A Study on the Development of Topical Headings Related to Korea in LCSH (LCSH 한국관련 주제명표목의 변천과정에 관한 연구)

  • LCSH is now used as a major subject access tool in library catalogs and national bibliographies. Internationally, LCSH has also gained wide acceptance. Over the years, many libraries in other countries have adopted or adapted LCSH. The purpose of this study is to analyze the historical process and characteristics of subject headings related to Korea in the LCSH, from the first edition to 30th ed. The analytic results show that the section of Korean history and related subject headings are different from the terms used in Korean academic world : Some subject headings considered important and essential are left out. We can also recognize the some headings are relatively too subdivided. The omitted and insufficient Korean subject headings are considered to be tied up with library policies of LC. Therefore our active support such as donation are being called for collecting more detailed analysis of Korea-related publications in LC.

A Study on the Current State and Improvements of Digital Libraries in Cyber Universities (사이버대학 디지털도서관 현황분석과 개선방안에 관한 연구)

  • This study examined the current state of digital libraries in Korean cyber universities and suggested recommendations for improvements. The study conducted a survey and face-to-face interviews with people in charge of managing cyber university digital libraries, and analyzed library Web sites as well as library holdings and budget information available from the university information disclosure. The examples of cyber university digital libraries in other countries were also analyzed. Based on the findings, the study developed guidelines and policies for improving cyber university digital libraries and suggested a hosting-based digital library system. The findings of this study is expected to contribute to enhancing the quality of education in cyber universities.

Importance and Feasibility of Establishment and Operation of the Collaborative Repository for Academic Libraries (대학도서관 공동보존서고 설립.운영의 중요성 및 타당성)

  • The goal of this study is to review the importance and to prove the feasibility of establishment and operation of the academic collaborative repositories in Korea. To that end, its importance was analyzed from the sides of collection space of libraries, national management of academic information resources, cases of collaborative repository. And its feasibility was logically proved in terms of the global production and distribution of knowledge and information, library relevant laws, national policies of academic information resources, and actual collection space of academic libraries. As a result, the importances and feasibilities of establishment of the academic collaborative repository were revealed by enough. Accordingly, there is a need to develop immediately the establishment and operation model of the collaborative repository for academic libraries.

A Review and Application of Library User Comments Data Analysis Tool: Focused on the LibQUAL+ Survey Comments (도서관 이용자 코멘트 데이터 분석도구 리뷰 및 적용: LibQUAL+ 설문 데이터를 중심으로)

  • Using user satisfaction surveys and LibQUAL+ instruments, libraries are increasingly gathering qualitative data such as verbatim user comments as well as quantitative data. Such qualitative data can be utilized as clues in establishing library service strategies: to better understand user issues, to identify areas for service improvement, and to prioritize user needs. For this, it is necessary to analyze user comments data and to apply results to the delivery of service and the library policies. This study is an attempt to investigate ways in which user comments data can be made useful in libraries. It identifies different methods of analyzing user comments data from LibQUAL+ surveys and compares qualitative data analysis software programs and taxonomies. It also presents the results of applying these tools to a subset of actual user comments data gathered from a recent LibQUAL+ survey at a major university library in Korea.

A Study on the Use of UN Materials and UN Depository Library Management System (UN자료이용과 UN기탁도서관 운영에 관한 연구)

  • United Nations Depository Library Systems is not yet well known to the Public. United Nations as an international organization founded on the basis of various cultures, ethnic groups and political & economical backgrounds, have complied all its policies and activities into various type of materials in written form from the beginning. These materials including laws, periodicals and monographs produced from UN\`s various activities have a great vale as library materials containing useful information. UN has distributed them throughout the designated libraries called UN Depository Libraries for the world users. So UN materials are available to users not only from the member countries but from the world. I the Republic of Korea several depository libraries have received a large quantity of UN materials since the 1990\`s. However, these materials have not been utilized well. Under thee circumstances, this study tries to present the ways to promote user\`s understanding of UN material and encourage them to use the valuable information more effectivity.

A Study on the Status and Gates of Teacher Librarians' Frail Vocational Presence in Korea (사서교사의 허약한 직업적 존재감 실태와 출구에 대한 연구)

  • Teachers, parents and students have regarded teacher librarians as a book keeper who doesn't participate in teaching. Consequently teacher librarianship has not satisfied occupational function and qualities of professional workers and teacher librarians' vocational presence appears to be very frail because of school library policies ignoring teacher librarians appointment, the law and system identifing librarinship with teacher librarianship. But its ultimate cause is Library and Information Science Community's attitude of sideliners that doesn't holding teacher librarians oriented preparation programs for their instructional qualification. Thus it is essential for the members of academic communities to recognize teacher librarians as an educational media specialist and develop various curricula in order to strengthen the occupational status of teacher librarians. Also it requires that teacher librarians improve his/her individual ability with self evaluation and increase activities of their professional institutions.

  • In the era of knowledge and information society, specialists with a specific concentration are more appreciated than broad knowledge. Therefore, it is a growing trend that universities and departments restructure their vision and plans to foster specialized professionals. While responding to the needs of working libraries and adhering to the basic educational goals, the Programs of the library and information science sector should be flexible to the external changes. In this sense, each university should develop customized curriculum based on its related policies, resources, and surrounding circumstances, with an emphasis on specialization over standardization. This paper discusses how to build specialized education programs in line with specific environments that each university is surrounded with, and by doing so, raise information professionals with specialized concentrations.

A Study on the Role Model of Joint School-Public Libraries for Rural Communities (지역사회 개방을 위한 학교도서관의 역할모델에 관한 연구)

  • South Korea has fewer public libraries than other developed nations of OECD. This calls for a more diverse role of school libraries in the geographically isolated areas. School libraries should provides services for not only its students and faculty, but also the surrounding neighborhood as a part of cultural community. Based on the needs for an expanded role of school libraries, this research aims to identify the necessary factors for school libraries to provide services to their local residents. Two things should be identified for this research. First, we should confirm the necessity of policies that provide library services to local residents of school libraries. Second, we should propose a way to have the libraries as a part of cultural community where meet the information and cultural demand of their local residents. The study surveyed users, school principals and working-level staff members of cultural communities in order to study the two questions. These groups were from Uri-school Village Library, which is supported by the NHN Culture Foundation. Through the survey, the research confirmed the need for a consistent outside assistance, job training, open door policy for local residents and diverse library services in order for school libraries to serve their local community.

A Study on the Outcome Management through the Analysis of Public Library Operations and Services in Seoul (서울시 공공도서관 운영 분석을 통한 서비스 성과관리 설계의 방향성 연구)

  • The purpose of this study is to present the directivity of outcome management through the analysis of public library operations in Seoul. For this purpose, author evaluated the public library policies by linking the 「Metropolitan Comprehensive Library Advancement Plan 2018~2022」 and 「The Third Comprehensive Library Advancement Plan: 2020 implementation plan」 and compiled to draw up the issue of policy development on the awareness of public library services by Seoul citizens. Nest, author analyzed and compared the core infrastructure, collection services, programs and activities of 173 public libraries in 25 local governments. Based on these results, author suggested the directivity of outcome management as follow. All public libraries in Seoul must emphasize the development scope and management methods of the performance indicators. For outcome management, this study emphasized building a strategy planning with the development procedures of performance indicators, categorizing outcome management indicators, developing user-centered indicators, and improving qualitative indicators. As there is a possibility that the quality of services expressed in the output may deteriorate due to the failure of the physical input indicators, it is necessary to strengthen the input and encourage the resolution of the service gap by establishing a performance management system to logically explain the relevance or causal relationship between these indicators.

A Study on the Library Services for the Solution of the Information Inequality of the Low-Income People in Korea (저소득계층의 정보불평등 해소를 위한 도서관서비스 관련 연구)

  • This study examined relevant literature to review the concept of low-income class, its criteria and types. Based on the cases surveyed, the service status of public libraries for low-income class in South Korea was determined. Based on the findings of this study, we proposed new library services necessary for low-income class, such as the implementation of relevant programs aimed at resolving the digital information divide of low-income class, the introduction of employment programs for the self-economic-support for low-income class adults, and the introduction of reading and counseling therapy services. In addition, this study proposed five policies for activating library services for the low-income class: (1) To revise the act on library law so as to clarify the concept of low-income class, its criteria and types, (2) to revise the master plan for library development so as to bolster the library services for low-income class, (3) to conduct a national-level survey of the low-income class status and of the library service status, (4) to determine the actual features of the low-income class and their information demands, and (5) to prepare library services tailored to the diverse types of low-income class.
