In this paper an accurate and stable gridless method that can be applied to multi-dimensional convection problems is developed on a flow directional local grid. A two dimensional pure convection problem is calculated and more accurate and stable solution is obtained compared with other schemes in grid method. The tested numerical schemes include 1st-order upwind scheme, 2nd-order Leith scheme, 3rd-order MUSCL, and QUICK scheme. It is seen that more accurate results are expected when the schemes combined with a MMT control limiter.

In this paper, the algorithm that recognizes the gesture by configuring the feature information obtained through Improved Higher Order Local Correlation Features as low dimensional gesture symbol was described. Since the proposed method doesn't require a lot of computations compared to the existing geometric feature based method or appearance based methods and it can maintain high recognition rate by using the minimum information, it is very well suited for real-time system establishment.

In this paper, we present a local convergence analysis of a three point method with convergence order $1.839{\ldots}$ for approximating a locally unique solution of a nonlinear operator equation in setting of Banach spaces. Using weaker hypotheses than in earlier studies, we obtain: larger radius of convergence and more precise error estimates on the distances involved. Finally, numerical examples are used to show the advantages of the main results over earlier results.

Nowadays, local governments have been developing an image to represent their regions' identity. These characters contain unlimited capabilities of utilization and advertising effect that adds to their high value. However, we must consider how effectively the image helps in representing its region because some characters have been produced upon timely basis without consistent long-term planning. This study is to investigate the image and motif of the local government characters from the consumer's perspective. The results are as follows: 1)The images employed by the local governments are not highly preferred and most regions select motifs from their local agricultural products and native plants. 2)The variables that affect the character of the local governments are such as beauty, identity, etc. In conclusion, in order to maximize the local government image, one must improve the design concepts, encourage advertisement of regional festivities and travel commercialization, and advocate the identity and beauty of the local area to the residents and other regional people.

This paper is focused on the desirable improvement schemes of the local network of information and telecommunication network. In this study, we examined whether polices of information and telecommunication of government have been carried out a desirable programme to meet the public interest, found out several problems in the these policies. Such problems as follows : (1) a system of local information & telecommunication is developing by a Model of Top-Down. In the present management system, an interest of the public of local society about the local telecommunication network is a much lower level, (2) there is no general controlling roll of the local information & telecommunication, (3) there is no service controlling system of local telecommuni-cation, and (4) there is no organic coordinating system of inter-departments in the central government level. In order to resolve these problems, this study suggests a few desirable sxhemes for the local telecommunication : (1) an establishment of middle-long range planning for the integrated future network of info-telecommunication, (2) an organizing of telecommunication network being suitable for the local characteristics toward B-ISDN.

Recently, the number of applicants for the engineering college is gradually decreased all over the nation. Additionally, the concerns of fall of freshman scholastic ability are raised due to the incomplete high school education. Moreover, the inferior circumstance and supports drive local universities into a corner. Therefore, the local universities endeavor in order to improve the quality of basic engineering education, and study the countermeasure against the crisis. In this paper, we derive several ideas in order to enhance the basic engineering education qualities. And the enhancement plans for the basic engineering education are proposed. Results in this paper will be helpful for engineering college to enhance the basic engineering education as reference materials.

Today, The biggest problem in the structure of high cost and low efficient economic situation in Korea is found due to problem of cost circulation field, so the government officials and enterprises trying to solve it. In fact, The high cost, low efficient structure is not good to poor circulation of goods among businesses, especially in Dae-gus local industries. also, we face there is a shortage of indirect social capital which caused by a lack of connectoin among businesses in the circulation field. Recently, in order to solve the problem of circulation, it is above all necessary that government and local authorities pay attention to it and effort of positive and drastical investment. As the economy of Dae-gu would be activiate and local firms competion should be strengthen, it is request that the policy for efficiency in the circulation of goods need to effort as follows; 1. The highest class of local firms try to convert of knowledge in order to reduce the cost of goods. 2. To efficient of firms goods, it is essential that standardize the goods and spread for automation, so in the long run, There will be thrust forward establishment of total goods information network.

This study based on the laboratory works, analyzes factors affecting local scour in order to understand various characteristics of the local scour surrounding bridge piers. Attached with scour protection device as a method for decreasing local scour, it carries out the laboratory experiments and calculates the scour depth. From the experiments attached with the scour protection devices, it seems possible to reduce the scour depth as the protecting plate, column and sacrificial piles are built in the same height with flume bed at pier or footing upstream interrupted falling-flow. And then it could reduce scour depth. The paper presents the following research results: First, the decreasing degree of scour depth is in order of protecting column, protecting plate, sacrificial piles and non-protecting facilities. However, it shows no meaningful difference between protecting column and protecting plate. Second, when $L_p/b$=0.5~1, the decreasing effect of scour depth reached the maximum of 40 percents.

Local assemblers of agricultural products perform important distribution functions such as providing sales outlets, labor forces, market information, and financing, forward contracting, farming, physical distribution, and etc. However, their business activities are not transparent and producers are not effectively protected from unfair practices done by local assemblers. In order to enhance transparency and to increase effectiveness of governmental policies, local assemblers, which are mostly private management, should be organized as corporations. In order to organize corporations, the government should emphasize the importance of education and should provide corporations with governmental funds for improvement of agricultural distribution. Corporations should be developed to marketing cooperatives in the long run, and are requested to form their federations. It is also necessary to have transparent forward contracting system by local assemblers. In order to have transparent system, producers and local assemblers are guided to use standard contract forms and to operate offices handling unfair trade practices by local assemblers. We also need a place to exchange forward contracts, which can be developed to a futures market in the long run. In summary, local assemblers of agricultural products, which are mostly private management, should be developed to corporations and be operated by a transparent manner in order to protect agricultural producers and increase efficiency of trading.

This study was conducted to examine the effects of local food value perception on purchasing and experience in consumers. ${\chi}^2$-test, ANOVA, and linear regression analysis were conducted. The findings are summarized as follows: The most common place for buying agricultural products was 'hypermarkets' (41.7%), and the most important factor for purchasing local food was 'local government's certification products' (23.7%). The most important value recognition item for local food was 'I think that local food is a high-quality agricultural products'. (3.74 points), followed by 'I think that local food have a value of respect for customers' (3.61 points) and 'I have a faith for the local food'. (3.61 points) in that order. The main tourism experience activity was 'food experience' (49.0%), and information source of local food experience tourism was 'mass media (TV, newspapers, etc.)' (37.3%). As age increased, experience of local food also increased. The most effectual value recognition item for purchasing local food was 'I think that local food have a value of respect for customers'. The most effectual value recognition item for increasing intake experience of local food was 'I think that the local food is high-quality agricultural products'.
