The purpose of this study is to develop evaluation index for school library in order to find ways to continue the improvement of school library by examining deficient areas and developing necessary areas, in which almost every school have libraries as a result of school library promotion project for last five years. To fulfill this, the research analyzed 2009 evaluation of the Ministry of Culture, Sports, and Tourism(MCST), policy research evaluation index of the Ministry of Education, Science, and Technology(MEST), BSC product index of school library from preceding research, school library evaluation standard of Korean Library Association (KLA), two-phased base plan and school library promotion law of school library promotion of the MEST and evaluation index of municipal/province education agency of MEST, and thereby developed 54 evaluation index from 8 areas. The research ultimately presents 48 evaluation index from 8 areas. Also, analysis result was first verified by school library experts to increase credibility of the evaluation standard of the research. Based on the result, second evaluation was done by school library faculty staff, and thus went through two-phased verification process.

According to the 7th education curriculum and advent of information society people expect the school library to do various things. Based on an evaluation model of education policy, the policy process of the school library was divided into an agenda setting, policy making and policy implementation. Then I developed a method of evaluation from an administrative and political point of view. Using this, I analyzed problems with school library policy and I categorized them. I suggested better solutions for Improving the school library policy.

This study is to develop school library Policy model in accordance with guidelines suggested in policy science theories and to evaluate school library policy with application of "Activation Agenda for School Libraries". The guidelines on the evaluation of school library Policy were based on the models suggested in education policy and school library Policy theories. Selected guidelines were examined through survey distributed to evaluators and telephone interviews. Although overall evaluation results on school library policy were positive, it is suggested that more efforts for Policy improvement are needed.

The purpose of this study is to improve the evaluation system of school libraries in Korea. Major issues to improve the evaluation system were identified through school library evaluations and an analysis of the existing evaluation system of the Committee on Library and Information Policy. The issues include evaluation organizations, purposes of evaluation, selection of objects, evaluation period length, systems of evaluation, and ways to receive results. Alternatives for improving the evaluation system were selected through surveys and professional consultation. Finally this study proposed a more effective evaluation system which emphasizes the self-regulation and responsibility of provincial education offices in Korea.

The purpose of this study is to construct the school library consulting supervision model and to develop the evaluation indicators of school libraries in Korea. Individual School library should contribute from school educational objectives to national level educational objectives. When school libraries have accountability, consulting supervision and evaluation for the school library education is needed. School library consulting supervision model was developed with seven components. School library evaluation index is proposed with seventy-two indicators in six categories. Results of the evaluation will be able to take advantage consulting supervision.

The purpose of this study was to elicit the priority of the index of the operation evaluation of the school library, and to present measures for improvement of the evaluation index that reflects the project sites. To this end, the school library evaluation index was analyzed by applying the Analytic Hierarchy Process(AHP) analysis method to teacher librarians who are the representative personnel of the school library. According to the research, the priority of the upper tier evaluation areas was human resources, library services, information resources, library management, facilities and environment, and the priority of the lower tier evaluation items was human resource allocation, human resources expertise, reading education, information literacy education, efforts to activate education, book composition snowflake, the latest book, budget, facility access, book status, appropriateness of facilities and facilities, management plan, proximity accessibility, PR and marketing, school library steering committee, cooperation, use of materials current status. The conclusions drawn from this study could be used as basic data in the application of fieldworked school library assessment indicators.

The purpose of this study is to determine whether the pre-evaluation of the feasibility of establishing a public library, which is mandatory according to the revision of the Library Act, can improve the quality of the library. Therefore, the effectiveness of the preliminary evaluation was analyzed through the case analysis of the preliminary evaluation of the public library construction support project, which was implemented for the same purpose before the revision of the Library Act. In the case of libraries built after preliminary evaluation, most of the minimum standards for legal librarians required by the Enforcement Decree of the Library Act were secured, which helped secure basic library personnel. However, there were few libraries that secured and operated as much manpower as originally planned, and in some cases, the application applied to operate the library directly, but it was changed to consignment operation at the time of opening, so the pre-review details were not faithfully reflected. This study proposed re-establishing realistic librarian placement standards according to the revision of the law and introducing a post-evaluation using the library registration system so that it would not be a formal pre-process through case analysis.

This study aims to draw implications on development of service quality evaluation criteria for academic libraries in Korea. First, this study review recent academic research trends on service quality evaluation criteria for academic libraries. Second, This paper diagnosed result of 'the pilot evaluation of academic libraries in Korea' conducted from 2010 and 2011 and prospect the direction on the evaluation of academic library according to 'Library Promotion Act' established in march 27, 2015. Finally, this article was performed comparative analysis of studies or criteria on service quality evaluation for academic libraries.

This study was conducted to develop and propose the evaluation indicators to evaluate the eco-friendliness of the library, when certified as the eco-friendly Green Libraries. To do this, we extracted the green library components through an analysis of the green library literatures and case studies, and surveyed the perceptions of the library staffs about the assessment factors. Finally, we developed the green library evaluation index with 11 evaluation areas, 31 evaluation items, and 135 evaluation indicators. The 11 evaluation areas are as follows; Land use and transportation, energy and environmental protection, materials and resources, water cycle management, maintenance management, ecological environment, the indoor environment, the library resources, the eco-education programs and campaigns, the staff and operations, and the computerization.

This study considered the developing course on evaluation indicators of military library which published in 2007, and applied them to 84 military libraries in 2008. By analyzing the results from applying, this study also tried to find more effective evaluation indicators which are available properly. Through the output analysis of documental evaluation and actual inspection, which performed by ten organizations, on military library, revised and completed 28 indexes of 8 classes-plan, finance, service, collection management etc. and some of their evaluation scales. For accurate, objective evaluation, it is suggested that the navy and the air force libraries which have different military traits have needs for grouping separately from the army libraries, and also proposed to make standard of research on the actual condition for military libraries that can be used in each military line.
