This study was to investigate and analysis the library-related laws and regulations enacted by local governments. As a result, library regulations are investigated all 629 cases in nationwide survey. Among them, library-related ordinances are 393 cases, library-related regulations are 187 cases, and library-related anweisung are 43 cases, such as the order was followed. The Library ordinance 393 cases consist of library management ordinance(205 cases), small library ordinance(101 cases), reading promotion ordinance(49 cases), and so on. The 32 local governments did not enact the Library laws and regulations. And the 40 local government did not enact Library management ordinance. It is suggested that local government did not enact library-related laws should be established the library laws as soon as possible.

It was examined that library-related ordinances enacted by local governments in nationwide were all 321 cases. Among them, the library management ordinance(185 cases, 57.6%) is the most common, small library ordinance(54 cases, 16.8%), Saemaeul mobile library ordinance(24 cases, 7.5%), reading promotion ordinance(29 cases, 9.0%), other ordinances(29 cases, 9.0%), such as the order was followed. Since 1996, the local government system was carried out in earnest, library ordinances each year continues to increase. Saemaeul mobile library ordinances was enacted primarily in the 1990s, small library ordinances and reading promotion ordinances have been increasing rapidly since 2009. In order to clarify the purpose of the ordinances, the term 'library' should be included in the title. It is suggested that the library-related ordinances in a local government, such as public library ordinance, small library ordinance, Saemaeul mobile library ordinance, and reading promotion ordinance, are better be integrated for consistent implementations of library policies.

As the foundation of the National Digital Library(NDL) by the National Library of Korea is in progress, there has been an increasing interest in developing a policy for its successful operations. Although the research and support related to building domestic library policies have been limited so far, it is an important ongoing problem to develop and improve systematic and detailed policies for information services of digital libraries in order for them to continuously advance in a rapidly changing information environment along with various issues. Therefore, through a thorough review of the literature and overseas cases related to the development of digital library policies, this research aims to provide a new direction for establishing service policies of domestic digital libraries including the NDL by extracting its critical factors and issues.

This study is creating furniture design strategies that can upgrade the library function. Today, everyday life is in very strong relationship with the library. University library must have a substantial collection development policy, by which the short and long term plannings are set up to meet the goals of university education and to support university function. Only when university library organizes collection building based on the well-planned policy, can it establish the systematic collection building, which can satisfy users, support continuity of work, use budget efficiently, and solve the space problem by with-drawing the materials. But most Korean university libraries, contrary to many foreign cases, don't have proper systematic collection development policy or guideline that controls overall library work from planning the collection of materials to evaluating and preserving them. Questionaire on whether university library has collection development policy or guideline was answered positively by only 6 cases out of 57 cases, which is just 10.5 percent. Even in cases that they have a guideline, the content of the copied guideline they sent was confined to acquisition, which is just a part of collection development. Collection development is a statement needed to set up long and short term plannings in consideration of the aims of the library and the needs of users and to shape and manage the library collection systematically. With the above conception and definition, we try to make a proper collection development policy and guideline for the Korean university libraries. Here we must define the object of the university. Object of university is to have good curriculum, good courses, research activities on the part of the faculty, enlargement of graduate school, and establishment of various institutes, etc. And in guideline, selector, method of selection, level of selection and arrangement of budget, etc. must be described concretely in its contents. Since collection development policy and guideline of Korean university libraries should concern their situation, we must confer with the result of the survey and analysis on the matter of collection determination. Here the contents include the priority of materials to be collected, method of collecting materials, arrangement of budget, and others. The purpose of this study is to develop a tenative collection development guideline in reference to the Jeonju University Library by means of analyzing the guiding principle, contents of the guideline, and present conditions of the Korean university libraries. The systematic collection development based on the Guideline for Collection Development of the Korean University Library, can offer a satisfactory service to the users of the university community, and also contribute to the development of the university itself as well as the university library.

Library is a social institution that satisfies the intellectual needs of the community and provides information, cultural enjoyment, and continuing education to the community. However, it is true that a library may face with difficulties in satisfying the diverse and advanced needs of its users and performing its newly acquired roles because of the limited financial resources of state and local governments. Therefore, this study proposed the introduction of corporate donations as one of the options for library funding, both for expansion of critical library infrastructure and for the internal stability of library operations. To this end, this study determined corporate donation goals, donation targets, campaign donations, the number of libraries being built and renovated, and the effects on libraries that obtained corporate donations by investigating and analyzing known corporate donation cases. The results of this study could be used by libraries hoping to attract corporate donations.

This study intends to review the quality factors of library service for the disabled using user-centered approach. For the empirical review of quality factors, Nine quality factors were drawn after analyzing the current library service quality factors and the standards of library service for the disabled. Using these factors, The survey for identifying importance of factors and the qualitative evaluation of service cases were performed in this study. As a result of this survey, the most critical but relatively weak quality factors were facility, collection and staff factors. And the qualitative evaluation results of service cases indicated that the reading culture program and the information service factors were critical.

A library privacy policy describes the library's willingness to protect the library users' personal information, and also serves as a code of conduct for library staff. In recent years, cases of privacy invasion have been growing exponentially in society as a whole, including at the library, and therefore the establishment and application of a privacy policy is becoming more important. In this study, we try to develop and propose the optimal library privacy policy. For this purpose, we derived implications by analyzing the domestic and international privacy laws and guidelines, investigating invasion of privacy cases at home and abroad, and studying different library privacy policies from libraries around the world. The library privacy policy that we propose in this study was created to be a guideline for librarians when dealing with privacy issues and is library specific, diverging in many ways from privacy guidelines used in other fields.

KSLA(Korea School Library Association) is a representative professional association related to school libraries and teacher librarians in Korea. This study tried to propose the strategic plan of KSLA. To do this, major works of KSLA are defined after analyzing current issues of school libraries and the internal environment. Among them, 12 works are selected as strategic works. The survey was carried out to decide which works are regarded as more important or less. After all, this study proposed the strategic plan for 4 works, which are the revision of school libraries promotion law, the revision of elementary and secondary education law, the investigation of teacher librarians' grievance cases and the collection of outstanding educational cases in school libraries.

The purpose of this study is to propose effective plans for Anyang municipal library to use online media in preparation for the post-covid-19 era. For this purpose, the main implications were summarized by analyzing the operation cases of 5 excellent libraries that received government awards in the libraries' operation evaluation in 2021. And based on the analysis, strategies that can help Anyang municipal library use online media to operate library effectively even after COVID-19 were derived. This study is meaningful in that it is an empirical study that summarizes the online media usage strategy of the Anyang municipal library in preparation for the post-COVID-19 era based on actual cases of excellent libraries in the COVID-19 period.
