  • In 1995, the Republic of Korea started to establish Techno Park (TP) in order to develop the regional industry while promoting the balanced development of the land. By 2008, 18TPs were established nationwide and have become cradles for developing local industries. And recently evolved forms of TP such as Daedeok Techno Valley and Pangyo Techno Valley emerged. In addition, 19 Centers for Creative Economy and Innovation (CCEI) were established nationwide and Tech-Incubator Program for start-ups (TIPS) was introduced to support and mentor start-ups. TPs in Korea become bureaucratic in course of time, and the new trial of innovation of TP is needed. In Korea, professional TIPS-accelerators mentoring and investing start-ups have a history of only five years. But they support and mentor start-ups efficiently, and have obtained good results. In this paper, we propose that TP attract TIPS-accelerators actively and collaborate with each other to support and mentor start-ups and SMEs effectively.

For the interview, the three startups currently being occupied in the center and the two companies already left the center were participated. The main strengths of the center from all of these five companies were easy accessibility to the equipment and space and at the same time trustworthy from the outside vendors and/or government, etc. USA is a leading country who has long history for the startups but mostly the private companies/organizations/individuals have supported the startups in terms of funding or consulting. Also, there are countless local governments nationwide who provide funding, education, and/or space for the small businesses. Mainly based on the interview and the benchmarking, the mid- and long-term development plan for the business incubator center was made. All six themes such as consortium for investment or a local network plan were derived for the development plan which was described in this study.

  • In order to support start-ups effectively with limited resources, it is necessary to provide support tailored to start-up companies. Businesses that are operating in local incubation centers may have different demands for the support depending on the region characteristics. This study was worked on companies that have entered into the incubation center 'Youth Cube', which is operated by Ansan City. We investigated the perception of importance in the field of support to identify support policy priorities, and the satisfaction level of each field of support currently supported. Then We conducted an IPA analysis to derive the direction of support. The Ansan area has regional characteristics that it is located in the metropolitan area with well-equipped start-up infrastructure and many innovative institutions, As a result of the importance survey, technology commercialization was recognized as the most important, and education/mentoring was recognized as the least important. Satisfaction with the space and facilities that can be used free of charge was the highest, and the satisfaction was the lowest for entrepreneurship education/mentoring, as was the degree of importance. In addition, according to each quadrant, we derived support that should be maintained, support that should be intensively improved, support that should be given a low policy priority, and support directions that should be kept in mind to avoid excessive support.
