This article aims to overview the present condition of the film festival, as one of the cultural policies for regional development, and draw up a plan for them, focused on PIFF and JIFF. Pusan and Jeonju have their own movie infrastructure and each festivals has a distinction as to property and purpose. But, for the festivals to be successful continuously, more regionally suitable and unique events are needed. In case of PIFF, it is required that the promoter should highlight regional characteristics of Pusan, by dint of implementation of programs, centered on people's active participation in the festival; regarding JIFF, for Jeonju to be a mecca of media industry, long-term plans and policies are to be made. The plans for revitalization of International film festival, as local cultural festival, are as follows; good use of local place as movie location, development of relevant contents, formation of regional networking, and cultivation of local human resource.

It is essential to build a integrated database (DB) to grasp the present status and various analysis of the economic, social and cultural sectors of local governments and to provide various inquiries on the status data of the local governments according to the purpose of analysis. This study proposed a design method of the integrated DB which can support the inquiry and analysis of the data by the local government. The integrated DB should cover a wide range of heterogeneous data on the economic, social and cultural activities of local governments, and it is necessary to design a schema that can integrate the entire data considering differences between local governments and data elements. The data should be structured in accordance with the characteristics, and it should be possible to inquire related data comprehensively through the search through the keywords. In addition, data retrieval and downloading functions are indispensable for the researcher to easily retrieve data necessary for research purpose and to download and modify data for analysis.

The purpose of this study is to establish the basis of cash wages calculation of the extra cost for the local characteristics by analyzing the local differences of the extra costs of households with the disabled. It was analyzed by comparing the average population by combining the '2011 Survey on disability' and the '2011 municipal budget with disabilities' to analyze the local difference of the extra costs. The highest region of the extra costs was Incheon, and the highest region of the extra cost preservation was Seoul. The highest region of the disabled budget rate was Daejeon, and the highest region of the disabled per capita budget was Jeju. According to a independent two sample t-test, the disabled budget rate and per capita budget of the highest regions of the extra cost preservation were higher than the lowest regions of the extra cost preservation. With policy proposals first, the increase in cash wages of the extra cost for the local characteristics second, the increase the disabled budget and per capita budget of the local governments third, the plan for a decrease of the extra costs according to the extra cost items of local.

This study has interest in the cultural environment in the local areas. Despite continuous efforts to establish a new law for the culture and arts in the local areas, they failed because of its non-systematic approach to legal system of culture and arts areas. In order to establish a new law of culture and arts development in the local areas, it explores the existing efforts and foreign cases for the legislation, and analyses the legal system in culture and arts. As a conclusion, it suggests recommendations; Firstly, culture and arts should be separated regarding the legislation for cultural development in the local areas. Secondly, the articles which share same or similar meaning in the existing laws should be rectified. Finally, the roles of central government and local government should be identifies regarding public supports for culture and arts in the local areas.

This study conducted empirical research from the behavioral perspective with a survey to residents in order to grope for directions to develop a local council. The results gained from the research can be summed up as below: First, according to the result of evaluation on the essential roles (resident representative, checks, and legislation functions) of the council, the residents could not see any improvement in general. Regarding parliamentary activities and administrative changes, they also hardly felt any great changes. Second, according to the result of detailed evaluation on the council activities, the residents regard the collection of residents' opinions or the division exclusively in charge of collecting opinions to be very important. Third, in the developmental evaluation on the local council, they consider it is very crucial to induce outside specialists to secure expertise and establish the system to activate residents' participation. Above results imply that for the development of local councils, it is essential for the councils to play their roles responsibly as well as positively through communication and negotiation with the residents. It is thought that the research results will contribute to explaining the directions to develop local councils both practically and theoretically.

The following improvement plans are suggested in this study to facilitate implementing a pilot project for building a disaster resistant community organized by the National Emergency Management Agency in 2008, and ultimately to expand the project nation-wide. Regarding legislative aspects, legal grounds should be established such as devising a new clause in the Counter Measure for Natural Disaster for assigning a disaster resistant community or city, and devising a tentatively named "Act for Disaster Resistant Community Project" as a local governance regulation. Regarding administrative aspects, a project master plan focused on active participation of the local residents should be designed. Moreover, a certain amount of the project budget should be alloted not only to structural contents but also to non-structural contents. Regarding organizational aspects, an education program for training local disaster prevention leaders should be actively promoted and a local disaster prevention governance system should also be established among official and inofficial local organizations. Furthermore a preemptive consulting system with disaster prevention experts as well as an evaluation system to monitor the project implementation process should be introduced.

Local area festivals have grown on a scale for the past 20 years, but have suffered ups and downs. Through the trial and error of the festival operation, problems such as prediction of the number of visitors, planning of event scale, calculation and expansion of sales volume, and management of various participants in the duration were highlighted. To solve, this study designed and developed a mobile payment system and festival operation management system for local scale festivals as a platform operating system of web and app combined. The results of this study presents four basic functions. It includes ticketing management, attendance identification and entrance control, charge of festival currency and use of payments, real-time provision and management of related information, and performance reporting for each role. It was applied to local festivals in practice as to enable local shop owners to participate in advertisements or sponsorships and confirmed their contribution to local commercial market and the revitalization of festivals through this system.

The local water contents and water transfer characteristics in the PEMFC system were investigated by numerical simulations and experiments. The performance of a lab-scale PEMFC is measured for fully humidified gases conditions and non-humidified ones. In order to observe the local water contents and water transfer characteristics inside PEMFC, the numerical simulation using CFD module on STAR-CD(es-pemfc) were conducted. The results show that the water content was increased as increasing current density, whereas it was decreased in high current density region. Then there was close correlation between high water content and internal temperature inside of MEA, and high current density was observed when internal temperature was dramatically increased.

In this paper, we develop a mobile MAP open API using HTML5 local storage and the W3C geolocation API. The mobile MAP open API consists of the basic JavaScript MAP API, offline navigation API, and multimedia POI (mPOI) API. The basic JavaScript MAP API creates a map and controls, rotates, and overlays data on the map. The offline navigation API is developed using HTML5 local storage and web storage. The mobile web application downloads and stores mPOIs of works of art to local storage or web storage from a web server. The mPOI API is developed using HTML5 video and audio APIs. We develop a mobile art park guidance application using the developed mobile MAP open API.
