  • This paper reveals the conceptual relation between High Level Radioactive Waste Repository Site(HLRWR) and Policy Acceptance of Local Residents thorough the Causal Loop Diagram. The Resident's policy acceptance depends on the perceived risk of that facility. To reduce the risks, government has to prepare the schemes of the total supporting program including cash and the local development programs.

  • In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

  • According to the "Offshore Wind Development Plan," large-scale project-oriented supply expansion is necessary to achieve 12 GW by 2030. But implementation may be delayed due to difficulty in securing the acceptance of residents. This study looked at residents' acceptance by comparing the perceptions of local representatives in Gunsan and Jeju. To this end, six in-depth interviews were conducted and the entire contents of the interviews were converted to text files. By using text network analysis (Netminer 4.4), the cognitive structure of local representatives was analyzed and compared. Based on the analysis results, Maldo, Myeongdo and Bangchukdo in Gunsan are promoting offshore wind farms in fishing license areas of the three islands in order to respond to opposition from other fishing village fraternities. In Dumo-ri, Jeju, important discussions and decisions related to offshore wind farms were decided in meetings (offshore wind power promotion committee, village assembly).

  • It is very important to secure hydrogen acceptability to achieve the hydrogen economy. This study empirically analyzed the factors affecting acceptance by using the results of a questionnaire administered to residents of Jeonju-Wanju Hydrogen Demonstration City. The results indicated that the safety of hydrogen infrastructure and local industry and economic growth positively affected acceptance. In particular, local industry and economic growth were more effective in improving resident acceptance. As policy factors, support for government policies and disclosure of information on projects were also positive factors. As perceptual factors, the higher interest in hydrogen and less safety concerns positively affected acceptability. Therefore, as far as hydrogen safety is concerned, it seems necessary to support local industry development to improve acceptability, disclose information related to industrial development, and introduce targeted experience programs.

  • This paper is the result of simulation modeling concerning high-level radioactive waste repository(HLRWR) and people's mind for the facility. We describe a procedure of simulation modeling for resident's policy acceptance and perceived risk of HLRWR facility by using System Dynamics approach. To Complete some complicated works, we made the 20 pieces of stock-flow diagrams based on the causal loop diagram that is a blue print of whole variables and relations. The simulation outputs clearly show that cental government efforts to siting the HLRWR will be failed if nothing to give for the region's residents. On the contrary, a monetary incentive and a regional development program help to turn this gloomy situation into a desirable and acceptable condition dramatically. Government has to prepare the schemes considering the HLRWR acceptance and total supporting program including the cash and local development programs.

  • As national public interest in energy transition is growing, local conflicts over wind farms siting are also on the rise. However, there is a big gap between national opinion and the local acceptance of wind farms. To illustrate this gap, this paper analyzes the local acceptance of wind farms in terms of sensory, cultural, and institutional factors. First, the visual perception of wind turbines and the auditory perception of noise pollution are analyzed to explore sensory and aesthetic factors. Second, this paper analyzes the pung-su values, ecological values, and NIMBY values ??in order to examine cultural factors in terms of beliefs and values of local residents. Third, it analyzes the local perception of procedural justice, such as residents' consent, environmental assessment, and residential briefing, as well as of distributive justice such as damages compensation for the construction of wind farms. There is a limit to simply explaining local resistance to wind farms from the view point of NIMBY. Furthermore, more attention should be paid not only to institutional factors such as procedural legitimacy and economic compensation, but also to sensory and cultural factors in order to enhance the local acceptance of wind farms.

  • The purpose of this study, we examined the influencing factors of acceptance of new information systems and attitude formation in 279 local government officials who were exposed to the use of new information technology, and examined the moderating role of technostress and absorptive capacity. As a result, technostress negatively affected attitudes by moderating perceived ease of use, and absorptive capacity generated a positive effect that further increased perceived usefulness. Technostress and absorptive capacity have both direct and moderating effects on attitudes. It suggests that management of technostress and absorptive capacity, which affects the formation of attitudes toward information technology acceptance, becomes more important for local government officials who need to accept new information technology through Top-Down decision making. In particular, we discussed ways to reduce technostress in order to prevent cognitive dissonance about determinants of technology acceptance.

  • The determinants of the public's nuclear power acceptance have received considerable attention as decisive factors regarding nuclear power policy. However, the contingency of the relative importance of different determinants has been less explored. Building on the literature of psychological distance between the individual and the object, the present study demonstrates that the relative effects of different types of perceived risks regarding nuclear power generation differ across acceptance targets. Using a sample of Korea, our results show that, regarding national acceptance of nuclear power generation, perceived risk from nuclear power plants exerts a stronger negative effect than that from radioactive waste management; however, the latter exerts a stronger negative effect than the former on local acceptance of a nuclear power plant. This finding provides implications for efficient public communication strategy to raise nuclear power acceptance.

  • The major challenge in promoting large-scale offshore wind power projects is securing local acceptance. Several recent studies have emphasized the crucial role of local governments in addressing this problem. However, local governments have difficulty in achieving clear results because of the lack of expertise and manpower in offshore wind power projects, making thempassive in promoting these initiatives. In this context, we briefly introduce the case of Shinan-gun, which recently successfully conducted a pre-feasibility study on a large-scale offshore wind power complex led by the local government.

  • Local opposition against the construction of solar power facilities is a growing social issue in the context of renewable energy expansion in Korea. Local opposition, despite solar power generation being an environmentally-friendly and safe energy source, is an issue that requires diagnosis. This study examined the features of opposition against the location of small scale solar power panels developed in rural areas and draws policy suggestions to increase local acceptance. Four cases representing local conflicts have been selected from the period starting in December 2017 to March 2018 in Okcheongun, Chungbuk Province. In order to analyze those cases, a total of 38 local residents and stakeholders were interviewed. This study analyzes the reason of opposition against renewable energy development in their neighborhood based on the place attachment theory. As a result, the grounds of opposition are specifically found in three place attachment dimensions: place identity and place dependence in personal contexts; shared history, self-governing and membership, economic concerns and political concerns in community contexts; identity from nature, experiences of management on nature, environmental consequences in natural contexts. This study suggests policy implications for increasing local acceptance such as the resolution of technological concerns, a local participation system, adequate compensation measures and harmony with the surrounding landscape.
