An Exploration of Korean Discourses on Public Diplomacy

  • There is great confusion over what constitutes public diplomacy (PD), who its actors are, and the relevance of non-state actors. In the Korean context, in addition to the general fuzziness of the concept, linguistic peculiarities of the terms gonggong and gongjung both of which refer to public, waegyo, which is interchangeably used for international affairs, foreign policy and diplomacy, and juche which is simultaneously used for actor and agent, add more layers of confusion. While the term PD in Korea is based almost entirely on Western conceptualization, these linguistic peculiarities prevent fruitful conversations among scholars and practitioners on PD. Against this background, this research note explores and addresses conceptual ambiguities that pertains to PD and the policy discourse on the topic, particularly on non-state PD in Korea. The paper draws on Korean government's PD-related policy documents and Diplomatic White Papers and all relevant academic articles found in Korean-language journals registered in the Korean Citation Index (KCI), which are analysed to gain an understanding of the PD-related policy discourse in Korea.

A Study on Utilization of Wikipedia Contents for Automatic Construction of Linguistic Resources (언어자원 자동 구축을 위한 위키피디아 콘텐츠 활용 방안 연구)

  • Various linguistic knowledge resources are required in order that machine can understand diverse variation in natural languages. This paper aims to devise an automatic construction method of linguistic resources by reflecting characteristics of online contents toward continuous expansion. Especially we focused to build NE(Named-Entity) dictionary because the applicability of NEs is very high in linguistic analysis processes. Based on the investigation on Korean Wikipedia, we suggested an efficient construction method of NE dictionary using the syntactic patterns and structural features such as metadatas.

  • This article presents an examination of the major cognitive-semantic theories in linguistics (Langacker, Lakoff, Fillmore, Croft). The CST's foundations are discussed concerning the educational policy changes, which are necessary to improve the linguistic disciplines in the changing context of higher education, as well as the empowerment and development of the industry. It is relevant in the light of the linguistic specialists' quality training and the development of effective methods of language learning. Consideration of the theories content, tools, and methods of language teaching, which are an important component of quality teaching and the formation of a set of knowledge and skills of students of linguistic specialties, remains crucial. This study aims to establish the main theoretical positions and directions of cognitive-semantic theory in linguistics, determine the usefulness of teaching the basics of cognitive linguistics, the feasibility of using methods of cognitive-semantic nature in the learning process. During the research, the methods of linguistic description and observation, analysis, and synthesis were applied. The result of the study is to establish the need to study basic linguistic theories, as well as general theoretical precepts of cognitive linguistics, which remains one of the effective directions in the postmodern mainstream. It also clarifies the place of the main cognitive-semantic theories in the teaching linguistics' practice of the XXI century.

  • This study intends to investigate the path that their language competence impacts on the quality of life through family relationships and social relationships. We conducted a questionnaire survey of marriage immigrants, living in metropolitan areas of Korea. The results are summarized as follows: First, including linguistic competence paths directly and indirectly through family relationships and social relationships, all paths that affect the quality of life has been noted. Secondly, in highly educated, high-income and spontaneous-marriage-immigrants population groups, relationships among linguistic competence, family relationships, social relationships and the quality of life were turned out to be relatively high than comparative groups. third, every groups investigated in this study have different paths that the linguistic competence influence the quality of life, but family relationship has a stronger effect on the quality of life than any other variables including linguistic competence.

  • It is a reality that users do not know well what kind of information protection policy the cloud service provider presents to consumers. The purpose of this study is to find a way to improve the effectiveness of information protection by analyzing the content and linguistic characteristics of information protection policies provided by cloud service providers. In order to achieve the purpose of this study, we investigate the contents of information protection policies of 47 companies that provide cloud services and analyze the influence of linguistic characteristics to come up with a plan to increase the efficiency of cloud services. The research results showed that low readability due to comprehensive expression of technical processing methods, etc., could lead to legal disputes and to hinder the spread of cloud services.   • This paper aims to offer a solution based on intelligent document classification to create a user-centric information retrieval system allowing user-centric linguistic expression. So, structures expressing user intention and fine document classifying process using EBL, similarity, knowledge base, user intention, are proposed. To overcome the problem requiring huge and exact semantic information, a hybrid process is designed integrating keyword, thesaurus, probability and user intention information. User intention tree hierarchy is build and a method of extracting group intention between key words and user intentions is proposed. These structures and processes are implemented in HDCI(Hybrid Document Classification with Intention) system. HDCI consists of analyzing user intention and classifying web documents stages. Classifying stage is composed of knowledge base process, similarity process and hybrid coordinating process. With the help of user intention related structures and hybrid coordinating process, HDCI can efficiently categorize web documents in according to user's complex linguistic expression with small priori information.

  • The main purpose of the study is to analyze the linguoculturological foundations of in-depth study of the national language. The new requirements facing a modern teacher, his training and professional qualities make it necessary to take into account the experience and latest achievements of other countries in the field of educational policy, in particular, in the field of teaching foreign languages, as well as to identify and overcome negative ones. Based on the results of the study, the key linguoculturological foundations of in-depth study of the national language were characterized.

Analysis of linguistic creativity according to the types of brain dominance for developing pre-service early childhood teachers' creativity teacher education program (예비유아교사의 창의성 교사교육 프로그램 개발을 위한 두뇌우성사고 유형에 따른 언어 창의성 분석 연구)

  • The purpose of this study was to identify the difference of creativity according to the type of brain dominance for deveoping pre-service early childhood teachers's creativity teacher education program. The subjects of this study were 210 pre-service early childhood teachers. The tests were conducted by using the Herrmann' BDI and TTCT: verbal. The study have applied Pearson product-moment correlation to find out relation between the type of brain dominance and creativity, and used multi-variate analysis to find out the difference of creativity according to the type of brain dominance. The results of the study are as follow; first, the upper left brain, lower left limb, and right brains had no relation to fluency, flexibility, originality and overall linguistic creativity. The lower right limb showed a positive correlation with fluency, flexibility, originality, and overall linguistic creativity. Second, the lower left, upper right lower, and lower right limb dominant teachers showed higher fluency, flexibility, originality and overall linguistic creativity than upper left neural dominant teachers. The result of analyzing the language creativity according to the type of brain dominance of the pre-service early childhood teachers will be used as a suggestion to develop the brain-based creativity teacher education program.

Breaking the Silence: Revealing the limits of Preschool Teachers' Cultural and Linguistic Competence (CLC) in Saudi Arabia

  • Background: Within the framework of the new Saudi Vision 2030, the education system is keen on developing Early Childhood (EC) curricula to meet the needs of children from diverse cultural and linguistic backgrounds, in addition to preparing teachers to be the main driving forces in this field. To achieve these strategic goals, the professional development of teachers has taken the lead in terms of their continuous professional achievements. Purpose: The recent study tended to explore the promotion of Cultural and Linguistic Competence (CLC) of teachers in preschool institutions in different sectors in the Kingdom of Saudi Arabia (KSA) include public, private and international. Method: In the current study, (n=300) of preschool female teachers, who had experience teaching children from diverse language and cultural backgrounds, participated voluntarily by filling out the exploratory questionnaire. It was designed on a five-point Likert scale. The credibility of the scale and the validity of the questionnaire were ascertained, and the content for which it was designed verified in terms of the purposes of the current investigation. Results: The results revealed that preschool female teachers in the private preschool settings have a higher level of CLC compared to those who were teaching in public and international preschools in KSA. In the private sector, preschool female teachers showed create abilities to provide culturally responsive environments for diverse students, applying various communication styles, and showing proper attitudes and values toward diversity. Implication: The current study provided key implications for policy makers regarding the promotion of CLC for all teachers, particularly preschool in government settings in KSA. It contributed to revealing the cultural awareness of preschool teachers' values and attitudes toward diversity.

  • To enhance the practical usage of solely quantitative evaluation method for each students on the current public education fields which might cause some social problems, an intelligent and adaptive fuzzy logical inference methodology for the additional qualitative evaluation technique is proposed to utilize each students personal characteristic properties to be evaluated. Proposed method uses some verbal descriptions for the linguistic qualifier in addition to the grade points. An imaginary virtual experimentation only has been implemented due to some difficulties with the critical national educational policy problems in the case of some possibly real and practical experimental environments to be utilized for the simulation.
