A Study on the Government's R&D Budgeting Evaluation System in Korea (과학기술혁신체제 하에서의 국가연구개발 평가 시스템 개선에 관한 연구 : 연구개발 예산평가 시스템을 중심으로)

  • Proposed increases to the government's R&D budget should be discussed based on merits of meeting efficiency and effectiveness criteria. The evaluation of the national R&D budget and related programs are performed in two areas: a system of R&D budget coordination and allocation, and a system of R&D program performance. This paper mainly focuses on the operational areas of R&D budget evaluation system with a focus on their impact to efficiency and effectiveness. The core view point for a R&D budget evaluation system involves two directions: Firstly, to detail the relationships between the later stage (ex. post) activities such as, program survey, analysis, and program performance evaluation, with the budget evaluation. Secondly, to critically oversee all R&D coordination procedures with a different perspective. Budgeting is generally known as a serial process of policy making, planning and executing. It is highly desirable for the budget to be allocated to, and spent by, specific programs as planned, and that each plan be aligned with a specific policy. As such, a strong relevance between the program structure and budget code system is integral to successful execution. It should be performed using a decision making system which closely examines the link between policy and budget. It is also recommended that systematic relationships be maintained among budget coordination and allocation, performance evaluations of policy and program levels, and program survey and analysis system, and that their operational schedule should be reviewed comprehensively as a one integrated system. The National Science and Technology Council is expected to play a major and practical role as the center of policy planning and should be supported by the objective and unbiased system which covers overall process from policy making to program evaluation. Finally, increased utilization of contents, timely program survey and analysis, and accurate of activity scheduling of budget coordination and allocation, and diligent program performance evaluation all contribute towards a more efficient and effective overall evaluation system.

  • This study compares interagency linkage in the area of the elementary child care policy in korea and japan and derives the implications related to the elementary child care classes of korea. This study researches linkage method between the ministries in korea and japan focused on the background, the process, the current operating system. The elementary child care service policies of the korea & japan are analysed comparatively in terms of background, budget, goal, linkage ministries, basis of law, administrative units and on the basis of those analyses, the implications related to the elementary child care service policy of korea are derived. The derived implications are as follows : first the sound development of the child becomes the foundation of the development of school and community. Community and school have to strengthen cooperation. Second, child care policy is not the alternatives for overcoming fragmentary problems but has to be carried out considering them variously in broad prospective. Third, korea has to find the effective linkage method between the ministries. Fourth, find the way which interagency policy can be merged as a hub for school. Fifth, korea has to find the way transferring the central operating body from the principal in school to the local government to operate the elementary child care classes successfully. Sixth, positive interest and continuous support of the top policy makers is needed.

  • The performance plan of the budget was introduced to link the budget with the performance and to implement performance-oriented policies. This study reviewed the adequacy of indicators of the 2020 agricultural sector budget performance plan to find out how performance indicators were planned and achieved. As a result, there were problems such as low linkage between policy projects and targets, weighting of performance indicators and unclear grounds for targets, and underwhelming performance indicators. To improve these problems, challenging performance indicators and the establishment of practical performance indicators through incentives is necessary.

  • This paper analyze the DEA(Data Envelopment Analysis) efficiency of government budget to HRD program(ITRC) and correlation and regression between its inputs and outputs in the field of information technology. First, empirical results show that the relationship between the supporting period of government budget and scientific research & HRD outputs is respectively irrelevant. Second, another finding is that the relationship between government budget and HRD output is positive. Finally, DEA efficiency analysis implicates that SW/digital contents, digital TV, information security, intelligence robot, next generation PC, next generation mobile telecommunication, home network, mathematics, IT SoC are more efficient than any other technology fields.

Flood Effects Analysis of Reservoir Basin through the Linkage of HEC-HMS and HEC-RAS Models (HEC-HMS와 HEC-RAS모형의 연계에 의한 댐 유역의 홍수영향 분석)

  • For the effective operation of irrigation reservoirs, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. In this study, the flood effective analysis system was developed through the integration of long-term water budget analysis model, GIS-based HEC-HMS model and HEC-RAS model. The system structure consists of long-term water budget model using modified TANK theory, flood runoff and flood effects analysis model using HEC-GeoHMS, HEC-HMS and HEC-RAS models. The flood effects analysis system simulated the flood runoff from the upstream, downstream flood and long-term runoff of the watershed using the observed data collected from 1998 to 2002 of Seongju dam. The simulated results were reasonably good compared with the observed data. The optimal management method of the reservoir during the whole season is suggested in this study, and the flood analysis system can be a useful tool to evaluate a reservoir operation quantitatively for the mitigation of flood damages of reservoir basin.

The Improvement of Evaluation System for the National Spatial Information Policy : Focused on the Comparative Analysis of NGIS Act and NSDI Act (국가공간정보화정책 평가시스템의 개선방안 : 구법과 신법의 비교분석을 중심으로)

  • The evaluation systems on the National Spatial Information Policy(NSIP) has been changed, since the Establishment and Use of the National Geographic Information System Act(NGIS Act, 2000) was abolished and the National Spatial Data Infrastructure Act(NSDI Act, 2009) was enacted. As compared to the NGIS Act, the policy evaluation systems for National Spatial Information are regarded as unified and centralized. However, some argue that the claim of budget and the legal feasibility of the NSIP was weakened. Given the different views on the two laws, this study aims at analyzing the changes in the evaluation system by comparing the NGIS Act and the NSDI Act. A Comparative Analysis framework is employed. The subjects of the comparative analysis are evaluation mechanism, evaluator, evaluation target and range, after-assessment utilization, and agent. In order to improve the effectiveness of the evaluation system, it is recommended that the clarification of evaluation purposes, institutional enhancement for evaluation agency, the development of evaluation indexes, the combination of top-down approach and bottom -up approach, and the increased linkage between budget and evaluation result.

A Study on the Improvement of National R&D Project Performance Evaluation and Budgeting System

  • The national R&D project is a major strategy for the development of science and technology in the country. This is promoted for the purpose of improving the welfare of the people, such as creating jobs and fostering small and medium-sized enterprises, through the results of science and technology research conducted with support from the national budget. Therefore, analysis of the performance evaluation and budgeting system of the current national R&D project is one of the essential parts of preparing a system improvement plan. This study derived improvement plans through a comparative analysis of national R&D project performance evaluation and budget systems in Korea and leading countries such as the United States and Japan. As a result, it was confirmed that it may be difficult to derive innovative research results due to the lack of sustainability and a short period of time to require quantitative performance. To overcome these difficulties, the need for system improvement as follows was suggested. First, it is necessary to enlarge and prolong national R&D projects. Second, a plan for securing sustainability is needed in consideration of the main characteristics of each research field. Finally, it is necessary to strengthen the linkage between organizations in charge of national R&D projects. And also, there is a need for a system that can continuously identify problems and improve the system. In addition, the constitutional amendment will be necessary to separate science and technology from economic development, which states that Article 127, Paragraph 1, "Science and technology should be subordinated to economic development," which is the science and technology article of the current constitution.

Moon Jae-in Government Health Policy Evaluation and Next Government Tasks (문재인정부의 보건의료정책 평가와 차기 정부의 과제)

  • Moon Jae-in Care can be seen as a 2.0 version of Roh Moo-Hyun Care. Just as Roh Care failed to achieve its coverage rate goal and 30% share of public beds, Moon Care also failed to achieve its expected goal. The reason is that it followed Roh Care's failed strategy. Failure to control non-covered services has led to a long way to achieve a 70% coverage rate and induced the expansion of voluntary indemnity insurance, resulting in increased public burden. The universal coverage of non-covered services caused an immediate backlash from doctors. And Moon government also failed to control the private insurance market. The expansion of publicly owned beds has not become realized and has not obtained public support. Above all, it failed to overcome the resistance of doctors and failed to obtain consent from budget power groups in the cabinet for public investment. It was also insufficient to win the support of civic groups. Communication with interested groups failed and the role of private health care providers was neglected. The next government should also continue to strengthen health care coverage, but it should prioritize preventing medical poor and create a consensus with both medical providers and consumers for the control of non-covered services. Ahead of the super-aged society, the establishment of linkage between medical services and long-term care and visiting health care or welfare services is an important task. All public and private provisions and resources should be utilized in the view of a comprehensive public health perspective, and public investment should be input in sectors where public medical institutions can perform more effective functions. The next government, which will be launched in 2022, should design a new paradigm for health care in the face of a period of transformation, such as the coming super-aged society in 2026 and the Fourth Industrial Revolution, and recognize that the capabilities of the health care system represent the nation's overall capacity.

Evaluation of Agri-Environmental Performance of Convention on Biological Diversity Using Winter Paddy Field in Korea

  • Winter migratory birds gather in paddy rice fields to feed shed rice grains. The Korean Ministry of Environment has practiced a policy program Contract on Paddy Field Management (CPFM) during winter fallow since 2002. This program starts with a contract between local governments and farmers, and the government pays a differential subsidy to farmers who finish spreading rice straw, cultivating barley, letting the whole rice plant without harvest, and submerging paddy fields for winter migratory birds. As more local governments have operated CPFM program, the total area on the contract and subsidy budget has increased yearly since 2002. This program could have its stable position as a successful policy by giving profits to farmers. With the program extended, the population of winter migratory birds has been greatly. For the evaluation of environmental performance of a policy, we analyzed this CPFM program by introducing some indicators in the form of Driving Force-State-Response Framework. The indicators were composed of 3 categorized indicators; the area of paddy land contracted under this program as 'driving force' indicator, population of birds, the number of bird species and the amount of feces as 'state' indicators, and the size of monetary support, the number of farmers or local governments participating, and public perception as 'response' indicators. The contract area of paddy field under CPFM could be a good biodiversity indicator reflecting potential performance of this policy measure in the light of its linkage to the population of winter migratory birds. And the share of CPFM land of the whole agricultural land might also be used as a useful indicator of policy evaluation for improvement of wildlife diversity. The 'state' indicators such as population of birds and the number of bird species could be matched to 'driving force' indicator, but the total CPFM area of each site could not reflect the effect of areas under different management practices. However, the amount of bird feces could reflect differences in environmental performance with management practices as 'state' indicators. The development of indicators indicating 'response' such as farmers' behavior, public perception, and policy makers' willingness is also needed to support a successful implementation and improvement of this policy measure with the development of 'performance' indicators integrating all these indicators.

  • The elderly people was over 8.3% in 2003. This seament is projected to grow to 14.4% by 2019(Aged society) and over 20% by 2026(Super aged society). As the elderly population is increasing and young population is declined social issues around elderly care are emerged in Korea. As a result of that, they are in the condition of poor system of the welfare of the old and it is the worst one in Korea. And because of the worst financial independence and difficulty in Korea, welfare facilities and medical instruments are so insufficient and deteriorated, so the quality of service is getting low. Furthermore the mortality of cancer is rapidely increased in recent years. So it is expected that the number of families who are caring for terminal cancer patient will be increased. We can not solve those problems only with government's policy such as to secure ample budget and to enlarge the aged welfare institutions. Definitely, to acheve the suggetions persistence concern about old people is most important, and family, community and national government should be linked to accomplish to goal. Accordingly, for this study attempts to provide conceptual framework of the respite care, spiritual care and home hospice, nursing home for the elderly. And this study is to discuss the necessity and effect about the construction of housing welfare infrastructure and to make a cooperation and linkage system among the aged welfare institutions, government and the aged welfare programs. As is well known, the issue of the increasing aged people is neither a matter of individuals nor of the family, but rather a complex matter of whol society. Therefore it can be resolved by the active participation of government. Conclusively this study tries to provide an direction of the improvement with regard to the welfare policy for the elderly. The study is as follwos: Chapters 1: The theological base, conception, essentiality, respite care, spiritual care and home hospice, nursing home for the elderly. Chapters 2: Definitions of respite care, spiritual care, hospice, patient of termina cancer and quality of life. And relations between respite care and nursing home. Chapters 3: The necessity of long-term care insurance and the perspectives of spiritual care. Chapters 4: Conclusions and summarizing(The directions of improvement of welfare policy for the elderly). To sum up, the problems of the aged people has not effects only to the aged people. This means that the problems of aged is the problems of the young generation today. Because young generation will be the old generation in the near future.
