  • This study focused on the crisis of local private broadcasting and political solution. The local private broadcasting has launched in 1995. Until now, local private broadcasting is successful in stable management and ensuring profit but it is attributed to a role of transmission pipe of SBS. However, this kind of syndication system has been a major problem of local private broadcasting and local private broadcasting has become weak and weak from outside impact. Presently broadcasting market has been changed very fast. It enters into unlimited competition era of multimedia and multichannel. However, especially local private broadcasting has both of public and private characteristics. Thus, local private broadcasting should not be hung by the wall any more. In this study administrative outcome of local private broadcasting will be analyzed and some hot political issues will be analyzed also then the political solution might be looked up at the same time. Now local private broadcasting also should be changed to totally new broadcasting company pursuing creative local contents and new digital concept.

  • Based on local viewers' awareness of locality and consideration of desired local broadcasting service, this study explored the direction of service policy and specific service strategy of local broadcasting. The research method is a secondary analysis using three regional audience surveys and in-depth interview data conducted by KBS. For local audience, the concept of localism is being narrowed down to the city/county/district where they live. In order to reinforce the identity of local broadcasting and improve local broadcasting services, first, the function and role should be expanded to the local mega platform. Second, regional programs such as in-depth coverage and discussion of local issues should be strengthened. Third, in order to communicate with local audience, viewer analysis ability and communication education of local broadcasting members are required. Fourth, it is necessary to create an ecosystem in which local people participate as producers of local broadcasting.

  • This study looked into coping strategies of local terrestrial broadcasting companies in the media market, since the introduction of comprehensive programming channels was confirmed. Local terrestrial broadcasting companies vulnerable to market competitiveness are driven more out to the difficulty of survival in a limited advertising market with the advent of comprehensive programming channel. and Local terrestrial broadcasting receive discriminative application than comprehensive programming channel. They have reverse discrimination in must-carry, broadcasting area, programming regulation, advertisement regulation, broadcasting development fund. Hence, Local terrestrial broadcasting needs diverse countermeasures at difficult media circumstances. Above all, Competitive content reinforcement is desperately needed. That's why content distribution structure needs diversification. And, It is necessary for local terrestrial broadcasting companies to diversify the content distribution system. As a way to expand distribution structure of local broadcasting, the introduction of local programming regulations for total amount will be highlighted in the nationwide network program. The mandatory policy that programs produced by local terrestrial broadcasting companies will be broadcast regularly in prime time through a nationwide network is an example. In addition to developing high content independently, 2nd Multiple channels of distribution is needed. It has to be supplied to various platforms including local broadcasting, SO and etc. In addition, it is necessary to activate regional co-production program between local terrestrial broadcasting companies and regions. Time rate between central stations and local terrestrial broadcasting companies must be distributed practically. And also, local terrestrial broadcasting companies in addition to ad revenue model to themselves and their own businesses by expanding the sponsorship to strengthen the competitiveness will have to nurture self-sustaining. Moreover they must have enlarge economy of scale through widen of broadcasting area.

  • This study identifies the present status of multicultural broadcasting programs as multicultural phenomenon is spreading throughout Korean society and it discusses how a local broadcasting has to reflect locality and multicultural characteristic. A notion on the local of multimedia and multichannel time is expanding as a concept of emotional and psychological territory over geographical space. Therefore the locality should reflect attachment and interests of its members as well as disseminating multicultural reality. A locality for broadcasting should accept differences, reflect a cultural diversity, and satisfy its dynamics. The purpose of this study is to inquire whether a local broadcasting is performing its function as a local press and a place forpublic opinions by examining how they reflect reality of local, where an inflow of Immigrants and their cultures are altering the place as a multicultural society, and what Programs they propose. This study also presents media education for immigrants, revitalization of community, multicultural education about local citizens, and practical use of multicultural contents and small output radio as a source of supply for local broadcasting program in order to harmonize production of multlcultural media contents In local society.

Current Situation on the Construction of Program Production Systems in the Local Broadcasting : Centering around the Terrestrial Broadcasting Systems in Daejeon (지역 지상파방송의 프로그램 제작시스템 구축 현황 - 대전지역 지상파방송을 중심으로 -)

  • This study considers some changes in the program production by the local broadcasting stations through the analysis of their programs. Currently, one of the biggest changes in the local broadcasting systems is that they focus on the self-produced contents about the community and expand the joint-production. In the case of KBS Daejeon, they try to activate various joint-produced programs together with the local broadcasting stations in Yeongnam province. MBC Daejeon has also strengthened the joint-production systems since 2002 by classifying MBC's 19 subsidiary stations around the country into 5 groups in order to strengthen the competitiveness. As for TJB, they work in the cooperation with other commercial broadcasting stations in other cities, including Busan, Kwangju, Jeonju, Ulsan, Daegu by sharing the programs which they produced. In conclusion, the local broadcasting systems should depart from the function as a mediating center of the central broadcasting network and strengthen the ability of producing programs in order to be able to function as a source of producing programs. Thus, local broadcasting stations should expand the joint production of the programs about the communities and the ratio of the organization of the self-produced programs.

A Study on the Current Status and Improvement Methods for Records Management in Local Broadcasting Stations (지역방송국 기록관리 현황과 개선 방안)

  • This study aims to analyze the current status of records management in local broadcasting stations. To that end, it conducted interviews with personnels in charge of keeping records in KBS in J province, MBC in J province, and 2 local commercial broadcasting stations as well as KBS headquarter. The findings show that the local broadcasting stations keep digital files of born-digital broadcast records in a server in a relatively systematic way. However, they never digitalized their analog records and do not even know the exact volume of total records they own. In addition, they have significant difficulties in preserving and utilizing broadcast records because of outdated preservation facilities and information retrieval systems. Based on the findings, this study suggests ways to improve current broadcast record management such as preparation of record management guidelines, construction of an inventory for owned records, digitalization initiative, and provision of metadata education for PDs, etc.

  • Living Lab is one of open movements regarding social innovation, which mainly utilizes scientific technology to improve local residents' life value. Even though various attempts have been made, Living Lab projects that deal with actual life-related problems of local communities are not sufficiently being made. This study aims at organizing existing Living Lab studies and to draw political issues in perspective of solving regional problems and developing local communities. Above all, policies should be proceeded in a way that fully understands and reflects local problem since communication with local residents or end-users will be increased. It is required to support certain products or solution development that fits specific local situation based on their resource and demands. In addition, local small businesses or start-up companies should be given opportunities to conduct experiment and revise new technology, product or service on the spot. It would be a useful example to utilize ICT technology and contents such as local cable TV network, for Living Lab. Living Lab can establish itself as an effective reformation process only if it remains to function for the sake of solving issues of local community and residents. Practical undertones would be able to be obtained once this exploratory study turns into empirical case study.

Design and Development of Framework for Local Heavy Rainfall Forecasting Service using Wireless Data Broadcasting (무선 데이터 방송을 이용한 국지성 폭우 예보 서비스 프레임워크의 설계와 구현)

  • Korean climate becoming increasingly subtropical by climate warming makes local heavy rainfall frequently. To avoid damages from the local heavy rainfall, we need a forecasting service for a great number of clients. However, there is not the framework for the service based on wireless data broadcasting yet. In this paper, we design and implement a service framework for local heavy rainfall forecasting using wireless data broadcast. The developed service framework has scalability that can adopt various data scheduling and indexing schemes. We show the efficiency of the proposed framework to forecast local heavy rainfall through a simulation study.

A Study on Securing Competitiveness of Contents in Local Broadcasting (지역방송 콘텐츠의 제작경쟁력 확보방안 연구)

  • The study analyzed what programs local broadcasting stations should produce to secure competitiveness in contents. As a result, in order to make more local people watch news programs, providing accurate local and general news and information and a forum for discussion on major issues is required. Moreover, it was revealed that providing a forum for discussion on local issues and representing the voice of local people based on accuracy, fairness and reliability is important to improve satisfaction with news. For increasing general program ratings of local broadcasts, it is required to provide interesting programs and encourage local people to participate in the programs. Additionally, in order to raise satisfaction with general programs, it is necessary to offer interesting and high quality programs, deal with local issues and information and provide local residents with a platform for participation.
