  • Responsible government can be achieved when social cleavages are institutionalized via political competition and social interests are represented by responsible parties. This paper aims to investigate the factors that determine welfare expenditures in Korean local governments by analyzing partisanship and political competition factors simultaneously in the same model. This paper also argues that the relationship between the political factors and welfare expenditures in local governments is not linearly increasing as the previous studies claim. This paper examines the welfare expenditures in Korean municipality-level local governments in 2007, 2011, and 2015. The primary findings are: 1) the partisanship of the head of local government and the party distribution of local assembly members have meaningful effect on the welfare expenditures and the divided governments do not show significantly different effect on welfare expenditures from unified governments, which is contrary to the extant studies, 2) the partisan effects of the head and the local assembly vary according to the levels of municipalities (Gu, Gun, and city), mainly due to the difference in types of revenues and expenditures and 3) the relationship between seats shares of progressive parties in local assembly and the welfare expenditure is not linearly increasing one. The effect of seats shares of progressive parties dramatically begins to increase when the seats shares are in 40%-60%. With these findings, this paper highlights the conservative nature of head of local governments with Hannara party (or Saenuri Party), the conservative leaning of independent candidates, and the conservative orientation of local assemblies in the regions dominated by Democratic Party (and its equivalents).

In addition, it investigated the present conditions of record management for the heads of local government through the interviews with secretary offices and information offices belonging to 16 cities and provinces and the claims for information disclosure and found out the following problems. They included incomplete record production, non-registration of produced records, abolition of records and taking them out of designated places with due notice, record preservation period regardless of the term of the heads of local government, varied preservation period for the records of the heads of local government by local self-government, short preservation period of primary records and non-management of home pages after the term of the heads of local government. To solve such problems, the study suggested the regulation arrangement for record management and a record management system. As for the record management system, the study suggested the establishment of production, registration and preservation system of records for the heads of local government and the utilization and services of their records. In order to produce and register the records, the unit assignments should be founded by department in charge of the duties related to the records of the heads of local government on record management criteria, thus letting the staff surely produce and register the records. In terms of utilization and services of the records, the study suggested the use of websites and drawing up the record list, through which each record viewer would be able to figure out which records have been managed through the list services and which services could be given to the residents, thus letting the residents and the heads of local government who finished their term of duties use the records.

  • Unlike previous studies, this study looked at the effect of the ideological tendencies of local government heads on the social welfare budget as a longitudinal study. This study was made possible by the election of the head of a progressive group in Gumi-si, a stronghold of conservatives, after the implementation of the local self-government system. Therefore, in this study, the change process of the political ideological orientation of Gumi-si's heads and the social welfare budget by year were listed and time-series analysis was conducted using actual cases of Gumi-si, Gyeongbuk for more than 12 years. As a result of the analysis, first, as in the cross-sectional analysis, in the longitudinal study, the change in the rate of increase in the social welfare budget according to the political ideological tendencies of the head of the local government showed a meaningful difference. Second, as in the previous cross-sectional analysis, the social welfare budget increased in the year before the election. Third, the same change in the growth rate as in the second did not appear at the end of the third elected term. All studies on the relationship between the political ideological tendencies of local government heads (including local councils) and the social welfare budget have been cross-sectional. However, this study has great implications in terms of the results of the first longitudinal cross-sectional analysis.

  • Until now, Korea carried out disaster management under the perception that the central government or the local government bodies are totally responsible. However as the size of disasters become larger, the capacity of the public disaster management did not live up to the expectations. To analyze this issue, this research conducted interviews on disaster response readiness by "individual resident-residents cooperation-public/private collaboration" according to each preparedness-response-recovery stage, as resident representatives (Head of Ri, Head of Tong) as subjects. Based on the interviews, surveys were conducted to deduct the necessary factors needed for the general residents to exhibit disaster prevention capabilities. The surveys consist of 6 factors-risk perception, evacuation inductively, individual evacuation response, disaster prevention system, lookout & precaution, information communication.

  • This study compares and analyzes the supporting system used in Korea and Japan to facilitate the development of maeul-mandeulgi supporting systems. And the results of comparison and analysis are as follows: First, it needs to establish the separate legal system in the city planning system and to enact the local more local autonomous ordinances to complementarily connect with the administrative system. Second, an exclusive department should be organized under direct control of the local government head. Third, the maeul-mandeulgi support center should hire the full-time employees including the experts and civil officials who are not relevant with administrative works, and the local administrative organization should lead the operation of this center while strengthening the functionality of the center to be suitable with the local situations. Fourth, it is necessary to diversify the way to proceed with the maeul-mandeulgi project, and to look for a source of financial resource instead of depending on the budget of the administrative organizations.

  • In this study, in order to evaluate the 4th local government heads and to grope for ways for development of the government, the researcher surveyed public officials in Daejeon, Chungnam and Chungbuk regions. The main contents of the survey were such as the leadership type and characteristics of the local government heads, their administrative characteristics, and evaluation of their pubic pledges. And for the surveyed questionnaires, the researcher did cross-tabulation and analysis of variance using the SPSS 12.0 statistics program. As the result of the analysis, on the basis of most indexes, the provincial governor of Chungcheongnam-do was found to have received more affirmative support than those of Chungcheongbuk-do and Daejeon Metropolitan City. Therefore, it seems that provincial governor of Chungbuk and mayor of Daejeon Metropolitan City need to benchmark the leadership of the provincial governor of Chungnam.
