Toe public library may perform a social good only when its objectives are adequate to the community's needs. The present purpose of the public library in the Korean Library Act has no direct concern for our social needs from its very beginning because it was not created in response to our social needs but transplanted from American principles. It is, therefore. difficult to expect socially useful output of our public library programs under the present purpose which may be inadequate to our social tradition and needs. This study purposes to examine validity of the present purpose of the public library in the Korean Library Act, in the light of our community needs and our own library tradition. The methods employed to achieve the purpose of the study are (1) to survey needs of the library frequenters through questionnaire, and interviews with the public librarians in Seoul, (2) to gather the statistical data relevant to, and supporting, the hypothesis, and (3) to compare our social background with that of the United States of which the American purpose, a model for our present purpose, came out. The conclusion is as follows: A. The idea to induce people to pull themselves upward by providing for all the members of the community access to the world's best books shelved in the public library should be abandoned. The reasons are (1) that the idea is alien in our public library tradition, (2) that little demand of the community goes with the idea, and (3) that reading outside the library has come into wide practice, thanks to recent increase in individual income and that in publications. B. That the public library maintains fiction and other recreational reading materials is meaningless in the light of the community needs. These are the two explanations supporting the thesis. (1) The "uplift" theory has proved inoperative and people apparently do not progress from, light fiction to more respectable fare. (2) The conviction that fiction and other recreational reading materials keep the middling classes from the "vicious" entertainments maintaining order in the community by giving them a harmless source of recreation has lost its significance as the modern society provides a number of choices in recreation: television is an obvious example. C. The nature of the informational needs of the community has radically changed, so radically as to require substantial changes in the outlook, collections, and services of the public library, which is :slow in adopting itself to the new social surroundings in Korea. D. 92.2 per Cent of the present frequenters of the public library are high school and college students. Since the library is to meet the existing community needs it should turn its attention to the student group, and develop the means to serve it better, not the "theoretical group of specialists who do not come to "the public library. E. In revision of the purpose of the public library, priority of each objective should be given. The priorities in the last analysis are research and information. culture, recreation in that order.

This research looked into both meaning and value of library catalog through the information behavior of user and suggested a plan to improve the quality and search functions, which are reflected the users' information needs and search behavior. U-CAT, a experimentally developed with reinforcing the contents and search functions of current library catalogs, was tested with the degree of satisfaction by the sample user group. The test results showed that the user's satisfaction on U-CAT was very high. The result verified that a little change with current library catalogs (to upgrade its quality) could result in a higher satisfaction of user group.

Despite the continuous efforts of academic libraries to develop various user-centered outreach programs, services and new processes, library anxiety still remains a threat to university students' full use of academic library resources. Meanwhile, a new generation of students, called the "Net Generation," has grown up with developed information and communication technology enter university and must be persuaded to turn to the library. To serve this new group of patrons better, libraries need to adopt new technologies. However, since an initial introduction cost and labor efforts are involved in the integration of the technology, identifying the right time for introduction and the right scope of innovation is essential but difficult. The study proposes a not-yet-well-known, novel experimental design, Regression Point Displacement (RPD), to evaluate an orientation program applying Mobile Augmented Reality (MAR) for STEM students. Since this RPD design requires only one treatment group, the model is expected to be the incomparable and rational way to evaluate the new MAR technology. In the context of an informal learning experience, the findings of the study will determine the effectiveness of an orientation employing the MAR technology.

This study is an attempt to encourage the establishment of Friends groups in Korean public libraries and to provide library staff and local people some details on how friends groups were being developed in public libraries in other countries. friends groups can be established by those who are library volunteers and are willing to support their library. Public library personnel and particularly the Korean Library Association play an important role in initiating and operating Friends groups in Korean public libraries.

Air Force library performs the functions of a library with respect to a specific group of Air Force. However, the development of Air Force library is beginning step, its facilities and services are not meet expectations. The analysis of operating status for entire Air Force libraries is so far not attempted. Focusing on this point, this study analysed for the first time evaluation regarding the overall operating status and activation of Air Force libraries at the levels of wing, group and squadron. The questionnaire was consisted of a total of 45 questions. The questionnaire was distributed to 101 Air Force libraries registered in currently August 2014. I was received the reply from 81 out of 101 Air Force libraries, but the responses of 4 libraries were poor, and analyzed the total 77 library responses excluding them. As the results of the analysis, this paper identified operational status and perception of activation of Air Force libraries as a whole, and pointed out the problems that have been identified regarding the operation of these libraries. Furthermore, this paper suggested concretely activation plan for the development of Air Force libraries.

Authority control enables us to retrieve information accurately by coordination and cross reference of headings. It is considered that authority control is needed in machine readable catalogs as well as in conventional catalogs. Taylor, Maxwell and Frost divided automated authority control systems into major vendor and network systems then available into two groups. The first group was defined as a system that processes a library's machine readable catalogs on the tape against an automated authority file. The second group offers an online access to catalogs and authority records. This group was further subdivided into linked or integrated systems and unlinked systems. If authority work is shared with many libraries the costs can be considerably reduced and the quality of catalog data base can be controled by standardization of headings used in participating libraries. The NACO is a project for sharing of authority records started in 1977 by L.C. And LSP furthers the ability to share authority records. A project as the NACO is necessary not only in America but also in the other countries The responsible organizations for national bibliographies of the countries must take much interest in these matters.

The paper suggests newly conceptualized information retrieval system on the notion of citation analysis. The paper also criticizes the traditional information retrieval techniques using Boolean logic. The underlying assumption of this paper is that any pair of papers cited by one paper could be strongly related each other in meaning (Co-citation Analysis). And also any two papers to share same references could be similar each other (Bibliographic Coupling), By using graph algorithm, the networks of two kinds of the papers (the citing group, the cited group) is made in the fields of the genetics and the information and library science. The results say that the maps or networks for cited and citing groups can be useful when applied to the paper set made by the broad searching by subjects or keywords.

The purposes of this study were to develop lesson plans of library assisted practical problem-based teaching-learning for 'life and career planning' unit in high school Technology Home Economics Subject and to compare the learning effect of this lesson plan with that of practical problem-based teaching-learning in class. The change in student's perception about home economics subject was also compared after two types of teaching-learning process. The contents of the high school Technology Home Economics textbooks and curriculum guide book for the year of 2007 curriculum revision were analyzed. Based on these analysis 10 library assisted practical problem-based teaching-learning lesson plans on 'life and carrer planning' unit were developed. The high school students living in Gyeonggi province as an experimental group participated in library assisted practical problem-based teaching-learning. The control group of students who had same condition with the experimental group were taught by same lesson plans in class. After the experiment, the changes in attitudes toward life and career planning and in perception about Home Economics subject were analyzed using Analysis of Covariance. The more significant positive attitudes toward life and career planning were found in the experimental group of students compared with those of the control group of students. And compared with the control group of students, the experimental group of student perceived more positively about characteristics of Home Economics subject. Thus, the following conclusion was made that the library assisted practical problem-based teaching-learning could be one of the useful teaching-learning methods to improve attitude toward life and career planning and perception about Home Economics subject.

To promote information service and to encourage active participation from the group categorized as the alienated class(group of people) this study suggests the basic concepts and strategy for the information services to alienated class who does not have full public library services. The paper classifies three separate groups of alienated groups, handicapped. poor(economically unfortunate group) and elderly group. The service shall consider their needs from their own Point of concern and interests. There are three distinctive considerations, infra structure(facility building, space. place). administrative consideration, and equipments. Infra-structure includes the planning of the space to facilitate the equipments and reference materials which will be control)ed and moderated by a librarian. Administrative service includes the development for the educational system between the end users and external experts. It also includes the individualized education system for each group Material and equipment consideration should include the each group's specific needs such as the infra-structures which is provided for the handicapped person.
