Verification of the Reasonableness for the speed-limit regulation on the Turnout (분기기 통과속도 제한규정에 대한 타당성 검토)

  • The turnout system is typical railway facility to be in the way of conventional railway line's speed-up. The KNR(Korean National Railroad) :has a speed limit regulation(130km/h) for the passing the turnout to guarantee a safety. This research had been performed to confirm the propriety of this regulation by using experimental and analytical way before it was carried out. The reasonableness of the speed-limit regulation was judged base on the several experiments. It was proved that the regulation was not useless as it had been regarded and very important guide at least up to now.

The Estimation of Road Delay Factor using Urban Network Map and Real-Time Traffic Information (도로망도와 실시간 교통정보를 이용한 도로 지연계수 산정)

  • This study estimated the delay factor, which is the ratio of travel time at the speed limit and travel time at the actual speed using real-time traffic information in Seoul. The actual travel speed on the road was lower than the maximum speed of the road and the travel speed was the slowest during the rush hour. As a result of accessibility analysis based on travel speed during the rush hour, the travel time at the actual speed was 37.49 minutes on average. However, the travel time at the speed limit was 15.70 minutes on average. This result indicated that the travel time at the actual speed is 2.4 times longer than that at the speed limit. In addition, this study proposedly defined the delay factor as the ratio of accessibility by the speed limit and accessibility to actual travel speed. As a result of delay factor analysis, the delay factor of Seoul was 2.44. The results by the administrative district showed that the delay factor in the north part areas of the Han River is higher than her south part areas. Analysis results after applying the relationship between road density and traffic volume showed that as the traffic volume with road density increased, the delay factor decreased. These results indicated that it could not be said that heavy traffic caused longer travel time. Therefore, follow-up research is needed based on more detailed information such as road system shape, road width, and signal system for finding the exact cause of increased travel time.

  • Many local governments are reducing speed limits according to the "Safe Speed 5030" policy implemented by the government to reduce traffic accident deaths. In the urban road sections in many metropolitan cities where speed limit reduction is applied as a pilot project, the decrease effect of the traffic accident number and death count is shown; however, no study of the effect analysis on the road sections of medium and small cities (basic local government unit) is found. Therefore, this study investigated the travel speed, number of traffic accidents, and death count before and after the implementation of speed limit reduction, targeting some urban road sections in Pyeongtaek city and some provincial road sections in Icheon city among basic local governments, namely among medium and small cities in Seoul Metropolitan Area.

On the Estimation of Ship's Approach Speed Limit to the Pier to Prevent Breaking of Mooring Rope (계류삭 파단 방지를 위한 선박의 한계치 접안 속력 추정에 관한 연구)

  • When a ship is berthing on the pier using a mooring rope, excessive ship speeds may cause accidents where mooring rope is cut off. In order to prevent the mooring rope from breaking, there is need to know the approach speed limit of the ship. The purpose of this study is to estimate the berthing speed limit of a ship to prevent mooring fracture. Focus will be made to when the speed of the ship is unknown. In this study, we propose a method and procedure for estimating the berthing-speed limit based on the theory of ship resistance and the elasticity of the mooring rope. This method was found to be effective as it was observed that the mooring rope cannot be broken when it is estimated that the berthing-speed of a 135K LNG vessel, IWRC, and $6{\times}36$ steel wire mooring rope. The method proposed in this study will significantly contribute to preventing actual accidents related to mooring lines.

Speed-limit Sign Recognition Using Convolutional Neural Network Based on Random Forest (랜덤 포레스트 분류기 기반의 컨벌루션 뉴럴 네트워크를 이용한 속도제한 표지판 인식)

  • In this paper, we propose a robust speed-limit sign recognition system which is durable to any sign changes caused by exterior damage or color contrast due to light direction. For recognition of speed-limit sign, we apply CNN which is showing an outstanding performance in pattern recognition field. However, original CNN uses multiple hidden layers to extract features and uses fully-connected method with MLP(Multi-layer perceptron) on the result. Therefore, the major demerit of conventional CNN is to require a long time for training and testing. In this paper, we apply randomly-connected classifier instead of fully-connected classifier by combining random forest with output of 2 layers of CNN. We prove that the recognition results of CNN with random forest show best performance than recognition results of CNN with SVM (Support Vector Machine) or MLP classifier when we use eight speed-limit signs of GTSRB (German Traffic Sign Recognition Benchmark).

  • The work zone traffic management is of keen interest because the unstable traffic stream in work zones leads to not only less productive traffic operational efficiency but also negative impacts on traffic safety. A promising method to address such issues is variable speed limit systems(VSLS). VSLS is expected to increase in throughput and to enhance safety by diminishing the crash potential. In addition, the usefulness of VSLS has been demonstrated by significant amount of existing literature. The objective of this study is to identify the effectiveness of VSLS based on a meta analysis technique. Throughput and travel speed were used as measures of effectiveness for VSLS in terms of the operational efficiency and safety respectively. Results showed that approximately 16.4% increase in throughput and 16.5% decrease in travel speed were obtainable by VSLS. The outcomes of this study would be useful in developing technologies and polices for better operation of VSLS.

  • A curved track needs balanced super elevation according to the speed of the passing train and it is limited by maximum allowable amount. Therefore, passing speed at high degree curved track has to be controlled below the limits. Accurate position of the Speed Limit Post(SLP), which shows allowable speed of curved track dose not regulated so design and line side maintenance engineer adopt the position differently, When the rate of cant deficiency is considered on transition-curved section, the SLP should be located at the beginning point of the transition curve so as to control the speed of passing train and it will increase ride quality to passenger.
