problem of the program of calculating code input by experienced users in the power generation, the wide area energy network research group developed the local heating operation analysis program EntPLAN, which can be easily used by anyone, including scalability, with domestic technology. Therefore, the Commission intended to compare the heat sources, heat demand, and the results of operation of the combined heat plant (CHP) on the energy network through simulation with the EnetPLAN and the program A on the market. The results showed that the heat and power output on the energy network of the EnetPLAN and A programs were mostly similar in pattern in the simulation results of the heat supply and the operation method of the accumulator. This enabled the application of the simulation for the various operation modes of the cogeneration facilities existing on the energy network. It is expected that EntPLAN, which was developed with domestic technology, will be easily applied in the field in the future and will present efficient operation simulation results.

Analysis of Reduction Strategies for Air Pollutants Discharged from Emission Sources and their Impact on the Seoul Metropolitan Area

  • The Korean government enacted the "Special Law for Improving Air Quality of Metropolitan Area" in 2003. According to this plan, Korean government plan to lower the concentrations of $PM_{10}$ and $NO_x$ to $40{\mu}g/m^3$ and 22 ppb, respectively, by 2014. In this study, we analyze emission reduction strategies to lower their concentration. Emission reduction for the supply of mass energy and regenerative energy are compared with several scenarios. According to the results, 713 t/y of $NO_x$ and 165 t/y of $PM_{10}$ will be reduced by enhancing the number of households supplied by local heating and air conditioning. And also 5 t/y of $PM_{10}$ and 312 t/y of $NO_x$ will be reduced by replacing conventional energy with solar energy by 2014.

A Study on the Landscape Color Analysis of the Energy Industry in Jeju Rural Area (제주 농촌지역의 에너지사업 유무에 따른 경관색채 분석 연구)

  • The objective of this study is to propose a color plan for rural villages that seeks harmony between natural and artificial environments in consideration of the fact that as new and renewable energy businesses increase drastically, problems of landscape color occur in rural areas. To this end, the current color conditions over the target regions are examined in context of energy businesses; a land simulation is developed; a survey on the preferences is conducted with the result analyzed; and finally, a color plan for villages where energy businesses and non-energy businesses are conducted. For the survey, 40 photos including simulation photos and original photos of villages were used: the photos before and after the simulation was applied were shown to village residents. The validity of the selected colors was then evaluated accordingly. The survey was conducted among 15 residents in villages where energy businesses were conducted and 15 in villages where non-energy businesses were conducted. As new and renewable energy methods such as solar energy panels are utilized over rural villages in the future, selecting artificial environmental colors that can better represent the region's identity and that are in harmony with natural environments will be an important factor in community center or housing remodeling projects, local community development projects, and so forth. It is expected that the present study can be utilized as the basis for village color plans that seek to consider actual local conditions based on objective data rather than selecting colors uniformly or based on subjective judgment.

Estimating Spatial Scope of Local Government Ordinance for Onshore Wind Energy Generation Facilities (육상풍력 발전시설 지자체 규제 공간범위 산정 연구)

  • T Recently, the government has been promoting the expansion and supply of renewable energy as an alternative for achieving carbon neutrality and the nationally determined contributions by 2030. In 2020, the Ministries of Industry and Environment and the Korea Forest Service collaborated to build a nationwide onshore wind energy siting atlas considering wind resources and forestry and environmental regulations focused on central regulations. In this study, the ordinances of the local governments were analyzed to examine the effects of regional location regulations on the expansion of onshore wind power energy generation facilities, in addition to those of central regulations. A development permit standard survey of 226 urban plan ordinances of the local governments nationwide showed that presently in 2022, 52 municipalities are applying regulations on wind energy generation facilities by ordinances. This is twice more than that in 2018, when renewable energy power generation facility development was difficult. Additionally, the location regulations applied by these ordinances were organized by items and regions, and regulatory characteristics, such as the number and scope, were analyzed by regions. To analyze the spatial distribution characteristics, JeollaNamdo was selected as the case area. A spatial DB was established for regulated areas based on the regional and central regulations, and the spatial distribution characteristics and the regulatory scope were compared and analyzed.
