Development of Long Term Flow Duration Curves for the Management of Total Maximum Daily Loads - in the Nakdong River Basin - (수질오염총량관리 단위유역 장기유황곡선 구축 -낙동강수계를 대상으로-)

  • For the development of flow duration curves for the management of 41 Total Maximum Daily Load (TMDL) units of the Nakdong River basin, first, an equation for estimating daily flow rates as well as the level of correlation (correlation and determination coefficients) was extrapolated through regression analysis of discrete (Ministry of Environment) and continuous (Ministry of Land, Infrastructure and Transportation) measurement data. The equation derived from the analysis was used to estimate daily flow rates in order to develop flow duration curves for each TMDL unit. By using the equation, the annual flow duration curves and flow curves, for the entire period and for each TMDL unit of the basin, were developed to be demonstrated in this research. Standard flow rates (abundant-, ordinary-, low- and drought flows) for major flow duration periods were calculated based on the annual flow duration curves. Then, the flow rates, based on percentile ranks of exceedance probabilities (5, 25, 50, 75, and 95%), were calculated according to the flow duration curves for the entire period and are suggested in this research. These results can be used for feasibility assessment of the set values of primary and secondary standard flow rates for each river system, which are derived from complicated models. In addition, they will also be useful for the process of implementing TMDL management, including evaluation of the target level of water purity based on load duration curves.

Application of FDC and LDC using HSPF Model to Support Total Water Load Management System (오염총량관리제 지원을 위한 유역모형 기반 유량지속곡선 및 부하지속곡선 활용방안)

  • In this study, we discussed the application of Watershed model and Load Duration Curves (LDC) in Total Water Load Management System. The Flow Duration Curves (FDC) and the LDC were generated using the results of the daily HSPF model and analyzed on monthly or yearly flow duration variability, and non-point pollutant discharge loads by entire flow conditions. As a result of the calibration and verification of the HSPF model, both the flow and the water quality were appropriately simulated. The simulated values were used to generate the Flow Duration Curve and the Load Duration Curve, and then the excess rate by entire flow conditions was analyzed. The point and non-point pollutant discharge loads for entire flow conditions were calculated. It is possible to evaluate the variability of water quality in specific flow duration through the curves reflecting the flow duration variability and to confirm the characteristics of the pollutant source. For a more scientific Total Water Load Management System, it is necessary to switch from a current system to a system that can take into account the entire flow conditions. For this, the application of the watershed model and load duration curve is considered to be the best alternative.

  • In this paper, utilization of load duration curves is presented for analyzing the effect of load power factor and determining the value of load power factor effectively. In addition, the power factor sensitivity of generation cost and integrated costs including voltage variation penalty cost are used for determining the value of the load power factor from the point of view of voltage regulation and economic investment. It is shown through the application to the KEPCO power system that the load power factor can be enhanced effectively and appropriately using the load duration curve.

A Study on Estimation of the Delivery Ratio by Flow Duration in a Small-Scale Test Bed for Managing TMDL in Nakdong River (낙동강수계 수질오염총량관리를 위한 시범소유역 유황별 유달율 산정방법 연구)

  • The objective of this study is to construct the watershed management system with link of the non-point sources model and to estimate delivery ratio duration curves for various pollutants. For the total water pollution load management system, non-point source model should be performed with the study of the characteristic about non-point sources and loadings of non-point source and the allotment of pollutant in each area. In this study, daily flow rates and delivered pollutant loads of Nakdong river basin are simulated with modified TANK model and minimum variance unbiased estimator and SWAT model. Based on the simulation results, flow duration curves, load duration curves, and delivery ratio duration curves have been established. Then GIS analysis is performed to obtain several hydrological geomorphic characteristics such as watershed area, stream length, watershed slope and runoff curve number. As a result, the SWAT simulation results show good agreements in terms of discharge, BOD, TN, TP but for more exact simulation should be kept studying about variables and parameters which are needed for simulation. And as a result of the characteristic discharges, pollutants loading with the runoff and delivery ratios, non-point sources effects were higher than point sources effects in the small-scale test bed of Nakdong river basin.

  • This paper presents a method for constructing composite power system effective load duration curves(CMELDC) at load points by Monte Carlo method. The concept of effective load duration curves(ELDC) in power system planning is useful and important in both HLII. CMELDC can be obtained from convolution integral processing of the probability function of unsupplied power and the load duration curve at each load point. This concept is analogy to the ELEC in HLI. And, the reliability indices (LOLP, EDNS) for composite power system are evaluated using CMELDC. Differences in reliability levels between HLI and HLII come from considering with the uncertainty associated with the outages of the transmission system. It is expected that the CMELDC can be applied usefully to areas such as reliability evaluation, probabilistic production cost simulation and analytical outage cost assessment, etc. in HLII, DC load flow and Monte Carlo method are used for this study. The characteristics and effectiveness of thes methodology are illustrated by a case study of the IEEE RTS.

Estimation of Pollution Using Load Duration Curves at Streams in Sapgyo Watershed (부하지속곡선을 이용한 삽교호수계 지류하천의 오염원인 분석)

  • In this study, 48 streams in the Sapgyo Watershed were selected, and the Load Duration Curves (LDC) were drawn up for each stream using water quality and flow monitoring over the last three years (2018-2020), and it was evaluated whether the target water quality was achieved for each flow section. As a result of evaluating whether or not the target water quality exceeded according to the LDC, it was found that 22 rivers exceeded the target water quality. Five rivers exceeded the target water quality due to point pollutant sources, 13 rivers exceeded the target water quality due to non-point pollutant sources, and 4 rivers exceeded the target water quality due to both point and non-point pollutant sources. Among the rivers that exceeded the target water quality due to point pollutant sources, which included domestic sewage of the untreated population, there is a need to reduce the influx of polluted loads by the untreated population. The use of eco-friendly fertilizers is recommended for rivers with a relatively high farmland ratio among rivers exceeding the target water quality due to non-point pollutant sources, and installation of boiling point reduction facilities that can reduce the amount of polluted load introduced during rainfall or manage water shores. In rivers with a large number of livestock breeding heads, the livestock houses located in these rivers need to be preferentially transferred to livestock manure treatment plants. Due to the high ratio of land area because of urbanization, initial rainwater treatment facilities are required to reduce the amount of pollutant load flowing into the river through the impermeable layer during rainfall.

Development and Application of Coliform Load Duration Curve for the Geumho River (금호강 유역의 대장균 부하지속곡선 개발 및 적용)

  • Duration curves describe the percentage of time that a certain water quality (total/fecal coliform (=TC/FC)) or discharge is exceeded. The curves methodology are usually based on daily records and are useful in estimating how many days per year and event will be exceeded. The technique was further applied to estimated TC/FC loading to the Geumho River, using the daily mean flow rate and TC/FC concentration data during January, 2001 and December, 2011 for the Geumhogang6 (=Seongseo water level station) where an automated monitoring station is located in Gangchang-bridge. Low flow of the Seongseo (=11.1 cms) was equivalent to 75.3% on an exceedance probability scale. Load Duration curve for TC/FC loading at the Seongseo was constructed. Standard load duration curve was constructed with the water quality criteria for class III (TC/FC concentration = 5000/1000 CFU/ 100 mL). By plotting TC/FC observed load duration curve with standard load duration curve, it could be revealed that water quality do not meet the desired water quality for 68.8/11.2% on an exceedance probability scale. IF linear correlation between flow rate and coliform concentration is assumed, it can be interpreted that water quality exceed desired criteria when daily average flow rate is over 11.9/109.9 cms.

Establishment of Target Water Quality for TOC of Total Water Load Management System (오염총량관리제도의 TOC 목표수질 설정 방안)

  • In this study, it was proposed that a method of setting the target water quality for TOC using the watershed model and the load duration curves to manage non-biodegradable organics in the total water load management system. To simulate runoff and water quality of the watershed, the HSPF model is used which is appropriate for urban and rural areas. Additionally, the load duration curve is used to reflect the variable water quality correlated with various river flow rates in preparing the TMDL plans in the U.S. First, the model was constructed by inputting the loads calculated from the pollutant sources in 2015. After the calibration and verification process, the water quality by flow conditions was analyzed from the BOD and TOC simulation results. When the BOD achieved the target water quality by inputting the target year loads for 2020, the median and average values of TOC were proposed for the target water quality. The provisional method of TOC target water quality for the management of non-biodegradable organics, which is one of the challenges of the total water load management system, was considered. In the future, it is expected to be used as basic data for the conversion of BOD into TOC in the total water load management system.

Pollutant Load Delivery Ratio for Flow Duration at the Chooryeong-cheon Watershed (추령천 유역의 유황별 유달율 계산)

  • To provide the basic information for the water quality management of the Sumjin River Basin, delivery ratios for flow duration were studied. Using the day-interval data set of discharge and water quality observed from the Chooryeong-cheon watershed, the flow-duration and discharge-load relation curves for the watershed were established, then the load-duration curve was constructed. Delivery ratios for flow duration were also developed. Delivery ratios showed wide variation according to flow conditions. In general, delivery ratio of high flow condition showed higher value reflecting nonpoint source pollution contribution from the forest dominating watershed. To resolve this problem, a regression model explaining the relation between flow rate and delivery ratio was suggested. The delivery ratios for different flow regime could be used for pollutant load estimation and TMDL (Total maximum daily load) development.

A Nodal Probabilistic Production Cost Evaluation at each Load Point using Monte Carlo Simulation Methods (Monte Carlo Simulation을 이용한 각 부하지점별 확률론적 발전비산정)

  • This paper illustrates a method for evaluating nodal probabilistic production cost using the CMELDC. A new method for constructing CMELDC(the equivalent load duration curves of composite power system) was developed by authors. The CMELDC can be obtained by convolution integral processing between the probability distribution functions of the fictitious generators outage capacity and the load duration curves at each load point. Monte Carlo Methods are applied for the construction of CMELDC on this study. And IEEE-RTS 24 buses model is used as our case study with satisfactory results.
