This paper presents a decentralized quadratic regulation architecture with feedforward neural networks for the control problem of complex systems. In this method, the decentralized technique was used to treat several simple subsystems instead of a full complex system in order to reduce training time of neural networks, and the neural networks' nonlinear mapping ability is exploited to handle the nonlinear interaction variables between subsystems. The decentralized regulating architecture is composed of local neuro-controllers, local neuro-identifiers and an overall interaction neuro-identifier. With the interaction neuro-identifier that catches interaction characteristics, a local neuro-identifier is trained to simulate a subsystem dynamics. A local neuro-controller is trained to learn how to control the subsystem by using generalized Backprogation Through Time(BTT) algorithm. The proposed neural network based decentralized regulating scheme is applied in the power System Stabilization(PSS) control problem for an imterconnected power system, and compared with that by a conventional centralized LQ regulator for the power system.

The purpose of this study is to examine measures to improve government's supply oriented housing policy in population declining cities. For this purpose, system dynamics simulation method was used to build urban-housing model and different sets of housing policies were tested to see their impact on local housing problems. Simulation result shows that there is no best set of housing policies that can solve all housing problems in population declining cities. It also indicates that housing policy that solve one type of problems can worsen other type of problems. Housing policy that increases population size has negative effect of housing oversupply. It also increases proportion of old houses in population declining cities. However, housing policy that makes city younger with newer houses tends to increase housing shortage and housing price. So, policy choice needs to be made with clear understanding of trade off between different policies. The result also shows it is difficult to expect a full scale effect of housing policy on local housing problems unless it is executed with regional economic development policy because local housing problems are so closely related with local economic problem in population declining local cities.

The purpose of this study is to evaluate the performance of Housing Service Centers in terms of a new attempt made by NGOs and to then determine the implication of collaboration with lower level local governments in a housing welfare delivery system. The evaluation of the performance of the Housing Service Centers focused on three aspects: the performance outcomes for three years, comparative advantages to lower level local governments, and the vulnerability as an NGO. As a result of evaluating the outcome of Housing Service Centers and comparative advantages of Housing Service Centers to the local government, it is expected that a more effective housing welfare delivery system is able to be constructed when Housing Service Centers and lower level local governments collaborate. However, fiscal vulnerability of Housing Service Centers as NGO's will restrict the sustainability of the collaboration of both organizations. Therefore, as a conclusion, this study proposed that the governments should make use of Housing Service Centers as a public policy agency and projects should be based on a contract.

A problem of task rescheduling using a coordinator in a structural decentralized control of supervisory control theory is formulated. we consider that the overall system is divided into a number of local systems. Using an example of a chemical batch reaction process, it has shown that after local supervisors have been established for a given task, a coordinator can be used to solve some rescheduling problems among local plants for new or modified tasks. The coordination system models the interactions of local plants, and is consisting of only the shared events of local plants, so simpler to synthesize. A coordinator is designed based on the specifications given for the coordination system. Under the 'structural' conditions developed in this paper, the combined concurrent actions of the coordinator with the existing local supervisors will achieve the rescheduling requirements. Again since the conditions are structural (not specification-dependent), once the coordination architecture has been established, it can be used for a number of different tasks without further verifications.

The effects of large rotations and p-delta on the dynamic response of a structure subjected to seismic loading and local uplift of its foundation were analyzed in this work. The structure was modeled by an equivalent flexible mat mounted on a rigid foundation that is supported either by a Winkler soil type or a rigid soil. The equations of motion of the system were derived by taking into account the equilibrium of the coupled foundation-mat system where the structure was idealized as a single-degree-of-freedom. The obtained nonlinear coupled system of ordinary differential equations was integrated by using an adequate numerical scheme. A parametric study was performed then in order to evaluate the maximum response of the system as function of the intensity of the earthquake, the slenderness of the structure, the ratio of the mass of the foundation to the mass of the structure. Three cases were considered: (i) local uplift of foundation under large rotation with the p-delta effect, (ii) local uplift of foundation under large rotation without including the p-delta effect, (iii) local uplift of foundation under small rotation. It was found that, in the considered ranges of parameters and for moderate earthquakes, assuming small rotation of foundation under seismic loading can yield more adverse structural response, while the p-delta effect has almost no effect.

In order to achieve performance assessment and optimal control of a double-skin system, an accurate simulation model is required. In the previous study, a lumped simulation model of such system was developed. As a follow-up of the previous research, the first objective of this paper is to investigate how the mathematical model should be calibrated according to system configuration(cavity width, depth, height, airflow pattern, local environment, etc.). And the second objective of this study is to discuss the effect of local weather information. In conclusion, this paper describes that the model should be recalibrated according to configuration. And it is necessary to have local weather information for accurate prediction and optimal control of the system.

In March 2020, the National Assembly revised the Framework Act on Cooperatives, allowing a federation of heterogeneous cooperatives, and in October 2020, the Daegu Gyeongbuk Federation of Local Food Cooperatives was launched as the first federation of heterogeneous cooperatives in the country. The local food movement, which has been promoted upward in the local community as an alternative to the existing global food system, seems to be being activated by the government's food plan policy, but critics say that the government's policy goals are not fully achieved due to the top-down policy promotion and lack of communication. In response, this study first examines the role and significance of the local food federation of heterogeneous cooperatives in solving the problems raised in the process of establishing a food plan. In addition, the current status of the federation was investigated for the successful settlement and development of the Daegu Gyeongbuk Federation of Local Food Cooperatives. A survey of affiliated cooperatives, focus group interviews with managers and experts and related literature surveys were conducted. Based on this, the direction of activities was presented, such as the role of an intermediary in Daegu and Gyeongbuk and the role of an intermediary in the public and private sectors etc. In addition, six joint project tasks were specifically presented, including an integrated information sharing system & a logistics network, a planned production system & a joint processing center, an online sales system & a co-marketing promotion, a joint education system, a management of direct stores & restaurants, a sustainable public-private cooperation system etc.

This paper presents a decentralized control scheme for interconnected systems with unmodeled nonlinearities and interactions using a neural coordinator. The interactions due to the interconnection and the unmodeled nonlinearity associated with each subsystem are represented by the deviations from linearized states of decomposed subsystems. the decentralized controller is composed of local controllers and a neural coordinator. The local controller for each subsystem is derived from linearized local system parameters y linear optimal control theory. the neural cooridnator generates a corrective control signal to cancel the effect of deviation sthrough the backpropagation learning with the rrors obtained form the difference of the local system outputs and reference model outputs. the reference model consists of the part of local system without deviations. The effectiveness of the proposed control scheme is demonstrated by simulation studies.

In this paper, a profile management system consisting of global and local range finders is presented for the automat ion of material pile handling. A global range finder detects range data of the front part of the piles of material and a profile map is obtained from a 3D profile detection algorithm. A local range finder attached on the side of the arm of the reclaimer detects range data with the handling function dynamically, and a local profile patch is acquired from the range data A yard profile map manager constructs a map by using the 3D profile of the global range finder and revises the map by replacing it with the local profile patch obtained Iron the local range finder. The developed vision system was applied to a simulator and the results of test show that it is appropriate to use for automating the material handling.

It is difficult to settle the well-designed local terminology for imaging report in the hospital information system (HIS). One of the major reasons is the local terminology with poor contents have been used in the hospital. Thus, we mapped the locally used terms in nuclear medicine imaging report to the SNOMED-CT, which had been widely used in the electronic medical record system, for implementation of hospital information system. Preliminary construction of terminology dictionary was done by mapping of local terms to SNOMED-CT and LexCare Suite. Further study may be warranted.
