The advanced developing countries including Korea are assumed to have reached a developmental stage which necessitates them to formulate and implement a plan for a national information network. Most of the governments in the advanced developing countries are well aware of the necessity for such a plan and some of them have actually commenced their studies on the feasibility of a national network of their own hoping to achieve maximum utility of their limited information resources. Two urgent problems facing planners in the design of a national information network are identified. One is lack of an optimum organisational model to enable them to meet their own situations, and the other is lack of a guideline to help designers evaluate the alternative structures and models when they are available. In resolving these two problems, network planners in the advanced developing countries would benefit from the achievement of the objectives of the present study. The major objective is to elicit and describe common information needs, desires and value of the people using information, and other common factors which are responsible for the present information services in the advanced developing countries and which have implications for the basic structure of the national information network. The value of this study is to aid administrators in Korea and those in the other advanced developing countries who are responsible for making national policies and who are now beginning to recognise the need for information services with the planning of economic and social development so as to enable all the groups in the community to have access to the information which are essential for decision making, research work, studies and even for recreational reading. This recognition will hopefully give them a rational basis for formulating right policies on information services. The methodology utlised for collecting the required data in this study falls under the category of observation and largely consists of the two techniques: literature review and postal questionnaire. Background information on the individual advanced developing: countries was gathered from monographic and periodical literature. and country reports presented at the various international conferences were analysed for other relevant data. For most of the data needed for the present study, a questionnaire on 'Library and Information Services as They Are Available in the Selected Countries' was formulated. This questionnaire was designed to be completed without help, by an expert who was well informed of the library and information services in his or her country. The questionnaire was intended to look in details at what information services in the advanced developing countries were doing-whom they were serving, in what way, and how well and establish to what extent they were meeting the nation's information requirements. It was also intended to ascertain the respondents' ideas on possible future developments in information provision in their countries, that is, in the advanced devanced developing countries. The questionnaire was posted to a total of 63 natinal librarians, directors of national information centres and those of other major libraries or information centres in 21 selected countries. Complete usable responses were received from 34 persons in 14 countries. In order to identify common characteristics of the information needs and desires in the advanced developing countries and the present situation of the information services to meet them, and the requirements and constraints peculiar to those countries which bought to be considered in the design of a national information network for advanced developing countries, an individual report on the current status of information activities for each of the fourteen countries chosen for this study, was presented. The procedure used was to arrange the data acquired in the questionnaire responses and other sources, in the form of fifteen country reports to be summarised by cross-section characteristics later.
Objective: The aim of this paper is to introduce a method that can measure and analyze the judgment gaps between service providers and customers. Background: It is important to understand the good service that service providers and customers are thinking. If there is judgment gap between service providers and customers, it would cause an unsatisfactory service. The judgment gap should be thoroughly investigated for a good service design. Method: Lens model is a human decision making model that was proposed by Brunswick(1952). This study indicates whether the Lens model can be applied to analyze judgment gaps between service providers and customers. As a case study, a library lending service was selected. 5 librarians and 15 customers participated in the experiment that investigates their judgments on a good service. The obtained data were analyzed by a modified lens model. Results: Cue weighting policies of consumers and service providers were similar, except that consumers gave higher weight on tangibility than service providers. Service providers and consumers had a good knowledge on the service quality, but they could not well apply the knowledge to judge it. Conclusion: The lens model may be used to analyze judgment gaps between service providers and consumers in the other service areas. The decision cues that were used in this study can be changed, depending on the characteristics of the target service. Application: The method that is proposed in this study may help to investigate and analyze both consumers' and service providers' judgments on a variety of services.

Countries in the world are setting up policies to implement anti-global warning measures to actively cope with the Agreement on Climate Change. Rising problems related to energy and environment prompted research and development efforts to highly efficient electric instrument and environmentally friendly products to secure resources and save energy Korea's high dependency on imported energy and its lack in natural resources make it urgently necessary to develop energy efficient instrument and equipment that can save energy. Every household now uses a transformer, which is very important instrument among others. A variety of technologies to manufacture transformers are currently used along with efforts to develop new materials. Development nit of high efficient transformers is called for by the time and has direct economic impact on suppliers and consumers. In addition, it is desirable to install a transformer that is trustworthy, secure, low on loss, anti-incident capable, small, anti-flammable, environmentally friendly, cost-efficient high-frequency resistant and easy for maintenance. To do this, it is necessary to look deeper into a highly efficient transformer that can save energy. This paper will discuss the types and characteristics of various transformers and propose ways to save energy and raise efficiency tv analyzing a environmentally friendly amorphous transformer.

This study investigated the main user types of the reading programs which are provided by sixty-two public libraries during September, "the Month of Reading," in seven metropolitan cities, Seoul. Pusan, Daegu, Incheon, Daejeon, Gwangju and Ulsan. For the analysis, the data are collected from 622 programs of "the Month of Reading." The content analysis method was used to analyze data and find meanings from it. The findings show, there are a little differences in the priority order of the main user types among the seven metropolitan cities, however, the children and all ages of the public libraries in seven metropolitan cities are identified as the main user types of the libraries.

Our society is changing into the society of knowledge and information since the advent of 21st century. This may require that schooling need to have a new paradigm. Korea has already entered into the aging society with the help of various population control policies such as birth control from 1960s, and is expecting to go into the so called ultra- aging society. Elementary and middle schools have been facing the rapid decrease in the number of students since the mid-1980s, which high schools are now confronting with. The present study investigates how to effectively utilize extra classrooms at schools. The present study offers eight basic directions that may help establish the utilization planning of extra classrooms. One direction is offering an appropriate space utilization environment, another is to present a plan for having special classrooms. Others are having multi-purpose classrooms, management on the unified rooms for library and audio-visual teaching, securing facilities rooms for the school staff. And others are the planning of the diversion of living space for improving sanitation and the provision of meals, the necessity of the extension or rebuilding of school buildings for other uses according to school development schemes, the utilization planning for community residents to which each school belong.

Until now, records re-enacting social memories have not been main targets for preservation and management in Korea. However, people have recently begun to focus on forming and maintaining their memories because these personalized records have started to be recognized as social and political issues. In this respect, this study aims to find out how to preserve social memories by comparing various global open archives. For achieving our research goal, we first established the definition of social memories and records and revealed their characteristics. After then, we selected representative open archives' websites to examine their collection polices and compare them according to several criteria. As a result, we distilled insights based on similarities and differences of each archive and discussed considerations in preserving social memories consisting of three phases: analyzing target social memories, establishing collection policies, and collecting actual records. This study has significance in that it examines the characteristics of social memories and records and also suggests preliminary findings for advanced research to develop practical tools for social records management and archives.

Recently, most cloud services use Docker container environment to provide their services. However, there are no researches to evaluate the performance of communication libraries for multi-GPU based distributed deep learning in a Docker container environment. In this paper, we propose an efficient communication architecture for multi-GPU based deep learning in a Docker container environment by evaluating the performances of various communication libraries. We compare the performances of the parameter server architecture and the All-reduce architecture, which are typical distributed deep learning architectures. Further, we analyze the performances of two separate multi-GPU resource allocation policies - allocating a single GPU to each Docker container and allocating multiple GPUs to each Docker container. We also experiment with the scalability of collective communication by increasing the number of GPUs from one to four. Through experiments, we compare OpenMPI and MPICH, which are representative open source MPI libraries, and NCCL, which is NVIDIA's collective communication library for the multi-GPU setting. In the parameter server architecture, we show that using CUDA-aware OpenMPI with multi-GPU per Docker container environment reduces communication latency by up to 75%. Also, we show that using NCCL in All-reduce architecture reduces communication latency by up to 93% compared to other libraries.

In this study, data repository information registered in re3data (re3data.org), a research data registry, was collected. Based on collected data, the current status was analyzed for 354 repositories (approximately 14% of total repositories) in the field using keywords in the ecological field suggested by two experts. Major metadata formats used to describe data in ecological research data repositories include Federal Geographic Data Committee Content Standard for Digital Geospatial Metadata (FGDC/CSDGM), Dublin Core, ISO 19115, Ecological Metadata Language (EML), Directory Interchange Format (DIF), Darwin Core, Data Documentation Initiative (DDI), and DataCite Metadata Schema. The number of ecological repositories according to country is 102 in the US, 34 in Germany, 31 in Canada, and one in Korea. A total of 771 non-profit organizations and 12 for-profit organizations are involved in the construction of the ecological field research data repository. Data version control ratio of the ecological field research data repositories registered in re3data was analyzed to be somewhat higher (86.6%) than the total ratio (83.9%). Results of this study can be used to establish policies to build and operate a research data repository in the ecological field.

The historical aspects, policies, institutions, awards and measurement results of scientific literacy and scientific culture development in Indonesia have currently attracted further exploration. This paper utilizes secondary data research, further analyzed by employing the Supplementary Analysis technique. The results revealed that the tradition of writing and publishing scientific journals in Indonesia has existed ever since the Dutch East Indies with the journal's publication entitled 'Natuurkundig tijdschrift voor Nederlandsch Indië' in 1850. To date, Indonesia has owned 5,990 nationally accredited journals. Policy support has been provided at the national and regional levels, despite limitations in cultivating literacy and reading habit. From the institutional perspective, Indonesia provides a wide array of public support, including the effort of the Ministry of Education and Culture for advocating the national literacy movement and the availability of a reference database and scientific access established by the National Library; the Indonesian Institute of Sciences, and the Ministry of Research and Technology. Similarly, in the award-related perspective, the Indonesia government has granted awards to individuals or groups and local governments engaging in the cultivation of scientific literacy and scientific culture. However, among the global measurements for literacy development in Indonesia (in 2020) recorded that three indicators scored less than those in 2019.

This study examines the differences in children's reading comprehension and satisfaction of storybooks according to a type of medium(paper and multimedia e-books). Six different storybooks were used and 85 children participated. Each child read a paper book and an e-book(both are different books). The study results showed that overall, the type of medium did not significantly affect the children's reading comprehension of all six storybooks: for two storybooks, some comprehension scores of paper books were higher than those of e-books, on the other hand, some comprehension scores of e-books were higher than those of paper books. Satisfaction scores of paper books are a little bit higher that those of e-books, although resulting in no statistically significant difference between two types. In addition, the study suggested that the amount of annual readings is positively related to improving children's composition ability and information acquisition ability. Finally, we proposed how to promote the use of e-books in the school library environments in terms of its usability and management policies.
