As there occurs recently and frequently a flash flood due to the climate change, a sudden local flood of great volume and short duration caused by heavy or excessive rainfall in a short period of time over a small area, it is increasing that significant danger and loss of life and property in Korea as well as the whole world. Since a flash flood usually occurs as the result of intense rainfall over small steep slope regions and has rapid runoff and debris flow, a flood rises quite quickly with little or no advance warning to prevent flood damage. The aim of this study is to quantify the severity of flash food by estimation of a flash flood index(FFI) from probability rainfall data in a study basin. FFI-D-F(FFI-Duration-Frequency) curves that present the relative severity of flash flood are developed for a study basin to provide regional basic information for the local flood forecasting and warning system particularly in ungauged catchments. It is also expected that FFI-D-F curves can be utilized for evaluation on flash flood mitigation ability and residual flood risk of both existing and planned flood control facilities.

As local flash flood exceeding planned capacity occurs frequently, localized preparedness and response to flood inundation are increasingly important. Using XP-SWMM model and GIS techniques, this study analyzes inundation areas by local flash flood and develops rainfall standards for evacuation with the case of Sadang-Cheon area, a local stream and its nearby highly populated watershed in the southern part of metropolitan Seoul, Flood inundation areas overflowed from drainage systems are analyzed and mapped by amount of rainfall that is derived from reference levels of stream flow. Rainfall standards for evacuation are comprised of 'watch' (40mm/hr) in preparing for near-future inundation and 'evacuation' (65mm/hr) in responding to realized inundation. The methods suggested by this case study may be applied to other urban areas for sound flood prevention policy measures and thus risk minimization.
It is not easy to provide sufficient lead time for flood forecast in urban and small mountain basins using on-ground rain gauges, because the time concentration in those basins is too short. In urban and small mountain basins with a short lag-time between precipitation and following flood events, it is more important to secure forecast lead times by predicting rainfall amounts. The Han River Flood Control Office (HRFCO) in South Korea produces short-term rainfall forecasts using the Mcgill Algorithm for Precipitation-nowcast by Lagrangian Extrapolation (MAPLE) algorithm that converts radar reflectance of rainfall events. The Flash Flood Research Center (FFRC) in the Korea Institute of Civil Engineering and Building Technology (KICT) installed a flash flood forecasting system using the short-term rainfall forecast data produced by the HRFCO and has provided flash flood information in a local lvel with 1-hour lead time since 2019. In this study, we addressed the flash flood forecasting system based on the radar rainfall and the assessed the accuracy of the forecasting system for the recorded flood events occurred in 2019. A total of 31 flood disaster cases were used to evaluate the accuracy and the forecast accuracy was 90.3% based on the probability of detection.

Recently, local heavy rain for a short term is caused by unusual changing in the weather. This phenomenon has, several times, caused an extensive flash flood, casualties, and material damage. This study is aimed at calculating the characteristics of flash floods in streams. For this purpose, the analysis of topographical characteristics of water basin through applying GIS techniques will be conducted. The flash flood prediction model we used is made with GCIUH (geomorphoclimatic instantaneous unit hydrograph). The database is established by the use of GIS and by the extraction of streams and watersheds from DEM. The streams studied are included small, middle and large scale watersheds. For the first, for the establishment or criteria on the flash flood warning, peak discharge and trigger runoff must be decided. This study analyzed the degree or aptitude of topographical factors to the trigger runoff calculated by GCUH model.

In recent years, hazardous flash flooding has caused deaths and damage to infrastructure in Saudi Arabia. In this paper, our aim is to assess patterns and trends in climate means and extremes affecting flash flood hazards and water resources in Saudi Arabia for the purpose to improve risk assessment for forecast capacity. We would like to examine temperature, precipitation climatology and trend magnitudes at surface stations in Saudi Arabia. Based on the assessment climate patterns maps and trends are accurately used to identify synoptic situations and tele-connections associated with flash flood risk. We also study local and regional changes in hydro-meteorological extremes over recent decades through new applications of statistical methods to weather station data and remote sensing based precipitation products; and develop remote sensing based high-resolution precipitation products that can aid to develop flash flood guidance system for the flood-prone areas. A dataset of extreme events has been developed using the multi-decadal station data, the statistical analysis has been performed to identify tele-connection indices, pressure and sea surface temperature patterns most predictive to heavy rainfall. It has been combined with time trends in extreme value occurrence to improve the potential for predicting and rapidly detecting storms. A methodology and algorithms has been developed for providing a well-calibrated precipitation product that can be used in the early warning systems for elevated risk of floods.

In this study, safety analysis of river in flash flood due to local extraordinary rainfall was conducted for the Hong-Je river, which was selected as a representative sample basin because it is one of the most urbanized rivers in Seoul. The rainfall data of precipitation 310.1 mm and probable maximum precipitation (PMP) 740.0 mm in July $14{\sim}15$, 2001 was used to perform safety analysis. Resulting of safety analysis of the flood control in Hong-Je river, case of the 50 year of design frequency, safety section, management section, and danger section were represented to be 85%, 15%, and 0% respectively. For the 200 year of design frequency, safety section decreased by 6% and management section and danger section increment by 4% and 2%, respectively, The variation of management section was not observed with respect to 200 year of frequency. Little variation of safety value for management section for 300 and 500 of frequency increased by 8% and 12% relative to 50 year of frequency, respectively. management section and danger section for 1000 year of frequency increased by 19% and 13% relative to 50 year of frequency.
The objectives of this research have been focussed on 1) developing prediction techniques for the flash flood and landslide based on rainfall prediction data in agricultural area and 2) developing an integrated forecasting system for the abrupt disasters using USN based real-time disaster sensing techniques. This study contains following steps to achieve the objective; 1) selecting rainfall prediction data, 2) constructing prediction techniques for flash flood and landslide, 3) developing USN and communication network protocol for detecting the abrupt disaster suitable for rural area, & 4) developing mobile application and SMS based early warning service system for local resident and tourist. Local prediction model (LDAPS, UM1.5km) supported by Korean meteorological administration was used for the rainfall prediction by considering spatial and temporal resolution. NRCS TR-20 and infinite slope stability analysis model were used to predict flash flood and landslide. There are limitations in terms of communication distance and cost using Zigbee and CDMA which have been used for existing disaster sensors. Rural suitable sensor-network module for water level and tilting gauge and gateway based on proprietary RF network were developed by consideration of low-cost, low-power, and long-distance for communication suitable for rural condition. SMS & mobile application forecasting & alarming system for local resident and tourist was set up for minimizing damage on the critical regions for abrupt disaster. The developed H/W & S/W for integrated abrupt disaster forecasting & alarming system was verified by field application.

본 연구에서는 부산시 44개 지방하천을 대상으로 하여 홍수량 산정지점을 기준으로 175개의 소단위지구의 한계유출량을 산정하기 위하여 지형상관인자를 소단위지구별로 조사하였다. 한편, 한계유효강우는 한계홍수량에 해당하는 돌발홍수능(FFG, Flash Flood Guidance)을 산정하기 위한 전단계로 김홍태(2009) 등이 지형수문단위도 개발에서 제시한 KGCUH 공식을 이용하여 유역규모 $50km^2$을 기준으로 구분하여 적용하였다. 빈도별 지속시간별 한계유효강우를 산정하였으며, SCS유효우량 산정법을 이용하여 부산시 44개 지방하천 175개의 소단위지구별 및 빈도별(2, 10, 30, 50, 80, 100년) 돌발홍수능을 산정하였다.
Recently, due to global warming, climate change has affected short time concentrated local rain and unexpected heavy rain which is increasingly causing life and property damage. Therefore, this paper studies the characteristic of localized heavy rain and flash flood in Nakdong basin study area by applying Data Mining method to predict flood and constructing water level predicting model. For the verification neural network from Data Mining method and hydraulic flood routing was used for flood from July 1989 to September 1999 in Nakdong point and Iseon point was used to compare flood level change between observed water level and SAM (Slope Area Method). In this research, the study area was divided into three cases in which each point's flood discharge, water level was considered to construct the model for hydraulic flood routing and neural network based on artificial intelligence which can be made from simple input data used for comparison analysis and comparison evaluation according to actual water level and from the model.

According to recent frequent local flash flood due to climate change, the very short-term rainfall forecast using remotely sensed rainfall like radar is necessary to establish. This research is to evaluate the feasibility of GIS-based distributed model coupled with radar rainfall, which can express temporal and spatial distribution, for multipurpose dam operation during flood season. $Vflo^{TM}$ model was used as physically based distributed hydrologic model. The study area was Yongdam dam basin ($930\;km^2$) and the 3 storm events of local convective rainfall in August 2005, and the typhoon.Ewiniar.and.Bilis.collected from Jindo radar was adopted for runoff simulation. Distributed rainfall consistent with hydrologic model grid resolution was generated by using K-RainVieux, pre-processor program for radar rainfall. The local bias correction for original radar rainfall shows reasonable results of which the percent error from the gauge observation is less than 2% and the bias value is $0.886{\sim}0.908$. The parameters for the $Vflo^{TM}$ were estimated from basic GIS data such as DEM, land cover and soil map. As a result of the 3 events of multiple peak hydrographs, the bias of total accumulated runoff and peak flow is less than 20%, which can provide a reasonable base for building operational real-time short-term rainfall-runoff forecast system.
