최근 국내 방송영상산업의 성장과 드라마 및 영화의 국내외에서의 성공에 힘입어 제작규모가 크게 증가하고 있는 추세이다. 이에 따른 지방자치단체들의 촬영지 유치노력이 가속화되고 있으나, 영화나 드라마 세트로서의 역할을 넘어서서, 하나의 지역 특화산업으로서의 지속적 성과는 아직 드물게 나타나고 있다. 본 연구에서는 촬영지 지역특화의 국내 사례들을 살펴보고, 외국 사례들과 비교하여 그 성공요인을 찾아 체계적으로 분석하려고 하였다. 이와 더불어 효율적 유치를 위한 철저한 사전 준비작업, 투자대비 성과를 높이는 방안, 장기적인 지역산업 활성화의 방안으로 더욱 발전할 수 있는 방향을 제시하고자 한다.

This study was to propose a basic model of specialization in home economics for vocational high school development in JellaNamdo. The results were summarized as follows. First. based on the changes in economic environment into service industry and national educational policy and local vocational educational Policy, it may be good time to socially discuss special vocational high school in home economics in JellaNamdo in the light of meeting local students' demand. Secondly, considering local students' preference and the conditions of local economy and industry. Thirdly, the system for specialization in home economics of vacational high school may be suggested. The basic model was organized plans of system reformation by stages, a substantial plans, and academic or employment course development. System reformation plans was that the high school-concentrated district should be first selected by area and department and one high school should be selected as special high school in home economics. Then specific method should proceed school name, the measure to recruit students, specific method for reorganizing department. and curriculum. Finally, the annual plan to establish new department and to recruit students should be Prepared. Substantial plans were to actually forward such methods to reorganize system and to enhance the qualify of vocational high school education. the method for making substantial should be studied further It may include: the methods to ensure special teachers, training room, and facilities. the prospect and direction of career development, employment, or initiation, special research, and the application to educational environment. Employment courses were developed SOHO establishment in small capital and special store management. And academic courses was to enter a collage or university in conjunction with major departments.

The Ministry of Maritime Affairs and Fisheries has been promoting the 'Fishing Village Specialization Capacity Enhancement Project' to pursue sustainable development of villages such as income generation by using local tangible and intangible resources led by local residents at the village level since 2013. For the fishing village-Specialization capacity enhancement project, six training sessions (mainly in the village unit) are selected by the public offering method, and the project (income generating business, village development project, etc.) is developed for the selected village residents. It has a process of establishing a village project plan (a preliminary plan for village development or a sixth preliminary industrialization plan) based on the training of experts 5 times, practice or excursion 1 time). In this study, four villages in Gangwon-do fishing villages (two coastal villages and two inland water villages) were surveyed on the perception and satisfaction of fishing village development projects before and after training. The survey analysis was conducted by dividing the analysis of resident capacity and satisfaction into personal, interpersonal, and social dimensions. The survey was conducted by distributing a survey before and after training, and a 1:1 survey was conducted according to the residents' cognitive status. Based on the survey, factor analysis, reliability analysis, and analysis using the corresponding sample t-test showed an increase of 0.02 for Yangyang Mulchi fishing village, 0.11 for Samcheok Jangho fishing village, and 0.36 for Hongcheon River fishing industry, but Yanggu Jinmok fishing industry was -0.29, unlike other regions. As a result of this analysis, it has been empirically proven that provision of training projects through resident participation is a very important factor for the success of the fishing village project. Therefore, rather than fostering local leaders, training and community activities to strengthen personal capacities of residents participating in the project, it is necessary to operate the software business with a focus.

By highlighting the efficiencies gained from regional specialization, the cluster concept has distracted economic development officials from their traditional role of diversifying regional and local economies. Clustering was a viable strategy for much of the 18 years following its original appearance in the literature. Now, two events cast doubt on the continued viability of cluster-based specialization. First, the digital convergence has blurred the boundaries that once separated one industry from another. An industry cluster strategy becomes difficult when the industry cannot be defined. Second, many cluster initiatives fail. Combining literature search with the system-theoretic notions of efficiency and redundancy, we find many factors moderate cluster success. This implies regions facing uncertain success in their cluster-building efforts should thoroughly understand their unique circumstances and build upon them. Regions with successful clusters are advised to aim for multiple related clusters or superclusters.

연구에서는 문체부 정책과 특화지향 사회적 분위기의 영향으로 증가하고 있는 특화도서관의 사례를 조사 분석하고 향후 특화도서관의 발전방향을 모색해 보고자 하였다. 이를 위해 특화 서비스를 제공하고 있는 도서관의 지역 분포, 장서, 시설, 전문 인력, 프로그램, 서비스 등에 대해서 조사 분석하였다. 총 55개의 도서관에 대해서 분석하였으며 이를 기반으로한 시사점 및 정책방향 제안내용은 다음과 같다. 첫째, 도서관이 특화주제를 선정할 때는 지역자원, 지역정체성, 지역브랜드, 지역주민의 수요 등을 고려해야 할 것으로 보인다. 둘째, 특화장서는 특화주제와 관련이 있어야 하며 특화장서의 비중은 1만권이 넘도록 하되 전체장서에서 특화장서가 차지하는 비중도 고려해야 할 것으로 보인다. 셋째, 공간구성도 특화 주제를 고려해야 하며, 특화분야에 따라 요구되는 공간이나 유형은 다르다는 것도 고려해야 할 것이다. 넷째, 특화도서관에서는 특화분야의 전문인력을 배치하야 하며, 특화인력을 양성하기 위해서는 대학과 사서교육원의 역할이 매우 중요할 것으로 보인다. 다섯째, 특화도서관에서 운영되는 프로그램의 유형에는 관람형, 행사형, 강좌형, 참여형, 콘테스트형이 있었는데, 특화주제에 따라 적절한 유형을 선택해서 운영해야 할 것으로 보인다.

Localization process of agricultural extension personnel in Korea were in progress with insufficient debates for effective personnel management. Although the members of the Korean Agricultural Extension Society were strongly opposed to the plan to decentralize agricultural extension personnel from central to local government status, the administrative action took place to localize as of January 1997. The Korean Agricultural Extension Society filed the petition against to the plan pinpointing lowered morale of extension personnel, the financial burden of local governments, jeopardizing stability, undermining efficiency, and people`s attitude towards central and local government. The dangers of decentralization of agricultural extension services may cause serious problems in varied areas. More extensive debates would be needed in deciding the future directions of agricultural extension services analyzing the basic characteristics of agricultural extension, linkages of research and extension, financial burden of local government, specialization of extension personnel, and unnecessary duplication of investment among local governments.

동남권 경제구역은 중소·중견 제조업 중심이었으나 산업변화와 코로나19로 지역경제 침체의 원인이 되었다. 본 연구는 동남권 지역경제 활성화를 위해 항공특화산업과 연관 기업들의 애로사항 제시 및 지역 경제 활성화 방안을 제시 하였다. 첫째, 항공특화부품 기업들은 수동적인 산업의 구조적 문제를 개선하기 위해 다양한 지원이 필요하다. 둘째, 동 산업 분야는 국제적 표준에 부합하는 제품과 기술을 개발하고 체계적 프로젝트 수행을 위해 전문 인력을 양성하여 안정적인 인력 수급을 지원하도록 국제적 인증 교육을 수행하는 체계적 교육시스템이 필요하다. 셋째, 동 산업분야는 고도의 표준화 기준을 충족시킬 수 있는 기술 및 제품 개발을 위해 정부의 재정적, 행정적 지원이 필요하다. 이외에도 중소·중견기업들의 거래처 발굴과 확대, 원가절감을 위한 투자지원 등 기업이 안고 있는 한계와 애로사항을 체계적으로 개선하기 위한 지원이 필요하다.

Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.

The proportions of both the fishery industry and the gross regional domestic product in the national economy are gradually decreasing. If high value-added processed fishery products suitable for regional characteristics are developed, these proportions can be improved. In pursuit of this, it is first necessary to discover processed fishery products specialized in each region and then establish a development framework for them. In this study, location coefficient was used to find processed fishery products specialized in each region. Then, dynamic shift-share analysis was used to establish a development framework which consisted of four development types of processed fishery products. Based on the magnitudes of the industrial mix effect and the regional shift effect, the supporting strategy directions were proposed for four development types of processed fishery products. The supporting strategy directions were all focused on revitalizing the local economy.

우리나라는 공 사유림에 대해서 광역시 도가 지역산림계획을 수립하여 산림을 경영하도록 하고 있으며 지역산림 계획은 국가 단위의 산림기본계획과 임분 단위로 수립되는 산림경영계획을 연결하는 고리로서 매우 중요하다. 따라서 지역산림계획을 보다 효율적으로 작성하는데 필요한 지역단위 산림자원에 대한 분석이 요구된다. 본 연구에서는 광역시 도 단위로 어느 수종이 집중되어 있는지 제시하여 지역산림계획의 효율적 수립에 기여하고자 하였다. 집중도 분석을 위한 방법으로는 특화계수와 상대집중계수를 사용하였으며 이를 면적과 재적 자료를 통하여 각각 산정하였다. 그 결과 각 시 도별로 집중되어져 있는 임업통계연보에서 제시된 주요 수종들을 순위 별로 제시하였다. 연구의 결과는 지역산림계획 수립 시 해당 지역에 집중된 수종을 고려하여 목표수종 혹은 경영방향을 수립하는데 기여할 수 있을 것이다. 면적과 재적 기준의 결과 차이에 대한 추가적인 연구를 통해 차후 지역의 수종별 생산성 요소도 반영할 수 있으리라 사료된다.
