Strategies for the Efficient Management of the Port Authority System in Korea: Focused on Incheon Port Authority (항만공사제도의 효율적 운영방안 - 인천항만공사를 중심으로 -)

  • In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

A Study on the Relationship between the Freedom of Information and Records Management: Focusing on Local laws and Regulation about Information Disclosure (기록물관리와 정보공개의 상관성에 관한 연구: 지방자치단체의 정보공개 자치법규를 중심으로)

  • This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.'   • Today, the basic problem of functional safe management of Korean Disaster Control system was separately administrated 33 acts that are relating to safe management in 13 ministries. Because of the facts that the fire service is not provided practically, the control system and risk management for safe administration are not operated, the information can not be shared with each other, and the various laws have the lacks of linkage, the National Safe System was appeared unsteady. The roles and functions of fire service have started with restriction to operate structurally and institutionally, which operational structure of fire service is becoming weak. As a result, the federal and local fire organizations have not reached yet to the institutionalization and the local fire service agencies have bias with the task regarding the fire service because of the relation between organizational structure and the local fire agency. With the enforcement of the federal and local fire system, professionality and autonomy for making policy, and dealing with changes of fire service positively, the national fire service on the policy performance can be established. Promotion of research and development and education training to strengthen innovation in technology and competition in fire industry will contribute to the firmly establishment of control system to prevent from fire, flood, terror and national disaster. This article proposed that (a) the established law and administration, agency are required efforts to effectively operate fire service system; (b) the national fire service agency, national college of fire, national institute of science fire, and national fire service hospital should be early established to make firmly policy to operate effectively and practically. These kinds of innovational acts are known the best ways of operating solid policy of national fire service system.

  • As urban function has become diversified and complicated, multifunctional complex facilities to satisfy new functional desires are necessary. Since local autonomy started, many facilities previously run and managed by central administrative agencies are now under management of localities, and functionally, the necessity for governments complexes town to satisfy diverse taste of populace such as creating local community becomes imminent. Analyzing characteristics by space composition factor of the public health center, newly built as part of such governments complexes town and understanding required area of each part, this project is to be used as basic material for construction plan of public health center that is equipped with local characters while devising construction of the public health center in the governments complexes town. Research method is to analyze four public health center facilities located in governments complexes town sites built after 2007, among twenty five public health centers in Seoul, by spatial functions. Also, based on statistical documents of usage of public health center facilities, research over spatial compositional factors and area composition has been conducted. As a result, connectivity between local government building located inside the governments complexes town and public health center and that of spatial composition factor by part, area ratio by part and floor type of public health center are comprehended. Connectivity type of public health centers are divided into horizontal and vertical connectivity and it is found that spatial composition of public health center is compartmentalized into low level, mid level and high level, to make access by users easier. Level type is decided as radial, rotational and combined by hallway connecting facilities.

The Effects of Headquarters' Levels of Control and Subsidiaries' Local Experiences on Competency in Foreign Subsidiaries: A Quadratic Model Investigation of Korean Multinational Corporations

  • Purpose - This study aims to overcome the limitations of existing studies, which linearly determine the precedence factors of competency in overseas subsidiaries. The research objectives are as follows. First, what kind of nonlinear effects does the level of control held by Korean headquarters over foreign subsidiaries have in terms of competency in the subsidiaries? Second, what kind of nonlinear effects do the local experiences of overseas subsidiaries have on their competency? Design/methodology - With data on Korean multinational corporations (MNCs), this paper analyzes the effects of control levels of headquarters (HQs) and host-country experiences of foreign subsidiaries regarding competency in overseas subsidiaries. In particular, this study focuses on nonlinear models, differentiating it from previous studies. In order to examine research hypotheses, this study conducted a survey of overseas subsidiaries of Korean corporations. Surveys were conducted through various methods including e-mail, online questionnaires, fax, and telephone calls. Copies of the questionnaire were distributed to a total of 2,246 overseas subsidiaries, and 409 completed responses were collected. Excluding 15 copies that were insufficiently answered, responses from a total of 394 copies were used for analysis. Findings - This study presents the following results. First, there is a U-shaped relationship between levels of HQ control and competency in foreign subsidiaries. This means that higher levels of HQ control negatively impact the competency levels of subsidiaries because strict control undermines autonomy in subsidiaries. However, if the level of HQ control exceeds a certain point, then the transfer of knowledge between HQs and subsidiaries is facilitated. Knowledge transferred from HQs can be used as prior knowledge by foreign subsidiaries to the benefit of all parties. Accordingly, knowledge transfer negates the negative effects of excessive HQ control and positively affects competency in subsidiaries. Second, there is an inverted U-shaped relationship between the local (host-country) experiences of subsidiaries and competency in foreign subsidiaries. This means that foreign subsidiaries can overcome the liabilities of foreignness and contribute to capability building by accumulating unique knowledge about their host countries. However, if local experiences accumulate excessively beyond a certain point, then the host country-specific experiences of foreign subsidiaries will offset the benefits discussed above. Excessive local experiences not only increase organizational inertia, but also create a problem of goal incongruence due to information asymmetry between HQs and subsidiaries. Therefore, excessive local experiences have negative effects on competency in foreign subsidiaries. Originality/value - This study suggests the following implications. First, unlike existing studies based mainly on linear models, this study presents important theoretical implications in its focus on nonlinear models and its analysis of the effects of HQ control and local experiences on competency in foreign subsidiaries from perspectives of organizational learning theory and agency theory. Second, in terms of practical implications, the results of this study suggest that optimally raising levels of HQ control and managing the local experiences of subsidiaries without increasing organizational inertia is important for enhancing competency in foreign subsidiaries.

  • The purpose of this study is to present the implications of the rural living area setting and rural spatial structure analysis of the rural spatial strategy plan through case analysis. Following the decentralization of autonomy and the promotion of the transfer of state affairs to local areas, some of the general agricultural and fishing village development projects of the Ministry of Agriculture, Food and Rural Affairs were transferred to local areas. In addition, in 2020, the Ministry of Agriculture, Food and Rural Affairs introduced a rural agreement system for 113 cities and counties. However, since the understanding of the field is still low, this study attempted to present implications through a case analysis of the structure of rural space and the establishment of rural living areas in three local governments in Chungcheong. As a result of the study, in the stage of establishing the living zone, it is necessary to comprehensively review the contents reviewed in the analysis of the current status and conditions. However, the two local governments had insufficient interpretation of the axis by function and the establishment of the base area, or were using the upper plan as it was. Second, the source of the data used in the survey on the distribution status of living SOC facilities is unclear. Since the distribution status of living SOC facilities overlaps with accessibility analysis, OD data analysis, and resident survey results and is used as the basis for setting living areas, the data source should be clearly marked, and verification should be possible. Third, amenity (facility) resources were classified and analyzed according to the conditions and characteristics of local governments. The local government that applied the guidelines as they were was A local government, and the remaining local governments conducted surveys and analysis according to the current status. Forth, since the establishment of the rural living area is the minimum unit supported by government policies through future rural agreements, it is necessary to distinguish them based on quantitative standards in the process of establishing them. Only one case area presented clear grounds and standards, and the rest of the case areas presented standards but are based on non-quantitative standards. In order for rural agreements to be sustainable in the future and benefit local residents, it is necessary to use or establish a government-level institution that can collect and produce objective data. In addition, it is necessary to find ways to specify and standardize the standards for setting the living area and specify them in the guidelines.

  • The objectives of this study were 1) to investigate the important items affecting the farmers' education system, 2) to estimate their influences on the farmers' education and 3) to present the development directions of farmers education under the changing circumstances of localization. The major or results and implications were as follows. 1. The important items of farmers education were authority in organizing the agricultural extension agency, personnel management, finance, and inspection and audit. 2. The development directions of farmers education were such views as differenti-ation of educational functions of various levels extension organizations, extensionists' competence, developing programs corresponding with farmers needs, participation of farmers, and expanding the educational opportunity for urban-ites and the old generation, etc.

  • To maintain the traditional notion of global serializability in multidatabase systems has been recognized as one of difficult problems due to the autonomy of participating local database systems. In this paper, we propose a global concurrency control algorithm based on the relaxed concurrency control criterion in distributed MDBs, which can be applied to applications in which the database integration has no effect on the integrity constraints. In the proposed algorithm, the process to determine whether a global transaction can be executed or not consists of intra-validation phase and inter-validation phase.

Teaching Engineering Ethics across National Borders

  • Recently there has arisen an increasing world-wide emphasis on teaching ethics within the engineering curriculum. Much of the teaching has relied on the use of an American model emphasizing autonomy and professional identification. This paper argues that this model is inadequate when engineering is seen in a global perspective, because different cultural values are dominant throughout the world, some of which stand in sharp contrast to traditional Western values based on the primacy of the individual. A new global engineering ethics thus needs to be constructed which takes into account a variety of different cultural values and local circumstances, but which is able to serve as a uniting ethical foundation for engineers throughout the world. The paper suggests that the development of a global code of engineering ethics would be a fruitful way to pursue such a strategy.

And with this basis, it presented the efficient information service plan which reflected and adopted recent information technology, of related fields in parallel.
