본 연구는 학교도서관의 연구동향을 살펴보기 위해 토픽모델링을 적용하였다. 분석 대상은 4대 문헌정보학회지 한국도서관·정보학회지, 한국문헌정보학회지, 한국비블리아학회지, 정보관리학회지의 1990년부터 2020년 7월까지 학교도서관 관련 논문 498편이다. 연구 결과 토픽모델링을 통한 주제는 27개의 토픽으로 8개의 영역 일반, 제도·체제, 건물·설비, 운영·경영, 자료조직, 서비스, 교육, 기타로 묶어 정리하였고, 하위단계 주제는 22개로 나누었다. 텍스트 정제와 토픽모델링 분석은 넷마이너(NetMiner) V.4를 사용하여 수행하였고 토픽모델링을 위한 토픽 개수의 결정을 위해 로그우드 추정치를 사용하였다. 연구 결과 27개 토픽의 주제에 제목을 부여하였고 제일 많은 연구가 이루어진 토픽은 도서관 활용수업(T27)이 35편, 정보활용(T2)에 관한 연구가 30편이고, 20편 이상의 연구는 평가지표개발(T13), 학교 사서교사 배치(T24), 학습정보 매체 활용(T3), 지역사회·공공도서관(T7), 도서관 협력(T9), 도서관 이용(T17), 도서관 연구(T11), 독서교육(T4), 장서개발(T5), 교육효과·교육방법(T18)이 있었다.

The author analyses the challenging activities of Japanese libraries in this decade by launching two keywords; "product-sharing" and "outcome generation." "Product-sharing" means that libraries share knowledge, skills, and records which are produced as the result of the services or in the process of activities. And "outcome generation" means that libraries generate any efficiency or effectiveness through their services to users. Using these concepts, reported are the current situation and aspects of Japanese libraries which try to make various contributions to the society; research and learning of the people, and education and training for professional librarians, and so on. In the analysis, the author shows some examples of "product-sharing" at first, including the records of reference transaction and the multi-functioned online public access catalogue. Especially, focused is on the various possibility and adoptability of the Collaborative Reference Database System of the National Diet Library of Japan. This system is one of digital reference service in Japan, and the database of reference transaction records is expected to be useful for research and academic studyies as knowledge-base of professional librarians. And the system is also expected to be a platform for LIS education and professional development in the e-learning environment. Secondly, as the examples of "outcome generation", explained are the problem-solving-type activities, and provision of the collection about books on struggling against disease and illness. A few examples of outcome in the problem-solving-type activities are these; increase of sales in the services for shop managers, business persons, and entrepreneurs, contribution to affluent daily life by providing the local information services to residents and neighbourhoods, and etc. And for both the patients with serious cases and their family or those who nurse them, books about other persons' notes or memorandum are the greatest support, and sometime healing. The author discuss the 'raison d'etre' of these activities focusing on public libraries in Japan.

In the so-called “information society,”the information service function of public libraries is gaining an increasing importance. In order to meet the growing demand for educational information, the Korean government established the Center for Educational Multimedia Research and Development and opened in 1996 the EDUNET as a comprchensive educational information network. In this context, public libraries as social education institutions are expected to provide educational information services by utilizing the EDUNET information resources. The availability of EDUNET will even increase when the librarians assist users with systematic information search services, and digitalize printed materials in the library. For this purpose, it is necessary for them to accommodate new information technologies and, thereby, to raise the level of information services up to that of their users’needs by enhancing the librarians’expertise in helping users search information effectively. In this end, we suggest a financial decision be made to build an oversea educational information exchange system.

전문대학은 4년제 대학과 더불어 주요한 고등인력 양성기관임과 동시에 수적으로도 매우 높은 비중을 차지하고 있음에도 불구하고 도서관발전 종합계획에는 전문대학도서관만의 열악한 특성을 고려하지 않고 전체 대학도서관을 활성화할 수 있는 방안들만이제시되고 있어서 전문대학도서관은 여전히 소외되고 있음을 알 수 있다. 이에 본 연구에서는 전문대학도서관들의 현황을 문헌조사를 통해 조사하여 전문대학도서관의 문제점을 도출하고 이를 기반으로 국가차원에서 지원해 주어야할 정책을 6가지로 나누어 제안하고 있다. 즉, 전문대학특성에 따른 장서개발, 전문대학특성화에 따른 주제전문도서관 구축, 전문대학도서관간상호협력 강화, 전문대학도서관서비스 강화, 전문대학도서관법적 개선 및 평가지표 개발, 수요조사연구 및 서비스 품질 평가 등이다.

가네는 효과적인 교수·학습을 위한 9가지의 교수사태-주의집중, 학습목표 제시, 선수학습능력 재생, 학습자료 제시, 학습지침 제공, 학생수행 요구, 피드백 제공, 성취행동 평가, 파지와 전이-를 제안하였다. 가네의 이론은 학생들의 참여를 높이고, 체계적으로 수업을 전개할 수 있기 때문에 여러 교과에서 널리 적용되고 있다. 본 연구의 목적은 가네의 교수사태 이론을 적용하여 중학교 '도서관과 정보생활' 교과의 학습지도안을 개발하고 그 효과를 검증하는데 목적이 있다. 연구절차는 다음과 같다. 중학교 '도서관과 정보생활'의 정보분석과 이해)을 가네의 교수사태이론을 적용하여 학습지도안을 개발하고 실제 수업을 진행한 후, 학생 평가, 동료교사 평가, 교수자 자기 평가를 실시하였다. 평가 결과를 바탕으로 학습지도안의 수정 및 개선 방안을 제시하였다.

이 연구는 국내 공공도서관에서 실시되고 있는 지적장애인서비스의 현황과 문제점을 살펴보고, 향후 지적장애인서비스를 실시하는 데 있어 고려해야 할 점은 무엇인지 제시하고자 하였다. 이를 위해 사례를 조사하여 국내 공공도서관에서 이루어지고 있는 지적장애인서비스의 현황을 분석하였다. 또한 직접 지적장애인을 위한 도서관서비스를 실시해 본 경험이 있는 공공도서관 사서들을 대상으로 표적집단면접을 실시하였다. 연구결과 지적장애인서비스는 대부분 상시적인 서비스보다는 단기간의 프로그램 형태였으며, 복지관 등의 외부기관과 협력하여 운영하고 있었다. 또한 직접 이러한 서비스를 실시했던 공공도서관의 사서들은 지적장애인을 위한 도서관서비스 제공의 당위성에는 공감하고 있었으나 운영과 관련된 여러 가지 어려움을 지적하였다. 연구결과 적절한 예산과 인력 지원, 정책적인 견인 조치, 도서관의 기능과 목적에 부합하는 지적장애인서비스 모델의 개발 등이 필요한 것으로 나타났다.

학술연구에 있어서 연구개발수익 중 상업적 연구용역으로 판단되는 연구활동비에 대하여 정부 당국은 과세를 해야 한다는 정책을 가지고 있다. 이에 대하여, 학술연구비의 현황을 밝히고 그 정책대안과 법적 보완책을 제시하였다. 구체적으로 대학에서 수행하는 연구개발 현황, 세법상 연구개발 소득에 대한 관계 규정과 국세청의 견해, 상업적 연구개발용역 과세에 대한 법률적, 정책적 문제점 및 외국의 연구비 과세 사례를 검토하였다. 그 결과 연구활동비에 대한 과세 여부는, 학술연구활동을 장려하기 위해 상업적 비상업적 연구용역의 구분 기준과 법령의 미비점을 합리적으로 보완하는 신중한 과세행정정책 수행이 필요하다는 정책대안을 개발 제시하였다.

The SM(System Management) is more important than SI(System Integration) in business model of software industry. And the role of ITO(IT Outsourcing) is increasing, recently. Also, The interest of ITIL increasing in the software industry. In the perspective of business, IT organization has been transformed from supportive division the core business organization, IT organization needs the satisfaction of customer’s requirements. So, process oriented IT management is required. In the perspective of technique, according to need of IT infra for a rapid change management, an application management, systematic development and operating process are required. Therefore, this paper analyzes of IT service core process in service support and service delivery that was offered by ITIL using the AHP methodology This paper shows the results of IT service survey in domestic software industry. And this paper gives a guideline of introduction ITIL

지난 100여년 동안 미국 대부분의 주에서는 공공도서관의 계획과 평가를 위한 도구로 도서관기준을 개발 보급해 왔다. 본 연구는 이러한 주(州)공공도서관기준의 유용성을 도서관의 계획과 평가에 중심적인 역할을 하는 공공도서관 관장들의 인식조사를 통하여 알아보았다. 주도서관기준이 개별 도서관의 계획과 평가활동에 유용한지, 유용하다면 기준 항목의 어느 영역이, 그리고 구체적으로 어떤 활동에 유용한지를 파악하였다 공공도서관 관장의 인식에 영향을 미칠 수 있는 요인들도 검토되었다. 연구결과 공공도서관장들이 도서관기준의 유용성을 도서관과 지역의 환경을 고려하여 이해하고 확인되었다. 그러므로 도서관기준의 개정시 지역사회를 기반으로 한 도서관의 계획과 봉사가 강조되어야 할 것이다.

본 연구는 대학도서관의 서비스 개발을 위해 대학을 둘러싼 환경에 대한 인식에 기반하여 이용자가 가진 정보요구와 정보행위를 탐색하였다. 질적 데이터의 내용분석 결과, 심층면담 참여자들은 사회, 교육, 연구 환경의 변화를 경험하면서, '적합성, 최신성, 고유성, 신뢰성, 현장성, 편의성'의 6가지 특성을 띠는 심층적 정보요구를 갖고 있었다. 참여자들은 정보요구를 해결하기 위해 정보매체와 인적자원, 그리고 장소매체를 활용하고 있었다. 이러한 정보행위를 수행하는 가운데, 참여자들의 신분이나 주제분야, 소속대학을 뛰어넘어 공통적으로 겪고 있는 정보문제로서 '개개인의 미디어·정보활용역량 차이, 대학간 자원인프라 격차, 저작권과 소통채널의 문제' 등을 발견하였다. 이에 본 연구는 대학도서관서비스 방향성으로 '개인화된 미디어·정보리터러시 서비스, 정보요구 특성에 부합하는 장소매체로서의 도서관, 인적교류장소로서 자원인프라플랫폼, 접근성 높은 정보매체 활용지원 서비스'를 제시하였다.
